Appendix Table 1: Mental Health Inpatient Discharges and Length of Stay by Age Group and Region, and Table 2: Mental Health Inpatient Discharges and Length of Stay by Age Group, Region and Hospital

The cohort will include all mental health inpatient discharges in calendar year 2012. There are no Medicaid eligibility requirements, but discharges where the patient is Medicare eligible are excluded from the cohort.

Data is reported for children and adults separately. Children are defined as youth under the age of 21 at the time of discharge. Adults are aged 21 and older at the time of discharge.

Table 3: Mental Health Readmissions within 30 Days by Age Group and Region, and Table 4 : Mental Health Readmissions within 30 Days by Age Group, Region and Hospital

The cohort includes discharges to the community from inpatient psychiatric units at general hospital (Article 28) or private hospital (Article 31) or state psychiatric hospitals (SPCs) identified on fee for service claims data. Transfers from Article 28 or 31 hospitals to SPCs within a day are considered as one episode, with the record reconstructed to account for the entire episode as an SPC record. Discharges for recipients with continuous Medicaid eligibility of 90 days or more after discharge are included. Discharges for recipients who are Medicare-eligible are excluded.

Data is reported for children and adults separately. Children are defined as youth under the age of 21 at the time of discharge. Adults are aged 21 and older at the time of discharge.

Two readmission counts are provided, a count of the number of readmissions occurring within 30 days of discharge where the subsequent admission is to a hospital in the same region and a count of the number of readmissions occurring within 30 days of discharge where the subsequent admission is to a hospital in any region. Only an admission for mental health inpatient treatment is counted as a readmission. These tables count instances where a mental health inpatient stay is followed with 30 days by another mental health inpatient stay. A mental health inpatient stay followed by an inpatient admission for a physical health or a substance use diagnosis would not be counted as a readmission.

Only discharges where the outpatient service visit occurred as the next immediate service post discharge are counted. Due to the monthly billing structure of ACT and PROS programs, they are considered a 7 day follow-up if the claim occurs within 30 days of discharge.

The cohort includes Discharges for recipients with continuous Medicaid eligibility of 90 days or more after discharge are included. An inpatient detoxification service followed by an inpatient rehabilitation service within 14 days will counted as one episode. Discharges for recipients who are Medicare-eligible are excluded. The data is for all adults age 18 and above.

Continuity of care is calculated as admission to an immediate next lower level of care within 14 days of discharge. This does not include detox for a detox discharge, and does not include detox or IPR for an IPR discharge.
