On motion by Ms. Richman and seconded by Ms. Korn, and approved by all present, the

Board recessed into closed executive session at 5:30 p.m.

BE IT RESOLVED that the Bernards Township Board of Education shall meet in

closed session to discuss: confidential personnel and contract items; matters of

litigation; confidential student matters; and further

BE IT RESOLVED that the matters discussed in closed session will be disclosed

to the public as soon as and to the extent that such disclosure can be made without

adversely affecting the public interest or without violation of the confidentiality of

personnel.

On motion by Dr. Dunten seconded by Ms. McKeon and approved by all present, the

Board closed the Executive Session at 7:00p.m.

VI. Statement of Public Notice

This is a regular Meeting of the Board of Education of Bernards Township.

Notice of the time and place of this meeting was provided and copies of that

resolution were forwarded to the official newspapers as designated by the Board

of Education and to the Township Clerk and a copy of the notice was posted on

the bulletin board of the Board of Education Offices in accordance with P.L. 1975

Chapter 231A.

We very much welcome input from the public. There are two times during regular

meetings that the public is invited to speak. One time is early in the meeting

before the Board votes, and you may speak about any item that is listed on

tonight’s agenda. Towards the end of the meeting, there is another public forum

to address any topic whatsoever.

When you approach the microphone, please state your name and address. In order

to run efficient meetings and to allow maximum opportunity for members of the

public to speak, the Board reserves the right to set a time limit for individual

comments and/or public comment portions of the agenda. Please understand that

public comment portions of our agendas are not structured as question and answer

sessions, but rather they are offered as opportunities to share your thoughts with

the Board. Any Board responses to public comment will be addressed during

Board Forum, or during committee reports.

There are times when a member of the public makes a comment or asks a

question about an employee. New Jersey statute does not permit us to discuss

personnel issues in public. Also as a matter of law, a Board of Education may

only vote for or against the hiring of an employee upon the recommendation of

the superintendent. If the superintendent does not recommend a person, that

person’s name is not listed on the agenda and there is no vote on that action.

If it is necessary for the Board to go into executive session at the end of the

meeting, we will provide an estimated length of time for the session and whether

any action is anticipated to be taken upon returning to public session.

VII. Student Representative - Lucas Miller

Mr. Miller reported on the recent graduation of the Class of 2017 and Project Graduation

that followed.

Mr. Miller noted that the Student Government held their elections and the student

government officers for the 2017-18 School Year are:

Mr. Miller thanked the Board of Education for their caring and time that they take to

make sure that the students in Bernards Township receive a good education.

The Board of Education congratulated Mr. Miller on his graduation and thanked him for

his service as the Student Representative.

needed someone to fill a short term vacancy as his Executive Assistant.

X. Board Presentation - Effective School Solutions, David Nyman

David Nyman from Effective School Solutions provided a presentation on therapeutic

mental health services for the Bernards Township School District. Highlights included:

High risk students and how the Effective School Solutions program is effective

The impact of Effective School Solutions on a school district

An overview of the program that will be provided beginning in the 2017-18

School Year

XI. Superintendent’s Report

BE IT RESOLVED THAT

1) The Bernards Township Board of Education does hereby approve the Ridge High

School Competition Cheerleading Team overnight trip to Boardwalk Hall, Atlantic

City for the Power Play Cheer Camp on July 9, 2017 to July 12, 2017.

2) The Bernards Township Board of Education does hereby affirm receipt of the

HIB Report dated June 19, 2017.

1) The Bernards Township Board of Education does hereby approve a list of

disbursements dated June 19, 2017 consisting of warrants in the amount of

$4,181,599.36.

2) The Bernards Township Board of Education acknowledges receipt of the May

2017 Financial Reports from the Board Secretary, the monthly Investment Report for

May 2017, and the Treasurer of the School Monies Report for May 2017.

BE IT RESOLVED that pursuant to N.J.A.C. 6:20-2.13(e), the Bernards Township Board

of Education, after review of the Secretary's Monthly Financial Report and upon

consultation with the appropriate district officials, and to the best of their knowledge,

certifies that as of the date of the Secretary's Monthly Financial Report, no major account

or fund has been over expended and that sufficient funds are available to meet the

district's financial obligations for the remainder of the fiscal year.

3) The Bernards Township Board of Education does hereby approve the May 2017

line item transfers totaling $362,852.05 to the 2016-17 school budget, list on file in the

Board office.

8) RESOLUTION supplementing a capital reserve pursuant to N.J.S.A 18A:7F-

41(6)(a) and NJAC 6A:23A-14.3(a)

WHEREAS, the Bernards Township Board of Education has previously

established a capital reserve pursuant to the authority under N.J.S.A. 18A:21-2 and

18A:7G-31 and

WHEREAS, N.J.S.A 18A:7F-41(6)(a)and NJAC 6:23A-14.3(a) allow the

supplementation of a capital reserve and

WHEREAS, the Bernards Township Board of Education believes the

supplementation of its capital reserve is consistent with efficient and effective

management of district facilities and financial resources; now, therefore, be it

Resolved, that the Bernards Township Board of Education hereby authorizes the

supplementation of its capital reserve fund with a transfer not to exceed $2,850,000

pursuant to the authority under N.J.S.A 18A:7F-41(6)(a) and NJAC 6A:23A-14.3(a).

Be it Further Resolved, that of the $2,850,000 authorized for transfer to the capital

reserve fund an amount not to exceed $1,917,000 is hereby specifically reserved to apply

towards the Bernards Township Board of Education’s outstanding bonded indebtedness.

9) RESOLUTION supplementing a current expense emergency reserve fund

pursuant to N.J.S.A 18A:7F-41(6)(c)(1) and NJAC 6A:23A-14.4 (a)(1)(iii)

WHEREAS, N.J.S.A 18A:7F-41(6)(c)(1) and NJAC 6:23A-14.4(a)(1)(iii) allow

the supplementation of a current expense emergency reserve and

WHEREAS, the Bernards Township Board of Education believes the

supplementation of its current expense emergency reserve is consistent with efficient and

effective management of district financial resources; now, therefore, be it

Resolved, that the Bernards Township Board of Education hereby authorizes

supplementation of its current expense emergency reserve fund with a transfer not to

exceed $350,000 pursuant to the authority under N.J.S.A 18A:7F-41(6)(c)(1) and NJAC

6A:23A-14.4(a)(1)(iii.)

10) The Bernards Township Board of Education does hereby accept the following

out-of-district student for the 2016-17 school year:

11) WHEREAS Board Policy 7243, entitled Supervision of Construction, authorizes

the School Business Administrator to approve any change orders, which remain within

the project budget and are essential to the timely completion of the previously approved

project, without prior Board approval of said change, for any capital project, and

WHEREAS, any such change order is to only be approved by the business

administrator at the review and recommendation of the project architect and/or engineer,

and

WHEREAS, all change orders so authorized will be submitted to the Board for

review and approval at the earliest subsequent Board meeting, and

WHEREAS, the design specifications, which are incorporated into project

contract documents for construction projects, generally include a pre-set allowance

amount for miscellaneous and unforeseen work or levels of work, which amount is pre-

set by the project architect or engineer, and

WHEREAS, there was no provision for such allowance in the engineering

specifications for the RHS Track Resurfacing Project, and

WHEREAS, the lack of such allowance could result in delaying the project’s

completion.

NOW, THEREFORE, BE IT RESOLVED that the board of education hereby

authorizes an allowance amount not to exceed $15,000 for said project subject to the

provision that any change order issued against this allowance will only be approved by

the business administrator at the review and recommendation of the project architect

and/or engineer and all change orders so authorized will be submitted to the Board for

review and approval at the earliest subsequent Board meeting.

12) The Bernards Township Board of Education does hereby authorize prospective

insurance policies with Horizon Blue Cross Blue Shield of New Jersey for major

medical and prescription benefits for the 2017-2018 Fiscal Year.

13) The Bernards Twp. Board of Education does hereby approve a contract with the

firm of John Standish Perrin Architect LLC for the provision of construction

administration services for the period June 21, 2017 to August 31, 2017, for a fee not to

exceed $20,000.

14) WHEREAS, there exists a need for the Bernards Township Board of Education

(the “Board”) to engage the services of a firm to provide therapeutic mental health

services for students and related staff training for the coming year; and

WHEREAS, the Administration has confirmed the terms of engagement with

respect to rates and services proposed by Effective Schools Solutions for the coming year

in the amount of $275,000.00; and

WHEREAS, the appointment of Effective Schools Solutions to provide

therapeutic mental health services and related staff training has been determined by the

Board to be most likely to best serve the interests of the District; and

WHEREAS, funds have been appropriated in the Board’s 2017-18 budget for

these purposes.

NOW, THEREFORE, BE IT RESOLVED by the Bernards Township Board of

Education as follows:

1. The services of the following firm are hereby engaged to provide

therapeutic mental health services and related staff training for a period of one year, in

an amount not to exceed $275,000.00, subject to the execution of a formal contract in a

form acceptable to Board counsel:

2. The services to be rendered by Effective School Solutions are to be

performed by persons authorized by law to practice a recognized profession and whose

practice is regulated by law and, therefore, comply with N.J.S.A. 18A:18A-5(a)(1) as

professional services.

15) The Bernards Township Board of Education does hereby acknowledge the

following parent groups/organizations for the 2017-18 school year which are using

district schools:

Ms. Wooldridge provided a report from the June 14, 2017 Finance Committee Meeting.

Topics of discussion included the lighting projects at Cedar Hill School and Liberty

Corner School, transportation, the Effective School Solutions contract and an update

from the Tech Steering Committee.

Ms. Wooldridge also provided a summary of the finance items.

10) The Bernards Township Board of Education does hereby approve a paid child

XVII. Curriculum Committee Report

Ms. Gray provided a report from the May 25, 2017 “Special Topics” Curriculum Meeting

and the June 9, 2017 regular meeting. Topics included results from a survey based on the

Elementary school program grades K-5, the impact of STEAM and STEM on the Ridge

High School music program, the standards based report card survey results and the Gifted

and Talented program. Ms. Gray noted that the next meeting is scheduled for July 17,

2017.

Dr. Heineman, the Director of Curriculum, provided an explanation regarding the

requirements to enter into different programs and the testing that is involved.

Board members questions included topics such as the Common Core Math curriculum

and Gifted and Talented.

XVIII. Advocacy Committee Report

Ms. Richman reported that at the June 5, 2017 Advocacy Committee Meeting the PTO

Presidents from the 2016-17 School Year were honored and the upcoming PTO

Presidents for the 2017-18 School Year were welcomed. Other topics included the

meeting schedule and potential topics presented for discussion by the PTO for the 2017-

18 School Year.

XIX. Liaison Committee Reports

Ms. Wooldridge reported that the Municipal Alliance held their Twilight Challenge on

June 4, 2017 and were able to reach their fund raising goals and that 35 students from

Basking Ridge would be attending the Lindsey Meyer Teen Institute program in August.

Ms. Wooldridge reported that at the June 7 SCESC Board meeting, SCESC

superintendent Hal Dunsavage recognized the transportation staff who drove buses for

our school district in addition to performing their own job duties.

XX. Ad Hoc SEL Committee Report

No report.

XXI. Public Comment on Non-agenda Items

Public comments included curriculum, the readiness of children arriving at school and

summer assignments.

Superintendent Nick Markarian clarified a few points regarding summer assignments.

XXII. Board Forum

Board members clarified that the reason that the Ad Hoc SEL Committee is being

reported out by different members of the Board is that members of the committee have

agreed to share the responsibility for reporting as each member already chairs another

Board of Education committee.
