MEET YOUR COUNCILLORS

Welcome to another edition of the Belmont Bulletin.

It was great to see so many local residents at our City of Belmont Autumn River Festival last month.

More than 4,000 people came to Garvey Park to take advantage of the lovely weather, relax by the river and enjoy all the free activities, food and entertainment.

I know Councillors and Council staff had a great day serving fish and chips and organising activities and I thank them all for their input into making it such a fun day for all.

Thank you to everyone who completed a MARKYT Community Scorecard for the City of Belmont.

CATALYSE Pty Ltd, an independent research and strategic planning company, are currently analysing the collected data with the results to be released soon.

Work continues to progress on the City of Belmont’s Community Centre.

Construction of the basement has now begun which represents another significant step towards delivering our new multi-purpose cross-generational, modern community hub that all City of Belmont residents will benefit from.

It is wonderful to see this iconic community building slowly becoming a reality.

The building program for the new City of Belmont Community Centre is progressing well, with the old Senior Citizens Centre now demolished and cleared.

We are about to enter the next phase of works which includes the construction of the basement of the new Community Centre.

As with any large building projects there will be temporary disturbances and the City of Belmont is committed to ensuring you are kept informed of the project’s progress.

You can keep informed on the project’s progress through updates in the Belmont Bulletin, the City’s website, enewsletter and social media.

The finished building will be a contemporary and much needed community hub, with facilities such as:

To date the City has been successful in securing a $9,675,081 Federal Government grant and $3,837,557 grant from Lotterywest, establishing a significant reduction in the costs.

The 2017-2018 Budget includes $15 Million towards the progression of the Community Centre.

It is anticipated construction of the building will take approximately two years, followed by fitout and occupancy by 2021.

BELMONT YOUTH HANG WITH NITRO CIRCUS

HARMONISE CULTURAL FESTIVAL

About 1500 young BMX and scooter enthusiasts got to hang with Belmont local and Nitro Circus star Todd Meyn at the City of Belmont’s Youth Week event at Belmont Skate Park on 21 April.

Along with Todd Meyn, locals got to meet, ride and skate with international Nitro Circus stars including Travis Pastrana, Aaron ‘Wheelz’ Fotheringham, Ryan (R-Willy) Williams and Kurtis Downs.

Meyn has returned home to Perth to live back in Belmont after being based in the United States since he was 16 years old.

Youth development not-for-profit group Dismantle built and gave away two bikes on the day and there was heaps of Nitro Circus tickets won.

The event’s aim was to raise awareness about mental health services available for young people in the community with National Youth Mental Health Foundation service Headspace and mental health support group HelpingMinds both present on the day.

The fun extended beyond the skate park with the City of Belmont’s Youth Services and YMCA WA Base@Belmont’s free ‘A Fab Fun Day Out’ event in Faulkner Park.

A whole range of entertainment was on offer, including a silent disco, Freedom Fairies, airbrush tattoos, inflatables, a DJ and circus workshop.

This event was brought to you by the City of Belmont – the City of Opportunity, YMCA WA and the Base@Belmont, Todd Meyn and Nitro Circus.

Around 4,000 people enjoyed a day out by the beautiful Swan River when they attended this year’s City of Belmont’s Autumn River Festival at Garvey Park on Sunday, 8 April.

City of Belmont residents received vouchers for free food and drinks from the Gourmet Food Village, native seedlings and more.

Those in attendance enjoyed a cooking demonstration by celebrity mum-and-son chef duo Anna and Jordan, a golf challenge and live stage entertainment. Adults enjoyed a range of wine, beers and ciders while relaxing by the river.

The Autumn River Festival always offers lots of free activities for the children and this year was no different. A pirate cove, wave swing carnival ride, kayaking and stand-up paddle boarding, were just a few of the activities available on the day.

This was a free event proudly presented by the City of Belmont – the City of Opportunity and supported by Lotterywest and Perth Airport.

A GREAT DAY OUT AT AUTUMN RIVER FESTIVAL

More than 2000 people gathered on Sunday, 18 March at Tomato Lake in Kewdale to enjoy Harmonise Cultural Festival, a free family outdoor event to celebrate the City of Belmont’s cultural diversity.

The Festival celebrated Harmony Week and Closing the Gap and included performers representing nations from across the world, free activities for all ages, roving performers and children’s rides, as well as some tasty treats.

SLOW DOWN, MOVE OVER (SLOMO) 2 MARCH 2018 The State Government has introduced the SLOMO law to improve the road safety of people attending roadside emergencies in Western Australia.

The new law requires motorists to reduce speed to a maximum of 40km/h when passing incident response vehicles with flashing lights and, where possible and safe to do so, move to the next lane.

Offence: Failure to slow down and move over Penalty: $300 and 3 demerit points

REQUEST FOR ALTERNATIVE PAYMENT ARRANGEMENTS If you are unable to pay the rates other than by the methods referred to above, please contact the City’s Rates department on 9477 7222 to discuss your situation.

You are required to put any request in writing or by email so it can be reviewed. You will receive a response within seven days. Alternatively complete the application form available at the Rates counter at the Civic Centre.

PENSIONER AND SENIOR’S CONCESSIONSSeniors and Pensioners who qualify for a rebate on their local government rates will also receive the same percentage of rebate on their Emergency Services Levy (ESL) levy. These rebates will be shown on your rate notice and are funded by the WA State Government.

To register you have three options:

• Phone the Water Corporation on 1300 659 951 and apply over the phone with a customer service officer. They will forward a copy to Council on your behalf. Please allow up to 10 working days for this to occur.

• Apply online at the Water Corporation. The City will be sent a copy of your application. Register at: https://www.watercorporation.com.au/my-account/i-want-to/apply-for-a-concession

• Or visit City of Belmont’s offices and complete an application form. Please bring in all your pensioner/senior cards and Council will take a copy and help you complete the form. A copy will be forwarded to the Water Corporation on your behalf.

Any change of card types or circumstances may require a new application. If you are unsure please contact the Water Corporation or the Council’s Rates Department to discuss. We are here to assist you receiving the best rebate available with the cards that you have.

The theme for National Reconciliation Week this year is: ‘Don’t Keep History a Mystery’. We invite Australians to Learn, Share, and Grow – by exploring our past, learning more about Aboriginal and Torres Strait Islander histories and cultures.

In recognition of National Reconciliation Week (27 May – 3 June), and as part of the City’s commitment to its Reconciliation Action Plan (RAP), the City is inviting community members and service providers to attend the following free activities:

ABORIGINAL CULTURAL AWARENESS AND UNDERSTANDING TRAINING SESSIONS:Thursday, 31 May 2018 Session 1 - 9am – 12pm Session 2 - 1pm – 4pm Rivervale Community Centre, Corner of Surrey Road / Francisco Street, Rivervale

The sessions will be facilitated by Danny Ford from Kambarang Services. Danny is a Senior Traditional Owner of Whadjuk Country (Perth metro), as well as having connections to the wider Noongar Country.

He is a qualified teacher and social worker and has worked in Government at senior levels for several years in the areas of Child Protection, Housing and Works, Indigenous Affairs and Treasury. RSVPs are required and will be made available via EventBrite.

To celebrate and recognise the National Reconciliation Week, the City will host a movie night at the Reading Cinema.

Charlie’s Country is a 2013 Australian film directed by Rolf de Heer. Charlie, an Aboriginal man who lives in Arnhem Land, paints tree barks and fishes barramundi fish, all the while feeling out of place in an Australia which is no longer his and laments the loss of his culture in modern Australia.

The movie session is free to attend. RSVPs are required and will be made available via EventBrite.

NATIONAL RECONCILIATION WEEK

BELMONT MEMORY CAFEDid you know that approximately 70 per cent of people living with dementia are living in their homes in our community?

The City is committed to supporting an age-friendly, accessible and dementia friendly community and are working with local community members to develop a Memory Café in Belmont.

A Memory Café is a regular meet up in a friendly venue where people living with dementia and their friends, family members and carers can share a coffee, cake, laughter and a chat.

Café Tavolo (located in the Reading Cinema Complex) has offered their premises as a venue for the Belmont Memory Café. Our first get together was held in April and we will continue to meet at 10am on the first Wednesday of each month at the same location. We hope to see you there.

The City of Belmont invites you to attend a free Let’s Talk Diversity event and have a conversation about diversity in our community. This interactive session will help you reflect on your perceptions of what diversity truly means and will provide you with an opportunity to ask candid questions.

The conversation will be facilitated by Fadzi Whande who is the founder of the Whande Group consultancy which specialises in global diversity strategies and initiatives.

BOYS GET BRAVE FOR THE WORLD’S GREATEST SHAVEJarrad, a young leader at the Base@Belmont and David Reid, the Base’s Youth Services Manager took part in this year’s World’s Greatest Shave! 20-year-old Jarrad has been coming to The Base for the last 6 years and has been actively involved in many of the programs including the recent leadership camp, in which he mentored younger participants. Jarrad wanted to take part in the Greatest Shave to help raise money for this worthy cause. With David’s support, they have raised more than $650 to help beat blood cancer.

PROJECT Y FOR BELMONT YOUTHThe Base@Belmont continues to provide a wide range of exciting activities and programs for young people aged 11-17 during the school term and school holidays.

Term 2 activities include a sports program with a new sport each week, with its traditional staff versus young people game at the end of term. Join the Base@Belmont Project Y to have your voice heard and contribute to making the decisions which will affect young people in Belmont just like you.

There will be all sorts of excursions and activities on offer on Saturdays. From sports to arts to adventure days - there is something for everyone! Sign up to join us on our many trips around Perth, or simply pop in to chill out with your friends, shoot some pool and grab a snack. All activities are free.

Are you 16-25? Well, we have a whole day just for you too! Come along to the Base and take part in some fun activities and trips around Perth. The 16-25 day happens every Thursday.

Need someone to talk to? Our case workers can help with informal counselling for 11-25 year olds.

GREAT GOORGYP – JULY SCHOOL HOLIDAY PROGRAMSaturday, 30 June 2018 to Sunday, 15 July 2018Did you know that the traditional owners of what we now refer to as Belmont, called the area Goorgyp? Join us these school holidays in activities celebrating the unique Australian landscape, its animals and ancient Aboriginal culture. Greg Hastings and Linda Gillan will take children ‘Wandering in the Bush’ with their musical journey of imagination. Jade Dolan will lead children in a dance and song workshop celebrating NAIDOC. FIRE SAFETY1 June marks the first day of winter and with that comes a fire safety reminder to be vigilant in the home. A fire can engulf an entire room within four minutes.

Every year people die in house fires, most from inhaling toxic smoke and fumes. Fires starting in the bedroom or lounge room account for 73% of all house fire fatalities. Most household fires are accidental and preventable.

TIPS TO PROTECT YOUR HOUSEHOLD:• Install smoke alarms and replace batteries yearly

• Develop and practice an Escape Plan with household members

• Only use qualified tradesmen when installing heating systems

• Guard open fires with a fine mesh screen

• Clean chimneys and flues regularly from built-up ash and soot

• Be alert when cooking - never leave food unattended

• Never leave lit cigarettes unattended

• Never leave children unattended with candles, matches or lighters

• Only purchase fire blankets and extinguishers that meet Australian Standards

• Know what to do if a person’s clothing catches on fire. Stop Drop Cover and Roll

If a fire starts in your home, never beat the fire as this increases oxygen flow causing it to spread, leave and call triple zero (000) immediately.

PLAYGROUND UPGRADES – CLOVERDALEAs part of City’s on-going commitment to enhancing the quality of parks and facilities within the community, the playground equipment in McLarty Park, Hoskin Park and Belmont Oval has been upgraded.

Playground equipment upgrades included new combination units with climbing elements for all three parks. Additionally Belmont Oval playground

was relocated 25m to the west to make better use of natural shade and included a double rocker, sand wheel and basket swing.

Hands on demonstration of cheap, effective and easily made cleaning products (ferment of citrus waste).

Show and tell bag of items to reduce single use plastics (e.g. beeswax wraps, Boomerang bags etc.) Recycling and up cycling are also touched upon.
