Staff Report PC18-040-DP Belle Tire- Development Plan
Docket PC18-040-DP Belle Tire - The petitioner is requesting approval of a Developmentt Plan to be
known as Belle Tire. The subject property is currently zoned PUD and is approximately 2.4 +/- acres. This
property is located of off Perry Worth Road. The petitioner is Enright Architects and the property owner
is Duke, LLC.
Proposed Development
The subject property is approximately 2.4 +/- acres and is located off of Perry Worth Road. The
petitioner, Enright Architects, is proposing to develop and build a new 16,000 square foot Belle Tire
building. Access to the site will be from a curb cut off of Perry Worth Road.
Belle Tire will be an automotive retail/ training facility, focusing on sales and installation of passenger car tires and related services as well as employee training activities. The store sells and installs vehicle tires, various automotive parts and offers minor automotive repairs such as brakes, alignments, batteries, shocks and struts and oil changes. No major engine or transmission repair or body work is conducted in the facility. All repair and installation work takes place inside the building. Though rare, if vehicles are left overnight they are stored inside. No outdoor displays are used.
Hours of operation in all stores is Tuesday, Wednesday and Friday – 8:00 a.m. to 6:00 p.m., Monday
and Thursday – 8:00 a.m.to 8:00 p.m., Saturday – 8:00 a.m. to 5:00 p.m. and closed on Sunday. Each
location employs 10 to 15 full time employees. The training area will employ an additional 5 full
time employees and will have as many as 10 visiting trainees at one time. The exterior of the
building will be all clay brick veneer, cast stone, clear insulated glass with aluminum frame, EIFS
detailing and clear acrylic glazing panels that allow light to penetrate in and out but obscure views
into the inventory area

Compliance The proposed concept plan is in compliance with the standards of the Anson PUD. Landscaping and
lighting plans have been submitted and revised for compliance.

Staff Comments/Recommendations • Staff recommends that the Plan Commission consider that Belle Tire meets the zoning
requirements for this location within the Anson PUD however, it is not surrounded by like uses
and does not conform with the currently approved development in this area of the PUD.
• Although it is not a requirement, staff recommends that the Plan Commission takes into
consideration items such as over saturation of like, stand-alone uses when discussing this plan.
