Hello Neighbors, Hopefully we’ve gotten some rain by the time you receive this issue, but if not,
it is possible to follow the voluntary watering schedule and still take care of your trees. Due to the severe drought conditions we are experiencing your trees may be distressed and a slow, thorough watering on your designated watering days can help preserve your investment. Trees are important for several reasons such as providing shade which can reduce utility expenses, enhancing the “curb appeal” and adding to the overall property value.
Please refer to the “tree watering.pdf” guide in this issue or on the Bella Vista website for additional information on care of trees during drought conditions.

BOARD REPORTThe Board last met on August 3 and
suspended all letters for landscaping due to the severe drought conditions and reviewed the standard monthly reports including collections, DCCR violations and financial information.
Per the annual meeting, the Board has published information in this issue that was requested and presented at the meeting in May including annual expenses, project updates, violations and the process for amending the bylaws and deed restrictions. As you may know, the recent legislative session resulted in changes to laws affecting HOAs; therefore, we will need to amend the Bella Vista bylaws and deed restrictions later in the year and more information will be forthcoming.
If you have any questions regarding the information included in this issue, please contact one of the Board members. The entire presentation is available on the Bella Vista website in the “documents” section for your convenience.

TORTILLA SOUP
• 1 Onion, chopped• ¼ Cup oleo• ¼ Cup flour• 6 cans chicken broth• 3-4 chicken breasts;
cooked and chopped• 2 - 4 oz. cans chopped green chilies• 1 can diced Rotel tomatoes or
1 can diced tomatoes• 2 T chili powder• 2 tsp. garlic salt• 1 T Cumin• 8 Corn tortilla chips, cut up• 2 chopped avocados• shredded Monterey Jack Cheese
Combine oleo and flour. Brown. Add broth, tomatoets, chilies, chicken, chili powder r, cumin , garlic salt. Simmer for 1 hour. Saute onion and chips. Add to soup. Pour over cheese and avocados. Optional: Add sour cream.

Navigating the private school admission process can be a daunting task. With all your options, deadlines and paperwork to fill out going it alone is not for the weak at heart. Ideally you should begin your search for the right private school a year in advance of when you actually want to enroll. This simple guideline is designed to give parents an overview of a typical private school admissions process. Please make sure you double check with the specific schools that you are interested in to find out detailed information about each school’s admission process.

AMENDING DCCRs:The Master Declaration can be amended by obtaining
approval of the owners of lots representing at least 70% of all lots of the Association (See Section 8.03 of the Master Declaration). Approval would be provided in a form which references the proposed amendments and the form should be signed by all owners of the lots. The form can be designed to allow owners to approve some amendments and deny others, if the amendments are not interrelated in some way.
If and when sufficient approvals are obtained, a formal amendment document will be needed that is signed by the President and Secretary of the Board (and notarized) verifying approval of the amendments in accordance with Section 8.03 of the Master Declaration. That document will be recorded in the deed records of the county and the amendments will be effective upon recording of the formal document.
To begin the process it is best to obtain general descriptions of the proposed amendments (versus specific language) which can be reviewed to determine the appropriate language for the actual amendments. Typically, the amendments will be set forth in a detailed document for member review indicating the exact proposed language, what the prior provision said and why the change is proposed or needed.
PROCESS FORAMENDING BYLAWS:
The Bylaws can be amended at the annual member meeting or at a special member meeting. Amendments require a majority vote of those present in person or represented by proxy, provided a quorum is established (See Article XIII of the Bylaws). It is best to draft the proposed amendments in advance to avoid internal conflicts in the document or possible conflicts with state law. If considered at an annual meeting, it is not legally required to include the item on the agenda specifically or to provide advance notice of the actual amendment, although I recommend those actions to give advance notice of what will be considered. If advance notice is given it is more likely to be understood and perhaps approved. If considered at a special member meeting, it must be on the agenda and advance notice of the proposals should be provided.
After an amendment to the Bylaws is approved, it will need to documented in a recordable form and recorded with the county. The amendments will be effective when approved.
