Geographical and agro climate situation

• Favourable climate conditions for fruit and vegetable production;

• Serbia is located in Western Balkan ;

• Land configuration: predominantly plain and part of hilly-mountainous regions;

• The average annual temperature is around 11 to 12°C , with annual falls of 600-800mm in the plain regions and 800-1.200mm in the hilly-mountainous regions;

• Orchard have 239,948 hectars and share 5.7% of cultivable land;

• The biggest areas of land are planted with plums, table grapes, apples and sour cherries and among berries, raspberries and strawberries are the most important fruit;

• Average annual production of fruit in the last five years is around 1.565.000 tons.

• The main objective is to facilitate international trade through the harmonization of implementation and interpretation of marketing standards.

• A further objective is to facilitate mutual recognition of inspections by participating countries. The Scheme also involved in defining inspection procedures that are recognized in many countries, and in sponsored training courses, to improve its quality inspection system.

• These objectives are achieved in close collaboration with the UNECE and CODEX Alimentarius.

Serbian pre - acceptation procedure

• Formal letter to the OECD Secretariat requesting to join the OECD Fruit and Vegetables Scheme (15 November, 2007);•Request of Serbia to join in to the OECD Fruit and Vegetables Scheme and presents the fruit and vegetables sector in Serbia (11-12 December, 2007);•OECD Mission in the Serbian Fruit and Vegetable Sector (18-20 Jun,2008);•Evaluation of Serbia’s request for accession to the Fruit and Vegetables Scheme (3-4 December, 2008);•The Committee for Agriculture endorsed and the OECD Council adopted the proposal and admitted Serbia to the OECD Scheme for the Application of International Standards for Fruit and Vegetables Scheme (12 January, 2009);•The Republic of Serbia submitted its first Progress Report in December 2009, second in December 2010. and third in December 2011;•In 2012 Serbia became a fullfil membership of OECD Scheeme.

OECD RECOMMENDATIONS1.Application of OECD/UNECE or equivalent (adequate) standards for exported products of fresh fruit and vegetables by creating the appropriate legislation (laws, regulations, decisions and procedures).

2.By introducing the system of trainings for inspectors and authorised control bodies, as well as organisation of training courses for training producers and traders.

3.The application of the Operation Rules of OECD-a for conformity checks of products exported according to the Scheme

EXPORT QUALITY CONTROL

• Our legislation is not required quality check control for F&V in export;

• We adopted Food Safety Law, 02. June, 2009;

• Article 55, defining obligation for exporter to provide confirmation (proof) that they fulfill all legal quality conditions for commodities.

It depends from country to country, if the importing country requesting this confirmation;

• Rule book for Fruit and Vegetables Quality provide inspection obligatorily to quality check control in

import and internal market

Control•Conformity checks of fresh fruit and vegetables shall be carried out at the moment of export during packing before loading goods•Control bodies will be responsible of conformity check for fruits and vegetables quality for UNECE standards and issue a certificate •Inspection Service will be responsible to supervision system and control bodies.

Supervision of the control bodies The Inspection Service will be responsible for supervision system• to oversee the functioning of the system and database• to do super (extra) control of products, if the exporter is not satisfied with the inspection of the control body• to do the check quality control for the large consignments of major exporters

Control bodies •In Serbia there are 47 laboratories for quality control of agricultural products. •Conformity checks control for fresh fruit and vegetables we will entrast to three control body (Jugoinspekt-Beograd, Ecological station-Vrsac and SP Laboratory-Becej)•Tey will performing quality check control at the moment of export - during packing before loading goods.

Requirements for Control Bodies • they can geographically cover the majority of producers and traders of F&V;• stuff have to attend our courses and training programs according to UNECE standards;• they are technical and personnel equipped to quality check control of F&V;• they posses appropriate equipment for quality control;• they have accreditation.

Database and criteria• Central Register includes database of all fruits and vegetables producers and processors, traders, importers and exporters and other business operators in the market chain for fruit and vegetables.

The elements of the database: - name and address participant in export-import trade - type and sorts of fruit/vegetable who are exported or imported - country origin of commodities - database of returning-rejection commodities in export or import - sanction measures for participant in export-import trade, other relevant dates ….

Equipment for quality control• Control bodies must be accredited for quality control of foodstuffs;• Control bodies have professional staffs that have experience and practice in quality control of F&V. That stuffs have participated in training workshops, related to the UNECE market quality standards for fruit and vegetables, organized by the Ministry.• Control bodies are equipped with suitable equipment for quality control of F&V - measuring rings, colorimeters or maps (codes) colors, refract meters, and secondly the penetrate meters. OECD CONFORMITY CERTIFICATEControl bodies / three laboratories which are planned to perform conformity checks at the moment of export will issue certificates of conformity 

Certificate of conformity will contain the following information: 1)Name and address of the exporter; 2)Title of the authorized control service; 3)Name of the producing country; 4)Name of country to which the produce is being sent; 5)Mode of transportation the goods (by air, by track, by train etc) registration number; 6)Indicate national regulations relating to the export of the produce; 7)Number and type of packages of each produce; 8)Type of produce (kind of fruit or vegetables) and the name of the country of origin ; 9)Specify the class; 10)Specify the weight of each produce; 11)Observations of the control body; 12)Signature Seal of Authorized Control Service
