Message from the directorEngineering is an important and learned profession that has a direct impact
on the quality of life for all humans and ultimately can enhance the welfare,
health and safety of the community. At the same time, the community places
its trust in the judgment and actions of all Engineers that they conduct their
business with dignity, integrity and professional code of ethics.
With ever-decreasing budgets, competition in the market place and reduced
resources, designers constantly face a balancing act between competing
pressures of time and cost. As a result project quality seems to be affected
regardless of the designers experience level.
The good news for clients is that the risk factors contributing to poor
quality problems are largely within their design team’s power to control or
influence. If not properly addressed, these issues could result in variation
costs, time extension claims and ultimately compromise safety.

The design review is a valuable and worth having conversation. Below are some key benefits:
• Provides an objective, informed and constructive criticism from an expert professional panel which lends support
and innovative suggestions to the external engineers in their final proposed design.
• Design issues are identified and resolved early in the project stages, thus saving time and money by avoiding
possible cost variations and delays.
• Identifies issues that could affect the final operations by users and maintenance personnel. These are flagged
early in the design as recommendations to the project team.

Our design review process is structured to control any potential issues that may have a negative impact on a project’s
cost, quality, environment, safety and compliance, thus ensuring its success.

your project at any stage of the design are uniform, correct and meet the project design brief.

Assist in preparing a clear and precise brief in line with the project mandate.
Monitor change order claims from contractors and responses from consultants.
Assist in tender assessment and in setting criteria to prequalify contractors which include recommendations on bid ability.
Provide advice and expectations on all aspects of the commissioning stage.
Ensure the design team are performing within their roles and responsibility.
Assist in the resolution of disputes and contractual obligations.
Assist in selecting and managing the design team.
Monitor requests for information from contractors and responses from consultants.

These Include:• Submission of functional ‘As Installed’
Documents and Operations and Maintenance Manuals
Equipment data sheets and some drawings
arranged together do not form an operations and
maintenance manual. For them to be functional,
they shall provide clear step-by-step instructions
and procedures detailing how the client or any
of their representatives can safely operate and
maintain the systems installed.
Belco Electrical will ensure that the contractor
submits practical operations and maintenance
manuals and that the services engineer has
completed their part in verifying and signing off the
works against their design.
• Project Closure Audit At this phase of your project, you want to avoid
any surprises. A successful commissioning is crucial
for ensuring the equipment and systems operate
as intended and the personnel receive the training
required to safely operate them.
Upon completion of the project, prior to the final
project payment retention is released and the
project teams are dismissed, Belco Electrical will
complete an audit in five stages:
• Stage 1: Verify all systems have been installed as
designed, functioning as intended and ensure there
are no outstanding works.
• Stage 2: Identify and prepare a defect list of all
incomplete or unsatisfactory items that need to be
rectified within the defect and liability period.
• Stage 3: Assure that all relevant documentation
have been provided and signed off by all
professionals involved. This includes all relevant
warranties that are needed if a building defect
becomes apparent.
• Stage 4: Assure all necessary training has been
provided to the end users and the operational
personnel so they have a full knowledge of the
building systems and equipment installed.
• Stage 5: Establish a “Lessons Learned” report that
evaluates the success of the project and identifies
key lessons that can be transferred to ensure
future project’s success. The report will include
assessment of key project personnel performance
to assist in determining whether to continue the
service of engineers or contractors, particularly if
there have been issues with non-performance.
Post construction servicesCommissioning, Handover, Takeover
Plan, design, construct and commission – if only it was that easy. Bringing the last stages of the project and the
handover to the end user is the most vital part of any project prior to disbursing the project team.
Our post construction services are critical to the end user and maintenance personnel. They are a series of processes
that ensure project works are built as designed and operate safely and as expected prior to the project being closed off.
