BARKING DOGS If you have a problem with a neighbor’s dog constantly barking, you should first contact the pet owner and make them aware of the problem. In the event that doesn’t work, you should then contact the Constables at 281-463-6666 to file a complaint.

LEASH LAWAnimals that are not properly restrained pose a threat to all our resi-dents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is prop-erly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Please remember that cats fall under the same laws as dogs and must be licensed and kept restrained when not on the premises of the owner. We’ve been told that spreading moth balls in flower beds might keep cats away. Every citizen has an obligation to be informed and participate in the election process. This election could be the most important in your lifetime to choose the road ahead for America and preserve the Constitution.

If you are not registered to vote, obtain a voter’s registration ap-plication and register to vote 30 days before the election. The last day to register to vote is October 9th. Don’t wait until the last day to register because additional identification may be required. Obtain a voter registration application from the Harris County Voter Registrar online at www.hcvoter.net or 713-368-VOTE (8683).

You must be a U.S. citizen to register to vote. You must be at least 17 years and 10 months old to register. Your voter registra-tion will become effective 30 days after it is received or on your 18th birthday, whichever is later. If you move to another county, you must re-register in the county of your new residence. To vote you must be a resident of Harris County, not a felon and have not been declared mentally incompetent by a court of law.

You must be registered to be eligible to vote. Registered voters are issued Voter Registration Certificates. The current Voter Registra-tion Certificate has a yellow background. Bring your Voter Registra-tion Certificate when you come to vote, although a photographic identification card will work just as well.

It is recommended to vote early in person or by mail. To vote early in person, appear in person at any Early Voting Location with your Voter Registration Certificate or photo ID during the early voting dates October 22nd to November 2nd. The closest location is Bear Creek Harris County Extension Department on 3033 Bear Creek Drive, Houston, TX 77084, 281-855-600.

To obtain a ballot by mail, contact the County Clerk online at www.harrisvotes.com or at 713-755-6965. However, if you request a ballot by mail, then decide to vote in person, you must give the mail ballot to the Election Judge to be allowed to vote in person.

To vote on Election Day, you need to vote at the voting location of your precinct. Your precinct number is on your Voter Registration Certificate. Check with the County Clerk or the Houston Chronicle newspaper on Election Day.

GA R D E N I N G T I P S F O R O C T O B E R• Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulfur to control fungus. Store by hanging in open mesh bags or old panty hose.• Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better.• October 15th is about the time for dividing and planting daylilies.• Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil.• If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when tem-perature is between 30-60 degrees.• Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better.• Get the ant baits down. This will greatly reduce your spring populations.• Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early.• For color throughout the winter, begin planting pansies.

Pet Hotline newsA very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or the owner can pick up their lost pet. Looking for a cheap, easy, fast, funny costume this Halloween? Try one of these ideas, sure to be a hit when trick-or-treating or at parties.• Dress up as you normally do. If someone asks what you are, tell them you’re a werewolf. If they ask why you have no hair or fangs, explain that it’s not a full moon.• Get a bag of white balloons and a box. Put the box over your head and cut out holes for your arms. Paint the box a bright color and the word “soap” across it. Then tape the bubbles to the top of the box around your shoulders and head.• Tape a bunch of green or purple balloons all over yourself (wear green or brown clothing underneath). Go as a bunch of grapes.• Throw a white sheet over your head and cut a hole for your head to come through. Wear a yellow hat and paint your face yellow with make up. Go as a fried egg.• Get a box and paint it white. Make holes for your head and arms. Paint or draw black spots on it and go as a die. BOY SCOUT TROOp 61 Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM wednesday nights at Peace Commu-nity Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Scouting activities include camping, fishing, archery, rifle/shotgun shooting, hiking, first aid, wilderness survival, community service, citizenship, swimming, leadership, white-water rafting and much more. Troop 61 camps each month and has a group that goes to High Adventure Camp and to Merit Badge Camps each summer. Flute ConCert at Cornerstone united Methodist ChurCh

At 2:00 pM on November 4th, Cornerstone United Methodist Church (UMC) is hosting a concert of Flute music present by the Shimmer Flute Ensemble and The Houston Flute Choir.

The Shimmer Flute Ensemble was founded in January 2006 to provide flute players in the Houston area more opportunities to perform and to socialize. They have performed at a number of local venues including the Sam Houston park Candlelight Tours, Heights Home Tour, Texas Children’s Hospital, the Children’s Museum of Houston and for the Jones plaza Live! series. The Houston Flute Choir is part of the Houston Flute Club, which sponsors many local events for area flute players, both students and adults, and hosts Flute Fest at the University of Houston every spring.

Ingredients 1 tablespoon butter 6 whole garlic cloves 4 to 6 slices bacon 3/4 pound (about 12) Brussels sprouts, cut in 1/2 1 teaspoon sugar 1/2 cup chicken broth Salt and freshly ground black pepper

DirectionsIn a large skillet melt the butter over medium heat. Put the garlic cloves in the skillet and brown completely. Remove the garlic to a small bowl. Add the bacon to the skillet and cook until crisp. Transfer the bacon to paper towels to drain, then cut into small pieces and set aside.

Put the sprouts in the skillet with bacon grease, flat side down, and saute until they begin to brown, about 2 to 3 minutes. Turn them over, increase the heat to medium-high and add the sugar and the broth. Cook for a few minutes, then add the cooked bacon and the garlic cloves. Cover and cook for 2 more minutes. Transfer to a serving bowl and serve.

Ingredients 3 sweet potatoes, unpeeled Kosher salt 2 teaspoons finely grated lime zest Pinch of cayenne pepper 1/4 cup canola oil Freshly ground pepper 1/4 cup finely chopped fresh cilantro

DirectionsParcook the potatoes: Place in a pot of water and boil until fork-tender; let cool. Slice each potato length-wise into eighths.

Preheat a grill to medium or place a cast-iron grill pan over medium heat. Mix 1 tablespoon salt, the lime zest and cayenne in a small bowl.

Brush the potato wedges with the oil and season with salt and pepper. Grill until golden brown on all sides (including the skin) and just cooked through, about 1 1/2 minutes per side. Transfer to a platter; immediately season with the salt mixture and sprinkle with cilantro.

DEED RESTRICTIONSDeed restrictions are strictly enforced by Windsong Community Improvement Association. Copies of the restrictions are available upon request by mail. Please call 281-463-1777. Complaint forms are included in every “Windsong Whistler” for your convenience. The association’s office verifies complaints and writes letters to violators. WCIA will initiate legal action when warranted, to enforce the deed restrictions.

ARCHITECTURAL CONTROLYou MUST submit any plans for improvements or modifications of your home to Windsong CIA for review. Your plans will be checked to insure that they comply with the deed restrictions. The Board meets the 4th Thursday of each month at 7:00 PM in the meeting room at the Windsong Community Clubhouse. Residents are welcome to attend. Anyone wishing to place an item on the agenda should call SCS Management Services, Inc. at 281-463-1777 at least 5 days in advance..

The Annual Meeting of Members is held on the 1st Thursday in May.

Board Members hold three year staggered terms and are elected. The election process is as follows: 1) Voting by proxy. Mail in proxies will be mailed with the Annual Meeting Notice. 2) Voting in person will be by attendance at the Annual Meeting.

CLUBHOUSE RENTAL: The Windsong Community Center is available for rental to Windsong residents who are current on their HOA account. Residents must make reservations 15 business days in ADVANCE. CONTRACT DEPUTY PATROLSHarris County MUD #183 provides additional patrols for one Sheriff ’s Deputy through a contract with Harris County. Please call 281-463-2648 to report any suspicious person, activity or for vacation watch.

TRASH COLLECTION ROYAL DISPOSAL.Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. You must call Royal Disposal to start service at 713-526-1536. 1. Trash pick-up days are Tuesdays and Fridays between 7:00 AM and 6:00 PM.2. Curbside pick-up for each home for a maximum of 6 cans per day.3. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled.4. No pick-up is schedule on New Year’s Day; Memorial Day; Indepen-dence Day; Labor Day; Thanksgiving Day; and Christmas Day. Pick-up will resume the next regularly schedule day.5. Heavy trash pick-up is scheduled every Friday.6. Excluded items include, but are not limited to, acids; batteries; car parts; car tires; chemicals; construction trash (to include concrete, large quantities or rolls of carpeting, fencing, construction material and debris); dirt; garage door openers; hazardous or toxic or radioactive waste; large pieces of glass (must be broken and placed in cardboard box and weigh less than 40 pounds); human or animal fecal waste; large sofas and sleepers and furniture with metal frames; metal items; paint; petroleum products or filers; refrigerators (if Freon is not removed and refrigerator tagged); rocks; sand.
