CLAIMS FOR REIMBURSEMENT Explanation: Under normal circumstances, the maximum meal allowances noted below apply. Receipts are not required for claims when the amount is equal to or less than the prescribed amount for individual meals or for the per diem amount outlined under “Rates” below. If engaged in approved BCCAT business over a meal, the maximum allowances may be exceeded at the discretion of the Executive Director (although alcohol is not covered). In this instance, claims must be accompanied by receipts. Hotel Rates: Personnel of BC public post-secondary institutions are eligible for BC government accommodation rates while traveling on official Council business. Please ensure that the government room rate is requested when booking hotel accommodation. Book well in advance to secure this rate, particularly in the high season (May - September). Transportation: If you elect to drive to a meeting rather than fly, only the lesser amount of either the current economy airfare cost or the mileage cost will be reimbursed. Any car rental costs plus fuel and mileage are covered within this amount. Car rental costs for local transportation only are not normally reimbursed unless approved in advance by BCCAT. Reimbursement Procedures: Use this form to request reimbursement. If your Institution reimburses your travel expenses, file your claim with them and have them invoice BCCAT directly (accompanied by this completed form and original receipts enclosed). BCCAT has the right to refuse to reimburse expenditures considered to be excessive, unjustified or irresponsible - not withstanding any supporting vouchers submitted. Invoices must be supported by appropriate documentation* and will be based on BCCAT policies. (*Documentation includes original receipts indicating method of payment, tickets, itineraries, and boarding passes.)

Rates: Mileage: $ .46 per kilometer (private vehicle use) Meals: Breakfast: to a maximum of $10.50 per day (unless provided) Lunch: to a maximum of $14.00 per day Dinner: to a maximum of $33.60 per day

Travel Incidentals: to a maximum of $17.30 per day (prorated for partial days)

To: BCCAT - Council, BCCAT - Education Planner Advisory Cmte, BCCAT - Research Committee, BCCAT - Transfer & Articulation Committee, BCCAT - Admissions Committee Cc Bcc Subject: Important - BCIT policies re BCCAT travel claims Hello I am writing to all Council members and BCCAT standing committee members to let you know what BCIT Finance expects with regard to BCCAT travel claims submitted. The BCIT Finance department issues all travel claim cheques on our behalf and we are expected to adhere to their policies and procedures. The details outlined below reflect a new practice with regard to electronic receipts and a tightening up of practice with regard to original receipts. Should other issues arise, I will let you know either in an individual email or through another group e-mail such as this. I appreciate your understanding with regard to compliance with BCIT practice. Your claims will be expedited if you submit all appropriate documentation along with your claim. If you have any questions regarding the details below, please don't hesitate to phone or e-mail me. 1. Original receipts BCIT requires that "original" receipts be submitted along with your claim. Should you not have the original for whatever reason, the form that is attached to this email must be completed, signed by you and attached to your claim. (Note that I will enter in the pertinent account codes). Submitting this form is necessary if: a) you have lost the original receipt entirely (a small bit of paper like a parking receipt, highway toll, etc.); or b) you have photocopied the original receipt and then lost the original; or c) your receipt does not contain all of the required information (see details required listed under Electronic receipts below). If the original is also required by another institution/organization, the original must be submitted to BCCAT with a request that it be returned. In this case, BCIT will "site stamp" the original, copy it for their records, and then return the original. 2. Electronic receipts With the increased issuance of electronic receipts, BCIT now requires that claimants sign a declaration regarding each electronic receipt. Where you are submitting any electronic receipts, we ask that you hand-write the language inserted below directly on the receipt and

then sign it, or you can complete and sign the attached form and submit it with your claim. This is required for all electronic receipts. Note that the required details for all receipts (electronic or otherwise) include company name, address, phone number and/or web address, date, description of item, amount charged, and method of payment (if by credit card, at least the last 4 digits of the card number must be included). *Indicating proof of payment is critical.* For hotel stays, you may have to check out in person in order to get the required documentation. If the receipt doesn't contain the required information described above, a credit card statement or cancelled cheque (front and back) must be provided along with the electronic receipt indicating that the electronic transaction was paid. In this instance, the Lost Travel Receipt form must also be completed. Declaration for electronic receipts:

1. Call to Order & Welcome

Dan Birch opened the meeting by introducing the four new incoming members:

4. BCCAT Staff Report

4.1 Staff Report

Frank Gelin briefly touched on highlights in the staff report.

4.1.1 AVED Letter re One-Time Funds (July 2006)

This letter was provided for information only; it outlines the decision of the Ministry to allocate one-time funds to BCCAT to equitably reflect those already received by public sector employees, under the 2005-06 compensation mandate.

4.1.2 Alberta/British Columbia MOU – ACAT & BCCAT Discussions (see 4.2.1 below for details)

4.1.3 AVED News Release, July 2006: “Province Launches Campus 2020: Thinking Ahead”

[ACTION: Frank Gelin will check and confirm whether BCCAT staff will need to consult with council members before the December deadline for responses. If not, then a brief document with proposed recommendations will be submitted to Council at the December ’06 meeting for review and approval.]

4.2 Inter-Provincial Transfer

4.2.1 Draft Protocol between BC and Alberta

A Steering Committee composed of BC and Alberta Deputy Ministers and supporting officials has been struck to oversee this project. A Ministry Working Committee has also been struck to formulate and advance issues for the Steering Committee. Frank reported that he had been appointed to this committee. In addition, Finola Finlay will be working with Kate Cotie (Manager in the Policy and System Quality Branch, Post-Secondary Education Division, AVED) on a subcommittee on Credit Transfer.

Finola explained that the protocol is a working draft at this stage; she is in the process of verifying current BC practices regarding the awarding of transfer credit for Alberta Courses. She invited feedback from council members, and noted that document would only be finalized after council approval.

Frank will be attending a joint meeting of Alberta and BC College/Institute Presidents in Comox in mid-October. The purpose is to explore cooperative arrangements between their respective institutions. Frank will take that opportunity to provide information on the draft protocol and also to address the issue of degree recognition.

4.2.2 Pan-Canadian Consortium on Admissions & Transfer (PCCAT)

Frank reported that this new national organization, established to promote and facilitate national transfer, held its inaugural meeting in Edmonton in June ’06. Frank and Lucille Walter (Chair of the Alberta Council on Admissions & Transfer – ACAT) are co-chairs of this body, and Finola is working with Kyra Kubrak (also of ACAT) as coordinators.

4.3 Communications & Marketing

Valerie Yorkston reported that the harmonization of websites was well underway (see item 5.2.1 for further details) and the redesign of printed materials was nearing completion. It was expected that a newsletter would be published and distributed in November, alongside the launch of the new BCCAT website. The next stage (throughout 2007) will involve development of a detailed marketing strategy and appropriate resources for reaching high school students with key information about BCCAT and the transfer system.

4.4 Irving K. Barber British Columbia Scholarship Society

Stephanie Oldford provided an update on events marking the completion of the first full year of the society. Notably, the first Irving K. Barber awards had been granted, and in September, the Society held its first Annual General Meeting, and held a media event at Camosun College to recognize successful students. The focus now is on identifying a suitable group to which the secretariat may be transferred. A guideline for proposals to provide these services has been forwarded to interested parties, and proposals will be reviewed at the next meeting, on November 20th.

5. BCCAT Web Services

5.1 BCCAT Website: Redevelopment and Launch Plans

Mike Winsemann delivered a demonstration of key features of the new BCCAT website. The new website is expected to be launched in November.

5.2 BC Transfer Guide

5.2.1 Harmonization with New BCCAT Website

Mike reviewed recent design enhancements to the BC Transfer Guide and Education Planner websites which have been carried out in order to “harmonize” the visual impact of the sites with the look of the new BCCAT website. These enhancements serve to promote awareness of BCCAT and its “family” of resources.

5.3 Education Planner – Devron Gaber

5.3.1 Expansion of Education Planner to Include More Private Institutions

5.3.1.1. Corpus Christi Joins Education Planner

Devron Gaber informed members that Corpus Christi had signed a contract with BCCAT to have its programs included in the Education Planner database, making it the second private institution to be listed on the site after Trinity Western University. The information will go live on November 1st.

5.3.1.2. Expansion to Include New Private Institutions in the BC Transfer System

Quest University has requested that its programs, once approved, be listed on the Education Planner site. Devron recommended a review of the broader policies under which private institutions are included in the BC Transfer System which could then inform the policy for such institutions to be included in Education Planner. BCCAT staff will review the current policy on private institutions in the BC Transfer System, and the results of the review will be presented for discussion at the December meeting of Council. This issue will also be addressed at the next Transfer & Articulation Committee meeting, on October 27th.

5.3.2 Discussions with Industry Training Authority

On June 20, 2006, the Education Planner Project Team met with representatives of ITA to discuss the options by which Education Planner could provide content and technical services to ITA for the provision of searchable data on apprenticeship programs. During the summer, ITA confirmed their decision to provide their own program information on the new ITA website, which is currently under development.

This decision arises from the fact that ITA (a) now have access to a level of program detail through annual training plans provided by institutions, and (b) does not have adequate funding to enter into a contract with Education Planner. However, they are prepared to share apprenticeship program information with Education Planner. Meanwhile, Education Planner will maintain the ELTT database over the coming year and discuss with ITA in 2007/08 whether they are interested in funding BCCAT to maintain broader apprenticeship information.

6. Transfer & Articulation

6.1 Transfer & Articulation Committee (TAC) – Martin Gerson/Finola Finlay

6.1.1 TAC Meeting (Oct. 27/06)

Martin Gerson was introduced as the new Chair of the Transfer & Articulation Committee. He noted the addition of two new members: Tim Haskett (Director, Academic Advising Centre, UVic) & Tim Segger (VP, Learning & Student Success at UCFV and council member). The next meeting will be on October 27th.

6.1.2 Best Practices in Transfer Credit Administration Workshop (Oct. 20/06)

Jean Karlinski informed members of plans for this workshop which was initiated by the BC Associate Registrars & Managers Association (BCARMA) with a view to developing a supporting network for transfer credit administrators. Expected attendance (50+) is encouraging, and if the event is successful it is possible BCCAT will host it again next year.

6.2 Recalibration of the Transfer System - Finola Finlay/Stephanie Oldford

As members reviewed the recommendations put forward in this draft report, the following amendments were registered:

• Recommendation 3.2 – BCCAT should look into the feasibility of exploring with BCIT the scope and experience of students who transfer both to and from BCIT. [Devron Gaber noted the potential usefulness of student mobility research for this endeavour.]

• Recommendation 4.2 – before formulating a policy document, BCCAT staff should put together a preliminary issues paper for discussion by the TAC and Council in order to inform policy and guidelines to ensure due diligence. A draft policy would then go to Council for review and approval.

Regarding Recommendation 8.2, members were informed that, given the low response rate received from students to the initial survey, BCCAT staff had proceeded with a subsequent student-focused survey, the results of which were being processed.

Following discussion, the following motion was forwarded:

MOTION: “…to approve in principle, the recommendations of the report, Recalibrating the BC Transfer System, as amended.

6.3 DQAB and Private/Public Articulation

6.3.1 Degree Quality Assessment Board (DQAB) Update David Sylvester gave a brief review of recent developments, noting the shift towards increased transparency. (See section on “Applications Withdrawn” included on page 20 of the report.) David also noted that private institutions were now responsible to report annually. Some discussion followed regarding what kinds of information which should be published (e.g. course outlines vs. curriculum).

6.3.2 Public/Private Updates - Finola Finlay

6.3.2.1. Quest University

Finola and Stephanie reported on their visit to the Quest campus in September to discuss how Quest might participate in the transfer system. They noted the distinctive nature of this institution’s curricula, such that it may not be suitable for course-to-course transfer.

Similar meetings were also held with Fairleigh Dickinson University and Vancouver Central College (possibly soon to be re-named “Alexander College”).

6.3.2.2. University of Phoenix: Article in Chronicle of Higher Education, Sept.15/06

7. Admissions

7.1 Admissions Committee (Meeting – Oct. 02/06)

At the time of the meeting, these committee minutes were still in process. They will be included for information at the December Council meeting.

7.1.1 Joint Meeting with Student Transitions Project (STP) Steering Committee

Due to their related work plans, these committees met jointly in the morning to discuss current and developing work plans and a process for ongoing relations between the two committees.

It was agreed that the two committees should continue to meet annually to discuss each other’s evolving research activities and areas of common interest, and that Admissions Committee projects could be conducted as part of the STP work plan or outside of STP with permission from STP to use its data.

7.1.2 Admissions Committee Meeting

The main purpose of this meeting was to (a) review progress on projects in the 2006-07 Work Plan, and to (b) brainstorm ideas for possible projects in 2007-08.

7.2 Ad Hoc Committee on Sharing Information on Enrolment Planning

7.2.1 Minutes of the Meeting (June 28/06)

This meeting was held by teleconference to review progress on work that had arisen from this committee. Due to the establishment of the STP Steering Committee, which has taken up much of the work on student mobility research, the Ad Hoc Committee agreed that it should now be disbanded.

7.2.2 “2006/07 Planned University Targets and Cut-off Points for New Undergraduate Students”

This report was widely distributed electronically in July. Feedback indicated that it was helpful to have this information, but the late timing of the report due to the difficulties of coordinating institutional responses, lack of comparability of findings, and limited “basis of admission” data, did not assist colleges, university colleges, and institutes with enrolment planning. It was agreed that institutions should request this information of universities directly in future years as and when needed.

BCCAT has requested that TUPC IR Directors provide the actual number of new undergraduate students by basis of admission, and entry cut-off points once finalized each year (to be discussed by TUPC on October 11), along with some historical data as far back as possible, for the benefit of system partners.

7.3 Admissions Projects

7.3.1 Expanding Applicant Studies to More Post-Secondary Institutions

In early June 2006, University IR Directors decided that they would not participate in the expanded applicant study at this time, due to concerns over what was perceived to be (a) a lack of clarity of the research question, (b) questions about the usefulness of the results to the system, (c) perceived methodological issues with collection of data by the CDW by different kinds of institutions with individual business practices, and (d) the possibility that results will be misused.

At a BCIRP meeting on June 13th, college, university college, and institute members affirmed their support for proceeding with a system-wide applicant flow study and agreed to finalize data elements for submitting data to the CDW in Fall 2006. Over the summer, consultation took place between Ministry and institutions, resulting in a simplified set of data elements that would define the data submitted by CDW institutions in Fall 2006.

At a September 27 meeting, the IR Directors from colleges, university colleges, and institutes passed a motion that they would not submit applicant data by October 31 because of (a) technical difficulties at some institutions in submitting the data, (b) concerns about conclusions that could be drawn from the data, and (c) lack of participation from universities in the broader project. The IR directors have indicated a keen interest in continuing with this research and have suggested that a Task Force be struck to address outstanding issues.

It appears that an unknown number of CDW institutions will be submitting applicant data this fall. Thus this project may or may not proceed on a pilot basis in 2006/07, depending on how many institutions choose to submit data and whether it is possible to do a regional comparison across those institutions. The project will be part of the STP Work Plan. BCCAT will continue to promote expanded applicant research and support efforts by institutions to do system-wide applicant research in the future.

7.3.2 Student Flows among All Post-Secondary Institutions

This project is included in the STP Work Plan. The plan is to use 2001/02 to 2004/05 K to 12 data and 2002/03 to 2005/06 post-secondary data so that we can track student mobility in multiple directions among all public post-secondary institutions over multiple years.

The STP Steering Committee has decided to take a staged approach to this research by conducting a first phase of the study with three years worth of data to establish the methodology for data comparison. Building on what we learn from the first study, STP will then add the most recent data, including 2005/06 post-secondary data, and release a highlights report in early spring 2007.

This study should be able to answer the full set of sub-questions, including (a) how many students are still at the same institution, (b) moved to another institution, (c) stopped out, (c) dropped out, or (e) graduated.

7.4 Credential Recognition – Frank Gelin

7.4.1 UBC Admissions Committee: Report to Senate

Members briefly reviewed this report which was submitted to the UBC Senate from the Subcommittee on UBC Recognition of Non-Association of Universities and Colleges of Canada (AUCC) Institutions. No questions or comments were forwarded.

7.4.2 Responses to BCCAT’s Degree Recognition Discussion Paper

Responses to BCCAT’s discussion paper on the issue of degree recognition had been well received on the whole, and there were clear indications that the issue was now gathering increased attention. In particular, Frank noted the response from Brian Gillespie (DQAB Chair) which included a personal, positional statement on the issue.

7.4.3 BCIT/Polytechnics Canada: Response to Globe & Mail Article

This article, a formal response by Polytechnics Canada to the Globe & Mail article, “What’s a College Degree Worth?” was provided for information only.

7.4.4 Symposium (November 10, 2006): “Degree Recognition Across Canada: Towards a National University Accreditation System?”

Members reviewed the overview and agenda for this symposium, which will focus wholly on the issue of degree recognition. Frank will be involved in the afternoon panel discussion and will focus his comments on possible next steps to address the problem of degree recognition which includes the establishment of an accreditation system in Canada.

7.5 Student Transitions Project (STP)

7.5.1 Revised STP Work Plan

The STP Work Plan is constantly being revised to reflect changing priorities and circumstances (e.g. see 7.3.1 above). However, the goal is to begin conducting certain research on an ongoing basis:

• Flow of direct and delayed entry into post-secondary institutions.

• Flow of students among post-secondary institutions.

STP is also working on defining an agreed upon set of data elements that will guide data submissions by institutions on a semi-annual basis. The result should be predictability in terms of when STP can report out to institutions the results of mobility research. STP will also be able to answer emerging research questions from the consistent data structure.

7.5.2 Fraser Region Consortium Report

Outside organizations can use STP data for specific purposes with the approval of the STP Steering Committee.

Such approval was granted to the Fraser Region Consortium (SFU, KUC, UCFV, Douglas) to survey Grade 12 graduates from the region in 2003/04 who did not attend a public post-secondary institution in BC in 2004/05. The survey included questions on whether or not these students had subsequently enrolled in some sort of post-secondary education.

Results showed that, combined with the STP data, 80% of 2003/04 graduates from the Fraser Region had pursued some form of further education by May 2006.

• 64% registered in a BC public post-secondary institution.

• 8% registered in a BC private institution.

• Nearly 4% left BC to attend other Canadian or American institutions.

• 2% sought additional secondary school upgrading.

• About 1% attended other institutions.

This represents a very high percentage of grade 12 graduates moving on to post-secondary education within a two-year period. The report is not quite complete but will be very shortly. We will send the URL to you if you want to review the report in full.

8. Research

8.1 Research Committee: Evolving Role

Bill Krane (Chair) reported that this committee will now meet annually to review the strategic research themes and the proposed projects put forward by all committees of Council. The result of those discussions will form the basis of projects outlined in the Annual Plan which goes to Council for approval at the Annual Planning Meeting in June.

Date Subject Oct 9 – 12 Mike attended the Educause Conference in Dallas, TX. The conference focus

was innovations in Educational Technology.

Oct 11 Frank attended a joint meeting of the Presidents from BC Colleges and the

Alberta College and Technical Institutes. The focus of the meeting was to discuss potential collaboration between the institutions in the two provinces. Issues discussed included degree recognition and a potential transfer protocol.

Oct 13 Finola and Stephanie met with Barrie Gibbs and David Holm of Sprott-Shaw

Community College, to discuss promotional materials and possible revisions.

Oct 19 Finola attended a meeting of the Certified Dental Assistants’ Subcommittee of the

Dental Educators Articulation Committee.

Oct 20 BCCAT hosted the first BCCAT/BCARMA Transfer Credit Workshop. The goal

of the day was to create a network of resources for practitioners of transfer credit at the institutions. Finola led an exercise on identifying problems and solutions. Mike gave a presentation on lesser known areas of the BC Transfer Guide.

Oct 30 Devron attended a regular meeting of the BCcampus Implementation Steering

Committee. Main agenda items included finalization of the BCcampus Service Plan and discussions on a new governance model.

Oct 31 – Nov 1

Frank attended the 2-day “Thinking Ahead: Campus 2020” Symposium. (See Item 4.2 for related item.)

Nov 2 Devron chaired a full day meeting of the Student Transitions Project Steering

Nov 3 Stephanie organized and attended a meeting of an ad-hoc subcommittee established to review and make recommendations on the process and application for the Irving K. Barber Scholarship.

Nov. 6 Frank attended a regular meeting of the Degree Quality Assessment Board.

Nov 7 Frank, Finola, and Devron attended a three-hour meeting with Ruth Wittenberg,

ADM for AVED’s Post-Secondary Education Division, in which key areas of BCCAT’s work and inherent challenges were discussed.

Nov 8-10 Frank was one of 7 speakers at a symposium in Toronto on the topic of “Degree

Recognition Across Canada: Towards a National University Accreditation System?” (See Item 7.3.1 for further details.)

While in Toronto, Frank met with Robin Armstrong, the recently appointed Executive Director of the Ontario College-University Consortium Council to discuss how BCCAT might assist the CUCC.

Frank also met with Neil Bouwer, Director General, Learning Policy Directorate in HRSD, Canada. Topics for discussion included the role the Federal Government could potentially play with respect to a) the recently established Pan-Canadian Consortium on Admissions and Transfer and b) with respect to examining models of national accreditation.

Nov 9 Finola and Devron met with Susan Brown and Kate Cotie, Director and Manager

from AVED’s Policy and System Quality Branch, to discuss BCCAT’s key areas of work and challenges associated with that work.

Nov 15 Devron attended a meeting of the BCcampus Governance Subcommittee to

finalize aspects of a new recommended governance model for BCcampus.

Nov 16 Devron met with Kathryn Macdonald, contractor for BCcampus, to discuss

BCcampus communications efforts in light of the various means employed by BCCAT to communicate regularly with the post-secondary system.

Nov 17 Frank and Devron attended a meeting of the Senior Educational Services

Administrators Forum (SESAF) to discuss student mobility research being undertaken by the Student Transitions Project and BCCAT.

Nov 17 Stephanie met with Derreck Banks, Director of Admissions for Fairleigh

Dickenson University – Vancouver.

Nov 17 Mike attended the BC Associate Registrars and Managers Association (BCARMA) meeting at Douglas College.

Nov 20 Stephanie and Frank attended a meeting of the Board of Directors of the Irving K.

Barber BC Scholarship Society. Frank also met with the staff of the Victoria Foundation to initiate an agreement enabling the Foundation to take over the provision of the Society’s administrative services.

Nov 21 Frank met with AVED staff to discuss private/public articulation issues; BCCAT

budget concerns for 2007/08; and the status of developing a protocol between BCCAT and ACAT regarding transfer credit recognition.

Nov 22 Devron and Jean had a meeting by phone with Deborah Gougeon, Assistant

Registrar Admissions at the University of Alberta, to discuss the Alberta experience of moving to a common grading system and its impact on the use of GPA conversion guides for transfer students.

Nov 24 Frank and Jean attended a meeting of the BC Registrars’ Association to report out on a number of BCCAT initiatives and to seek feedback on the results of the consultation on “Recalibrating the BC Transfer System.”

Nov 24 Mike gave a workshop at College of New Caledonia on using BCCAT resources

to assist student planning. The workshop was attended by counselors and advisors in the region. The workshop was organized by Bob Harris of CNC.

Nov 30 Devron attended a meeting of the BCcampus Governance Subcommittee. Dec 1 Mike and Devron will be participating in a conference call with CanLearn to

discuss possible ways of sharing information from Education Planner for display on CanLearn’s website

Dec 6 Devron and Jean plan to attend the regular meeting of the BC Institutional

Researchers and Planners (BCIRP) to report on BCCAT research projects. Devron will also report on the Student Transitions Project research agenda.

Dec 7 Mike and Stephanie will exhibit BCCAT’s resources at the Victoria Education and

Career Fair.

Dec 7 Devron plans to attend the regular meeting of the BC Career Information

Professionals.

BC COUNCIL ON ADMISSIONS AND TRANSFER SUBMISSION TO

THE CAMPUS 2020: THINKING AHEAD CONSULTATION

The BC Council on Admissions and Transfer (BCCAT) BCCAT was established as an independent arms-length agency by government in 1989, with members being appointed by the Ministry of Advanced Education and with a mandate to facilitate admission, articulation, and transfer arrangements among BC post-secondary institutions. This paper has been written to provide advice from the Council to the Campus 2020 consultation in areas that relate to BCCAT’s mandate. BC’s Post-Secondary System Today Over the last several decades, BC has developed a highly differentiated public post-secondary system of autonomous institutions with varying mandates. These institutions compete with each other for resources and students but also cooperate in system-wide initiatives that benefit students. A good example of system-wide cooperation is the maintenance of transfer agreements that ensure that students who take equivalent courses at one institution will be granted credit at another to continue their education. BC’s transfer system, coordinated by BCCAT and including public and private institutions, is often cited as a model of a high-functioning transfer environment in North America. In recent years the post-secondary system, and hence the BC transfer system, has become more complex, with a blurring of institutional mandates and more diverse opportunities for students. Public colleges, university colleges, and institutes have been given authority to offer degrees, and legislation has allowed private institutions to play a greater degree-granting role. There are now well over 100 degree programs being offered at these institutions and many more are currently under development. A major challenge is to ensure continuing and efficient student mobility and transferability of credits across this broad array of institutions with changing mandates. The Ideal Post-Secondary System in 2020 The remainder of this paper will address five critical factors which the Council thinks are important to address in the coming years as the post-secondary system further evolves. But first, we would like to paint a brief picture of an ideal, flexible post-secondary system, from the perspective of students. By 2020, the secondary and post-secondary systems have built sustainable relationships and bridging programs to maximize both the number of students moving into post-secondary and the success of students making the transition. High school students and adult learners have access to accurate, current information about post-secondary options and diverse learning/career paths. Adequate spaces in an appropriate mix of programs are available in the post-secondary system for qualified students. Moreover, universally accepted quality assurance mechanisms are in place to

ensure the quality of programs and the portability of credentials within BC and across Canada, both at public and private institutions. Students know at the outset whether or not credit achieved at one institution is transferable to another and are assured that, with appropriate planning, a degree can be completed in the same amount of time regardless of whether they attend one or more institutions in pursuit of their goal. Numerous laddering opportunities exist so that students can complete a certificate or diploma at one institution and continue to the next level at the same or another institution, possibly after taking time off for work or other endeavours. Learning opportunities are available in a number of modes, including face-to-face and through the use of technology. Employers support their employees engaging in life-long learning opportunities and provide them with the flexibility they need to pursue further studies. Realizing the Vision: Five Critical Factors In order to build on the success of the post-secondary system of today to achieve the ideal system described above, we will discuss critical factors as they relate to the core components of BCCAT’s mandate. Despite, or possibly because of, the absence of legislative or regulatory authority, BCCAT has experienced remarkable success in achieving the objectives of its mandate. Part of that success rests on the research we have conducted and the extensive experience we have amassed working at the system level. Based on both empirical evidence and depth and breadth of experience in the post-secondary arena, we identify five areas in which substantive improvement by 2020 will a) facilitate student mobility and degree completion opportunities, b) ensure program quality, and c) improve the capacity of the system to plan more efficiently. Our recommendations specify actions that can be taken by government, by institutions, and by the Council itself. Student mobility and transition BC Grade 12 graduates can take alternate routes to degree completion: they can attend a degree-granting institution directly from high school, they can first attend a college or university college and then transfer to another institution to complete their degree, or they can enrol in programs that are delivered through collaborative arrangements among two or more institutions. Ongoing communication at the curricular level between high school instructors and post-secondary faculty is vital to maximizing student success once the transition is made. Recommendations:

1. For students to feel confident that either route will earn them a degree, it is essential that receiving institutions provide reasonable and predictable access to degree completion spaces for both direct entry and transfer students and clearly commit to policies that promote both routes as viable options to degree completion.

2. BCCAT urges government to establish effective, ongoing structures to facilitate communication between the secondary and post-secondary systems on matters related to student transitions.

3. BCCAT recommends that as soon as possible, government restore funding to enable secondary representatives to join discipline- or program-based, post-secondary Articulation Committees, which are BCCAT-supported committees that meet regularly to discuss inter-institutional curricular issues.

Transferability of credit A major reason for the success of the BC transfer system is the large volume of course-to-course and block transfer agreements that have been negotiated by faculty at institutions. These agreements guarantee transfer credit for equivalent learning. Besides continuing to expand transfer agreements, it is necessary to move beyond our existing model to one in which we recognise that students move in a huge variety of directions, traditional and non-traditional; that students move among universities and other degree-granting institutions; that students in career/technical and trades programs (and not just those in academic disciplines) need transfer information and opportunities; and that students in high quality private institutions should be able to transport credit between private and public institutions and among private institutions. Recommendations:

1. Expansion of the BC transfer system must proceed in a careful manner, to extend the benefits of transfer to students in programs and institutions currently outside of that system, while ensuring quality and safeguarding the collaborative relationships among institutions that are the foundation of the transfer system.

2. Such expansion must ensure that we are taking advantage of the latest technologies to simplify transfer credit negotiation and administration, maximise information available to students and minimise institutional resource burdens.

Applicability of credit Just as important as awarding transfer credit is the applicability of that credit to credential completion. In 2020, many more institutions will be offering equivalent degrees in similar areas of study. Given that students are often uncertain as to what institution they will attend for further study, it is imperative that institutions are flexible in enabling students to meet lower division requirements so that they have multiple options for enrolling in advanced courses. Recommendations:

1. Institutions should consider, wherever possible, modifying degree requirements for equivalent programs to include more electives or adopting more flexible policies about what courses will satisfy program requirements.

2. Provided that care is taken to ensure success for transferring students, flexibility in the applicability of credit should be based on the objective that a student can complete a credential in the same amount of time whether or not he or she is a transfer student.

Program quality and institutional accreditation The expanding post-secondary system has meant new degrees being offered in different ways and for different purposes by institutions that have not traditionally offered degrees (for instance, colleges and institutes, public and private). This expansion has occurred across Canada in the absence of any standard degree nomenclature or universally accepted means of providing institutional and program accreditation. The result has been that some Canadian universities are not considering graduates of applied and other baccalaureate degrees in BC for admission to graduate or professional programs, severely disadvantaging students who then are unable to proceed with their education.

Recommendations:

1. Over the next several years, work must proceed across Canada to ensure the recognition and portability of appropriate degrees for entrance to graduate and professional programs.

2. There should be an examination of the implications and feasibility of developing national and/or regional accrediting agencies to assess and validate, against rigorous criteria, the quality of institutions and programs at public and private institutions.

3. It is in BC’s fundamental interest to play a key role in that examination. Availability of consistent and reliable data The Student Transitions Project (STP) is a recent collaborative effort of the Ministries of Education and Advanced Education and BC’s public post-secondary institutions to share student data to answer important questions on student mobility. The information that the STP has been able to glean and disseminate about the flow of students into and among post-secondary institutions has been ground-breaking in its depth and breadth, but still falls short of what the system needs for sound, evidence-based, enrolment decision making. As technology advances, the transfer of data from institutions to a central databank and among institutions should become much simpler and could be accomplished on a continuous or on-demand basis. However, under-resourced ministries and institutions that can only provide sporadic system-level data will not result in the culture of data-based planning that is desirable. Recommendations:

1. Over the next several years, we must build an integrated data set that includes secondary and post-secondary student data that can be carefully analyzed to provide reliable reports on student mobility at predictable times to assist government and institutions with their planning. Data should be collected and analyzed for both post-secondary applicants and registrants.

2. Including data on students from private institutions will build a better understanding of the role that these institutions play in meeting the post-secondary needs of British Columbians. This will require enabling the Ministry of Education to assign the Personal Education Number (PEN) to private institution students to allow tracking across institutions and systems.

3. Government should commit adequate resources to build a systematic approach to data collection, analysis, and reporting.

The Need for an Intentional Approach In order to accomplish the work in the five critical areas and move towards the kind of ideal education system described above, an intentional rather than “laissez faire” approach must be taken by both government and post-secondary institutions. Clear goals relating to (a) student mobility and (b) the flexibility and accessibility of the post-secondary system to accommodate that mobility should be set as part of the broader discussion on the future framework under which post-secondary education will operate. To accomplish these goals will require a high level of cooperation among autonomous institutions that have a history of collaboration on system initiatives, like transfer. Government would play the key roles of

funding adequate numbers of spaces for students and leading discussions to establish system-wide, measurable goals for which both government and institutions would be held accountable. Government should not become involved in micro-managing the system but should rather provide latitude to autonomous institutions, working in collaboration, to determine how system-level goals in the areas of admission and transfer are to be met. Such an intentional approach, with measurable goals and clear timelines for achieving them, will build on our existing successes; provide evidence of quality assurance to facilitate degree recognition nationally and internationally; improve the capacity of institutions and the system to plan more effectively; and result in a more flexible, responsive, and effective system of student mobility and transfer in 2020. Vision: To cooperatively devise and implement an integrated marketing strategy to increase awareness and utilization of BCCAT Resources

Goals:

1. Increase exposure, awareness and utilization of student-focused web resources among our target audiences: current and prospective students, and those who advise students on matters relating to post-secondary education.

2. Increase public perception of all products as a suite of resources provided by BCCAT through every marketing and communications opportunity.

3. Consistently strive to realize each marketing and communications objective in a cost-effective manner, taking into account the particular nature and strategic aim of each objective, while projecting an image of quality and professionalism.

4. Remain accountable to Council and the Education Planner Advisory Committee, by providing regular reports on plans and activity, and where possible, measurements of performance and achievement of goals and objectives.

Marketing Objectives for 2006/07:

1. Utilize to the greatest extent possible throughout the year free opportunities for advertising, public relations and promoting BCCAT and its student focused resources.

2. Amalgamate previously distinct marketing budgets and integrate marketing efforts among BC Transfer Guide, Education Planner and BCCAT.

4. Increase the draw and effectiveness of exhibits at Education and Career Fairs and other promotional events by providing demonstrations of the web-resources where possible.

5. Implement an 8-week bus ad campaign in January – March 2007, installing 500 interior cards in public transit in the Greater Vancouver area and throughout the province.

6. Reach out to institutional partners in the post-secondary education

system to identify opportunities for BCCAT to increase its exposure on the province’s campuses.

7. Investigate broader marketing and promotional activities for 2007/08

including but not limited to outdoor advertising, advertising through the TV Channel Listings and Movie Theatres, Skytrain platform, bus shelter, selected websites and advertising in post-secondary related publications.

8. Continue to draw from current stock of BCCAT brochures for

distribution as appropriate.

9. Promote links to BCCAT Resources from institutional websites.

Communications Objectives for 2006/07:

1. Execute as planned, all communications related activities delineated in the BCCAT workplan for 2006/07, including, but not limited to the following:

a. Launch New Logo and Tagline b. Newsletters c. Brochure: “What is Transfer in BC?” d. Redesign of the BCCAT Website e. Design/Print New Edition of Articulation Committee Handbook f. Other Various Research Reports and Publications g. New Stationery and Business Cards

2. Coordinate with and complement marketing strategies and efforts.

3. Begin the development of a new brochure/info resource that promotes

the family of BCCAT websites and removes reference to “public” post-secondary institutions. (In 2007/08, this resource will be finalized and distributed to our target audience.)

1. Call to Order and Introductions

Devron called the meeting to order at 10:05, sharing regrets from the two members of the committee who were unable to make it to the meeting, Deb Pearce and Marijke Merrick. Jean Karlinski and Mike Winsemann from BCCAT staff were also unable to attend, and Stephanie had agreed to take the meeting minutes in Jean’s absence. Devron also welcomed two new members to the committee, Karen Barnstable (replacing Kathy Weninger), and Kate Cotie from the Ministry of Advanced Education (replacing Julie Williams). A round of introductions ensued. 2. Approval of the Agenda

Paul Lukaszek requested that a discussion item on the topic of new web tools that parallel Education Planner. This discussion item was added to the agenda under the heading New Business. The amended agenda was approved by consensus before Devron gave a brief overview of the meeting’s agenda and purpose, namely, to set priorities for next year.

3. Expense Claim Reimbursement – Stephanie Oldford

Stephanie referred to an email that Jean had sent out regarding changes to BCIT’s travel expense claim policies and procedures. In some cases, failure to observe these new policies when submitting a claim may result in delays in processing and payment. A printed copy of Jean’s email was available to members who had not received it.

4. Approval of Previous Minutes (May 26, 2006)

There was a small amendment to the previous meeting’s minutes at item 13.1: “PSIBC (post-secondary counsellors)” was changed to “PSIBC (post-secondary recruiters)”. The minutes were then approved as amended.

5. Business Arising from Minutes of Previous Meeting

Devron noted that Item 5.1, marketing of Education Planner to private career development websites/magazines, would be discussed under Item 7.2 as an enhancement under “providing better services to post-secondary institutions.”

The harmonization of BCCAT’s web resources, the launch of the new BCCAT site and personalization of Education Planner were all major projects that took priority over the Block Transfer Guide, but it is expected that this project will be complete or well under way before the end of fiscal. The Project Team anticipates that all other initiatives will be on schedule by the end of the fiscal year as well.

6.1.2. Review of projects completed or in progress – Linda /George

Leila gave an update on developments with Work Futures. The Ministry will be working on the development of new content and a new look and feel for all Work Futures sites. Leila confirmed that the linkages between Work Futures and Education Planner would be maintained.

Linda went on to explain block transfer and Mike’s plans to publish a block transfer guide. A hurdle on this initiative is the different definitions of block transfer employed among various institutions. There is a need to clarify a consistent definition with the post-secondary institutions.

With regard to continuing efforts to increase administrative efficiencies, this is not an enhancement experienced by users, but it can really make a difference to the work of the Project Team. It was thought best to accomplish some of this work earlier in the year, to make later work more efficient. Linda cited positive results from the efforts to increase efficiencies, as some of her tasks require a fraction of the time they took previously.

The group discussed Education for Employment Mapping. A close relationship between Education Planner and Work Futures is key in this project, and Linda and Leila will meet in the Spring to discuss this. A preliminary step will be to mock up 3 or 4 prototypes to have something tangible to work with. The goal is that the outcomes of this project will answer the question: “What kind of job of jobs can I get with this program?” Linda noted the need to proceed carefully to ensure proportionate value for effort. The group agreed that there is value in the concept, as the complexities in this area confuse students and parents alike.

George demonstrated newly implemented improvements to the FAQ section, wherein one can mouse over difficult words and view their definitions. The “glossary of –ologies” is another planned enhancement for this year. Linda showed the group some similar resources that are available in Career Developer.

6.1.3. Demonstration of major enhancements to Education Planner – Linda, George, & Stephanie

With George’s assistance, Stephanie explained the rationale behind BCCAT’s desire to harmonize the look and feel of its three websites, indicating that this is the fruit of BCCAT’s re-branding exercise. The re-launching of the BCCAT website provided an excellent opportunity to work on the harmonization of the three sites, which now all have a similar look and feel. There have also been numerous enhancements to the BCCAT website beyond having been given a fresh coat of paint, including a searchable publications database and an expanded articulation section.

George demonstrated MyEdPlanner, which is the product of various efforts toward personalization of Education Planner. George showed the group how to set up a user profile, save programs and develop post-secondary plans and budgets. It was confirmed that the Education Plan is printable and can fill the graduation portfolio requirement. Linda told the group of plans to place mouse-over coaching tips in the budget plan. Chris Chow mentioned that it may be useful within the budget to clarify between international and domestic student fee structures.

Linda demonstrated Career Developer, a new section of Education Planner where over 260 web-based resources for students are reviewed, rated, explained and linked. It was suggested that it may be a good idea to use stars as a visual rating system in Career Developer, with resources being given either three, four, or five stars. This was generally thought to be a good idea. All of the major enhancements that were demonstrated and reported on were well received by the group.

A short break was taken at 11:30 a.m.

Linda and George reviewed changes made to Education Planner in an attempt to address the Advisory Committee’s desires for the addition of a separate University Transfer section on the website. Rather than build a separate section, the team had built a search filter for University Transfer programs, and provided a description of University Transfer on the search page for that filter.

A more in depth description of all search filters is now included on each of their respective pages. This raised the concern that one must scroll down to actually apply the search filter, so the use of two columns was suggested. A second suggestion was to make the “new search” button more visible.

When asked if the approach taken to University Transfer was sufficient, the committee voiced its satisfaction. However, it was raised that dynamic links/ cross walks between the BC Transfer Guide and Education Planner data would be an enhancement. It was also raised that placing a clickable logo link to the BC Transfer Guide somewhere on the University Transfer search page would be useful.

The group was made aware that these major enhancements had only been launched three days prior to the meeting, and that an announcement of the new features would be sent out shortly. Stephanie encouraged the group to pass this announcement on within their networks as appropriate.

6.1.4. Other projects completed that were not in Work Plan – Linda /George

Other minor enhancements that were explained to the Advisory Committee included changes to the comments and feedback function. The link to the comments & feedback interface was placed in the footer to discourage frivolous submissions and form spam.

Linda and George reported some internal enhancements, such as Linda having been given the ability to upload .pdfs as well as the ability to upload individual program profiles when updated, rather than wait to upload entire institutional profiles. Finally, Linda showed the group a new section on Education Planner where the website’s contributors, namely, the Project Team and Advisory Committee members, were listed.

7. Review of Possible Enhancements for 2007/08

With BCCAT being committed to the continuous improvement of Education Planner, the Advisory Committee, at one of their two annual meetings, brainstorms and prioritizes potential enhancements to be implemented in the coming fiscal year. Devron explained the process that would be undertaken to brainstorm further potential enhancements in addition to the preliminary list provided by the Project Team, and then prioritize the expanded list. The Project Team will then take this list away and cost out the prioritized items, so that decisions can be made as to what is feasible for the 2007/08 Work Plan.

7.1. Review of Strategic Themes for Next Year’s Continuous Improvement- Devron

As indicated in the agenda package, the list of potential enhancements that the Project Team had brought forward to the meeting had been categorized into five broad strategic themes: improving the quality and currency of information, increasing administrative efficiencies, increasing the user friendliness of the site, increasing usership, and providing increased service to post-secondary institutions. This will assist in maintaining strategic focus and tracking where our efforts are made over time.

7.2. Consideration of List Provided of Possible Enhancements for 2007/08 - Devron

Devron explained each of the items on the preliminary list of potential enhancements that was included in the agenda package, giving the group an opportunity to ask questions and clarify their understanding of each. Each of these enhancements was written on the whiteboard for all to view.

7.3. Committee Additions to List – Devron

The committee then engaged in a brainstorming exercise to add more potential enhancements to the list. Five new potential enhancements were identified in this exercise:

a) Links to BCcampus course offerings; b) The inclusion of fee information for international students; c) To provide the ability for users to save their favourite Career Developer links in

MyEdPlanner; d) The ability to save other unstructured content in MyEdPlanner; and, e) To make available on the site a collection of sample preparatory trade exams.

7.4. Advice on Priority-Setting in 2006/07 – facilitated by Linda

The group then undertook a prioritizing exercise wherein each member was able to rank and vote for their highest four priority items. Each member assigned one of four specially shaped sticky notes to one of the four potential enhancements, indicating their top four. The votes were then tallied and scores were weighted based on first to fourth choices. The following table shows the results:

8. Marketing and Communications Update

8.1. Marketing and Communications Report– Stephanie

Stephanie went over the events at which the Project Team had marketed or demonstrated Education Planner, as well as similar events coming up in the near future where such activities were planned. This year, the focus in marketing was not in the production and distribution of materials. The focus was to continue to use word of mouth, public relations events and any free marketing opportunities to the utmost. The majority of the marketing budget toward an upcoming bus advertising campaign. It was clarified that Linda plans to attend the Skills Canada Competition in the spring as well.

Stephanie informed the group that as a result of the re-branding exercise, BCCAT was taking a more harmonized approach to its marketing and communications activities, as well as the budgeting of these activities. The Marketing and Communications Strategic Plan 2006/07 included in the agenda package is a reflection of this, and so many future discussions of marketing and communications at the Advisory Committee are likely to consist of reporting on activities in marketing for the whole of BCCAT’s suite of products, not only Education Planner.

8.2. Advice on Options for Future Marketing Activities – Stephanie

Advice was sought from the Advisory Committee on a number of various preliminary mock-ups for the bus ad, prepared by Valerie Yorkston. It was clarified that Stephanie sought general reactions from the group, as well as specific advice on an attention-getting caption. The group expressed its preference for the caption: “Need a plan? It’s a click away.” Whether or not a graphic or photo image was desirable for inclusion was a matter of some debate. However, the group felt that any graphic should be linked to the concept of confusion or needing a plan. Members were asked to email Stephanie with any further ideas on a caption and on the bus ad in general.

9. Expansion of Education Planner to include Private Institutions – Devron

9.1. Addition of Corpus Christi College

Devron reported that Corpus Christi College had signed a contract to join Education Planner on a cost recovery basis in August. Linda had since been working with the college to prepare for the uploading of their program and institutional information, which was expected to occur shortly after the meeting.

9.2. Development of Policy on Expansion to Include Additional Private Institutions

The opportunity for private institutions to join Education Planner has up until now been limited to full institutional members of the BC Transfer Guide. New, program-only members are not able to join. However, there have been expressions of interest in joining Education Planner expressed by some of these institutions, most recently from Quest University (formerly Sea to Sky). As such, BCCAT is currently looking at a major revision to its policy under which a degree granting institution is approved to articulate within the transfer system, adding the conditions under and process through which a program-only member may mature into a full institutional member. This could expand the ability for private institutions to join Education Planner.

10. Discussions with the Industry Training Authority (ITA) – Devron

Education Planner up until now has only included information on Entry Level Trades Training (ELTT) programs, as this was one pocket of trades training for which the Ministry of Advanced Education had retained responsibility. Now, this responsibility has shifted away from the Ministry to the ITA. Devron reported on a meeting held between himself, George, Linda and representatives of the ITA, where they went over an Options document that BCCAT had prepared showing the benefits and disadvantages of numerous options for servicing the provision of ITA information through Education Planner.

Although the preliminary response at this meeting was promising, we have since learned that the ITA does not wish to partner with Education Planner, but instead will develop its own web resource for this purpose. This is not likely to change, but we will continue to work with ITA to assure that there is no unnecessary expense incurred in providing duplicate information, while ensuring that information on trades programs continues to be available to the public.

11. Discussions with Federal Government: CanLearn, Live Learn, & Succeed Websites – Devron

CanLearn is a federal government website where limited program information is available for post-secondary institutions across Canada. Live, Learn and Succeed is a federal website aimed at providing comprehensive information for international students. Mike and Devron had met with representatives from the federal government to discuss the possibility of providing Education Planner data to these websites through web services. The Advisory Committee will be updated on any further developments on this matter.

12. Report of Statistics on Website Usage – Stephanie

Stephanie distributed a web-stats package prepared by Mike Winsemann, indicating that during the month of October, the highest proportion of web-traffic thus far occurred on Education Planner. The group was pleased with the rate at which usership of the site is increasing. These reports will be a standing agenda item for Advisory Committee meetings.

13. Other Business

13.1. New Web Tools that Parallel Education Planner

Paul noted that both the Millennium Scholarship Foundation and the Virtual School had initiatives that mirror and/or complement the services provided in Education Planner. The Millennium Foundation is preparing, with help from the Student Services Branch, an informational DVD on post-secondary options for use by Planning 10 teachers. As well, LearnNowBC is a web resource that provides a course search mechanism and comprehensive information on distributed learning at the k-12 level. It may be worthwhile to pursue links to Education Planner and Career Developer on the “for Parents” section of the website.

A spontaneous discussion on opportunities to present Education Planner to principals and teachers at professional development conferences took place at the close of the meeting. It was discussed that there is a provincial Professional Development day annually in October, and that school counsellors meet on that day. For other professional development days in school districts, the activities are generally fleshed out in the spring, so it may be a good idea to make contact in early spring to assess whether opportunities to present Education Planner at professional development conferences are available.

The meeting was called to order and the Chair was welcomed the group to the meeting. Two new members, Tim Haskett and Tim Segger, were welcomed and introduced to the committee. Martin Gerson, the new chair of the committee, introduced himself and then a full round of introductions took place.

Jennifer provided a brief overall update on Transfer Innovations and Transfer Articulation projects currently underway, and asked the committee if there were any questions relating to projects or their funding. Upon request, Jennifer provided some information on how project funding is budgeted from year to year.

4.2 Transfer Innovations – Final Reports 4.2.1 Anatomy & Physiology Course Equivalencies

The Health Educators (Biology Subgroup)

Jennifer explained that the sickness had resulted in some delays on the production of the final report. For the benefit of new committee members, Jennifer explained that the ultimate responsibility of updating project outcomes such as tables, grids and websites, is the responsibility of the articulation committee.

4.2.2 Math Flexible Pre-Major Analysis

Jennifer explained the two types of flexible pre-major projects: analysis and implementation. The Math flexible pre-major analysis final report presented to the TAC had been submitted printed, bound and finalized. Under normal circumstance, a draft final report is submitted prior to finalization. The report is excellent but it does not make any indication that the next stage of implementation is planned. The analysis report will be posted on the BCCAT site, and positive results for transfer in math will come out of this report and the relationships and understandings built in its production, even in the absence of a formal agreement. Formalization, however, does give students a higher degree of certainty in their transfer options.

4.3 Transfer & Articulation Project – Final Reports 4.3.1 MACSAC website-

Louis Giguère indicated that he had visited the website and found a few errors and bugs. He suggested that the committee be asked to fix these errors before payment. Others had not found the same problems.

MOTION: To receive and approve the MACSAC final report, and approve payment subject to the finalization of f the website, with the assistance and review of both the Transfer and Technology Coordinator and Louis Giguère.

4.4 Transfer & Articulation Project Proposals 4.4.1 Earth Sciences – Website

Jennifer described to the committee the parallel development of committee proposals for websites, and BCCAT’s own initiative to provide web pages to individual articulation committees. Some in the group voiced reservations about encouraging websites from articulations committees when BCCAT is developing a parallel initiative. There were concerns about discontinuity of information and duplications of effort. Mike and Stephanie described the functionality of the planned articulation web pages, and that one of the main objectives of this innovation, which is in its formative stages, is to automate and facilitate the maintenance of committee information.

Further concerns were voiced concerning the fact that the person proposing the project is the sole person doing the work and receiving payment on the contract and that this might lead to a perception of conflict of interest. Jennifer provided some history on BCCAT’s relationship with the individual. The committee agreed that it would be best to have additional committee members’ signatures on the proposal form. Jennifer committed to ask for a revised proposal under this direction.

Motion: That the TAC approve funding in the amount of $1000 in support of the Earth Sciences Articulation Committee proposed website project with the stipulation that the committee work with BCCAT to inform BCCAT’s own articulation webpage development initiative , with the result of compatibility between the two initiatives. In addition, the committee will be asked to submit a revised proposal including the names and signatures of two additional committee members.

5. Articulation Projects & Publications 5.1 UBC Student Engagement Project

Finola gave an overview of the UBC Student Engagement Survey final report vis-à-vis the planned “Research Results” document. Bound copies of the full final report were made available to committee members. Finola clarified that the text presented in the schedule may be modified to fit into the research results template. Some minor edits were suggested but on the whole members expressed great appreciation for the research and the report.

5.2 ESL Students and First Year University-Level English

Finola explained that Dr. Blackman had fulfilled the obligations of his contract, save the four page “special reports” option. BCCAT staff will be producing the summary document instead, approaching the issue from the perspective of meta-analysis, and Dr. Blackman is pleased with this arrangement. The four-pager will be broadly distributed, rather than broad distribution of the final report. Final payment should reflect the non-completion of the four page summary. It is anticipated that the four-pager will be available for review and approval at the next TAC meeting in February. It was suggested that the subtitle “Is there a grading problem?” be dropped from the overall title.

6. BCCAT’s Survey of Student Awareness and Opinion

Stephanie provided background on why and how this survey was conducted, and distributed a preliminary overview of the results. She asked that committee members email her with ideas for further analysis given the data presented. More information about which students most want to see university-to-university transfer added to the guide was a requested area for future analysis.

7. Recalibrating the BC Transfer System – Final Report & Council Recommendations

Finola reminded the committee that much of the work coming out of these recommendations will come back to the TAC’s table over the next while. Finola provided an overview of the recommendations, and provided further explanation where necessary. Discussion took place concerning potential future costs, charging for articulation, the reluctance of universities to participate in 3rd and 4th year transfer/articulation, and the need for the issue of university to university college transfer to be represented in the recalibration conversation. Frank encouraged the group to review the Jarvis report, for an understanding of the potential system costs implied in these discussions of expanding the transfer system. 8. Articulation Committees and Issues

8.1 Summary of Articulation Committee Meeting Minutes – 2006

Stephanie provided an overview of the document indicating that it is prepared as part of larger initiative to encourage and facilitate greater accountability and engagement among committees. In the area of ABE, problems concerning recognition of ABE courses in the context of admission to universities were raised as an issue of increasing importance. Stephanie will be attending the ABE steering committee in April 2007 and hopes to help the committee with these issues at that time. Dianne also noted that in some trades, the articulation methods may be shifting from multilateral common curriculum to course-to-course. Finola indicated that BCCAT hopes to address these and other issues in an planned meeting with ITA. Dianne will email Finola with a synopsis of her concnerns.

8.2 Subcommittees and Committee Structures 8.3 System Liaison Person Appointments

Stephanie alerted the committee to problems concerning committees breaking up into factions and operating as two or three separate committees without any central coordination. This creates challenges for communications and accountability. Furthermore, Stephanie suggested that the task of appointing SLPs is becoming increasingly difficult. Possible reasons for this include political issues, the timing of the appointment process, and administrators having too much on the plate in general, Dianne suggested that it may be desirable that the SLP comes from another area. It was suggested that this issue be discussed at the Annual Meeting. Both Karen and Martin cited positive experiences in acting as SLPS.

8.4 Articulation Committee Companion Draft

Stephanie explained that the redesign and the renaming of the Articulation Committee Handbook coincided with BCCAT’s larger re-branding exercise, and so the new draft version is intended to be a leaner, clearer and more digestible version of the Handbook. The terms of reference captured therein constitute policy that needs formal TAC approval, but approval in principle for the document as a whole was sought, as further, more polished versions are yet to come. Louis suggested a small revision to the opening paragraph of the Terms of Reference.

9. Transfer Guide and BCCAT Web Sites

9.1 BCCAT Website Redesign

Mike explained the BCCAT website redesign in the context of the harmonization of the three websites. In alignment with the BCCAT re-branding and to update our website, BCCAT intends to launch a new website with a new look and feel in coming weeks. Moreover, a harmonization exercise has taken place for all three websites to increase the impression that the websites are a suite of related web resources. This does not represent any substantive change to the Transfer Guide, just a fresh coat of paint.

9.2 Degree recognition Issues

Devron reviewed the issue of degree recognition issues, and advised the committee of the paper that had recently been distributed on the topic. Council had expressed a desire to place something on one of BCCAT’s s websites to inform students of these

issues and their potential effects on student mobility. BCCAT had responded with an FAQ, and asked the TAC to review draft language, keeping in mind the level of sensitivity around the issue.

There were reservations expressed about describing these issues with the phrase ”degree recognition issues in BC” as this is ambiguous and conveys the message that recognition problems exist within BC, when the true problem is outside BC’s borders.

After much conversation, there was a consensus that the issue is significant and the idea of posting something on the website is endorsed. However, the group felt that further work on the content is required on the basis the various concerns voiced, such as inter-mingling the issues of credential recognition and/or preparation for graduate study and/or employment. It was recommended that the question be broken down into separate questions for its constituent parts.

10. Public/Private Articulation

10.1 Private Institutions

Issues and developments concerning various private institutions were discussed, including problematic statements on the websites and in published brochures of some new private, program member institutions. Finola expressed BCCAT concerns that it does not take on the role of watchdog for private institution websites and marketing materials. There is a need to educate these institutions, provide them with what they need, and then hold them accountable. We currently meet often with these new member institutions, before and after they receive consent, and Stephanie is preparing an information page for the new website. The suggestion of orientation sessions was also made.

Discussion took place about the role of the Degree Quality Assessment Board in monitoring the institutions it approves after consent is given. These institutions do not yet have track records in the transfer system. With the increasing concerns regarding their credibility, fulfilling the mandate of facilitating articulation with private institutions is becoming more and more challenging and frustrating. Government, institutions public and privates need to be aware of the challenges we are facing. Frank suggested that producing a summary document detailing in brief BCCAT’s experiences with new private institution would be useful.

10.2 Proposal to amend the Policy and Process under which a Private Degree-Granting Institution Articulates Approved Programs within the BC Transfer System

In light of these issues, and the need to provide an avenue through which new institutions with more substantial program offerings might become full members of the transfer system, a number of suggested amendments to the Policy and Process were presented. Finola explained that revisions to the current policy were within the TAC’s ambit, however, additional provisions would need to go to council. Hence the rationale for the following two draft motions being presented in the agenda.

MOTION: That the TAC approve the Policy and Process under which a Private Degree-Granting Institution Articulates Approved Programs within the BC Transfer System as amended. MOTION: That the TAC forward to Council the suggested process for converting to

institutional membership, as amended, for their approval.

Norbert raised concern about withdrawing transfer credit in the case of suspension or revocation of consent by the Minister, and the effect on students who were taking these credits? Frank made reference to the Principles and Guidelines of Transfer, where it states that: “Receiving institutions should not make changes in these arrangements without providing adequate notice and lead time to sending institutions.”

As a condition of membership in the transfer system during a provisional period, the provision of an annual accountability report to BCCAT was suggested. An additional statement regarding protection of student interests in the context of any revocation or suspension was also suggested. In the context of a conversation about how to treat the statement in the Letter of Assurance, about instructor qualifications, the need for this to reflect the entirety of the position statement was discussed. Attaching or enclosing the position statement was recommended.

At the end of the discussion there was consensus that further work on this document is required. It was agreed that circulating a revised version by email for review and comment would be a good way to approach the outstanding motion.

With regard to the draft for discussion on methods of converting from program to institutional membership, Louis asked what the business case number of transfers might be in order to justify full membership. A question was raised as to why only one associate degree would suffice to qualify an institution for full membership. As the group was running out of time, and they felt that a full discussion on the draft was necessary, they decided to handle this outstanding motion by circulating a revised document for review and comment by email as well.

11.4. Degree-Partnerships: Discussion Paper – Devron Gaber Devron alluded to the forthcoming paper on degree partnership models – a symposium will be help on this topic in the Spring of 2007. Devron also explained plans to undertake research on students in private institutions on whether and how they transfer and what transfer intentions they might have. BCCAT will be working with PCTIA on this initiative. A report may be available at the TAC’s May meeting.

10.4 What is an accredited institution in BC?

A new version of this document will be going forward to BCRA for ratification in November. It was agreed that while this was a useful document, clarification between the concepts of accreditation and recognition would be helpful.

Frank spoke about the ACAT/BCCAT potential transfer protocol. Ultimately this will need to be approved by both councils and governments.

12.2 Teleconference with SaskCAT Finola explained that she and Stephanie had teleconferenced with SaskCAT regarding establishing articulation committees. There are two new articulation committees in Saskatchewan.

12.3 Pan-Canadian Consortium on Admissions and Transfer

Frank spoke about the fledgling Pan-Canadian Consortium of Admissions and Transfer. The first meeting of transfer credit professionals from several provinces was held in June in Edmonton.

12.5 WNCP Math 10-12 Curriculum Review Meeting

Stephanie explained the report submitted by David Leeming, indicating the hopes for greater participation by post-secondary institutions and faculty in the review of the K-12 Mathematics curriculum.

13.Date of Next Meeting

The committee agreed was reminded that the next meeting is scheduled for Thursday, February 1. Whether this will be a half or full day meeting has yet to be determined. The Annual Meeting of Articulation Committee Chairs and SLPs follows on Friday the 2nd. Finola reminded committee members that generally the TAC is invited to dinner following its February meeting, and that committee members are often asked to assist with the annual meeting.

At its October 27 meeting, the Transfer & Articulation Committee approved three final reports: 1. Anatomy & Physiology Course Equivalencies TI Project Most students registering for Introductory Human Anatomy and Physiology courses at B.C. colleges, universities and institutes do so as pre-requisite to acceptance in health care programs or as a mandatory part of these programs. Although information has been available in the BC Transfer Guide for transfer from ‘sending institutions’ to acknowledged ‘receiving institutions’, no information has been available for students wishing to transfer between colleges, or from universities to colleges. The Health Educators (THE) Group undertook this project to provide easy access to comprehensive information on the transferability of Anatomy and Physiology courses, to facilitate transfer of students with minimum loss of time, money and course credits. The outcome of the project is a transfer grid reflecting accepted transferability of courses among colleges, universities and institutes. Included is a plan for annual revision of the grid to ensure it remains updated. 2. Mathematics Flexible Pre-major Analysis TI Project The BC Committee on the Undergraduate Program in Mathematics & Statistics (BCcupms) undertook this project to identify the impediments, both at ‘sending’ and ‘receiving institutions’, to students’ ability to transfer directly and fully into a Mathematics Major program. The report includes a detailed analysis of course offerings at institutes, colleges and university colleges relevant to Math Major programs at B.C. universities, plus suggested ‘core’ and ‘additional’ courses that could comprise a Flexible Pre-major. While not specifically recommending a formal Mathematics Flexible Pre-major be established, the report encourages ‘sending institutions’ to offer a program that follows the suggested Pre-major as closely as possible and recommends that ‘receiving institutions’ adopt a flexible approach to accommodate transfer students. The Transfer and Articulation Committee approved this report, indicating that the BCcupms should be encouraged to undertake a Flexible Pre-major Implementation project.

Media & Communication Studies Articulation Committee Website TAP Project The Media and Communication Studies Articulation Committee (MACSAC) developed the MediaBC website with four content areas: (a) a section for articulation committee members containing meeting agendas and minutes, member lists and contact information, plus links to institutional websites; (b) an Articulation section containing information and course posting tools to assist faculty throughout B.C. with the process of articulating Media and Communications Studies courses; (c) a Media Resources section informing faculty, students and other interested parties about media resources and research; and (d) a Why Study Media? section directed at current and potential Media and Communications Studies students. The MediaBC website utilizes a custom-designed Content Management System allowing users without programming experience to post information on the site and is suggested as a model that could be used by other articulation committees. 3. Approval of Previous Minutes (May 5, 2006)

The previous minutes were approved as presented. 4. Follow-up discussion regarding joint meeting this morning with Student Transitions Project Steering

Committee (STP) Devron reiterated the understanding reached at the morning meeting with the STP Steering Committee, that the Admissions Committee would develop its work plans and bring them to the STP for their consideration. If the STP doesn’t take on student mobility projects in our work plan, the Admissions Committee may still be able to pursue them independently using the STP data. Paul Harrison raised the issue outlined in Item 6.3 of the previous minutes which had envisioned the Admissions Committee providing policy advice to the STP; however, this had not been the tenor of today’s discussion. After some discussion, it was agreed that the annual joint meetings of the Admissions Committee and STP Steering Committee should be in the fall at which time research ideas would be explored and shared. Devron Gaber would later share the finalized Admissions Committee Work Plan with the STP. Greg Lee reiterated support expressed at the morning’s meeting for the STP giving priority to pursuing a system level research position.

5. Report and discussion on work accomplished on 2006/07 Work Plan projects

5.1. Expanding applicant studies to more institutions Devron Gaber reported that the timing of an expanded applicant research pilot study is not yet determined. It may be begun this fall if there are sufficient Central Data Warehouse (CDW) institution (college, university college, and institute) data submissions. The pilot study could involve CDW institutions only or might involve a university on a regional basis. (He noted that two universities will consider participation if the methodological issues have been addressed and a meaningful research question is developed.) The Admissions Committee reaffirmed its support for this research in principle, starting with a regional pilot study. Greg was encouraged to gauge the level of support for this research from his BC College President (BCCP) colleagues. Regarding the technical issues, Devron reiterated that the set of data elements were simplified this summer and that a significant number of CDW institutions had provided feedback that they could work with those specifications.

Devron raised the possibility of utilizing the funds set aside for the expanded applicant study for other research should it not go ahead as planned, and Kate Ross recommended using funds for research on high school non-completers.

5.2. Assigning Personal Education Numbers (PENs) at the applicant stage

Devron noted that a significant number of institutions (including Camosun, Capilano, Langara, VCC, KUC, UCFV, SFU, UNBC, and UVic) have stated that they already are or soon will be PENning applicants. (From information provided by the Ministry of Education – MoE - in early May, it appears that at least 14 of 26 institutions were at that time providing data for PEN validation on a regular basis; i.e., four or more times per year.) Devron noted that assuming the eventual addition of applicant data to the CDW submission, all CDW institutions will need to be PENning applicants and that we will wait for final results of the 2006 CDW submission to determine which institutions have not submitted applicant data to CDW. Once more is known about the future direction of this research, Devron will contact institutions that did not submit applicant data to determine the status of PENning of applicants. The committee expressed support for the continuation of PENning applicants, no matter what the short-term outcome of the applicant flow study. Michael Lattimer noted that regarding identifying high school students’ post-secondary institution preferences, an existing form signed by all students could be used to ask for students’ top three choices of institution and suggested that perhaps the MoE could be contacted to make such a change on the form. Devron agreed to follow up with the MoE and noted that this information would also be of interest to the Post-Secondary Application Service (PASBC) which is undertaking a survey to get at information on students’ preferred institutions. Chris Purse added that the MoE requests information from universities in March about applicants by PEN, and this could serve as a possible source for applicant data. Devron agreed to report out on his findings regarding the PENning of students, including students at federal band schools, and of international students.

5.3. Study of student flows among all public post-secondary institutions Devron reported that the STP study on student flows is going well because it is based on registrants rather applicants and that the STP plans to produce and distribute a newsletter on these research findings when complete. The research will be conducted in two phases.

5.4. Sharing information on enrolment planning

Devron noted that the Ad Hoc Committee on Sharing Information on Enrolment Planning agreed at its June 28th meeting to disband. As per the minutes of that meeting, it was felt that any future high level policy discussions on enrolment planning across sectors could be convened by the parties themselves or at the request of BCCAT. The creation of the STP since inception of the Ad Hoc Committee was pointed to as a positive development that precluded the necessity of the Ad Hoc Committee continuing. Jean Karlinski explained that she was charged with collecting the planned targets and cut-off points for new undergraduate students entering universities in Fall 2006, as was done in 2005 for the first time. Lack of “basis of admission” data for all but SFU (indicating how spaces are apportioned for college transfer versus direct entry students), other inconsistencies in reporting which makes cross-university data incomparable, and the late timing of university data submissions for compilation has undermined the value of this data for colleges, university colleges, and institutes. This led to a recommendation from the Ad Hoc Committee that this exercise not be repeated again next year. Instead institutions are encouraged to contact the universities for this data as and when required. BCCAT raised the issue at the meeting of the need to collect actual target and cut-off point data by basis of admission once it is available each fall, and a formal e-mail request for this information was made of TUPC. This item is on the agenda for the October 11th meeting of university IR directors, after which BCCAT will report back.

5.5. Continuing work on implications of using different GPA Admission Conversion Guides Jean reported that the BC Registrars’ Association (BCRA) Chairperson has been asked to place this item on the agenda of the next BCRA meeting being held on November 24th, as a decision was made by the Admissions Committee to assess the appetite of Registrars to examine the issue and to consider modifying any aspects of converting GPAs for the purposes of admission. Assuming the item is aired at the next meeting, BCCAT will circulate the report on the implications of having different conversion guidelines in advance and will report back to the Admissions Committee on the outcome of the discussion. BCCAT has solicited the name of an Alberta contact who will be contacted as to whether or not the common grading scale adopted in that province ameliorated any problems associated with GPA conversion across universities. The BC university vice-presidents will not be contacted for support in principle until after a response from the BCRA on the recommended actions included in the 2006-07 Admissions Committee Work Plan on this topic.

5.6. Preparing a discussion paper on degree partnership models Devron referred members to the paper he wrote on degree partnership models, the primary purpose of which is to educate institutional personnel on what degree partnerships are, the various models that can be developed, as well as the benefits of such partnerships in the BC context. The paper was reviewed by BCCAT staff and by five members of the Admissions Committee, after which feedback was incorporated. The paper will be disseminated to the system as a Special Report. BCCAT plans to host a symposium on the topic next spring. Paul Harrison acknowledged that he had not received a review copy of the paper due to technical e-mail difficulties and that he had some additional information on the Camosun College Engineering Bridge program in relation to UBC that should be incorporated into the paper. Devron and Paul will consult after the meeting to finalize the wording of the appropriate section of the paper. Bob Harris asked about the source of information on the TRU/CNC dual admission model, which he said had not been fully discussed yet at CNC. Greg felt it important to consider the potential implications to the BC Transfer System should all of the transfer student spaces be taken up through partnerships agreements, and whether or not this would leave sufficient spaces for individual students from elsewhere.

5.7. Completion of paper on recognition of degrees from non-AUCC member institutions

Devron drew members’ attention to the completed degree recognition paper and noted that Frank Gelin is continuing to pursue this topic provincially and nationally and will be speaking at a joint meeting of presidents of BC and Alberta colleges on October 10-11, and at a panel discussion in Toronto on November 10 entitled “Degree Recognition Across Canada: Towards a National Accreditation System?”.

6. Report and discussion on project involving public/private student mobility

Devron described the project in the BCCAT 2006-07 Work Plan which is to conduct a feasibility study on student mobility between public and private institutions. The project involves determining what information is presently available about students at private institutions and their movement to public institutions, identifying the gaps, and making recommendations on how to proceed. A second part of the project involves finding out from students at private institutions if they would like to transfer to public institutions and what barriers there are to such transfer. BCCAT staff met with Jim Wright of the Private Career Training Institutes Agency (PCTIA), which is beginning to collect data on private institution students. BCCAT will be hiring a contractor to complete Phase 1 of the project between January and March, 2007, and will work closely with PCTIA on this project. Devron noted that PCTIA includes registered and accredited private post-secondary institutions and excludes language training institutions; however, the project will not be limited to information about PCTIA institutions only.

7. Ideas for projects in 2007/08 Work Plan

Members’ attention was drawn to the attachment to this agenda item listing project ideas put forward in the past, as well as the bulleted information found in the proposal under Project 3 on page 8 of the joint committees’ agenda package. Discussion ensued leading to the following ideas for potential 2007-08 projects. 7.1. Student mobility

What are the educational paths of ABE students? (those who have completed their Dogwood and those who have not)

Are students dropping out or going elsewhere? (e.g., students who enrol in university transfer programs for 1 or 2 years, then enrol in a limited entry program in trades or applied studies as opposed to pursuing an academic credential).

Where do high school non-completers go? How many end up in the BC public post-secondary sector, and in what programs over what period of time?

Devron will bring STP research findings to that meeting, which may generate further ideas and refinement of the Plan.

The meeting was called to order at 9:35 a.m. by Jim Cooke, Chair of the Admissions Committee.

2. Welcome and Introductions Jim welcomed Admissions Committee members and STP Steering Committee guests to the meeting. A round of introductions followed. It was noted that Chris Purse was attending in place of Lynda Wallace-Hulecki, UVic Administrative Registrar, who is replacing David Glen on the Admissions Committee due to his recent retirement from UVic. Brent Munro from the Ministry of Education (MoE) is attending in place of Gerald Morton from the STP Steering Committee. Regrets were received from Walter Sudmant who is a member of both committees.

3. Approval of the Agenda

The agenda was approved as presented.

4. Review of purpose of joint meeting Jim explained that the BCCAT Admissions Committee was formed in 2003 and began its work on admissions issues, including student mobility and applicant flows, at that time. At its May 2006 meeting, the Admissions Committee discussed the evolving relationship between itself and the STP Steering

Committee, which began in 2005 to do system-wide research to answer questions about student mobility, and recommended a meeting between the two groups, to which the STP Steering Committee agreed. The purpose of today’s meeting is to review the background and research agendas of both committees, explore possible future areas of research, and discuss a process for ongoing relations between the two committees. Both Walter and Devron Gaber sit on both committees.

5. BCCAT’s student mobility research agenda

a) Background on BCCAT’s interest in student mobility Devron Gaber explained that up until 2003, BCCAT’s research agenda focussed mostly on the transfer side of its mandate; however, the realization that obstacles to student access to institutions becomes a transfer problem led to admissions issues being examined under the auspices of the Admissions Committee. The Committee’s Terms of Reference refer to examining mobility and capacity issues as they pertain to direct entry and transfer students. Mobility research had been hampered as a result of data access issues until the STP emerged with its information sharing agreement and potential to systematize research on an annual basis.

b) Review of Admissions Committee 2006/07 Work Plan Devron referred participants to Projects 1 to 4 in the current Admissions Committee Work Plan which pertain to student mobility research and provided background on each project. Project 1: Expanding applicant studies to more post-secondary institutions Devron described the history of applicant research which began with universities undertaking “applicant funnel” research to get at unmet demand from direct entry students. BCCAT has funded projects over time that expanded the applicant flow studies, first by including transfer students in the university applicant studies and then by including university colleges with universities in a pilot study. BCCAT’s goal has been to build a better understanding across multiple institutions about where students apply to, where they are qualified to attend, where they are given offers, and where they eventually register. BCCAT funded a feasibility study on expanding applicant research and created a Task Force which developed an Implementation Plan for such research. BCCAT has also worked with the BC Registrars’ Association (BCRA) and the MoE to reach agreement on PENning of applicants across the post-secondary system. After much consultation, AVED sent out a request for applicant data to be submitted for the first time to the CDW by CDW institutions in Fall 2006. At a September 27th meeting, the institutional directors from colleges, university colleges, and institutes passed a motion that they would not submit applicant data by October 30th because of (i) technical difficulties at some institutions in submitting the data, (ii) concerns about conclusions that could be drawn from the data, and (iii) lack of participation from universities in the broader project. Bob Cowin, who was present at this meeting, noted that due to their open admission policy, CDW institution applicant data goes to the program level, not just the institutional level. The data specifications were not finalized until early September after work was done in the summer to simplify them. It was felt that if the universities were not involved in system-level research, there was less reason to meet a deadline of fall 2006. Devron explained that the university IR directors had decided last June that their institutions will not participate in system-wide applicant flow research unless methodological and other issues can be addressed by CDW institutions. Bob added that there continues to be interest and commitment to further the work, and that some institutions will get their data in by the end of October, after which it may need to be fine tuned. The IR directors’ goal is to have CDW institutions submit one year from now. Greg Lee agreed to work to have all college presidents encourage their IR offices to get the necessary data. Considerable discussion occurred on the importance of applicant research proceeding and the possibility of one or more universities being eventually involved in a pilot project on a regional basis

once the CDW was collecting applicant data and had addressed methodological concerns. Greg stated that college presidents were supportive of applicant research proceeding. Projects 2.1 and 2.2: Assigning of Personal Education Numbers (PENs) at the applicant stage Devron noted that both STP and Admissions Committee research is dependent on the assignment of PENs to all students so that unduplicated headcount data can be used in tracking student mobility. BCCAT has been working with institutions and the MoE on assigning PENs to all applicants and on regular submission of both registrant and applicant data to MoE for PEN validation, and is also exploring with AVED and MoE the assignment of PENs to students in private institutions. On this latter point, he added that BCCAT will be undertaking a feasibility study on the available data for measuring student flows between public and private institutions, in consultation with the Private Career Training Institutes Agency (PCTIA). Jacqui Stewart noted that PENning private institution applicants would require legislative change.

Project 3: Study of student flows among all public post-secondary institutions Devron noted that this project is a very good example of the evolving relationship between the Admissions Committee and STP. The Admissions Committee has had in its Work Plan since 2004/05 a project that would use available data to track student flows both between the secondary and post-secondary systems and among post-secondary institutions. This research was postponed because it was difficult to access data from the different systems in order to conduct the research. With the signing of the STP Information Sharing Agreement and the involvement of BCCAT on the Steering Committee, this project has become part of the STP Work Plan as Research Question #3. The STP is presently working on a first phase of this research. Phase 2, planned for the new year, will include four years of post-secondary data and five years of K-12 data, and will include data on stop-outs, dropouts, and graduates. BCCAT funds will be used to pay for some or all of the costs of analyzing and reporting out on the resulting data.

In response to a question from Frank, Brent Munro confirmed that university data for STP projects is coming from each university separately rather than from a pooled university data set. Project 4: Sharing information on enrolment planning Devron explained that one of the objectives in the Admissions Committee Terms of Reference is “to provide advice on how all institutions might share information on enrolment planning and forecasting and on how available spaces are apportioned for direct entry and transfer students, based in part on system-wide data collected on capacity and demand.” Acting on this objective, a committee was struck of senior representatives from post-secondary sectors, which in turn struck an Enrolment Planning Data Subcommittee made up of IR directors from the various post-secondary sectors (Bob is a member). A main focus for the Subcommittee’s work has been on finding a way to determine how many potential transfer students there are in the system and to compare that number with the number of students who actually enrol in university in the subsequent year with transfer as the basis of admission. (A link to the newsletter on this issue is found in the agenda.) The results of this research have proven useful to all post-secondary sectors in terms of enrolment planning, and institutional representatives have asked for similar information in the coming years. The STP Steering Committee has recently agreed that the continuation of this research should occur under the STP umbrella; thus, the STP Work Plan is being revised to reflect this decision. Frank stressed the need to communicate to the system what is being learned from this research, and what the potential of the data is.

6. The Student Transitions Project (STP) student mobility research agenda

a) Background on development of STP Jacqui provided background on the STP, which came into being in 2005 based on the work of the Grade 12 to University Transition (GUT) project, and has been drawing on data from the Central Data Warehouse (CDW), universities, and the MoE for the purpose of answering research questions related to student transition and mobility. This has been enabled by the signing of an Information Sharing Agreement that deals with all aspects of sharing information among ministries and education institutions, including freedom of information and privacy issues. The MoE does the data matching and is custodian of the data. Bob Cowin represents the CDW institutions on the steering committee, and Walter Sudmant, the universities. Because of the intersection between BCCAT admissions research and the evolving STP research agenda, BCCAT was invited in September 2005 to have a representative on the STP Steering Committee. Jacqui noted that student aid data will be added to the data elements collected and that they are exploring how to link the data set with student outcomes data, apprenticeship data, etc. The STP work is a collaborative process which involves technical experts from the system with the various research questions.

b) Review of STP Work Plan for 2005/06 to 2007/08 Bob referred participants to the STP Work Plan included in the package and noted that the numbered research questions being pursued reflect incremental steps being taken to build a body of knowledge about student mobility, beginning with immediate and delayed transitions of direct entry students into public post-secondary institutions, followed by student flows into and among public post-secondary institutions. Some research projects will recur with the addition of new data, while others are ad hoc in nature. Some include extensive analysis, while others simply make data available for analysis by others. Question 4 adds another year’s worth of data to that of Question 2 and also focuses on specific policy questions. Question 5 pertains to the applicant study discussed under Project 1 under Item 5.b above, while Question 6 adds another year’s worth of data to Question 3. Bob noted that decisions need to be made on which questions should be answered on a cyclical basis. The same data set can be used to answer different types of questions.

Bob informed others of the Fraser Region Consortium project (a joint effort of Douglas, UCFV, Kwantlen, and SFU) which examines the reasons why high school graduates did not go on to post-secondary education. Findings indicate that about 80% of graduating students show up at some post-secondary institution within two years of graduation. Bob stated that the STP Steering Committee gets IT database support from the MoE, and Secretariat support from the AVED, and has identified the need for skilled analytical staff (perhaps a full-time position) to undertake large and complicated projects. On this point, Frank Gelin raised the issue of the system research position advocated by BCCAT, suggesting that now would be a good time for the STP Steering Committee to be making a budget request for 2007-08. Discussion ensued which reflected support for system-level mobility research and a research position to support it. (Greg recommended that such a position be external to government.) Other emerging issues for the STP include endeavouring to make the work undertaken sustainable, and also getting university data in on a regular and sustainable basis.

Important to differentiate between international and domestic high school students, as school districts are recruiting more international students. (Jacqui noted that a decision had been made to include only domestic students thus far).

Consider comparing student outcomes across the various sectors (ties into the issue of degree recognition for the purpose of advancing to higher level degree completion).

Examine whether students are advantaged or disadvantaged if they stop out (comparing outcomes of direct entry versus delayed entry students).

Expand identification of aboriginal status. (It was noted that federally funded band school are not PENned.)

Determine out-of-province student mobility.

8. Nature of the ongoing relationship between the STP Steering Committee and the Admissions Committee

a) How will the Admissions Committee Work Plan mesh with the STP Work Plan? The following suggestions were made: The Admissions Committee could play an interpretive/communications role to get the research

findings out. Devron expressed some concern that once a BCCAT project is subsumed by the STP, BCCAT

loses control of it in terms of completing the work within established timelines. Once the Admissions Committee has finalized its Work Plan, any projects appropriate for the STP Work Plan could be forwarded to the STP Steering Committee with the possibility of becoming part of the STP Plan. If not accepted, they could still be pursued by BCCAT, utilizing STP data (similar to past BCCAT projects utilizing the College and Institute Student Outcomes – CISO – data).

b) How will the Admissions Committee provide ongoing advice on research directions to the STP Steering Committee?

(Should there be an annual joint meeting?) It was felt that annual joint meetings held in the fall would be useful. It was noted that the relationship between the two committees is also formalized through the joint membership of Walter and Devron. It was recommended that the research ideas put forward for consideration by the STP (as listed in Item 7 above) be prioritized by the Admissions Committee at its afternoon meeting. It was understood that the Admissions Committee would develop and prioritize its 2007-08 work plan, and then submit it to the STP for consideration of some of the projects for the STP Work Plan. It was also agreed that BCCAT would review and redevelop its proposal for a system research position, and then resubmit it to AVED and to MoE.

c) How will BCCAT funding be used to fund STP projects? BCCAT funds may be available to the STP if it undertakes Admissions Committee projects.

d) What sort of access might be required to STP data for analysis and reporting outside of STP? Devron explained that the STP is moving towards a data set that will be added to twice per year and that the Memorandum of Understanding allows outside use of the data. Jacqui confirmed that the data are owned by the signatories to the agreement and reports can be customized according to the interests of particular institutions/stakeholders, with the agreement of the STP.

International Educators in Canada Discuss Responses to Increasing Competition for Students

An increasing concern among Canadian educators about their country's slippage as a destination of choice for international students was evident in discussions here over the weekend as the 40th-anniversary conference of the Canadian Bureau for International Education got under way.

As a place to study, Canada has dropped from being in the top five preferred countries to ninth place, according to several people among the record number of delegates attending the conference. Over all, the number of international students in Canada has increased slightly, but educators worry that trend could change if the country continues to slip as a preferred destination.

"There's a big concern, not only because of economic impact, but also because of diversity on our campuses," said Vianne Timmons, a member of the bureau's Board of Directors and vice president for academic development at the University of Prince Edward Island. "Other countries are watching to see what Canada is doing," said Ms. Timmons, who led a round table of senior administrators and faculty members at the conference, which continues through Wednesday.

Canada's main competition for international students used to come from Australia, Britain, and the United States, but dozens of other countries are recruiting now, a number of which used to send large numbers of students abroad.

"Asia is getting more mature now," said Colin Dodds, who is chair of the bureau's board and president of Saint Mary's University, in Nova Scotia. "For example, China is recruiting students in Canada," he said. "So we recognize that unless we change our recruitment strategy, our numbers will drop for students from China."

Several administrators raised the idea of a national accreditation body so international students would have a yardstick for distinguishing legitimate colleges from some private career operations giving dubious credentials. Last month the government of British

Columbia closed down one such institution, Kingston College, for awarding degrees without authorization to do so. Some administrators fear that, amid publicity over that closing, traditional colleges could find it difficult to attract students from abroad.

"We need some sort of pan-Canadian system, whether it's called quality assurance or accreditation," said Greg F. Lee, president of Capilano College. His institution, which is located near Vancouver, is seeking American accreditation, he said. "That's the only alternative open to us as a degree-granting college in Canada. And we think that will help us internationally."

Recruiting is not the only concern. Officials noted that only 1 percent of Canadian students go abroad to study, and there are concerns that Canada is way behind Australia, for example, when it comes to the "trade," or commercial, side of international education. According to recent statistics from the Australian government, international higher-education activity has overtaken transportation to become that country's third-largest moneymaker, surging by $1.5-billion in the past year alone to more than $7.5-billion (The Chronicle, October 27).

"There are a whole host of issues facing us," said Jim W. Fox, the bureau's president. "We're falling short, so to move forward could be a challenge. We need to draw all the interests together."

Further education colleges are to be awarded powers to issue their own degrees for the first time, it will be announced in the Queen's speech today.

The move, which breaks the universities' monopoly on degree awarding powers, has caught the sector by surprise - Universities UK (UUK), which represents vice-chancellors, was apparently not told in advance.

In a revolutionary step akin to the elevation of polytechnics to university status in 1992, the privy council is to have the discretion to allow colleges to devise and award their own foundation degrees.

Colleges teach these two-year qualifications, which have proved increasingly popular since their introduction five years ago, but universities actually award and validate them.

Universities and higher education institutions will continue to hold the reins in awarding full honours degrees, but the loss of their exclusive rights to foundation qualifications is bound to cause anger in the sector.

A UUK spokesman said the organisation would "obviously want to be involved in discussions with the [education] department" over any changes.

The number of undergraduates embarking on traditional honours degrees showed a decline this year, according to preliminary figures from the admissions service, Ucas, while the number signing up for foundation degrees leapt by nearly 17% to 14,300.

The gulf between the number doing the classic three-year degree and those taking the two-year variety is predicted to narrow over the next few years.

further education and training.

A new further education bill to be announced following the Queen's speech is expected to increase the extent of "contestability" - the funds that colleges will have to bid for against the private sector.

But gaining degree awarding powers will be some compensation for the sector as it means colleges will effectively be allowed to compete in the higher education market. At a time when more people are being encouraged to go to university and more students are considering staying local rather than leaving home, often for economic reasons, the prospect of doing a degree at the college on the doorstep will have considerable appeal.
