It contributes over 62% to the NDP and over 50% of the total household savings. e construction industry contributes an estimated 5% of the GDP and 78% of the capital formation in the country. It is one of the largest employers with three lakh organisations offering work to a large number of skilled, semi-skilled and unskilled workers. Women account for more than half (51%) of the total construction labour force. Construction sector is a major employers of women. More than 98 % are causal workers and are engaged in manual work. ey are head-load workers, who carry bricks, cement, sand and water, sometimes over great heights along precariously balanced wooden beams or structures. ere are around 5,00,000 construction workers in Gujarat state alone, of which 50,000 workers are based in Ahmedabad city. Due to closure of many textile mills in Ahmedabad increasing numbers of workers have taken up construction work as a means of immediate employment, which provides cash earnings at the end of the day. Mahila Housing Sewa Trust

The construction industry is one of the largest segments of the unorganized sector in the country, next only to agriculture.

It contributes over 62% to the NDP and over 50% of the total household savings. The construction industry contributes an estimated 5% of the GDP and 78% of the capital formation in the country. It is one of the largest employers with three lakh organisations offering work to a large number of skilled, semi-skilled and unskilled workers.

Women account for more than half (51%) of the total construction labour force. Construction sector is a major employers of women. More than 98 % are causal workers and are engaged in manual work. They are head-load workers, who carry bricks, cement, sand and water, sometimes over great heights along precariously balanced wooden beams or structures.

There are around 5,00,000 construction workers in Gujarat state alone, of which 50,000 workers are based in Ahmedabad city. Due to closure of many textile mills in Ahmedabad increasing numbers of

workers have taken up construction work as a means of immediate employment, which provides cash earnings at the end of the day. Hence, there is a surplus of construction labour thereby increasing competition due to insufficient work.

SEWA conducted a survey in 1998, to study the socio-economic aspects of the lives of construction workers.

The key findings of a study were that 90% of the women surveyed were unskilled labourers. 68.8% worked as head loaders. A nominal 10% of the women workers in the construction industry worked as semi skilled labourers. They had no job security, coupled with a high occupational risk causing temporary or permanent disabilities. This doubly impacted them in not only loss of wages during their convalescence but also lack of insurance coverage. Their wages were lower than male workers. They were exploited by the contractors and relegated to manual work on construction sites which was physically demanding.

Swachh Bharat Mission (SBM)In the last quarter, MHT constructed 1617 toilets with the consensuses of the community in urban and rural areas. MHT’s endeavours did not succeed and the toilets remained unused. MHT took up a campaign for “Open Defecation Free” areas. The team stood guard throughout the night outside the toilets for one week to ensure that the toilets were used by the communities. This was followed by information on impact on health along with technical knowhow of the maintenance of the toilets. Photographs on open defecation were exhibited. Record was kept and flowers were given to those who were NOT using the toilets! 80% of the community is now using the toilets.

MHT organised Children’s Rally for “defecation free” areas.

Ranchi Municipal Corporation invited MHT as a nodal agency for SBM to take up 12 wards for ensuring smooth delivery of SBM. Ward Sanitation Committee was formed,

to monitor the toilets in the 12 wards. The committee consisted of one Government school teacher, Anganwadi Sevika, Ward Councillor, and Swacchta doot and Swachhtagrahi (active person of the area).

MHT undertook to train 10,500 adolescence boys and girls in health and hygiene. Several suggestions were given by boys and girls in the designing of the toilets, which were implemented.

Through the training process an environment of trust was created, which enabled adolescence girls to share their inner most feelings. Menstrual Hygiene was discussed and Eco fem sanitary pad were introduced. Some myths connected with menstrual hygiene were broken. For example, touching the pickle and watering the Tulsi Plant, which is traditionally forbidden during menstrual cycle.

MHT responded to the needs for skill trainings of the construction workers. Ambuja Cement was the first to be approached for organising a skill training programme. As a result of the international workshop organised by MHT, ‘Karmika School for construction workers’ was launched in 2003. Modules were developed and streamlined. 11,000 women in construction industries have been trained. 40% have received certification from Construction Industries Development Council ( CIDC). Ambuja Cement, Larsen and Tubro (L&T) and Hindustan Construction Company supported the skill trainings like shuttering, carpentry, frame

work, bar bending while Bakeri Constructions helped in the placement on sites.

The Karmika School provides skill trainings in various trades in the construction industry with a special focus on women construction workers. It provides technical education, testing, evaluation and certification of skilled construction workers. It prepares custom designed training material, supported by audio-visual. It develops and promotes alternative and low cost construction methods and materials. It identifies and provides technical inputs in partnership with other institutions.

MHT ‘WINNER’ of Innovation Challenge The Delhi government and the University of Chicago announced three winners of an “innovation challenge”, which looked at ideas to reduce air pollution in the city of Delhi. They have received more than Rs 2 crore collectively. The funds will be used to implement their

innovative ideas in the national capital in collaboration with the University of Chicago Urban Labs’ Energy & Environment Lab and the government. MHT is one of the three winning teams.

The winners were selected from among nearly 250 students, researchers, entrepreneurs, NGOs and citizens from India and other countries. The other two winning teams are Chakr Innovation Pvt Ltd and Climate Foundation.

MHT will deploy cool roofing solutions in Delhi slums to bring down indoor temperature and allow dwellers to conserve energy and improve their productivity and quality of life. All winning ideas would be assessed at various stages with options to scale them up slowly.

The deputy CM Manish Sisodia said “The Delhi government is committed to work with these three winners and help them evolve their ideas further. We want to use them to improve the environment and the lives of our citizens.”

Clinton Global Initiative (CGI)Ms. Bijal Brhambhatt, Director MHT represented the objectives of MHT at Clinton Global Initiative. CGI is a membership-based organization that brings international leaders together to drive real change on the world’s most pressing challenges. It is established by Bill Clinton,

Ex. President of USA. It assists members to connect, collaborate, and make effective commitments to new and specific action, and make measurable plans to achieve progress on critical issues. MHT’s commitment to CGI is to make the city of Ahmedabad open defecation free.

Adolescent Girls lead in sanitation GovernanceAdolescent girls were inducted and trained in collecting data through ICT (Informative and Communication technology) at the ward level to rate the services provided by the Ahmedabad Municipal Corporation (AMC). They were given Citizen Report Card to rank the services provided to the citizens. The findings would be disseminated through the Citizen Card to the concerned service providers to highlight the difficulties of the communities. This will help to have a dialogue with the authorities to ensure quantity and the quality of services provided by the local government in particular with regard to water and sanitation.

Housing for All MHT has been appointed as “Project Monitoring Committee” by Ranchi Municipal Corporation (RMC) for the “Rajiv Awas Yojana”. The implementation work stopped due to the death of 24 beneficiaries (as cheques and verification processes could not be done). MHT rectified this by suggesting to RMC to remake agreement with the potential beneficiaries. Wherever there were two beneficiaries from the same family, MHT suggested the building of ground plus one floor as a solution. RMC readily gave permission and approved green colour for all RAY housing.

Skill Up gradation ProgrammeUnder the project of National Skill Development Corporation, 1659 people were trained in Tourism &Hospitality, Building & Construction work and Handloom & Handicraft products in Baroda and Surat.

Trainings in Basic Missionary, Hand pump repairing and Construction of toilets was imparted to members in Ranchi. The training in ‘Construction of toilets’ is linked with the government scheme, as a result of which the trainees get employment for constructing Individual House Hold Latrine (IHHL) under SBM.

Energy SectorMHT received work order for Five Adarshbastis, to provide basic amenities like water and sanitation. Since electricity is also a part of basic amenities, the demand generated by communities was fulfilled by introducing Solar Home Lighting systems.

Solar home lighting systems was promoted in remote areas of kattiwada block in Alirajpur (tribal area) of Madhya Pradesh.

Slum Re-habilitation & Re-developmentAhmedabad Municipal Corporation is one of the most active government bodies. It has initiated “Slum Free City” concept. MHT is playing a key role of mobilization of the slum settlements. These settlements are being converted to more comfortable accommodation with better infrastructure services.

MHT is working with 6 construction developers in 11 different sites and mobilizing 3473 households in Ahmedabad. It has received work order from the Ahmedabad Municipal Corporation to create and organise “Residential Welfare Association (RWA)”. 6500 households and 15 RWAs have been legally registered. It provides capacity building trainings in maintenance and organising a strong and active RWA.

MHT invited by Jodhpur Municipal CorporationJodhpur Municipal Corporation invited MHT to create Self Help Groups and train and supervise them for financial counselling and participate in Pradhanmantri Awas Yojana.

MHT celebrated Heritage WeekAs a part of ‘Revitalization of “Dhal ni Pol” initiative, MHT celebrated Heritage Week at Dhal ni Pol on November 19 -20, 2016. In keeping with the objectives of MHT, Heritage Week was celebrated to spread awareness regarding the rich Heritage of Dhal ni Pol, to present a case for the need for its conservation and to leverage heritage for generation of livelihood opportunities for the community.

The festivities were used to launch the various “pilot projects” like “Dhal ni Pol no Vaarso” Walk, “Sughad Sheri” and “Swachh Sheri” drives. “Dhal ni Pol no Vaarso” walk was developed in association with Center for Environment Education (CEE). Groups of students from four different schools participated in this walk. The walk was led by the women of the community while the senior members narrated excerpts of history and culture to the visitors. “Sughad Sheri” drive was carried out to organize parking and other activities in the Pol. A small stretch of Dhal ni Pol was marked up with the help of AMC and the members of the community volunteered to get the parking organized in their Pol. As a part of “Swachh Sheri” drive, AMC’s Safai Kamdars were felicitated by MHT and the members of the community and women of the Pol became agents of cleanliness. In addition to this, a cultural program by the members of the community was organized to provide a further boost to the involvement of the community in this initiative.

TrainingsStrengthening the behaviour change communication campaignMHT and Mobile Vaani collaborated to host a two-way communication platform that provides an opportunity for individuals and single households to access climate-change related information and a venue for their personal feedback on household-level interventions. The IVR based model will have a unique call back facility, to help community share their issues and feedback which creates a robust social network among the community members eg. Community Action Groups, Vikasini leaders and technical experts. This two-way communication process will induce communities to seek more information, while them sharing their own knowledge.

The radio is expected to be a strong advocacy tool in the hands of the communities who are underrepresented in media. Radio Nazariya (107.8), the community radio was used by MHT to report and share local situations, expert opinions, government responses and citizen’s voices of Ahmedabad. Several programmes have been broadcasted.

Community-level drives play a vital role in engaging the communities on the issues of climate change and resilience. A vector surveillance drive was conducted in 4 cities where-in adolescent girls and children from the communities were involved as “Child Doctors” to detect mosquito larvae in the storage places across 3,360 households. The drive contributed towards the awareness building part of the project.

MHT has been designing multiple awareness tools in form of creative games and visual shows, realizing their need for a comprehensive understanding of climate risks prior to implementation of solutions. ‘Snake and Ladders’ game has been designed as a part of the module on Orientation Training on climate risks for urban poor, ladders signify improvement in a women’s life subject to adequate facilities, access to finance and education. The snakes indicate the impacts of negative climatic changes in their lives forcing them downwards and keeping them vulnerable.

Water Management Training in JaipurMHT organized a two day Water Management Training in collaboration with Frieu University of Berlin. The highlight of the training was the session on Water Testing. Hands on experience to test the quality of water on specific parameters was provided to the women using simple test (Jal Tara Water).The women were explained about the sources of water in India, it’s contamination and its impact on health. They learnt water management in the training.

Introducing the Community based vulnerability assessment toolkit (CBVAT)MHT has introduced innovative vulnerability toolkit. The Community based vulnerability assessment toolkit (CBVAT) is designed to involve communities’ adversities with technical knowledge, which could help to build their understanding on climate risks and acts as an empowering tool for community based adaptation. This new initiative could be applied as participatory tool and system thinking approach in slums for promoting urban resilience.

MeetingsMs. Bijal Brahmbhatt was invited as a speaker by The Asia Pacfic Ministerial conference. The meeting was organised by Housing and Urban Development Corporation (HUDCO) where delegates from across Asian region, ie. from Afghanistan, Iran, Iraq, Bangladesh participated. The meeting was to discuss and promote sustainable development of human settlement in the Asia Pacific region.

A webinar was organised by Harward South Asia Institute and WIEGO to discuss how the city governments and urban planners can integrate home based workers and their livelihood activities into local economic development plans. Why the city government needs to extend basic infrastructure and transport services to the settlements where the home based workers live and work. Ms.Bijal Brahmbhatt, Director, MHT was one of the speakers.

WorkshopsMulti-stakeholder workshop at Jaipur

MHT brought together multiple stakeholders in Jaipur to deliberate on the issues of building resilience of slum women against Climate Change. It aimed to bring and develop strategies, to build capacities of institutions to address the issues of resilience. Discussions focused on current status and necessary mechanisms like policies, institutions, technologies and financing issues in these stress areas. The Mayor of Jaipur Mr. Nirmal Nahata inaugurated the workshop.

Workshop at Centre for Environment Education (CEE)

A one-day workshop was organized at Centre for Environment Education, to discuss the contents and methodology of the Advanced Training Module (ATM) for facilitating the preparation of community based resilience plans.

Two day workshop was organised at CEE to prepare various communication materials that could be used to explore to improve the resilience capacities of the poor due to climate change.

Women to manage parking in their pols

AHMEDABAD: Parking is a major problem of the city and frequently leads to traffic congestion and conflicts. No wonder, women of the Walled City, one of the city’s most congested areas, have decided to manage parking within their pols.

In the run up to the heritage week celebrations in November, women of Dhal ni Pol will regulate and ensure efficient parking in their pol. They will be guided in their endeavour by Self-Employed Women’s Association (SEWA), Mahila Housing Trust (MHT) and Centre for Environment Education (CEE).

MHT has created a map of the existing parking scenario in Dhal ni Pol. Around 15 women from the pol have been roped in for the project. They have helped highlight problems related to vehicular congestion in their area.

“Various commercial activities are carried out in the pol,” said Ruchi Mehta, a city-based architect and a consultant to MHT.

“As a result, there is frequent vehicular movement during daytime. Even auto-rickshaws and four-wheelers travel in the area leaving little space for other vehicles,” Mehta said explaining the challenges.

There were nine bicycles, 46 two-wheelers and six cars, vans and autorickshaws - all parked in a haphazard manner. “This hampers smooth flow of traffic through narrow lanes,” she said.

awareness about the need for conservation of the pols, MHT has involved residents of Dhal ni Pol to undertake activities, which include a heritage walk for children, a cleanliness drive,

and cultural programmes including plays written and performed by community members.

“As part of the Sughad Sheri drive, we also aim to regularize and organize parking in the pol so that there is a clear pathway for movement,“ said Ruchi Mehta, an architect and a consultant to MHT. “Since there are a lot of commercial activities going on in the pols, even autorickshaws were parked in the pol, creating hindrances. We’ve helped create a map for ideal parking and this will be enforced by the women of the pol.“

Centre for Environment Education (CEE) has also joined hands with MHT to help conduct `Dhal ni Pol no Varso’, a heritage walk for children. “The culture at the pol is living heritage and it needs to be passed on to the next generation with some value ad dition,“ said Lalita Krishnaswamy , trustee, MHT. “We have tried to identify little aspects that define the pol culture and included them in the walk.“ Around 40 kids are likely to participate in the walk which will be organized on Saturday and Sunday.
