    1. Sex works and HIV infection among sex

    workers in Vietnam

    1.Sex works

    are very complicated and there are many

    disguised services available :- Sex works in sensitive services provision

    establishments.

    works

    The fact shows that sex works is a challenging

    problem to deal with. It happens in almost

    everywhere and in every circumstances. It is

    difficult to eliminate and sex works exists inparallel with social development.

    1.2 HIV/AIDS infection among sex

    workers

    The risk of HIV infection via unsafe sex is

    increasing. Sex workers are the most vulnerable

    group being infected with HIV. Infection rate

    among sex workers is different across theregions with the highest prevalence found in

    Northern Delta and Southern East provinces.

    High infection rates among sex workers in these

    regions are higher than other regions attributingto unsafe sex practices.

    1.2 HIV/AIDS infection among sex workers

    Some specific data :- HIV infected prevalence in An GiangProvince in Mekong delta is 7.5%1;

    - HIV infection rate among sex workersadmitted to Centre for Treatment

    Education and social works in Hanoi is16.6%2...

    Results of the monitoring activities in2009 found that HIV infection rateamong sex workers is 3.2 percent whichis similar to that of 200820083.

    However the national HIV infection rateis only 0.5%4.

    1.2 HIV/AIDS infection among sex workers

    Studies on sex workers conducted byDepartment of Social Evils protectionand control in 2008 in five provinces/big cities i.e. Hanoi,Hochiminh city, Haiphong,

    Thainguyen and Cantho found thatmajority of the sex workers are awareof the fact that they are among highrisk groups who are vulnerable toSTDs, particularly HIV epidemic. Theinfection can be transmitted from theclients and vice versa. However, sex

    workers are not active in having accessto social and health care services andthey do not have access tointerventions, harm reduction programs and safe sex practices byusing condoms.

    Clients of the sex workers are also among high riskgroups who can transmit the virus to their wivesand partners. Results of the in-depth interviewsindicated that many of the sex workers are active inasking and providing guidance for clients in usingcondoms but many of them refused to use it to

    protect themselves. One of the reason is the factthat clients supposed that HIV happened to others,

    not to them).This is one of the challenges and there is a greathidden potential of HIV infection in thecommunity.

    2. Some results in sex workers prevention and

    control period 2006-2010

    2.1 Achievements

    - It is estimated that the numberof 50,000 people are suspectedto be sex workers and the

    number of recorded sexworkers is more than 30,000people in the period of 2006-2010. The number of 18,778 person-time have been provided with treatment-education and work rehab

    services of which the numbe of10,227 person-time have beenadmitted to the centre and8,551 person-time have been provided sexvices in thecommunity.

    - Providing vocational training

    and employment generation for12,812 person-time.

    - Eliminating 6,09 SWs caseswith 19,443 people .

    - Bringing 3,455 SWs relatedcases to courts with theinvolment of 4,585 people

    Thanks to those activities, sexworks have been reduced atthe public and disguised sexworks in businessestablishments have also beenreduced

    Prevention and educationactivities using variouschannels for high risk groups,rehabilitated sex workers have

    been provided in reality. S,ome models are very sucessfulsuch as Sao Do Club inHaiduong, peer group inHochiminh city and Hanoi,

    Club for pre-rehab groups inCantho province, self helpgroup in Bac giang etc.

    2.2 Shortcomings

    - Awareness and perceptions in having access to interventions,harm reduction and safe sex practices among sex workers and theirclients are still poor. Sometimes they are having a wrong

    perception when they suppose that condom is an evidence for sexselling/buying. In reality, no legal document regulates this issue.

    - Advocacy is limited and have not reached all population groupsparticularly sex workers and their clients.

    - SWs prevention and control tend to punish sex workers ratherthan clients, people who organize sex works, pimps andparticularly those who sexualy exploit sex workers.

    4. Directions in sex works prevention and

    control period 2011-2015

    - It is expected that 70-80% of

    the population will be provided

    with advocacy and education

    regarding sex works with the

    aim to increase their

    awareness, to enable them to

    recognize the harms and the

    impacts of SWs on social life,

    creating consensus in SWs

    prevention. From that ground,

    the population will have safe

    and healthy sex behaviours and

    practices to prevent

    HIV/AIDS.

    4. Directions in sex works prevention and

    control period 2011-2015

    - Eliminating and addressing 100% detected

    SWs cases which are considered to be serious

    and complicated, creating bad impression on

    general population; reducing 50-70% disguised business/services establishments including

    hotels, restaurants, hostels, discotheques,

    karaoke shops and other sensitive disguised

    services. Eliminating disguised sex works inany form with the aim to reduce sex works in

    the society.

    4. Directions in sex works prevention and

    control period 2011-2015

    - Developing and piloting models toreduce vulnerability and supports in preventing and controlling HIV/AIDS

    infection, encourage the sex workers toreintegrate into the community in citiesand provinces. Developing legal andfinancial frameworks to create enablingenvironment for sex workers to have easyaccess to HIV/AIDS and STDs preventive infection services includingthe use of condom.

    -Reviewing andevaluating models ofSWs prevention andcontrol integrated withHIV/AIDS prevention,human trafficking prevention for SWs

    purposes with the aim toreplicate to better fulfillthe objective of SWs prevention and harm

    4. Directions in sex works prevention and

    control period 2011-2015

    - Finalizing legal framework onSWs prevention and control onthe ground of ensuringappropriate and effective

    operational mechanisms for SWs prevention and control, harmreduction, HIV/AIDS infection

    prevention, combating againstdiscrimination and creatingenabling environment for sex

    workers to reintegrate into thecommunity as well as protectingadolescents against being forcedto work as sex workers.
