A. Profile Agricultural and rural credit has played a vital role in supporting farm production and
livelihood of the rural population in the country. Following shifts in consumption and dietary
patterns of people from cereals to non-cereal products, a silent transformation is taking place
in rural areas calling for diversification in agricultural production and value addition processes
in order to protect employment and incomes of the rural population. Initiatives are needed
for promotion of different segments of agriculture and agro-industry: horticulture, dairying,
sericulture, aquaculture, pisciculture, poultry, vegetables, meat, food processing, other agro-
processing and the like. Besides agriculture, non-farm sector, housing and other activities are
also growing in a dynamic and vibrant country like ours. In the changing scenario, strong and
viable rural financial institutions are needed to cater to the requirements of finance for
supporting different activities. For efficient delivery of credit and other financial services,
availability of competent staff with right attitude is very important. Further, there is a need
for continued efforts for capacity building of the staff to meet the challenges posed by the
changes in the economy, policy environment, business profile, etc.
About BIRD
Bankers Institute of Rural Development (BIRD), Lucknow (www.birdlucknow.in) is a premier
institute for providing training, research and consultancy services in the field of agriculture
and rural development banking in India. BIRD has been promoted by the National Bank for
Agriculture and Rural Development (NABARD). It is a Society registered under the Societies
Registration Act, 1860 with registration number 2321/1991-92 dated 21/3/1992 and renewal
number 3114-2011-2012 dated 22/3/2012. During its journey spanning over 35 years, it has
been planning, designing and conducting a variety of training programs catering to the ever
changing needs of its clientele. The Institute has been established primarily for the capacity
building of the personnel engaged in the field of agriculture and rural development banking.
The clientele of the Institute comprises Commercial Banks, Regional Rural Banks, Co-
operative Banks, Government Agencies and Departments associated with rural development
activities, Non-Governmental Organizations(NGOs) working for the socio-economic uplift of
rural poor and even corporates pursuing CSR (Corporate Social Responsibility) activities. The
participants are generally senior and middle level officials of these organizations.
Probationers of civil services of the country have also passed through the portals of BIRD.
BIRD has been certified as ISO 9001: 2015 institution.
Trainings
Apart from pre-designed scheduled training programs, BIRD conducts client specific
customized training programs on demand. BIRD also conducts international training-cum-
exposure visits on microfinance, hi-tech agriculture, financial inclusion etc. apart from hosting
training-cum-exposure visits catering to the needs of International clients connected with
agriculture, cooperatives, rural development, microfinance, financial inclusion, etc. Training

programs are conducted in different areas of specialization, viz. Financial Management,
Human Resources Development, Farm & Non-Farm Sector activities, Infrastructure Lending,
Cooperatives, Microfinance & Financial Inclusion and Information Technology. Together with
training programs, BIRD hosts varied thematic seminars, conferences and workshops.
Collaboration
BIRD believes in bringing synergy through collaboration and accordingly, the Institute is
having collaboration with different agencies for working together and bringing about the best
possible results, which has remained one of the strengths of BIRD. The Institute has been
collaborating with different agencies and various departments of institutions viz. Government
of India and State Governments, College of Agricultural Banking (CAB), Pune ; Academy for
Cooperative Management, Research and Training (ACMART), Kolkata; National Council for Co-
operative Training (NCCT), Asia Pacific Rural and Agricultural Credit Association (APRACA),
National Institute of Agriculture Marketing (NIAM), Jaipur; Centre for International Co-
operation in Agriculture Banking (CICTAB), Pune; Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ), India, Swiss Agency for Development Cooperation (SDC); Indian
Institute of Bank Management (IIBM), Guwahati; National Institute of Rural Development
(NIRD), Hyderabad, International Technical and Economic Co-operation (ITEC), GOI;
Department for International Development (DFID), UK etc., for conducting training
programmes, workshops, seminars, studies, consultancies, etc.
Center for Climate Change (CCC)
Keeping in view the need for focused attention on capacity development in the areas of
climate finance among the stakeholders, NABARD has taken the lead in establishing the
Centre for Climate Change at BIRD, Lucknow during July 2018. The objectives of the CCC are
to address capacity building needs of stakeholders concerned, climate finance, policy
advocacy, promoting national and international collaboration. GIZ as knowledge partner has
extended support to establish Centre of Excellence for Capacity Development on Climate
Finance as part of CCC.
NABARD APRACA Centre of Excellence (ACE)
ACE was set up in BIRD to promote linkage banking in Asia Pacific region.
Centre for Professional Excellence in Cooperatives (C-PEC)
The Centre for Professional Excellence in Cooperatives (C-PEC) set up in BIRD has become a
vibrant center fulfilling its mandate of accreditation of cooperatives’ training institutions,
certification of trainers and cooperative banking personnel and standardization of training
modules.

Centre for Research in Financial Inclusion and Microfinance (CRFIM)
The Centre for Research in Financial Inclusion and Microfinance (CRFIM) was set up within
BIRD on 01 January 2008 to take up research activities in the field of microfinance for
facilitating policy initiatives and improvements in design and delivery system of microfinance
services. The principal activities of the Center are:
Conducting studies on microfinance and Financial Inclusion sector
Publishing half yearly journal ‘THE MICROFINANCE REVIEW’
Organizing annual national seminar on microfinance
Central Library and Information Centre (CLIC)
The Central Library and Information Centre (CLIC) of BIRD is acknowledged as one of the
foremost and leading library amongst Training Centre libraries all over the country. It is spread
over three floors having a total collection of over 54,000 books, bound volumes of journals,
CDs/VCDs etc.
Infrastructure
Housed in sprawling campus of 28 acres, BIRD has state of the art infrastructure which
includes centrally air conditioned academic, administrative and hostel blocks, well equipped
class and syndicate rooms, a computer lab, conference hall, a Board room equipped with
video conference facilities for national and international meets and seminars and an
auditorium to seat 300 delegates. The lush green campus of BIRD evokes all the finer senses
and sensibilities of a person and provides most conducive atmosphere for learning.
Governance & Management
The highest body of the institute is the Governing Council, which provides the policy direction
and guidance. It is composed of Senior Executives of important stakeholders including Deputy
Governor of Reserve Bank of India and is headed by Chairman, NABARD. The Institute is
headed by a Director, who is an officer of the rank of Executive Director of NABARD and is
assisted by a Joint Director, who is an officer of the rank of General Manager of NABARD.
Further, the institute has support staff for academic and administrative functions
Intellectual Profile
The Institute has on its rolls 18 Faculty Members (full time) with varied professional
background (minor irrigation, agriculture engineering, agriculture, animal husbandry, finance,
HR, etc.) and each faculty has more than two decades of experience in their chosen fields of
expertise.
Conduct of Training Programs
The range of programs conducted by BIRD ranges from Development & Projects (Farm Sector
& Non-Farm Sector), Micro Finance & Financial Inclusion, Human Resource Development
(Leadership, Motivation, Corporate Governance, Management Development and Executive

Development etc.,), Financial Management and Information Technology in Banking. The
emphasis on the programs run under Development & Projects is on Agriculture Investment
Credit (including Solar Powered Irrigation Pump sets) and Livelihood promotion. Our
participants are mainly from rural financial institutions, non-governmental organizations and
Government. The details of the total number of training programs conducted and

conducted by BIRD in the past years.

B. Exposure Visit Details The varied agro-climatic regions of our country provides us a unique opportunity to produce
diverse agricultural commodities in abundance. However, Indian agriculture has some
catching up to do, especially in terms of production and productivity. Another area of concern
is processing of surplus production (cereals, fruits, vegetables, milk, fish, meat and poultry,
etc.). A strong and dynamic food processing sector, therefore, could play a very vital role in
diversification and commercialization of agriculture, reducing wastage, enhancing shelf life,
ensuring value addition to agricultural produce, generation of employment, enhancing
income of farmers and creating markets for export of agro foods thereby contributing to
export earnings. The opening up of the world markets under the WTO regime has created
immense business opportunities, especially in the field of agricultural exports. We are of the
belief that learning from the experience and development strategies of successful countries
can facilitate the acceptability and demand of our agricultural products in the international
markets.
Thus, considering the fast changing scenario in global economies, particularly in the
agriculture & banking sector and to harness the opportunities offered to Indian
entrepreneurs in the field of horticulture, agro-processing and dairy, etc., BIRD, Lucknow is
organizing a Training-cum-Exposure visit to the Netherlands covering aspects like high-tech
agriculture, floriculture, agro-processing and dairying.
The program would provide an opportunity to the participants to gain exposure to the
modern production, processing and marketing technologies in agri-business and the methods
adopted by Government agencies and financial institutions for financing these activities. The
program involves interactive sessions with practitioners, subject-experts, field exposure
visits, on-field Q & A sessions, classroom inputs, etc. The visit of the team is also significant
in the context of the great opportunities for agro-processing and agri-business in India and
the possibilities that exist to develop sustainable business relations between India and
countries like the Netherlands. The proposed study tour would inspire bank financing for
innovative business models relevant to the contemporary knowledge base as well as
progressive commercial & technology inputs.
The Netherlands is renowned the world over for its innovative business models, cutting-edge
technology and successful co-operative banking experiments in the areas of horticulture,
floriculture and dairy. Addressing needs of the local markets and supporting it with exports /
imports, form the back bone of their successful trade. It is in this context, the planned
exposure visit proposes to cover the following aspects:

Cultivation, processing and marketing of horticultural/ agriculture crops: value
addition
Flower markets and cultivation
Interactions with Co-operative institutions/ Banks / Financing agencies
Dairy farms and Dairy value addition
Implementation of business practices for farmers and entrepreneurs in
horticulture/agriculture crops, flower and dairy markets
Agriculture value chain
The program would be highly beneficial for senior and middle level executives of Institutions
/ Departments of Govt. of India & State Governments, International Development
Institutions/Agencies, Reserve Bank of India, NABARD, SIDBI, MUDRA, Public and Private
Sector Commercial Banks, Financial Institutions, Regional Rural Banks, Co-operative Banks
including Primary Co-operative Societies, Microfinance Institutions, ICAR, IARI, NDRI, State
Agriculture Universities, NGOs, Farmer Producer Organizations and Individuals/Progressive
farmers. The program is also useful for Academicians / Faculty Members of various training
institutes like NIBM, CAB, IIBM, SBIRD, ICMs, CTIs, etc.
Nominations along with requisite fee may be submitted in the prescribed
nomination form latest by 05th August 2019 to BIRD Lucknow.

C. Travel Details The program, which is a study and international tour, will start from New Delhi followed by
an International leg of the program for 7 days in Netherlands where the participants will visit
and interact with different agencies in Netherlands for first-hand learning about the various
sectors. The broad contours of the Program Design is indicated in the following table:

D. Programme Fee Details
1. Participation fee
The fee payable per participant for the Technical cum Exposure visit will be as under:

Inclusions: The fee INCLUDE training kit and materials; air fare from New Delhi to Amsterdam
and back to New Delhi; all airport transfers at Netherlands; all program related costs at
Netherlands (field visits including interactions with experts) and lodging and boarding
(breakfast, working lunch & dinner only) costs at Netherlands.
Exclusions: The fee DOES NOT INCLUDE Visa Charges, Passport Fees, Overseas Travel/Medical
insurance, air travel for reaching New Delhi and back to respective destinations on return
from Netherlands. These are to be borne by the nominating institutions / participants
themselves
2. Fee Remittance
The participation fee can be remitted preferably on-line (NEFT/RTGS etc.) or by a bank draft
drawn in favour of “Bankers Institute of Rural Development” Lucknow. The bank details are

3. Cancellation and Refund Policy

4. Other Terms and Conditions
Substitution of nominations shall be done at the sole discretion of BIRD, Lucknow.
Requests for substituting nominations, if accepted, shall also entail the payment of such
additional costs as may be incurred by BIRD, Lucknow to facilitate the request. However,
substitution of nominations shall be permitted only till 30 days before the day of program
commencement.
BIRD, Lucknow shall not be responsible in case the nominated participant is not able to
undertake the visit due to reasons like passport not in order, visa not issued, etc. Even in
such circumstances, the policy of charging cancellation fees as indicated above shall apply.
In normal circumstances, requests for booking of individual air tickets in deviation from
the official travel itinerary, shall NOT be considered. However, if under exceptional
circumstances, there is a need to consider such requests (at BIRD, Lucknow's sole
discretion), the additional costs towards fare differential, etc., will have to be borne by
the nominated participant, themselves.
In the unfortunate event of any of the nominated participants/ accompanying guests (if
any) losing their travel documents (Passport, Visa, Air Tickets, etc.) during the course of
the program, BIRD Lucknow may, without recourse, co-ordinate with the local host, for
providing location-based travel- assist/alternate arrangements. However, all costs in this
regard will have to be borne by the nominated participant / nominating institution.
BIRD, Lucknow shall not be responsible if any of the scheduled program, as per the
itinerary, gets cancelled due to circumstances beyond its control like natural
calamities/terrorist attacks/accidents/missed flights, etc.
It shall be the responsibility of the nominated participant to fulfil all the necessary
formalities for obtaining visa and overseas medical/travel insurance, well in time for
joining the visit. BIRD, Lucknow, at best, shall provide the necessary facilitation support
and guidance.
