Naalala ko ang mga katagang ito noon nabinigkas ni P’noy. “Pag may mahirap maramingkurap,” paano naman kaya ngayon, mas maramingnaghihirap, ibig bang sabihin nito na sandamukal nakurap ang mga nasa pamahalaan ngayon?

Kontrobersiyal na mga isyu ng kurapsiyon sagobyerno mula sa National at Local na pamahalaan.Paano na tayo aangat niyan kung maraming mgamandarambong na nasa pamahalaan. Maririnig mosa mga balita sa telebisyon ang kurapsiyon sa iba’t-ibang sangay ng pamahalaan.

Sana ibalik ang bitay at ipataw ito sa mgamagnanakaw sa pamahalaan ng maubos na ang lahing mga ito.

The various activities charted by the Tarlac City Water District for its 40th Anniversary concluded in a night filled with music,songs and dances on July 30, 2014. However, the highlight of the evening was the awarding of Plaques of Recognition to eighteen (18)pioneer employees, some of whom served the District for 38 years. Leading the list of awardees were General Manager Ester T. Vengcoand Department Manager Noel G. Esguerra who both entered the service in 1976. The night also reminisced the early years of theDistrict when glimpse of the past was flashed on the screen through old pictures during the Doxology that brought smiles and tearsfrom employees.

As a way of giving back to its thousands of patrons, the Tarlac City Water District held its "Todo-Todong Papremyo,Para Sa Iyo 'To" 40th Anniversary Raffle Promo that gave away two (2) motorcycles with sidecars to two (2) lucky winners. The GrandDraw held at the TCWD Administrative Building Main Lobby was graced by General Manager Ester T. Vengco and Chairman Emelito M.Buan. Drawn also were forty (40) winners of gift certificates each worth P1,000.00 of groceries. These prizes were aside from the daily itemsdrawn by consumers every time they pay their monthly water bills like anniversary mugs, ballpens and umbrellas.

Tarlac City (CIO) – The City Government of Tarlac through the City Manpower and Development Office (CMDSO), in coordinationwith the Department of Labor and Employment (DOLE), has released the salaries of all participant-beneficiaries of the SpecialProgram for the Employment of Students ( SPES).

Chair Committee On Health sa isang Press Conference na ginanapsa Fortune Restaurant na dinaluhan ng ilang Media sa Tarlac City.Sinabi ni Angeles na nakarating ang ulat sa SP mula sa ProvincialHealth Office na sa 16 na bayan at isang siyudad, 11 umano rito angna monitor na may natalang kaso ng HIV-AIDS.

Ang HIV- AIDS ay isang nakamamatay na sakit na nakukuhamula sa pagtatalik ng babae at lalaki at homosexuals na may taglaynito. Ayon sa Senior Board Member, nakakabahala umano ang ulatna ito dahil ang mga na monitor na mayroon nito ay pawanghomosexuals at wala na dito sa Tarlac.

Ang mga nagkaroon ng sexual relation sa mga ito ay maaaringnahawa, na siyang magiging carrier ng nasabing sakit. Kailanganumanong magkaroon ng information campaign ukol sa bagay na itoupang makapag-ingat ang ating mga mamamayan.

Hindi naman tinuran ng Senior Board Member kung ilan angbilang ng na monitor na may HIV-AIDS sinabi lamang nito na 11bayan na umano sa lalawigan ng Tarlac ang mayroon at isa na ritoang Tarlac City.

Pinayuhan ni SBM Angeles ang mga mamamayan na magingmaingat upang hindi mahawahan ng nasabing sakit. Ipinayo niya nadapat isa lang umanong sexual partner ang narararapat upangmakaiwas sa nakamamatay na sakit na ito. jpm

Under this law, the Secretary of Labor andEmployment is designated as Program Director of the SPES.

Tarlac City (CIO) – The City Government of Tarlac and partner agencies once again conducted a clean-up drive along Masalasa Creekin the portion of Fairlaine Subd. in San Vicente, Melting Pot Rites, Binauganan, Matadero, Tariji and Matatalaib.

The 56 beneficiaries who recently completed SPES summer jobwere trained on how government agencies function.

The CMDSO headed by Ma. Victoria Espinosa implemented SPESto give students the opportunity to work in the government serviceduring vacation break and receive wages, which they can use to financetheir studies.

SPES is open to students or out-of-school youth who are at least18 years old and whose family annual net income does not exceed P143,000. A copy of their grades during the last semester or the last schoolyear they attended has to be submitted.

Under SPES, participants are entitled to the daily minimum wage,

TARLAC CITY (CIO) – Mayor Gelacio Manalang, in his opening message at the meeting of the City Peace and Order Council, saidthat although the city’s peace and order situation has improved in the past three years, it should be further strengthened and maintainedso that the city can attract more investments and tourists pointing the impact of peace and order in the economic and tourism sectorof the city.

MANALANG VOWS TO MAINTAIN IMPROVEDCITY’S PEACE AND ORDER SITUATION

The CPOC meeting chaired by Manalang was held at the HuatChan Tea House in Brgy. Ligtasan and participated in by the LocalCouncil for the Protection of Children (LCPC) and the InteragencyTask force for the monitoring of the LCPC.

The mayor discussed different issues which includes thecleanliness and orderliness in the city especially the demolition andclearing activities being conducted in Masalasa Creek pursuant tothe Manila Bay Clean Up Project, the situation in the city’s marketand the transfer of the Motorpool section which is planned to be theimpounding area of confiscated vehicles for traffic violationscommitted.

He also pointed out that the neutralization and reduction ofcrimes brought back the trust and confidence of the Tarlaqueñosand that efforts and initiatives should be sustained. Heacknowledged the participation of stakeholders and non-governmentorganizations in helping to strengthen the peace and order programsand mechanisms.

Manalang also thanked the support of the Philippine NationalPolice, Bureau of Fire Protection and the Bureau of Jail Managementand Penology in the success of the peace and order initiatives of thecity government.

Mayor Ace said that his administration will continue implementthe peace and order policies citing its strict implementation andvows to give more support or subsidies to the PNP, BFP and BJMPto further boost their mechanisms and address their capability needsalthough they are supported by the Department of Interior and LocalGovernment.

In the meeting, the Tarlac City PNP, 3rd Mechanized InfantryBattalion of the Northern Luzon Command (NOLCOM), BJMP andBFP reported to the council their current status, accomplishments,drives in addressing peace and order problems including their currentneeds and deficiencies in their capabilities.

Also present during the meeting and who also gave their reportswere DILG Tarlac City headed by Dir. Danilo Rillera, City HealthOfficer Dr. Ma. Carmela L. Go and George Banta of the Departmentof Education.

TARLAC CITY (CIO) – The City Government of Tarlac was visited by the Department of Interior and Local Government Region IIIthat conducted assessment and validation held on June 3, 2014 which aims to evaluate the status of governance practices in the localgovernment unit in order to achieve the Seal of Good Local Governance or Pagkilala sa Katapatan at Kahusayan ng PamahalaangLokal.

The Regional AssessmentTeam was composed of Lydia M.Baltazar of DILG Bulacan,Aldrich M. Livelo of DILGHagonoy, Omar James Gabriel ofDILG Tarlac, and for third partyvalidation, Atty. Maria Amalia T.Cayanan of PCCI-Tarlac.

Mayor Ace Manalangwelcomed the members of RATat his office and presented hisadministration’s effort todevelop the facilities and othermechanisms of the citygovernment to improve itsservices to the constituents suchas the construction of the newBusiness One Stop ShopBuilding; purchase of newrescue vehicles to be used fordisaster operations; operationsagainst traffic violators, illegalvendors, orderliness in thepublic market; the provision ofrelocation sites to informalsettlers being relocated fromMasalasa creek and others.

DILG Tarlac City DirectorDanilo Rillera also welcomed andassisted the group of evaluatorsin visiting the different officesand other locations in the city.

The city governmentdepartment heads including theheads of the Bureau of JailManagement and Penology,Bureau of Fire Protection, andTarlac City Police Stationpresented their documentsneeded by the evaluators for theassessment and validationprocedures.

CitCitCitCitCity Government answers Ong’sy Government answers Ong’sy Government answers Ong’sy Government answers Ong’sy Government answers Ong’sclaims on billboard issueclaims on billboard issueclaims on billboard issueclaims on billboard issueclaims on billboard issueTARLAC CITY (CIO) – The city government answered the complaints and claims of Wilfredo Ong, owner of the WNO EquipmentRental and Services and currently renting the billboard structure which has been the subject for the release of an ex parte TemporaryRestraining Order last May 7, 2014 from the Regional Trial Court, Third Judicial Region, Branch 64.

The TRO was released in favour of Ong which prevented thecity government and its employees from continuing its assistanceto the removal of the billboard located at the Spillway, San Roque,Tarlac city, also known by many as the Masalasa Creek.

Ong sought help from the court to prevent the city governmentin removing the billboard through the TRO claiming it as an unjustand illegal act which caused great damage and prejudice to him. Thecity government cleared that it only provides assistance in whichthe DPWH is the primary initiator of the demolition activities.

The city, represented by City Mayor Gelacio Manalang andCity Engineer Jose M. Dungca, said that the claims or petition ofOng should be dismissed due to lack of merit because the twocontracts of lease between Ong and the National IrrigationAdministration, Tarlac-Zambales Irrigation Management Office (NIA-TARZAM-IMO) have been terminated by NIA, being the lessor,through their letter dated September 12, 2013, prior to the release ofthe TRO.

The two contracts include the first contract which covers theperiod Nov 1, 2009 to Nov 30, 2019 and the other one in January 4,2013 which both contain same stipulations except the provision onthe ownership of the billboard listed in section 14 of the first contract.The city government is puzzled with the execution of the secondcontract which was extended until the year 2027.

The city government also stressed that the reason of NIA-TARZAM in terminating the contract is due to its specific provisionthat whenever the leased property is needed in the implementation-prosecution of a certain government program or project, the lessor

may call for the termination of the contract with the lessee.The city government is currently implementing the order of the

Supreme Court through a mandamus in connection with the ManilaBay Clean-up Project that directs all concerned government agenciesto initiate the clean-up, preservation, restoration and rehabilitationof all waterways which includes the clearing of structures that blockthe flow of water in the waterways which spill their waste water intothe Manila bay.

It also implements the concreting of San Roque-San Vicentebypass road which goes along the area where the billboard is located.

Moreover, the city also said the TRO should be set aside andvacated because it violated the Rules of Court in which the ex parteTRO was not issued by the executive judge.

It said that the application was neither raffled nor anynotification of a raffle was made and that no summary hearing wasconducted within 72 hours.

Meanwhile, Ong also requested for a writ of preliminaryinjunction from the court to restrain the city government and itsagents in engaging primarily on the demolition activities pendingthe resolution of the case.

The city government, on the other hand, clarified that its rolewas to assist the DPWH and NIA in the conduct of removing thebillboard and any other similar structures in the area.

Meantime, the family of City Councilor Diosdado Briones hasre-filed with the City Engineer’s Office the request that the permitsof Mr. Ong be cancelled because their family owns the lot were thebillboard is erected.

City ready to form multisectoral alliance against TB diseaseTARLAC CITY(CIO) – The city is now ready to form its own strategy especially the Multisectoral alliance (MSA) to fight thetuberculosis disease after the conduct of the two-day Strategic Planning Workshop held at the Widus Hotel in Clarkfield, Pampanga.

The workshop was participated in by the City Health Officedoctors led by Dr. Ma. Carmela L. Go, Chairman of the Committee onHealth and Sanitation and City Councilor Anne Belmonte, BarangayHealth Workers, Representatives from the Tarlac Women’sOrganizations and Senior Citizens Groups, pharmacists and otherhealth practitioners who were stakeholders of the fight against TBdisease.

It was organized by the Innovations and MultisectoralPartnerships to Achieve Control of TB (IMPACT) headed by AndreDaniel E. Villanueva and managed by the Philippine Business forSocial Progress (PBSP) and also a grantee of USAID.

It centered on the formation of partnerships of differentstakeholders to successfully and smoothly implement the NationalTB Control Program (NTP).

The NTP aims to reduce the incidence and deaths caused byTB until 2015 and the goal will be achieved through the detection of

at least 85% of the projected number of TB cases and to cure at least90% of the new sputum smear-positive TB cases detected throughthe use of Directly Observed Treatment, Short Course Strategy(DOTS).

In the workshop, participants, were able to learn the context ofstrategic planning such as the legal bases for engaging MSAs andFive Areas of Health Promotion and the Strategic Planning Processwhich includes the formulation of vision/mission, environmentalscanning, strategy formulation, implementation, evaluation andcontrol, which were all part of creating and forming a strong allianceto implement the NTP in the city.

According to the Quarterly Report on All TB cases in the year2013 from the City Health Office, in all age group and sex, that thereare 361 for new positive smear TB cases, 22 in relapse, 8 in tran-in, 5in Return After Default (RAD) cases; 11 positive cases in other

It was organized and sponsored by Filipino-Chinese CharitableAssociation, Inc., Central and Northern Luzon Filipino-Chinese HiapHo Grand Masons, Inc. and the Chinese General Hospital MedicalTeam in partnership with the City Government of Tarlac.

The patients consisted of 188 children, 225 adults who receivedmedical services; and 100 patients for dental services including freemedicines.

The CGH provided five doctors for pedia, four for internalmedicine, four dentists, four nurses and 31 helpers.

For its part, the city government provided doctors and nursesfrom the City Health Office. The City Social Welfare and DevelopmentOffice informed and selected indigents in the different barangays.The Public Order and Safety Office and the City Environment andNatural Resources Office provided security and other assistance.The City Information Office organized the short program anddocumented the activity.

Personalities present during the activity were City AdministratorNecito Ng Chua who represented Mayor Ace Manalang, City HealthOfficer Dr. Ma. Carmela L. Go, CENRO head Joel Lagonilla; Dr. JamesDy, Honorary President Emeritus of the FCCAI and Mr. Philip Lee ofthe Hiap Ho Grand Masons, Inc.

For Midgets and Junior Division Barangay San Manuel andMatatalaib were proclaimed champions with their finals MVP VinzCanlas and Ryan Nuqui while in Seniors Division, barangay SanSebastian was declared as Champion with their MVP RobbieMarcelo.

She also thanked the past and present members ofthe Board of Directors who she said are always supportive and gavetheir approval to various works and programs of the District. GMVengco likewise gave credence to the work and contribution doneby past and present employees which she said will be forever etchedin the rich history and existence of the Tarlac City WD. GM Vengcoconcluded that 40 years is long enough not to recognize the District'ssuccess as she encouraged every employee to continue giving theirbest and dedication since the water district has undeniably been thesource of livelihood and instrumental in supporting the educationof the children of TCWD employees.

The TCWD started in 1974 inheriting from the Tarlac ProvincialGovernment the old and dilapidated Tarlac Provincial WaterworksSystem (TPWS). From mere seven barangays and about 700 houses,the TCWD now serves 45 of the Tarlac City's 76 barangays andprovides safe adequate and affordable water to more than 28,000households and business establishments. It maintains twenty one(21) active and operational wells, which are producing a combinedtotal of 23,200 cubic meters of water daily and ten (10) storage facilities

that can store a total of 7,500 cubic meters of water in a given singletime. It also boasts of 306,404 linear meters of operational pipelinein servicing its concessionaires. To constantly monitor water qualityand provide water test requirements for other water districts, waterrefilling stations and other businesses, the TCWD put-up its ownWater Laboratory. The TCWD Water Laboratory gained DOHAccreditation (Accreditation No. 258) for Physical and BacteriologicalAnalysis of Water in January 2010. In 2013, the TCWD Water Labhas also acquired accreditation as DOH Accredited Water Laboratoryto conduct Chemical Analyses on drinking water.
