Fortun finally convened the influential Environment and Natural Resources Council (ENRC) after almost two decades of it being put to sleep by the past administration. In a convening meeting called last August 25, 2011, Fortun gathered distinguished figures of Butuan City to form part of the Council which is mandated under DENR Administrative Order No. 30 which created the only Council that is headed by the Vice Mayor of the local government unit. Fortun emphasized during the meeting that it is high time that the Council should be convened in the advent of various environmental threats which do not only affect the City of Butuan but globally as well. The Council is tasked to implement and oversee programs and projects in the city concerning Fortun convenes environment council environment and natural resources protection as well as recommend and revisit local ordinances that will fit to the needs of the present times, Fortun noted. This role by the council, he added, is huge yet crucial in putting forward our advocacy in protecting the environment. With Fortun sitting as Chairman of the Council, it counts among its members Mr. Vicente L. Sembrano, the OIC CENRO of the DENR as Vice Chairman. The members coming from the Butuan City government are Councilors Virgilio G. Nery, Jr., the Chairman of the Committee on Environment and Natural Resources of the Sangguniang Panlungsod, Nestor D. Amante, Jr. to do and cause whatever is necessary for the modernization of the slaughterhouse and its eventual conversion into a livestock complex. The SangguniangPanlungsod staff will beundergoing a 2-daytraining program entitled,�Capacitating SP Staff forREAL (Responsive,Effective, and AdaptiveLegislation). The trainingprogram is organized bythe Local GovernanceRegional ResourceCenter (LGRRC) of theDepartment of the Interiorand Local GovernmentRegion 13, and to beconducted by its 9-member TrainingManagement Team,headed by TrainingManager Li l ibeth A.Famacion, the DILG 13Assistant RegionalDirector and Head

Mayor, and the special bodies, People�sLaw Enforcement Board (PLEB) and thePublic Utility Franchise Unit. In his dealings with the DILG 13, ViceMayor Lawrence Fortun came up with theidea of organizing a professionalenhancement training for the SangguniangPanlungsod staff, who generally do nothave the luxury of going through regular orperiodic learning endeavors as a constantand prolif ic way of leveling up theircompetencies, and keeping up with theprofessional standards and expectations ofthis modern world. This, too, is a practicaland crucial way of helping them becomebetter aware of what the office lacks andneeds to address, in terms of personnelcompetencies and skills, process flow,relational dynamics, and logistical support,among others. By the end of the training, theSanggunian staff is expected to produce aconsolidated list of critical steps to bepursued, so to begin the challenging andnecessary work of improving the office�sservice standards. Since this training is notexpected to be a panacea, anotherexpected output is on the roster ofsubsequent trainings for continuingeducation, so to by and by further step upthe quality of services delivered by theoffice. Never before done in the past, thishopes to bring legislative staffing moreefficient owing to its crucial support to thelocal legislators. (RON)

Facil i tator Annabel F. Yangson, theAssistant Division Chief of the LocalGovernment Capabili ty DevelopmentDivision of the same agency. The enhancement undertakingcomprises seven modules, to be tackled assequenced: (1) Teambuilding and GroupDynamics and Human Relations, (2) JobMapping and Matching, (3) GeneralPrinciples of Ethics and Local Governance,and (4) Enhancing Competencies on thefirst day; and (5) Revisiting Roles andResponsibilities, (6) Crafting My PersonalPledge; and (7) Critical Steps, on thesecond day. Prior to this, the Training ManagementTeam conducted a KnowledgeManagement Audit, which is a pre-trainingassessment of and consultation with theSangguniang Panlungsod Staff so to givethe team a better feel of the office �soperational environment and relationaldynamics, so to custom-fit the training andhit bulls-eye its problem areas and providesolutions therefore. This was conductedon August 24, 2011, and participated in by23 selected employees, headed by the CitySecretary and the Assistant City Secretary,together with the majority of the regularpersonnel and some non-permanentemployees, holding critical responsibilitiesat the Agenda, Journals, and MinutesDivision, Ordinances and ResolutionsDivision, Administrative Division, RecordsSection, IT Unit, Office of the City Vice

The Butuan City Water District(BCWD), a quasi-government agencycorporation, is also represented in the personof its General Manager Engr. Anselmo L. SangTian. Complementing the governmentrepresentation are individuals from the privatesector headed by Atty. Josefe Sorrera-Ty fromFr. Saturnino Urios University (FSUU) PolicyCenter, Atty. Vincent Jose Fortun the Chairmanof the Committee on Environment and NaturalResources of the influential Butuan GlobalForum, Inc. and Mr. Omar Andaya the Presidentof the Butuan City Chamber of Commerce andIndustry Foundation, Inc. (Butuan Chamber). During the convening of the Council, themembers also took their Oath of Office beforeDENR Regional Executive Director LeonardoSibbaluca who expressed deep appreciation andgratitude to the local government of Butuanparticularly Vice Mayor Fortun for conveningthe said Council. �In my years of being assigned

in 9 different regions in the country, this is thefirst time that I personally witnessed a localgovernment unit convening the ENRC which iswhat we have longed for since this is a greatmanifestation that we will now have a potentpartner in protecting our environment,�Sibbaluca said. Ordinance on organicagriculture program approved

groups, shall only be approved and released,subject to the condition that the latter shouldpractice or is practicing organic agriculturefarming. The City Agriculture�s Office shall be

the lead implementing agency of the program.It shall coordinate and collaborate as the needarises with the national government agencies,non-government organizations, academe,people�s organizations and other stakeholders

for the effective and efficient implementationof the said ordinance. Within 30 days from theapproval of the said ordinance, the CityAgriculture�s Office shall formulate the

Implementing Rules and Regulations (IRR)which will be subject to the review andconcurrence of the Sangguniang Panlungsod.Any person, government employee or officialfound violating any provision of the saidordinance shall be administratively finedP2,000.00 for the first offense and P5,000.00for the succeeding offenses. The ordinance alsodeclared the month of May as the OrganicAgriculture Month in the City of Butuan. The City Mayor may realign from anyavailable source or include in the nextsupplemental budget for the remaining periodof year 2011 an amount needed for the initialimplementation of the said ordinance.Thereafter, the amount of P2 million isappropriated annually. The City AgriculturistOffice shall render a quarterly accomplishmentreport of the program to the City Mayor and theSangguniang Panlungsod Committee onAgriculture. Moreover, it shall review andrecommend to the City Mayor, copy furnishedthe SP, further steps, activities or mechanismsto strengthen the program.

The Sangguniang Panlungsod in its regularsession recently approved the OrganicAgriculture Program ordinance that is seen topromote, develop and implement organicagriculture methods and system in pursuant toRepublic Act 10068. The program, which is contained in a short-term, medium-term and long term plans, shallhave a conversion period which is the timebetween the start of the organic managementand the segregation of crops, animal husbandryand aqua culture products as organic. As such,purchase of non-organic agriculture inputs bythe city government is strictly prohibited.Further, the city government�s agricultural

Region, the need for more vigilance is still ofutmost importance,� Sibbaluca emphasized.

During the meeting, Engr Sang Tian echoed thecall of Sibbaluca as their agency still monitoredillegal logging activities in the Taguibowatershed area. This was also the observationshared by Sembrano, who has received textmessages of illegal logging activities in the saidarea. He even had an actual encounter of logdecks placed alongside the highway going toCabadbaran area which he immediately ordereddismantled. For his part, Fortun said in aninterview after the meeting when asked by themedia about the alleged illegal logging activitiesin Brgy. Amparo, �although no formal report

has been received by my office, if indeed this istrue there should be no let up in the investigationwhoever is involved. We are serious in ourcampaign to protect our environment and wemust show this to whoever will threaten todestroy it.� Also during the meeting, PSupt. Carilloscored on the non-compliance of drivers ofpublic utility vehicles and tricycles on theputting of trash bins in their vehicles. Carilloinquired to the Council if there are alreadyordinances for this purpose so that they can alsostrictly enforce it. Nery, also a staunchenvironment advocate, said that the ordinancefor the putting of trash bins on public utilityvehicles is already in effect but it is just beingignored by some drivers. Ebdalin, the city ENRO also apprised theCouncil of the Balangayan Plant a Million Treesand the Solid Waste Management projectsinitiated by City Mayor Ferdinand M. Amante,Jr. (see related story). The Council is set to re-convene on Sept. 16, 2011 to further discuss indetail the proposed programs and projects thatthey will undertake.

VICE MAYOR Lawrence H. Fortun scored onthe past administration for having spent theappropriated funds of the Environment andNatural Resources Council (ENRC) even if itwas not convened at that time. This wasrevealed by Fortun during the convening andoath-taking of members of the newly-formedENRC last August 25, 2011 at the City Hallbuilding, this city. The Council, which he now head, was neverconvened by his predecessor yet the budgetappropriated for its operation was fully usedup. �Although this is already water under the

bridge, I just brought this up to the body as amatter of information since I was surprised onhow the funds were spent when the Councilwas not even active at that time,� Fortun

lamented. This has caught all the members bysurprised when the council, if indeed active atthat time especially at the height of the issue

Among the estimated results of theproject are: 1) area of upland forest tree coverincreased by 634.9 hectares; 2) population ofupland trees increased by at least 249,250 trees;3) area of lowland tree cover increased by138.6829 hectares; 4) population of lowland treecover increased by at least 112,200 trees; 5) areaof rehabilitated mangrove sites increased by18.5 hectares; and 6) population of mangrovesincreased by at least 538,000 trees. According to Ebdalin among the targetgroups expected to help in the implementationof the project are the academe, homeownersassociations, Barangay residents, indigenouspeoples, fisher folks, farmers, business sectorand the religious sector. THE IMPLEMENTATION of the Solid WasteManagement program of the City governmentis in full swing. This was revealed by JocelynS. Ebdalin, the City Environment and NaturalOfficer during the convening and oath-takingof the Environment and Natural ResourcesCouncil (ENRC) last August 25, 2011 at theCity Hall building, this city. According to Ebdalin, the project alreadyyielded a waste generation of almost 95 tonsper day in the 38 serviced Barangays in the city.Of the waste generated 72 percent are bio-degradable, 7 percent is recyclable, 20 percentis residual and one 1 percent are hazardous. Theprogram was launched through Executive OrderNo. 39 of Mayor Ferdinand M. Amante, Jr. andin pursuant to Republic Act 9003 otherwiseknown as the Ecological Solid WasteManagement Act of 2000. It cited theunsystematic disposal of solid wastes whichcaused the unsightly surroundings, pollutedenvironment and the spread of communicablediseases as one of the reasons of the program.The practice of waste segregation to facilitatereuse and recycling does not only reduce thecost of collection and disposal of garbage butconserves the resources of materials and avoidwasteful consumption of goods. The EOrequires all residents and establishments withinthe city of Butuan to put-up their ownsegregation bins for the proper segregation ofsolid wastes classified and defined as follows:1) bio-degradable, these are compostable wastessuch as kitchen, garden, animal and humanwastes; 2) recyclable, these are wastes that canbe re-used or recycled such as plastics,aluminum/tin cans, metals, bottles, boxes,rubber tires, newspapers and magazines; 3)residual wastes, these are wastes that remainsafter taking out the biodegradables andrecyclables such as used napkins/diapers, pens,cotton swabs, candy wrappers; and 4) hazardouswastes, these are special and toxic wastes thatrequires special disposal such as spray/paints/chemical canisters, motor oil, batteries, brokenlamps among others. THE BUTUAN City government through CityMayor Ferdinand M. Amante, Jr. is set to signa Memorandum of Agreement (MOA) with theDepartment of Public Works and Highways �Butuan City Engineering Office (DPWH-BCDEO) for the implementation of thewaterworks projects for the twelve sites in the9 Barangays of Butuan City. In a resolution, which was approved recentlyby the Sangguniang Panlungsod, it authorizedthe City Mayor to sign and enter into a MOAwith the said agency for the implementation ofthe said project in accordance with the Programof Works, plans, specifications, approved budgetand time duration approved by the DPWH. The

waterworks projectDPWH-BCDEO will release the amount of P7million to the City government to cover the costof constructing the transmission, reservoir,distribution and the communal faucets of thewater system. Watch� to be its official publication which will

be managed and overseen by the Office of theVice under Vice Mayor Lawrence Fortun.
