• Provides reliable drought proof supply• Reduces discharge of wastewater to
Bay• Can be used to correct salinity
problems in North Bay wetlands and to reduce deleterious freshwater inflows in South Bay

BARWRP Master Plan
• Completed in 1999• Identified priority projects• Identified regional issues that impact
recycling such as public acceptance• Individual projects on list have been
getting funded and implemented consistent with Master Plan
• 50 thousand Acre-Feet per year has been developed since 1999
• 110 thousand Acre-Feet can be developed by 2020 with Federal and State assistance

BARWRP Study Area
• Recycle Master Plan covers recycle planning for 22 Bay Area public entities
• Represents over one-sixth of the population of California

CALFED Authorization
• CALFED Authorization bill requires USBR to determine if recycling projects in BARWRP are “feasible” for Title XVI funding
• Deadline for finding is April 23, 2005
• Written findings due by Secretary of Interior to Congress by July 23, 2005
• 13 BARWRP agencies have submitted documentation on projects to USBR
• Only $300,000 in federal funding included for Bay Area recycling in President’s budget for FY 06

Bay Area agencies have formed several local partnerships to develop recycled water opportunities and are requesting Title 16 “feasibility determinations”:
• ACWD with Union San • CCCSD• City of Daly City • City of Livermore• City of Palo Alto • City of Redwood City• City of San Jose • City of Santa Clara• DDSD with local cities • EBMUD with DSRSD• EMBUD with UC Berkeley • EBMUD + East Bay cities• SCVWD with local cities • San Benito County WD• SFPUC with local cities

Bay Area Regional Biosolids Processing Facility
• Biosolids are the residual from the wastewater treatment process– Treated and beneficially reused
• Land application is not a long term viable option for reuse of biosolids
• Study started in January 2004 on feasibility of a regional processing facility– Found to be feasible
• Second phase of analysis is underway

Feasibility Study
Program Requirements
• Location: must be located in 9-county Bay Area
• Quality: biosolids delivered for processing at facility must meet EQ limits for Part 503 Rule and SWRCB Water Quality Order 2000-10-DWQ
• Processing Technologies:– capable of meeting all current regulations– demonstrated successful full scale experience– capable of processing biosolids similar to
participating agencies’

• TMDLs are intended to result in protection of uses – but it will take a long time
