FIFA Laws Law 3 : Maximum number of substitutes changed in 2013
from 7 to 12. (no impact on AYSO because subs are not limited) Law
11-Offside: Additional clarification last year of definitions of
what constitutes interfering with an opponent and a rebound Law 11
has not changed - Continue to call as usual Interfering with an
opponent includes: Obstructs an opponents vision Arrives at the
ball at the same time as opponent 50-50 ball with goalkeeper to
prevent collision A rebound does not constitute control of the ball

AYSO Reg 43 Referee Refresher33 Law 5. the referee FIFA: The
decisions of the referee regarding facts connected with play are
nal. The referee may only change a decision on realizing that it is
incorrect or on the advice of an assistant referee provided that he
has not restarted play or terminated the match. AYSO: Its OK to
make mistakes, you wont be fired. Move on and focus on the game.
(If you blow your whistle you always need a restart: dropped ball,
etc.)

FIFA: In the event of undue interference or improper conduct, the
referee will relieve an assistant referee of his duties and make a
report to the appropriate authorities. AYSO: Remember to talk to
ARs before and after the game. Work as a team! If you need to use a
club linesman, ask him/her for 2 things (1)Stay on your 1/2 of the
field (2)Only call balls in & out. No direction necessary. Dont

whole of the ball passes over the goal line, between the goalposts
and under the crossbar, Law 10. the method of scoring AYSO: always

Referee Quiz In a U-8 boys game, red player #10 removes his
shin guards because they bother him and throws them out of the
field of play. Immediately after he receives a pass, shoots and
scores a goal without the shin guards. Removing the shin guards is
an infringement which does not require play to be stopped, so in
this scenario the goal counts. The referee should ask the player to
leave the field of play to correct his equipment and restart the
game with a kickoff for the blue team. Also a good teaching moment
to explain to kids why shin guards are required. AYSO Reg 43

Referee Quiz In a U-12B game, red #9 is dribbling the ball
inside the blue team's penalty area with just the goalkeeper
between him and the goal. Blue #3 catches up and challenges red #9
in a dangerous manner, causing him to stumble. Red #9 continues to
control the ball. The CR signals advantage and #9 takes a shot,
kicking the ball over the crossbar. Red #9 controlled the ball and
took a shot on goal eliminating the obvious goal scoring
opportunity condition. The referee should verbally admonish blue #3
for playing dangerously and restart the game with a goal kick for
the blue team. USSF says to award the PK AYSO Reg 43 Referee

Referee Quiz (contd) In a U-14 girls game, red #6 takes a
throw-in, sending the ball in the direction of the blue team's
goal. The blue team's goalkeeper runs to catch the ball but misses
it as it bounces over her head. Blue defender #3 reaches out and
punches the ball over the crossbar while she is inside her goal
area. The referee should stop play, show the yellow card to blue
#3, caution her for unsporting behavior (blatantly handling the
ball), and restart the game with a penalty kick for the red team.
Blue #3 did not deny a goal scoring opportunity because a goal
cannot be scored directly against the opponent from a throw-in.

What People Don't Get About My Job: The Referee So when you
tell me that I've made three calls against your team and none
against the other team, you need to know some things: 1) I probably
don't even know because I don't keep track 2) Fair doesn't mean
everyone gets the same number of penalties or fouls called against
them 3) Your team needs to make some adjustments I know you want me
to care like you care about your team winning. That's why there are
referees - you can't be trusted to know what is fair. That is why
you can't imagine that I don't care who wins. But I really don't.
