November 10,2011: Omar says in Srinagar that a decision on the issue would be taken aſter the official panels set-up for the purpose submit their report, thus puing the ball again in army’s court. He, however, made it clear that “no” is not an option for the army. November 11, 2011: Ex-Defence Minister AK Antony says Unified Headquarters in J&K and not the Chief Minister would decide on AFSPA revocation. November 13, 2011: Omar rushes to New Delhi to meet UPA chairperson Sonia Gandhi, Prime Minister Dr Manmohan Singh, Finance Minister Pranab Mukherjee, Defence Minister AK Antony, Home Minister P Chidambaram and Army Chief Gen VK Singh to garner support for his AFSPA revocation move. November 19, 2011: On his return from Delhi, Chief Minister told reporters in Jammu that there was ample scope to go ahead with the move (AFSPA revocation) while addressing the concerns of the Army. November 21, 2011: Omar tells a public meeting at Anantnag (Islamabad) that while he was on the right track on AFSPA revocation, he won’t set any deadline for the removal of the law from the state. November 23, 2011: Omar triggers another controversy when he tells reporters at a dinner hosted by him in Jammu that he was ready to incorporate contentious sections 45 and 197 (A) of the CrPC in the Ranbir Penal Code (RPC) to address the Army’s concerns if AFSPA is revoked. November 27, 2011: NC president Dr Farooq Abdullah hits out at Army accusing it of having failed to check infiltration. He said Army was not the master of JK people and if CM has said that AFSPA should go, it has to go. SHABIR IBN YUSUF Srinagar, July 24: High- est average of deaths in road accidents notwithstanding, Jammu and Kashmir has no critical-care ambulances for such eventualities. Even the ambulances being used in J&K hospitals lack the Basic Life Support System (BLSF). Official data reveals that SKIMS has 16 ambulances—12 life-size and 4 vans. SMHS hos- pital here has 10 ambulances including 6 life-size vehicles, 2 sumos and 2 vans. The lone maternity hospital, Lal Ded has only 6 ambulances, 3 life- size and 3 vans. Srinagar, July 24: J&K Chief Minister Omar Abdul-lah Thursday slammed the voices opposing the revo-cation of the controver-sial Armed Forces Special Powers Act (AFSPA) from the State, saying “some people will never find the time apt for lifting the law because they are fond of it.”

Talking to reporters on the sidelines of a function here, the Chief Minister—without naming the Army or the successive central governments—said: “These people should tell us what are the parameters of the apt time for revocation of the law and we will try to fulfill them.”

Omar remarks come a day after the Union Home Ministry asserted that the time was “not appropri-ate” for withdrawal of the AFSPA from Jammu and Kashmir.

October 21, 2011: Omar tells at a Police Commemoration Day function at Zewan that AFSPA would be removed from parts of JK “within days”

October 25, 2011: Omar says decision on AFSPA revocation would be taken before the civil secretariat closes in Srinagar on October 28 for annual Durbar move to Jammu.

October 31, 2011: Ex-Union Home Minister P Chidambaram says that there was nothing “unusual” in Omar’s announcement on partial removal of AFSPA from the state as “the move is part of the decisions taken by the Cabinet Committee on Security (CCS) last September.”

November 9, 2011: The Unified Headquarters meeting held in Jammu fails to arrive at a decision on the AFSPA repeal as army is believed to have come out openly against the move to partially revoke AFSPA from the state.

November 10,2011: Omar says in Srinagar that a decision on the issue would be taken after the official panels set-up for the purpose submit their report, thus putting the ball again in army’s court. He, however, made it clear that “no” is not an option for the army.

November 11, 2011: Ex-Defence Minister AK Antony says Unified Headquarters in J&K and not the Chief Minister would decide on AFSPA revocation.

November 13, 2011: Omar rushes to New Delhi to meet UPA chairperson Sonia Gandhi, Prime Minister Dr Manmohan Singh, Finance Minister Pranab Mukherjee, Defence Minister AK Antony, Home Minister P Chidambaram and Army Chief Gen VK Singh to garner support for his AFSPA revocation move.

November 19, 2011: On his return from Delhi, Chief Minister told reporters in Jammu that there was ample scope to go ahead with the move (AFSPA revocation) while addressing the concerns of the Army.
