Dear NYWEA Members and Friends,

It is my great pleasure to have the opportunity to recognize the achievements and dedication of our 2020 Awardees. As we are virtual this year, this ceremony breaks our elegant and fun tradition of an in-person luncheon in NYC. Nonetheless, we are fortunate to be able to get together virtually. It is our intention to make this a meaningful experience and celebrate the great accomplishments of our 2020 Awardees!

NYWEA’s awards program is made possible by the efforts of the Awards Committee led by Melissa Moytl and vice chair, Brian Skidmore as well as the members of the Awards Committee. Identifying deserving awardees is a year round endeavor! PREFACE

The New York Water Environment Association, Inc. (NYWEA) was founded in 1929 as an educational water quality management organization. NYWEA is a Member Association of the international Water Environment Federation (WEF), which consists of some 34,000 water quality professionals.

NYWEA promotes the advancement of knowledge concerning the development and administration of effective water quality management programs, and the management and operation of wastewater collection and treatment utilities.

One of the most important activities of NYWEA and WEF is to recognize its members for their accomplishments in effective water quality management. These Awards celebrate the accomplishments of NYWEA members in 2020.

These awards pay tribute to the individuals and institutions that have made significant contributions to water quality management and to the Federation and Association.

SERVICE IN EDUCATIONGordon Maskew Fair MedalAwarded annually on a national basis to an educator for worthy accomplishments in the training and development of future engineers.

RESEARCHPhilip F. Morgan MedalThe Award is made for the verification of operational processes. It is designed to encourage in-plant studies by domestic wastewater treatment plant operators.

Thomas R. Camp MedalAwarded to a member who has demonstrated, by design or development of wastewater collection, treatment or disposal system, the unique application of basic research and fundamental principles.

SAFETY PROGRAMSMember Association AwardEach year the Federation honors the Member Association who has the most extensive and effective safety program. It is awarded on a competitive basis.

George W. Burke, Jr. AwardThe purpose of this award is to encourage an active and effective safety program in municipal and industrial wastewater facilities, and to stimulate the collecting and reporting of injury data. The award recognizes outstanding performance and is awarded annually to a facility in New York State.

WASTEWATER FACILITY OPERATIONSWilliam D. Hatfield AwardThe purpose of the William D. Hatfield Award is to recognize operators of water pollution control plants who are doing an outstanding job in performance of their duties, as well as operators demonstrating distinguished professionalism. It is awarded annually to a member of the NYWEA.

Quarter Century Operators’ ClubAn informal group composed of active or corporate members of the Federation who have been engaged in wastewater treatment plant operation for at least 25 years.

WATER ENVIRONMENT FEDERATION SPECIAL RECOGNITIONWEF Fellow This honor recognizes the professional achievement, stature, and contributions of Water Environment Federation members to the preservation and enhancement of the global water environment.

2020 RecipientRobert J. Kukenberger

Robert Kukenberger received his BS in Civil Engineering from Trine University in Indiana and an MS in Civil and Environmental Engineering from the University of Rhode Island. He is a licensed Professional Engineer in the State of New York and a Board Certified Environmental Engineer by the American Academy of Environmental Engineers. Robert

has over 45 years of experience as a civil and environmental engineer specializing in “one water,” managing water projects for small, medium, and large communities with a total value of over two billion dollars. Over the last 20 years Mr. Kukenberger specialized in program management with focus on the award winning Onondaga County Save the Rain Project while supporting program management teams for ALCOSAN (Pittsburgh), and Hartford MDC. Prior to 2000, Mr. Kukenberger managed large water projects for NYCDEP; Miami Dade County, FL; Westchester County, NY; the District of Columbia; and smaller water projects across the US.

Mr. Kukenberger served as President of NYWEA in 2008 and as a member of the Board of Directors from 2002 to 2009; he also serves as WEF Delegate representing NYWEA from 2009 to 2011. He has served on multiple committees for NYWEA and WEF including Program and GAC committees. He has also served on the Rosamond Gifford Zoo Friends of the Zoo Board and Cazenovia Lake Association Board of Directors.

In recent years, he has learned cabinet making and other fine carpentry work in memory of his grandfather who was trained as a cabinet maker in Austria as a young man prior to emigrating to the US. Bob and Claudia Kukenberger will be celebrating their 50th wedding anniversary this February, have two grown children – both college professors – and one 7 year old granddaughter.

George Desmarais worked with H2M architects + engineers in Melville, New York starting in 1980 and was a Senior Vice President for wastewater projects on Long Island and the Lower Hudson Valley Region prior to his retirement in December 2020.

George is a registered professional engineer in New York, New Jersey, Massachusetts,

and Pennsylvania. He has been a NYWEA member since 1980 and is based in the Long Island Chapter. Since 1984, Mr. Desmarais has held numerous positions in the Chapter including Membership Committee member, Board of Directors, Secretary, Treasurer, Chapter Chair, and Board Representative; he was also on the State Membership Committee. George has been awarded the Long Island Chapter’s Achievement Award (1995), Distinguished Service Award (2007), and Lifetime Achievement Award (2020). He has also been awarded NYWEA’s Environmental Engineer Award (2016) and the NYWEA Service Award (2019), and was inducted into the SSSSS with a silver shovel.

George lives in St. James, New York with his wife Bonnie. They have two children (Drew and Kristen) and three grandsons.

Libby Ford has over 40 years of experience working at the intersection of environmental legal requirements, what technically is feasible or practical, and business decisions. She is a member of the Nixon Peabody LLP law firm’s Energy and Environmental practice group, where she works with her clients on various aspects of water quality, facility siting and permitting, wastewater and drinking water compliance, site investigation, remediation and/

or demolition, wastewater treatment, and the technical aspects of environmental negotiation. Libby is currently serving on the Board for Global EHS Credentialing, which awards the Qualified Environmental Professional (QEP) and Environmental Professional In-Training (EPI) credentials. She has also held leadership positions in the New York Water Environment Association and the Water Environment Federation, including serving on both Boards and chairing (at different times) both organizations’ Government Affairs Committee.

John Kierecki started his wastewater operations career in 1973, when Monroe County’s Northwest Quadrant WWTF was under construction, and they were hiring. John feels lucky to have started his career at a brand new 15 MGD plant. He was able to take advantage of the abundance of EPA operator training offered in that time, and secured a 2A license in 1975. That same year NYSDEC introduced the Northwest

Quadrant WWTF operations team to Al West and the West Method for aeration control. 1977 saw John achieve the prestigious 4A licensure. He recalls that incineration and land application were the two primary biosolids disposal methods at that time, with biosolids cake product going to hay lots and orchard expansions. Many processes were also tested for phosphorous removal at their plants.

From 1983 to 2004 John was Supervisor of Solids Handling for the WWTF, where his primary duties included incineration optimization,

aeration control and safety development. Then, from 2004 to 2008, he was tasked with Monroe County’s energy programs, using demand management and systems controls implementation for load shedding, a stimulating and enjoyable end to a 35 year career.

Greg Miller enjoyed a 48 year professional career. He started at Albany County Sewer District in the start up and operations of the South Plant followed by serving as the first Chief Operator at Mohawk View and then Deputy Director of Pure Waters for the Town of Colonie. Greg also served in leadership roles at OBG Operations, US

Filter Operating Services from New England to the Mid Atlantic Region, American Water, and Johnson Controls as National Water Services Market Manager.

Over the course of his career, Greg was a recipient of the NYWEA Uhl T. Mann Award and a SSSSS Gold Shovel. He was also NYWEA O&M Committee Co-Chair, a Public Education Committee member, and a Board of Directors member and Past President. Greg and his wife Kathy live in Pennsylvania and look forward to traveling and spending more time with their family.

Frank Russo is an Adjunct Professor and Associate Director for Wastewater Initiatives at the NYS Center for Clean Water Technology (CCWT) at Stony Brook University. Mr. Russo is responsible for implementation of the goals for the CCWT, which is developing non-proprietary systems for innovative and alternative onsite wastewater treatment systems that provide advanced levels of total nitrogen reduction for residential applications that will supplant

the use of cesspools and septic systems. He has also been the primary developer of the next generation of NRBs, where he has employed the principles of large-scale municipal wastewater treatment to reduce construction and operations costs. Mr. Russo also oversees the construction of the CCWT’s research facility, where column testing of NRBs will be conducted by researchers employed by the CCWT.

Frank received a Bachelor of Science in Civil Engineering Technology at Rochester Institute of Technology, is a licensed Professional Engineer in New York, Connecticut and Pennsylvania, and a NYS Licensed Grade 2 Wastewater Treatment Plant Operator. Prior to Stony Brook University, Mr. Russo held Executive/Senior Vice President positions at H2M architects + engineers and Bienstock, Lucchesi & Associates. In his engineering consulting work, Frank was responsible for the technical planning, design and construction administration of wastewater engineering projects, as well as roles in business development and administration.

Frank has presented several papers on water and wastewater reuse to the NYS Association of Towns and NYWEA, among others.

Board of Directors Service AwardAwarded to individuals who have served on the Federation Board of Directors.

2020 RecipientOluwole A. (O.J.) McFoy

Oluwole A. (O.J.) McFoy is the General Manager of the Buffalo Sewer Authority, which operates a treatment facility and regional collection system that serves over 550,000 Western New York community members. He is responsible for delivering on Buffalo’s 20-year, $400 million commitment to eliminate the effects of combined sewer

overflows in Buffalo’s Great Lakes waterways. Mr. McFoy began his career at Buffalo Sewer in 2006 as the Chief Operating Officer and has held multiple positions since, including Chief Financial Officer and Chief Engineer. Prior to joining Buffalo Sewer, his early career involved project engineering and management at a regional architectural and engineering consultant firm. He holds a B.S. degree in Civil Engineering from Clarkson University and is a licensed Professional Engineer in New York.

O.J. is being recognized for his service as NYWEA’s representative to the Water Environment Federation House of Delegates.

Arthur Sidney Bedell AwardTo acknowledge extraordinary personal service to the Member Associations of the Federation, the Arthur Sidney Bedell Award was established in 1948. It is awarded annually to a member of the NYWEA.

2020 RecipientJeanette Brown

Jeanette Brown is a Research Assistant Professor at Manhattan College in the Department of Civil and Environmental Engineering. She is a registered professional engineer, a Board-Certified Environmental Engineer, a Diplomat in the American Academy of Water Resource Engineers, and a Distinguished Member of the American Society of Civil Engineers. She is also a past president

of the Water Environment Federation. Her nationally recognized expertise includes biological nitrogen removal, biosolids processing and management, and energy recovery from wastewater.

Jeanette Brown has, for decades, been a role model and mentor for women (and men!), engineers, operators, and students working in water quality. She is a true trail blazer in a sector where few women worked let alone served in leadership positions. For more than 30 years (beginning in 1975) she ran the Stamford Water Pollution Control Authority (SWPCA) – including serving as executive director – in Stamford, CT. This facility serves 100,000 residents of the city of Stamford and 10,000+ residents of the nearby town of Darien, CT. She has served on a wide range of technical committees and task forces throughout her career and brings technical skills and a commitment to getting the job done. Her volunteer service has involved the development of others as evidenced by her initiation of a New York Student Design Competition during NYWEA’s Annual Meetings that involved over 80 students in 2020.

WATER QUALITY PROGRAMOutstanding Achievement in Water Pollution Control MedalThe Outstanding Achievement in Water Pollution Control Medal is awarded annually to the water pollution control program that best

demonstrates significant, lasting and measurable excellence in water quality improvement or in prevention of water quality degradation in a region, basin or water body.

LABORATORY ANALYST EXCELLENCEThis award was established by the Board of Control in 1993 to recognize individuals for outstanding performance, professionalism and contributions to the water quality analysis profession.

2020 RecipientAngel French

Angel French, a native of Calcium, NY, graduated from Indian River High School and served in the U.S. Navy as a Nuclear Machinist Mate from 1997-2006. Returned home in 2006 with her husband and daughter, Angel’s Water Resource Recovery career started at Carthage Treatment Plant in 2010; she received her 2A license. She transferred to City of Watertown

Pollution Control Facility in 2012, where she earned her 4A license and currently serves as Laboratory Director and safety officer/training coordinator. Angel completed an A.A.S degree from Jefferson Community College, and B.A. degrees in Independent Studies and Business Administration from Columbia College in Missouri while working full time.

In her current position, Angel has updated the City’s sampling protocol, SOP’s and the plant’s operator training program. She also maintains the City’s ELAP certification. In 2018 she led the effort to make Watertown the first laboratory in the State of New York to get the new IDEXX fecal testing system certified for use. Angel initiated an Operation Challenge team based out of NYWEA’s Central Chapter in 2020, which took first place in Process Control in its first competition.

Mrs. French consistently exhibits outstanding professionalism and sustains superior performance in her job. She has greatly enhanced the City’s laboratory performance, and she has also become the “go to” person for anything related to the laboratory and operator training.

MUNICIPAL & INDUSTRIAL ACHIEVEMENTThe New York Water Environment Association has instituted special municipal and industrial achievement awards in recognition of private corporations and public entities that have demonstrated, by their policies and programs, a commitment in meeting environmental water quality goals in New York State.

Municipal Achievement AwardThis award was created to recognize those municipalities that have made a major commitment to effective management by instituting programs to protect and enhance environmental conditions, particularly of the water resource, by the provision for and proper operation and maintenance of needed facilities, and by providing for program oversight, by professional management and by financial support.

Industrial Achievement AwardThis award was created to recognize those industries that have made a corporate commitment to providing the necessary resources and to establish managerial responsibility for effective environmental management at company facilities. This award recognizes an industry’s commitment of financial, technical and management resources to meet environmental water quality goals and has made this objective a responsibility at all management levels.

2020 Recipient3M Tonawanda

3M is a global innovation company working to improve daily life for people all over the world. The 3M Tonawanda plant is a cellulose sponge facility which manufactures the O-Cel-O™ and Scotch-Brite® brand sponges. It is the world’s largest

sponge making facility. As part of 3M’s Home Care Division, the plant focuses on manufacturing products that help clean, protect, and enhance people’s homes and possessions.

3M was quite responsive to an issue with Hydrogen sulfide (H2S) gas. H2S was a problem at the Town of Tonawanda’s Sawyer Lift Station due to its corrosive nature. Pump failures were frequent, and the wet well deteriorated rapidly. In the last 10 years, the Town needed to

replace all 3 pumps, run new conduit to those pumps, and repair and re-coat the wet well and the manholes leading to the station.

After review of the situation, it was identified that 3M could be the source of the H2S. Upon being notified, 3M cooperated and assisted with alleviating the situation. In order to thoroughly analyze the situation, the Town needed to collect data. The Town designed a wet well gas sample draw system utilizing a sample pump, heaters, water separator/filters, and solenoid valves to condition the sample before applying it to a gas detector. The system also has an automatic purge feature with adjustable timers to clear residual moisture from the lines due to the humidity in the wet well. The Town also installed a sample port on the station effluent force main to enable monitoring of pH and Temperature. The collected data was transmitted to 3M using wireless I/O so that they were alerted to dangerous H2S levels in real-time, and able to adjust their processes accordingly. The communications went on-line in October of 2018. 3M has been and remains very responsive, and since the cooperative monitoring and process adjustment protocols have been implemented, the Sawyer Lift Station has remained protected.

2020 RecipientState Senator Andrea Stewart-Cousins

Andrea Stewart-Cousins earned her Bachelor of Science Degree from Pace University and her teaching credentials in Business Education from Lehman College as an adult while raising her children. In 2008, she earned her Masters of Public Administration from Pace University. She is a proud member of Pi Alpha Alpha – a Public Administration Honor Society. Before

entering public service, Andrea Stewart-Cousins worked in a variety of professions including customer service, sales and marketing with

New York Telephone/AT&T, journalism, personnel, and as a teacher for Yonkers Public Schools.

In just her first year as Senate Majority Leader, Andrea Stewart-Cousins led the most productive legislative session in state history. She has been widely recognized as a trailblazer in local and state government and champion for progressive action. In 2012, she became the first woman, and African American woman, to lead a New York State legislative conference. In 2019, she shattered the glass ceiling when her peers elected her as Temporary President and Majority Leader of the State Senate.

More recently, Senator Stewart-Cousins stepped up to lead the Senate majority by passing several groundbreaking initiatives, including the Climate Leadership and Community Protection Act (CLCPA) and the Restore Mother Nature Environmental Bond Act (Bond Act). The CLCPA is landmark legislation committing the State to dramatically reduce greenhouse gas emissions, increase renewable electricity production, and improve energy efficiency. The Senator ensured that the CLCPA includes measures to protect environmental justice communities that have been disproportionately impacted by climate change. The Bond Act was withheld due to the fiscal climate, but would have provided $3 billion in funding for habitat restoration and flood risk reduction, climate resiliency and mitigation, open space land conservation, and water quality improvement.

Senator Stewart-Cousins continues to make environmental justice a priority, having ensured that the CLCPA requires that environmental justice communities receive a fair share of climate-related funding. The Senator carries legislation that requires stricter review of proposed projects that can have a negative impact on environmental justice communities.

Senator Stewart-Cousins also secured an additional $1 billion in funding for the Clean Water Infrastructure Act (CWIA) and fought for a fully-funded Environmental Protection Fund in the State budget, which ensures that critical water quality improvement programs will continue. She has also led efforts to ban hydrofracking in the State, protect the public from harmful chemicals like 1,4-dioxane, PFAS, and trichloroethylene and reduce plastic pollution through the plastic bag and styrofoam bans. Senator Stewart-Cousins was also instrumental in securing passage of landmark legislation

protecting nearly 40,000 miles of streams.

Frank E. Van Lare AwardThe Frank E. Van Lare Award was created to recognize the outstanding contributions and commitment of an elected official for exceptional support of environmental projects, programs and initiatives, with the major focus on water resources, wastewater facilities and water quality preservation development. The award was named for a Monroe County resident and local elected official, Frank E. Van Lare, former Rochester City Councilman and New York State Senator, in recognition of his contribution to the development of the State Pure Waters Program.

2020 RecipientMayor Brian Schenk, Village of Naples

Brian J. Schenk currently serves the Village of Naples, NY as a fifth term Mayor. Commitment to revitalization efforts while maintaining environmental sustainability are Brian’s primary objectives as part of his goal to ensure a healthy and vibrant community for generations to come.

Recognizing that proper water and sewer infrastructure are the foundational elements for environmental and economic stewardship, Mayor Schenk has expanded and fostered partnerships with community stakeholders, the Canandaigua Lake Watershed Association, Ontario County Soil and Water and others to develop and execute water quality projects including flood plain management, water utility upgrades, and the recently completed eco-friendly Village of Naples Wastewater Treatment Facility.

When Mayor Schenk took office, private septic systems were documented as sources contributing to the pollution of the Canandaigua Lake watershed. The economic viability of the Naples community and its tourism industry was negatively impacted due to the lack of public sewer infrastructure. Small lot sizes presented significant financial and engineering challenges for homeowners and especially local businesses who experienced maintenance issues. Moreover, the Village of Naples found themselves in a position where microbreweries, distilleries, restaurants, and food

manufacturers who expressed a desire to locate their operations in the community were failing to come to fruition due to the lack of public sewer infrastructure. After three decades, 12 empty storefronts, and multiple attempts to develop a project that addressed the issue at a reasonable cost, the Village Board along with community stakeholders successfully developed, engineered, and funded a phased approach and solution to the issue.

Mayor Schenk and the Village Board of Trustees have been recognized for these efforts by the Canandaigua Lake Watershed Association – Partner in Protection Award, the New York Conference of Mayors – Local Government Achievement Award and numerous honorable mentions.

BENEFICIAL USE OF BIOSOLIDS AWARDThis award recognizes significant contributions in the development and implementation of cost-effective, environmentally safe and publicly acceptable biosolids beneficial use practices which recycle nutrients, improve soil conditions, or otherwise conserve valuable natural resources.

2020 RecipientShirin EstahbanatiAwarded for her presentation entitled “Comparing the Impact of Thermal Hydrolysis on Biogas Generation Rates in Bench Scale Meophilic Digesters”

Dr. Shirin Estahbanati holds a PhD in Civil Engineering from City College of New York (CCNY). While pursuing her PhD, she worked on several projects in collaboration with New York City Department of Environmental Protection (NYCDEP). In addition to her thesis, Dr. Estahbanati worked on energy integration in New York

City water resource recovery facilities (WRRFs) by applying thermal hydrolysis technology. Prior to her doctoral work, Shirin earned bachelor’s and master’s degrees in chemical engineering and a master’s degree in environmental engineering at Rutgers University. As a graduate student at Rutgers University, she worked on microplastic contamination in surface waters.

Throughout Dr. Estahbanati’s academic pursuits, she has demonstrated powerful research and data analysis abilities while advancing teamwork and teaching, all while maintaining academic credentials. Shirin hopes that her research contributes to addressing urgent environmental issues today and in the future.

Linn H. Enslow Memorial AwardAwarded for an outstanding paper presented at the Association’s Annual Meeting or published in a professionally recognized technical journal by a person or persons, not members of the NYWEA.

2020 RecipientRebecca Slabagh Awarded for her presentation entitled “PFAs: Growing Concerns in Industrial and Municipal Wastewaters”

Ms. Slabaugh is an Associate Vice President of Arcadis North America, where she also serves as the Drinking Water Practice Lead. She holds a bachelor’s degree in Civil Engineering from Purdue University

and a master’s degree in Environmental Engineering from Virginia Tech. She brings 14 years of experience engineering and managing water quality and treatment projects including planning, design, optimization, bench and pilot testing, and regulatory compliance. She also covers all types of treatment processes (from conventional to advanced) and water quality challenges (such as disinfection byproducts, internal corrosion, nitrification, residual loss, emerging contaminants, and algal blooms). She is a member of the AWWA Emerging Water Quality Issues Committee and is passionate about solving the world’s water challenges.

2020 RecipientNellie Brown

Nellie Brown is the Director of Workplace Health and Safety Programs for the Worker Institute at Cornell University’s School of Industrial and Labor Relations. A certified industrial hygienist, biologist and chemist, Nellie earned a master’s degree in a multidisciplinary program in natural sciences and applied science from the State University

of New York College at Buffalo. Her expertise includes occupational safety and health, indoor air quality, ergonomics, OSHA safety standards, on-site training and technical assistance services, and job hazard process failure and vulnerability analysis. Nellie is a member of the American Industrial Hygiene Association, the National Fire Protection Association, the American Society of Biological and Environmental Engineers (serving on the Technical Committee which developed ANSI/ASABE Standard S607), and the US Composting Council. She is a past president of the Buffalo Chapter of the Association for Women in Science and is a past president of

Zonta Club of Buffalo, a service organization dedicated to advancing the status of women worldwide.

Ms. Brown is a regular speaker at NYWEA conferences and is frequently part of NYWEA’s Thomas J. Lauro Member Education program trainings. She is also a frequent presenter for workplace trainings at wastewater facilities across the state. She is the recipient of a special recognition award from the Western New York Council on Occupational Safety and Health for her outstanding achievements in safety and health education. From the New York Water Environment Association, Nellie has received the Charles Agar Memorial Service Award for her conference presentation on “Understanding workplace chemical exposure” and the Milton T. Hill Award for her outstanding contributions to the education and training of wastewater utility personnel.

Nellie provides on-site training and technical assistance services in a wide range of occupational safety and health matters including workplace exposure to chemicals, biological agents, ergonomics, occupational stress, shift-work and long hours of work, crisis and violence prevention, hazard analysis techniques, and indoor air quality for employers, labor unions, and the public. Nellie was also a speaker on workplace violence for a television special filmed by the BBC, and she is the author or co-author of numerous articles and manuals.

What is most impressive about Ms. Brown is that she is constantly developing trainings and topics that address the needs of today’s workers. As an example, she recently submitted a presentation topic for the Greater Buffalo Environmental Conference titled: “SARS-CoV-2 and wastewater workplace issues”. She continues to evolve to best serve the needs of workers in our industry.

ENVIRONMENTAL SCIENCE & MANAGEMENTEmmeline Moore AwardThis award commemorates Emmeline Moore, the first woman biologist to rank as a full-time investigator with the New York State Conservation Department (now known as NYSDEC). Awarded to an Association member who has made a significant impact in the area of water quality management, environmental engineering, and/or water and sewer infrastructure development, and is also a municipal/government employee within the State of New York.

2020 RecipientOluwole A. (O.J.) McFoy

Oluwole A. (OJ) McFoy is the General Manager of the Buffalo Sewer Authority, which operates a treatment facility and regional collection system that serves over 550,000 Western New York community members. He is responsible for delivering on Buffalo’s 20-year, $400 million commitment to eliminate the effects of combined sewer overflows in Buffalo’s Great Lakes

waterways. Mr. McFoy began his career at Buffalo Sewer in 2006 as the Chief Operating Officer and has held multiple positions since, including Chief Financial Officer and Chief Engineer. Prior to joining Buffalo Sewer, his early career involved project engineering and management at a regional architectural and engineering consultant firm. He holds a B.S. degree in Civil Engineering from Clarkson University and is a licensed Professional Engineer in New York.

The BSA has thrived under OJ’s leadership. Some highlights include:

• Successfully advancing the BSA’s LTCP to include historical investments in green infrastructure, smart sewers, and critical traditional/gray infrastructure upgrades. The BSA’s LTCP has evolved to be more efficient, effective, and inclusive.

• Decreasing operational costs through energy initiatives, biosolids, and biogas management improvements and more.

• Starting the City of Buffalo’s “Rain Check” program – an important part of the green infrastructure initiatives included in

the BSA’s LTCP, but also a key public education endeavor.• Advancing the largest Environmental Impact Bond in the

country at $30 million. The funds from this investment would allow the City of Buffalo and Buffalo Sewer Authority to capitalize on the Rain Check program.

O.J.’s outstanding work has garnered BSA recognition by NYWEA with its Municipal Achievement and Public Education awards, selection for an Envision Bronze Award and an APWA award for its Willert Park improvements project, and numerous Certificates of Achievement for Excellence in Financial Reporting.

O.J. is a critical voice within NYWEA, previously serving as Vice Chair of the Utility Executive Committee and speaking at the opening sessions of NYWEA conferences on a range of topics from affordability to diversity/inclusivity. He is also a key member of the State and Western Chapter Boards. O.J. has also served as NYWEA’s representative to the Water Environment Federation House of Delegates, on the US Water Alliance’s Water Equity Taskforce, and on the Board of the National Association of Clean Water Agencies. O.J. has spoken at numerous national events, including most recently at the October 2020 “National Forum for Imagine a Day Without Water” held by the Value of Water Campaign.

Recognizing the opportunities afforded him, Mr. McFoy enjoys bringing engineering into the classroom and frequently presents to elementary, middle, and high school students. As a FIRST Lego League Jr. technical advisor for TEAM 2713, McFoy is most proud of introducing 1st and 2nd graders to anaerobic digestion during the Waste Wise challenge, receiving regional awards for the Team’s Lego facility model and presentation board.

Environmental Science AwardThis award is presented in recognition of significant contributions to the field of environmental science and water pollution control.

2020 RecipientChristopher A. Korzenko

Christopher Korzenko is a professional engineer with over 20 years of experience in the management, design, and construction of wastewater and energy projects. He is an associate with CDM Smith in their Woodbury, NY office, serving as a client service leader for state and municipal clients in New York and Connecticut. Chris has been an active member of NYWEA for 20 years, serving on the Public Education

Committee and supporting conferences as a presenter and moderator. He is also an active board member of the Long Island Chapter, where he served as the Chapter Chair from 2018 to 2019. Chris received a BS in Civil Engineering from the University at Buffalo and an MS in Energy Management from the New York Institute of Technology.

Chris is very well respected by his peers and clients. He is extremely loyal and dedicated to CDM Smith, the local chapter of NYWEA, and the wastewater field in general. A thoughtful and considerate colleague, Chris is never a bystander. He is an active participant in the professional and local communities where he has coached youth sports and led Boy Scout troops on a variety of adventures through the years. He makes positive contributions to all endeavors, maintaining a positive attitude and using humor to motivate others to do the same.

Sustainability AwardThis award honors an organization that has instituted policies and practices recognizing the need for long term preservation of assets, human capital, and natural resources while satisfying present day needs, societal goals and its environmental mandate. Awarded to organizations that demonstrate success in developing a culture that encourages and rewards sustainable ‘triple bottom-line’ decision making at all levels and departments of the organization.

2020 RecipientTown of Niskayuna

The Town of Niskayuna, with a population of ~22,000, owns a 1960s-era Wastewater Treatment Plant (WWTP) which was subject to a NYSDEC Consent due to excess flows. Based on the WWTP’s advanced age,

major elements of the facility were showing signs of deterioration and nearing or beyond the end of their service lives. Following a NYSERDA FlexTech Study, the Town entered into a Design Build Contract under Article 9 of the Energy Conservation Law to facilitate the design of improvements at the plant.

Utilizing Design Build allowed the Town to proceed at an aggressive pace to meet three goals: Consent Order deadlines, removal of the building moratorium, and becoming the second energy neutral WWTP in New York State. The project was executed in three construction contracts:

• Contract 1: Consent Order Improvements. Included a new 300,000 wet weather equalization tank and pump station; primary clarifier baffling; two new secondary clarifiers; a UV disinfection system; and a back-up generator.

• Contracts 2 and 3: Energy Efficiency and Resource Recovery Improvements. Included upgrades to the aeration system including new diffusers, blowers and a DO control system; new headworks screening unit and vortex grit removal system; new gravity thickener for Primary and WAS; high strength organics receiving station; a gravity belt thickener for recuperative thickening of the anaerobic digester; a new belt filter press; and anaerobic digester improvements including new mixers, covers, feed tank, digestate storage tank, gas cleaning system, boiler, heat exchangers, and biogas engine.

Contract 1 was designed, built, and fully functional within 18 months and allowed the Town to complete the construction 6 months before the Consent Order Deadline and thus lift the moratorium. Contracts 2 and 3 were completed in June 2019, and once the acceptance of

high strength organics at the facility has been optimized the Town will eliminate their annual electric and natural gas cost to operate the plant and will generate an income stream by the acceptance of organic waste.

WASTEWATER FACILITY OPERATIONSUhl T. Mann AwardThis award is given annually by the Association for excellence in treatment plant operations and maintenance.

2020 RecipientNitin Patel – Operations (>50 MGD)

Nitin Patel attended Maharaja Sayajirao University of Baroda in India and obtained a Diploma in Petrochemical Technology. He worked in India for over 10 years before immigrating to the U.S. In 1990, he started as a Sewage Treatment Worker at Tallman Island Water Resource Recovery Facility (WRRF). In 1999, after a second promotion to Stationary Engineer Electrical, he transferred to the Bowery Bay WRRF. Subsequently,

in 2008 he was promoted to Senior Stationary Engineer Electric and stayed at Bowery as a Deputy Plant Superintendent. Two years later in 2010, he returned to Tallman Island as the Deputy Chief, and in 2011 Mr. Patel was promoted to Plant Superintendent at the Oakwood Beach WRRF in Staten Island. After a few more stops, he reached his current position as the Chief of the Red Hook WRRF located in Brooklyn. Nitin is certified as a Grade 4A Wastewater Treatment Plant Operator by New York State Department of Environmental Conservation. During the 9 years that Mr. Patel has served as plant chief, his plants received 9 AMSA awards for excellence: four Silvers and five Golds.

On August 27, 2011, Hurricane Irene struck New York. Mr. Patel was the Plant Chief at the Oakwood Beach WRRF, which is designed for 39.9 MGD dry weather flow but pumped more than 100MGD for over 24 hours. Thanks in part to Mr. Patel’s expert process control leadership, reported effluent TSS and cBOD removal in the next sampling cycle was at 98% and 96%, respectively.

A year later on October 29, 2012, Super Storm Sandy struck New York City, flooding streets, tunnels, and subway lines and cutting power in and around the city. Rockaway plant was totally inundated, and lost all equipment including the Main Sewage Pumping. Under Mr. Patel’s leadership, three and half days later on November 2, Mr. Patel and his staff resumed Main Sewage Pumping at 7am and started the primary treatment and disinfection thereafter. Plant secondary treatment resumed in less than 3 weeks.

Under the supervision of Mr. Patel, the plant is maintained in a state of good repair, the plant process is optimized, and work is performed safely. He believes in team work, providing employees with a great work environment; he encourages staff participation in plant operations and maintenance and raises the safety awareness and positivity of his employees. Under Mr. Patel’s supervision, the Red Hook WRRF has an outstanding record for safety and housekeeping, and the plant personnel take pride in their work and their plant.

Milton T. Hill AwardThis is awarded for outstanding contributions to the cause of improving the status of water pollution control personnel and enhancing the status of operators through training and education.

2020 RecipientRichard R. Roll

Richard R. Roll received his B.S.C.E. from Rose-Hulman Institute of Technology in 1981. He received his M.S.C.E. from the State University of New York at Buffalo in 1983. After working for two consulting engineering firms in Chicago and Buffalo, he began work with the City of Niagara Falls, New York Department of Wastewater Facilities in 1987. He finished 30 years later with the successor Niagara Falls Water Board, spending his last

13 years as its Director of Technical and Regulatory Services. Rick is a licensed professional engineer (New York) and is certified in water supply and wastewater engineering by the American Academy of Environmental Engineers and Scientists. He has worked out of the Buffalo, New York office of GHD since May 2017. Rick has contributed to water and wastewater projects locally and internationally.

Throughout his career, Rick Roll has contributed to the education and training of wastewater utility personnel, including operators, engineers, maintenance, and laboratory staff. A view of Rick’s curriculum vitae reveals over 30 papers presented and published in conference proceedings, 20 presentations at various conferences that did not require published papers, and over 15 articles or academic reports in various publications throughout the United States. While recognized for his vast knowledge on various wastewater industry matters, it is Rick’s ability to convey this information that is often cited by his peers as being exceptional. At any training or presentation that Rick leads, his level of preparation and attention to detail are evident. He takes his role as instructor seriously and goes to great lengths to develop his course materials in a thoughtful and coherent manner. Additionally, from December 2018 to the present, Rick and another utility professional have co-authored a recurring feature in WEF’s WE&T magazine titled “From the Trenches,” which focuses on wastewater utility personnel safety and professionalism.

Collection System Operator Award This is award given to an individual in recognition of their outstanding contributions to the evaluation, rehabilitation, design or construction of collection facilities.

2020 RecipientWilliam LeClairWilliam (Bill) LeClair grew up in Astoria, Queens and knew early on that he wanted a career in the trades and was interested in making the environment better. He spent a couple of years attending Queensborough College before beginning his career in NYCDEP as a sewage treatment worker in 1998 For his first job he was assigned to the Wards Island Collections (WIC) crew not far from his home. There he worked on a regulator crew that maintained the City’s combined sewer regulators. In 2004 he was promoted to Senior Sewage Treatment Worker at WIC and a few years later (2008), he became a Stationary Engineer Electric (SEE). As an SEE he managed the field crews that maintained regulators and pumping stations in the Bronx, Manhattan, and Queens. In 2009 he was transferred to the Tallman

Island Collections (TIC) in Queens, and in 2012 he was promoted to Senior Stationary Engineer Electric C+ as the Deputy Chief of Collection Facilities North. As the Deputy Chief, he manages all of the TIC crews that maintain regulators, intercepting sewers, pumping stations, and CSO facilities. Bill has also competed on an Operations Challenge Team that took second place in NYC.

Bill has dutifully managed hundreds of sewer regulators, 50+ miles of intercepting sewers, half of the City’s 96 sewer pumping stations, and two large CSO storage facilities. As a Stationary Engineer Electric and Senior Stationary Engineer Electric he responded to countless emergencies during off-hours to prevent or minimize sewage bypasses that can occur during blockages, coastal storms, power outages, force main breaks, and equipment failures. He has also managed many in-sourcing improvement projects at pump stations (PS). A few examples are the addition of a third main sewage pump at 154th Street PS, new level controls at New York Times PS and Woodhaven Blvd PS, and backup portable pump installations at several PS. His crew became experts in the installation and maintenance of portable pumps used as backups and to perform pump-arounds during emergencies. Bill reorganized the cramped crew-quarters at Tallman Island Collections and set-up sheltered storage for spare pumps and parts. In 2012, after Superstorm Sandy, Bill worked 14 days straight dealing with emergency operations and recovery while his own house had no power. Bill also is an excellent supervisor of staff, always working to develop effective teams and giving credit to his co-workers for all of their great work. If you ask Bill about what he does, he’ll say “I’m boring, I work.” NYCDEP is lucky to have a dedicated worker like Bill LeClair.

Dr. Saukin has held the positions of Executive Secretary of NYWEA for nine years and Chair of the Student Committee for more than 25 years. He has been the recipient of the Arthur Sidney Bedell Award and the Metropolitan Chapter’s Award of Merit. Dr. Saukin is married and has three grown children. As evidenced by this award, Dr. Saukin continues to increase student involvement in NYWEA.

Carrie M. Tuttle is a licensed NYS Professional Engineer and Certified Safety Professional with a Bachelor of Science in Civil and Environmental Engineering and a PhD and MS in Environmental Science and Engineering from Clarkson University. Dr. Tuttle also has a Master of Business Administration from St. Bonaventure. She

has over twenty-five years of engineering, project management, and supervisory experience working in facility management, construction, manufacturing, and government arenas. Dr. Tuttle has expertise in environmental engineering, project management, federal and state environmental/safety regulations and grant writing. Since September 2002, Dr. Tuttle has been employed with the Development Authority of the North Country.

Over the last 18 years Carrie has worked with over 100 municipalities in six counties on hundreds of projects. Her enthusiasm in helping elected officials understand their responsibility for their largest capital investment is evident. The titles of her presentations give a sense of her continuous commitment to public outreach. Presentations she has given include titles such as: Trends in Local Government (NYCOM); Economic Development in the North Country: Keys to Success; Using GIS to Improve Your Water/Wastewater System Operation & Maintenance; Planning for Municipal Infrastructure Projects; and Working with Engineering Firms on Capital Projects and SettiCarrng Water & Sewer Rates.

Western New York Stormwater Coalition (WNYSC) was formed by a number of communities in Erie and Niagara counties that joined together in 2002. It is a forum for these regulated communities to share

resources and work in partnership toward compliance with USEPA Phase II Stormwater requirements. The Coalition has developed a stormwater management program to protect local waterways and enhance quality of life. The overall goal of the Coalition is to utilize regional collaboration to identify existing resources and develop programs to reduce the negative impacts of stormwater pollution.

From the inception of the Coalition, collaboration among member communities in public education was seen as an ideal fit to share burdens and minimize duplication of effort. The Coalition sees active learning opportunities as having the best return to increase awareness of one’s potential impact on local water quality in a meaningful way, and ultimately change behavior.

ROBERT D. HENNIGAN WATER HERO AWARDAwarded to any Association Member who has made a consistent, sustained and meaningful contribution to improving water quality through their everyday responsibilities, actions and efforts. This award commemorates Robert D. Hennigan, who embodied these qualities and played a significant role in developing public policy in water quality management. His work became the basis for the state’s Pure Water’s Program and later for the 1972 federal Clean Water Act. During his career he initiated many NYWEA programs that are still used today, including the Scholarship Program.

Ann Kupferschmid completely embraced the Association’s mission and her involvement and passion were deep, strong, and admired. She received her BS in Environmental Chemistry from SUNY Empire State College and worked for Monroe County in the Industrial Waste Division

where she managed the household hazardous waste facility. She began employment there as an assistant pollution control laboratory technician in 1985 and continued to work for the county for 22 years. While working in the lab at Monroe County, she got involved with the Genesee Valley Chapter. Serving in several leadership roles on the Chapter Board.

Ann was the first woman to participate in the Genesee Valley Chapter’s Operations Challenge team, and participated in the Operations Challenge for over 10 year with five trips to WEFTEC. In 1995 her team won first place in the Collection Systems Event and second place in Process Control. For several years after she retired, Ann served as the coordinator and judge for the Operations Challenge laboratory event. She served as vice chair of the Genesee Valley Chapter (GVC) Board of Directors for over 10 years, Treasurer for eight years, and chapter representative for three years. Leadership came easy to Ann; she also served as vice chair of the GVC Industrial Issues Committee. She understood that it was important to get the women in the organization together and was a founding member of the GVC’s Women of Water (WOW) group. Under Ann’s leadership, WOW served as a networking group for women in the environmental field in the greater Rochester area. She received several awards from NYWEA including the Board Service Award, the WEF Laboratory Analyst Excellence Award and the Arthur Sidney Bedell Award. Ann was a proud member of the Select Society of Sanitary Sludge Shovelers.

Those who knew Ann understood how truly unique she was, comfortable operating a forklift while being an accomplished knitter. When she retired, she called to offer volunteer assistance in the Executive Office that ultimately resulted in her becoming the Secretary to the Board, taking minutes and also helping out at the registration desk at the Annual and Spring Meetings. As a result of her can do attitude, and time in the office, Ann volunteered to drive the NYWEA Annual Meeting “office” down to NYC in a rental van, often in winter weather and packed to the gills. She shared many interesting experiences with Sandy Lizlovs and NYWEA staff on these drives.

Ann’s friendships formed through the Association were special connections. As with many of our relationships with each other, we enjoyed hearing about her children and grandchildren and their

progress through life. Ann left her mark on the Association, and in the hearts of all of those who knew her. We are grateful for her dedication and exemplary leadership.

Thomas J. Lauro was a graduate of Manhattan College, receiving a Bachelor of Science in Engineering and a Master of Environmental Engineering. He served in the New York Army National Guard from 1972 to 1978. After working as a consultant, Tom joined Westchester County’s Department of Environmental Facilities in 1980 and served as Commissioner from 2007 to 2017 before retiring. Tom was a certified 4A wastewater treatment plant operator. He was an avid NY

Mets and NY Jets fan, loved golf and served as a volunteer for the St. Vincent de Paul Society at Transfiguration Parish in Tarrytown. He raised awareness and funds for NYWEA, he was a supporter of Concern Worldwide (concernusa.org), a humanitarian non-profit organization that works with the poorest people on the globe to transform their lives and recover from disaster.

Tom’s dedication to NYWEA was tremendous. A humble and inspiring water steward. He was a member for over 40 years and served as President of NYWEA in 2007. He also held several leadership positions in the Lower Hudson Chapter. Not only was he an ex-officio member of NYWEA’s Finance Committee, he was instrumental in working with his fellow alumni from Manhattan College to make sure an article was featured in this issue on the new lab. Tom was also a routine participant in the Utility Executives and Government Affairs Committee meetings. He worked with elected officials and the environmental advocacy community representing the interest of our utilities across the state. Tom’s passion for communicating NYWEA’s clean water mission was evident when he attended the WEF Washington, DC Fly-ins. Tom received numerous awards from NYWEA, including being inducted into the Select Society of Sanitary Sludge Shovelers and the Golden Manhole Society. His dedication to NYWEA’s mission ran deep, as he was also in the process of reviewing the 2020 scholarship finalists. For those who have worked with Tom over the years, know what a beautiful soul he was. Generous and

Dianne Philipps retired in December of 2019 after 30 years with the Rockland County Sewer District No. 1. She began with the District in 1989 as an Engineer III and became the Executive Director in 2004. Previous experience includes construction management, WWTP operations, and work in the environmental engineering consulting field. Professional affiliations include NYWEA/WEF, and the NYS Society of Professional

Engineers. She served as treasurer and chair of the Lower Hudson Chapter of NYWEA and was a member of the Utility Executives Committee. Dianne obtained her undergraduate degree in Civil Engineering from Cleveland State University and a Master’s in Public Administration from Marist College.

Dianne has a long history of service in the environmental engineering field. As part of her duties as an engineer with the Rockland County Sewer District, she was responsible for designing upgrades to a number of pumping stations. She also helped bring digital drafting to the Sewer District. During her time with Rockland County, she was responsible for ensuring safe, reliable operation of the Sewer Distict’s two WWTPs in Orangeburg and Hillburn, NY; the network of interceptors; and some local collection systems.

She was instrumental in the expansion of the Sewer District to provide service to the Villages of Sloatsburg and Hillburn at the new advanced wastewater treatment plant as well as the expansion of the Western Ramapo sewer system. She was responsible for having a number of other capital projects completed such as upgrading the Sewer District’s largest pump station, starting a CHP project, and having generators upgraded at over 20 pump stations.

Stephen Sanders is the director and head trainer of the Environmental Training Center at SUNY Morrisville College. The center provides precertification training for water and wastewater operators, and for New York State Department of Environmental Conservation regulators. He has been training operators for the last 9 years and has grown the program to the largest of its kind in New York State. Stephen is a dedicated

water professional, certified as a licensed water and wastewater operator with 20 years of experience in the industry.

Steve is a champion in professionalizing and giving recognition to operators, as he supports and assists with the NYWEA Operations challenge process control event. He serves on the Water Environment Federation’s Diversity, Equity and Inclusion (DE&I) Subcommittee, WEFTEC Advisory Committee, and as chair of NYWEA’s DE&I Task Force. In 2020 he inspired the organization to publish a statement on diversity, equity, and inclusion that has become a model for other WEF Member Associations. Steve currently serves as a member for a number of nonprofit organizations including NYWEA’s DE&I Committee, New York State Operator Governance Council, and Rouge Water Lab Advisory Board. Steve serves as a member of the NYWEA Central Chapter Board of Directors and is chair of the NY Section American Water Works Association Operator Committee.

William E. Schutt (Bill) is President and CEO of Wm Schutt & Associates Engineering and Land Surveying, PC (WSA) located in Lancaster, NY, providing engineering, land surveying, planning &

construction administration to private, professional, and municipal clients throughout the Buffalo area. Bill is a Civil Engineering graduate of SUNY Buffalo and a NYS Licensed Professional Engineer.

He has been a member of NYWEA’s Western Chapter since 1992. He was first elected to the Western Chapter Board of Directors in 1995, and since that time has served on numerous committees. In 2009, Bill was elected as Secretary-Treasurer of the Western Chapter and has served in that capacity ever since. Bill is a silver 5S shovel recipient and one of the longest tenured members of the WNYWEA board. His institutional knowledge has been instrumental in maintaining steady improvements at the chapter level with turnover of other board members throughout the years. Bill also is a leader with the Stockman/Pryce Scholarship program, a program supported by WNYWEA to provide financial assistance to children of local construction industry professionals. This program has assisted dozens of students throughout the years with thousands of dollars provided to assist students in their studies.

2020 RecipientMike Mele

After 45 years, Mike Mele has recently retired from serving in the water and wastewater treatment market. For the past 26 years of his career, Mike has performed the duties of Vice President of Operations for J. Andrew Lange, Inc., a Syracuse based manufacturer’s representative of Water and Wastewater treatment products. Prior to his retirement, Mike sold major equipment and

storage tanks for the water, wastewater and industrial markets in Upstate NY. However, in the course of his career, Mike had worked on all facets – sampling, testing, recommendations, and implementation and operations of treatment programs for both municipal and industrial systems. He has been an active member of the Rural Water Association, American Water Works Association,

Mike is a dedicated member of his church community and is a member of the church choir with his beautiful tenor voice. He loves camping with his RV on his time off. Mike will always make you smile when he answers your question of “How are you doing?” with a “Great, but I’m getting better!” response. In all of his various roles with NYWEA and other professional organizations, Mike is well known for his knowledge, honesty, and fairness.

Jane Ork Government Affairs AwardNamed after long time active member Jane Ork, Vice Chair of the NYWEA Government Affairs Committee who died suddenly in June 2007 while still a Co-Chair of this Committee. Ms. Ork was an employee of the Buffalo Sewer Authority and was very active in Government Affairs work at both the chapter and the State Association Level. Jane was also a member of the Western Chapter Board of Directors.

Young Professionals Service AwardThis award acknowledges the involvement of a young professional in the Association. Awarded to an Association member 35 years of age or younger who has shown leadership and involvement in Association activities.

Mary Herington is a graduate of SUNY Buffalo with a B.S. in civil engineering. She recently became a licensed engineer in the State of New York. She currently works as a project manager for Monroe County’s Department of Environmental Services and was a consulting engineer for five years before transitioning to the public sector. Mary has been an active member in the Genesee Valley Chapter since 2014 and is now the Vice

Chairman of the chapter; she is also active with the Communications, Young Professional, Scholarship, and Program Committees.

Upon joining NYWEA’s Genesee Valley Chapter, she immediate joined the Young Professionals Committee, and became the Chair of the Young Professionals Committee as well as the Vice-Chair of the Chapter in 2018. Since joining the chapter, Mary has been instrumental in programming quarterly chapter meetings and the yearly steak roast meeting, upgrading the chapter website, and improving chapter email notifications. Mary has also been afforded the opportunity to educate Monroe County elementary school children on the basics of wastewater and how they can help keep our waters clean. Prior to becoming the YP chair, the YP committee consisted of two members and only one event was held per year. Under Mary’s leadership, 4 more members have been recruited to the YP committee, and the committee has held 3 to 4 YP events a year, which have helped fund the annual chapter scholarship program. Her hard work and dedication has not only encouraged other young professionals to become involved with the chapter, but allows the chapter to plan succession as other members leave the board.

Alex Bullers is a Project Manager in the City of Buffalo Department of Public Works. Mr. Bullers has been an active member of NYWEA for nearly 10 years. He first became engaged through attending various Young Professional (YP) networking and social events in the Metropolitan Chapter, where he learned the immense value the organization provides to its members. While in the

Metropolitan Chapter, Mr. Bullers held various roles on the YP Committee, culminating in his role as the YP Chair and a non-voting Metropolitan Chapter Board Member from 2014 to 2015.

After completing his volunteer service with the Metropolitan Chapter, Mr. Bullers applied for a YP Leadership opportunity posted

George Desmarais worked with H2M architects + engineers in Melville, New York starting in 1980 and was a Senior Vice President for wastewater projects on Long Island and the Lower Hudson Valley Region prior to his retirement in December 2020.

George is a registered professional engineer in New York, New Jersey, Massachusetts,

and Pennsylvania. He has been a NYWEA member since 1980 and is based in the Long Island Chapter. Since 1984, Mr. Desmarais has held numerous positions in the Chapter including Membership Committee member, Board of Directors, Secretary, Treasurer, Chapter Chair, and Board Representative; he was also on the State Membership Committee. George has been awarded the Long Island Chapter’s Achievement Award (1995), Distinguished Service Award (2007), and Lifetime Achievement Award (2020). He has also been awarded NYWEA’s Environmental Engineer Award (2016) and the NYWEA Service Award (2019), and was inducted into the SSSSS with a silver shovel.

George lives in St. James, New York with his wife Bonnie. They have two children (Drew and Kristen) and three grandsons.

Robert (Bob) Adamski is being recognized for his service as the outgoing Chair of the Humanitarian Assistance Committee.

Lisa J. Derrigan is a senior project engineer with GHD in Buffalo, New York. Lisa holds a BS and MS in Civil Engineering from the State University of New York at Buffalo and is a licensed Professional Engineer in New York State. Lisa has more than 27 years of experience in wastewater facilities planning and treatment process evaluations. Lisa has been actively involved in NYWEA on the local and

state level since becoming a member in 1991. She was an inaugural member of the Western Chapter Young Professionals (YP) Committee, starting the local committee from scratch and developing long-term, sustainable practices. She was also active in establishing the Young Professionals Committee at the state level. Lisa has been an Awards Committee member from 1998 to present, serving as Committee Co-Chair from 2008 to 2011. She has been a Program Committee member since 2006 and is stepping down as Program Committee Chair. Lisa is a proud member of the NYWEA Golden Manhole Society and Select Society of Sanitary Sludge Shovelers. She has received the YP Service, John Chester Brigham, Arthur Sidney Bedell, and Committee Service Awards. She currently lives in Tonawanda, NY with her husband Jim and two children.

Ely Greenberg is an engineer and entrepreneur. He currently manages Greenbacker Labs, where he leads, sources, structures, and monitors sustainable infrastructure investments. Previously, Ely founded and built two water startups and was a consulting engineer with Hazen and Sawyer. He spent several years working on

projects at Newtown Creek and the Manhattan Pump Station. Before working on engineering projects in New York, Ely served as a Peace Corps volunteer in Honduras designing and building gravity-fed water systems. He has an MS and BS in Chemical Engineering. He is passionate about water, the environment, solving problems, and helping others.

Melissa Motyl is a project manager with Jacobs Engineering in Morristown, NJ and a Licensed Professional Engineer in NY and NJ as well as an Envision Sustainability Professional. Melissa holds a BS in Environmental Engineering from New Jersey Institute of Technology and a BS in Environmental Science from Cook College, Rutgers University. She has over 13 years of experience in wastewater facility planning, design, and construction. Prior to working

in the engineering field, Melissa spent 8 years working in environmental laboratory services.

Wastewater Operator Certification Governance CouncilThis award is presented for service as a member of the NYWEA Operator Certification Governance Council.

Outstanding Student Service AwardThis award recognizes the involvement of a Student Member who promotes the New York Water Environment Association on the high school level, student chapter level, professional chapter level, Association or Federation level.

2020 RecipientEmily Ellithorpe

Emily Ellithorpe is a junior at SUNY ESF pursuing a B.S. in Environmental Resources Engineering with a minor in water resources. She has been a NYWEA member since her freshman year but became more involved during her sophomore year when she assisted with researching and writing the ESF student design competition team’s report for WEFTEC 2019. She attended the

2020 Annual Conference in NYC for the first time where she co-presented a poster based on ESF’s 2019 WEFTEC SDC project, which won 1st place in the student chapter competition. Inspired by these experiences, Emily became the student lead for a local stormwater management project on Nine Mile Creek. She now has the role of vice president of ESF’s NYWEA student chapter. In this role, she has assisted in planning virtual student activities such as the Women in Science and Engineering panel (WiSE) for which she was able to engage panelists from a wide geographic area (Washington DC, Portland OR) to participate. SUNY ESF’s current student chapter president, Briana Fitzgerald, has cited Emily as “a point of sanity” for her in planning and executing student chapter events as well as producing and editing the student chapter newsletter. Emily is eager to continue exploring new ways to network and learn in a virtual setting while also incorporating hands-on activities when possible.

NYWEA HALL OF FAME2020 InducteesGeorge DesmaraisRoy Zimmerman

George Desmarais worked with H2M architects + engineers in Melville, New York starting in 1980 and was a Senior Vice President for wastewater projects on Long Island and the Lower Hudson Valley Region prior to his retirement in December 2020.George is a registered professional engineer in New York, New Jersey, Massachusetts, and Pennsylvania. He has been a NYWEA

member since 1980 and is based in the Long Island Chapter. Since 1984, Mr. Desmarais has held numerous positions in the Chapter including Membership Committee member, Board of Directors, Secretary, Treasurer, Chapter Chair, and Board Representative; he was also on the State Membership Committee. George has been awarded the Long Island Chapter’s Achievement Award (1995), Distinguished Service Award (2007) and Lifetime Achievement Award (2020). He has also been awarded NYWEA’s Environmental Engineer Award (2016) and the NYWEA Service Award (2019), and was inducted into the SSSSS with a silver shovel.

George lives in St. James, New York with his wife Bonnie. They have two children (Drew and Kristen) and three grandsons.

Roy Zimmerman attended Suffolk Community College, receiving an AAS in Mechanical Technology. He is a Professional Grade 4 Collection System Operator and holds a Grade 4A Wastewater Operators Certification. Roy has been a member of the Water Environment Federation and NYWEA for 45 years. He is a member of the Select Society of Sanitary Sludge Shovelers, The

Gold Manhole Society, The Quarter Century Operators Club, and is a life member of The Water Environment Federation and The American

Water Works Association.

Roy started in the wastewater field in 1971, working in the private sector. He began his career in construction of small collection systems and pump stations, moving to sewer line and pump station maintenance and eventually into plant operations. He began working for Suffolk County DPW in 1977, moving to the Bergen Point facility in 1981. He moved up through the organization from STP Operator, Senior Operator, Maintenance Crew Chief, Asst. Director of Maintenance and Director of Maintenance. In 2003 Roy got involved in operations challenge and became a founding member and 7 year team captain of the Long Island Chapter’s Brown Tide. During this time he guided the team to 6 consecutive New York State Championships, a first place finish at the NJWEA Regional competition in 2007 and a second place finish at the WEF Nationals held in San Diego in 2007. In 2009 Roy stepped down from competing but stayed with the team as coach for another year, then went to judging the competition. He has judged operations challenge events at the state, regional, and national levels for many years and continues to work with challenge teams as they train and prepare for operations challenge events.
