1. INTRODuCTION

This annual report presents some of the activities carried out by the Agency for Vocational Education and Training and Adult Education (AVETAE) during 2015. The objectives of this institution for the coming year 2016 are very ambitious and comprehensive. This is also due to the fact that the pilot phase of this institution is coming to an end.

Erasmus of Rotterdam has said that “the main hope of a nation lies in a proper education of its youth.” Therefore, Vocational Education is the basis of economic progress and social reform. It is evident that VET is much more expensive and it is difficult to afford its cost of it, compared to the general education. This is due to the fact that VET education costs for one student nearly four times more than for the general education, and that, investments in laboratory equipment, and professional practice classrooms are enormous.

But knowledge is of no value unless it this knowledge is applied into practice. And increase in real knowledge is increase in human power, because VET supplies the labor market with all mid-level professionals, who are actually the engine of any economy as far as human resources is concerned.

Vocational education and development of skills are not unknown concepts for Kosovo any longer. In fact, they are the real and necessary alternatives, which provide hope for the improvement of employment prospects, especially for young people. But to achieve this, joint efforts of different institutions and many stakeholders are needed.

Thus, the investment in Vocational Education is the investment in the domestic economy. And in order to achieve this, we need to create professionals according to European standards, so that we have available professionals not only for the local market, but also for the Eu market.

Based on the proposal of the Ministry of Education, Science and Technology (MEST), and based on the Law no. 04/l-138 on Vocational Education and Training, Article 13, the Government of the Republic of Kosovo established the Agency for Vocational Education and Training and Adult Education (AVETAE), which is responsible for administering and managing Vocational Education and Training and Adult Education Institutions (VETAEI);

2.1. organizational structure

Based on the Cooperation Agreements with Municipal Mayors, during the pilot phase 2014/16, the AVETAE has under its management four Centers of Competence and two vocational schools:

2.3.1. Vocational Education in the function of economic development

Economic development of a country depends on the skills the people living in that country have. Therefore, the world has turned its attention, to a large extent, towards vocational education and training, an important segment to prepare people with specific skills in different professions for the labor market. Kosovo, respectively, the Ministry of Education, Science and Technology has also put as a priority in its educational policies the development of vocational education and training. In this regard, linking this segment of education with the labor market is a necessity, because only in this way, we will be able to follow best practices and meet the required European standards. Kosovo’s economic future depends largely on the vocational education and training we provide to students nowadays. With proper and quality education, we will not only ensure a better economic future for our country, but being the country with the youngest population in Europe, we would be able to provide competent people to European market. MEST has already concluded numerous agreements with local and international institutions and organizations, which jointly with the partners that have supported vocational education for years, will provide fresh energy to this education segment. Among the steps which are being taken by the MEST in terms of improving the sector of Vocational Education and Training, last year, the Agency for Vocational Education

and Training and Adult Education (AVETAE) was established, an institution which has a difficult task to bring closer vocational education to the level of developed countries. In this regard, the road to success is becoming visible!

The main objectives of AVETAE are:

To develop competence based qualifications and learning outcomes always linked education and labor market needs;

To develop a system of vocational education and training which will ensure life long learning and mobility;

To define the role of teachers oriented towards learning outcomes; To establish a system of quality assurance.

2.3.1. AVETAE – favorable effects to VET reform

In the background of the notion the Agency for Vocational Education and Training and Adult Education lies the aspiration that the content of the vocational curriculum-programs, standards of the profession and vocational qualifications, as well as the mission, is to coordinate and organize the goals and objectives to create favors which would enable young people to enter in the labor market and make success in their chosen career or advancement towards their further education. The content of the activities and actions and the functioning of this new institution of the Republic of Kosovo guarantees and ensures professional consistency in the implementation of vocational programs throughout Kosovo, and represents a standard enabling young individuals to become active participants in the labor market.The increasingly diversified job demands of the market should result in providing well educated workforce and capable to work. Therefore, this institution aims to respond to global economic pressures. Thus, the objective of this institution is to face the effects of these global changes as a challenge of the new century for us in the field of VET!Our role in vocational education and training is to assist in ensuring that the skills and knowledge that young people acquire in vocational schools are in compliance with the needs of the economy and labor market changes and achieve the skills and knowledge at the right time. Development of AVETAE’s profile is directed towards transforming this institution into the “VET brain”. AVETAE’s profile is under construction and taking shape in an attempt to identify systematically the possible

changes in the VET sub-sector and possible need for new skills. AVETAE’s profile also examines the labor supply and, in particular, verifies whether the current offer of vocational education programs is in line with the needs of employers, as well as, to assist in vocational education policies based on verifiable facts. The one year work has brought into focus the necessity of further strengthening and functioning of this important institution which has been missing in the entire sector of VET in Kosovo. Our vision for the coming year is to conduct a comparative study with the countries in the region, and which will precede the drafting of the Law on this institution, in order to define as clearly as possible the role of the VET Division, the role of the National Qualification Authority and the role of the Agency for VETAE, regarding the curriculum, standards of professions, the development of professional standards, drafting qualifications, labor market research, to analyze and record the results of learning and to develop an adequate curriculum. Very often, our activity has highlighted the temptation to start immediately with a deep and substantive reform of the VET sub-sector, and in reality it is time for coordination and empowerment. Some actors in this sub-sector are probably convinced that until the establishment of this institution, there were ambiguities (paqartesi) regarding some competences, however, there were some areas which were not covered by state authorities.

Therefore, the objective of AVETAE is to be at the center of Kosovo’s economic prospects. Thus, a good analytical basis, creation of strategic and professional documents which are provided through the activities of the Agency represents an essential component of our work. For VET providers, the Agency ensures that the basic components and the main task of the AVETAE staff, jointly with the Steering Council, sectoral councils, and schools, will be in accordance with Article 13 of the Law on Vocational Education and all policies and documents and and acts which will come from MEST. The Agency is expected to be the promoter of the overall reform of VET, and with the strong support from MEST, the beneficiaries of its work and products will be not only its users, but our society as a whole.

The role of this institution during 2015 was focused on the development of qualification standards based on the KCF relevant levels and descriptors, as well to ensure quality of VET provision through the following segments:

Support of the providers to build the capacities of management staff and teachers, in developing support material, in the aspects of assessment process, etc.

Develops research activities in internet and other sources regarding the professions and developments of the labor market in general;

Drafts and reviews standards of professions; Drafts and reviews programs at the central level (for long term qualifications and short term

courses); Designs teaching and learning materials and orientation programs of textbooks for vocational

education and adult education; Drafts national programs for qualification of teachers/instructors; Administers procedures for continuous qualification of teachers of professional subjects and

instructors of professional practice in the VET system; Supports VET providers in different aspects of students’ assessment; Prepares methogological guidelines in support to drafting and reviewing development

documents linked to the professional qualifications.

3.1 other activities of AVETAE

AVETAE has drafted a plan for the development of the qualifications system, including financial and budgetary mechanisms, in cooperation with relevant departments and ministries. This department will have a role in managing the offer of professional qualifications linked to the coordination and rationalization of providers and offers, the management system at the level of

the provider, resource planning (human and financial resources, facilities and equipment, etc.), the financing mechanism, etc. This institution should also enable the creation of mechanisms to support the LFS system, such as developing capacities to produce and use data from the VET system, support to individual beneficiaries in VET (service guidance and career counseling, marketing, etc.).

The main functions include:

• Regulation and management of providers and modalities of qualifications provided in the system – short courses, post-secondary, vocatiuonal education, etc.),

• Planning of VET resources (human resources, infrastructure, financial means, etc.), • Development of regulations for operation of providers, as well as support for the development

of the capacities of VET providers in order to achieve their objectives (recruitment, professional development),

• Supervision and monitoring of VET providers, • Relations with businesses,• Services for VET beneficiaries – individuals (guidance and councelling, groups in need),• Information and VET statistics,• Communication, promotion and coordination of projects in VET field.

3.2. The main goals of AVETAE

After the pilot phase, the objectives of the Agency are the development of VET in line with European standards, development of staff in 4 CoC (Skenderaj, Malisheva, Ferizaj and Prizren) and in two upper secondary vocational schools in the Republic of Kosovo (“Shtjefën Gjeqovi” in Prishtina and “11 March” in Prizren) with proper skills to become competitive not only in domestic market but also in international market. 1. To continue with the improvement and building up management processes for the staff,

finances and school buildings of partner schools in line with the legal basis, development of a sustainable mechanism for the functioning of VET system in the near future;

4.1. Career guidance for students of secondary schools

The Agency for Vocational Education and Training and Adult Education (AVETAE), in cooperation with the Swiss organization “Basic Check” organized the conference “Career guidance test – a brighter future for professional competence in Kosovo”.

The conference was also attended by the Minister of Education, Science and Technology, Mr. Arsim Bajrami, who emphasized that education is a national priority of the Republic of Kosovo. Among other things, Minister Bajrami, stated that vocational education is a major achievement of the educational system, which will help in three segments: in the creation of a good domestic and regional labor market, in ensuring the development of skilled staff and and the impetus to economic development and stabilization of higher education.

On the other hand, the General Director of the Agency for Vocational Education and Training and Adult Education, Mr. Ragip Gjoshi emphasized that the career guidance test “Basic Check” is a neutral test to assess the skills of students. he said that this test is a necessary investment in vocational education for many reasons, which will contribute to increasing the quality of education. And the practices that have been gained from Switzerland, according to him, will help the education system in Kosovo in order to guide young people in career. According to Gjoshi, this test lasts 2 and a half hours, and consists of logical tasks in the field of language, logical tasks from other curriculum areas, mathematics, English language and practical tasks.Mr. Paul Knoblauch, Deputy Rector of the Vocational School in Arau, Switzerland, said that 80 percent of students are guided to vocational education, and Switzerland is estimated as the country with the lowest level of unemployment.

4.2. minister bajrami supports the empowerment of AVETAE

Minister of Education, Science and Technology, Mr. Arsim Bajrami took part in the workshop “The coordination of VET reform activities”, organized by the Agency for Vocational Education and Training and Adult Education (AVETAE), where the development of vocational education in Kosovo was discussed.

Speaking about the development of vocational education in Kosovo, Minister Bajrami stated that in the frame of reforms the Government of Kosovo is undertaking at the level of pre-university education, special importance is put in the development of vocational education and adapting it to the needs of development economic and labor market. “In the program of the Government of Kosovo, vocational education has a central place in three segments: in setting up national standards of vocational education, linking vocational education with the national economic development plan and adapting vocational education to the needs of the labor market” said Minister Bajrami.

he also expressed his support for AVETAE, as well as the need to develop a proper curriculum for vocational schools, and in creating partnerships between schools and businesses.

Whereas, Mr. Ragip Gjoshi, the General Director of AVETAE emphasized that the mission of the Agency for VET and AE is to give a strong impetus and support to the development of VET in the Republic of Kosovo, in line with European standards.

In order to meet this goal, the Agency, as Mr. Gjoshi stated, aims to achieve the reform and development of VET in line with the needs of modern technology, labor market and social development of the country.

“Ensuring social partnership at all levels and in all stages of planning, development and implementation of VET programs; integration of education, training and employment in view of lifelong learning; developing a European dimension of VET by ensuring transparency of qualifications and alignment of competences with the common European market”, stated Gjoshi.

4.3 Adapting regulations with the legal framework

The workshop regarding ‘’Regulations on vocational education for the profile mechanic/vehicle servicing mechanic”, was organized by the Agency for Vocational Education and Training and Adult Education (AVETAE). The aim of this workshop was to review the regulation and adapt it to the applicable legal framework.

Participants in the workshop were the representatives of the Ministry of Education, Science and Technology, Ministry of Labour and Social Welfare, representatives of the Kosovo Chamber of Commerce, GIz and representatives of schools.

AVETAE official, Ms. Fikrije zymberi, talking about the progress achieved so far as far as drafting the regulation and adapting it to the legal framework in force, emphasized the importance of regulating final exams after the first and second levels of vocational education according to the AI.

Participants in this workshop requested to review once again the regulation dealing with the area of Training or VET system in Kosovo as a whole; to draft a Regulation on short-term modular courses and to prepare an administrative instruction which will regulate the issue of dual system as envisaged by the law.

4.4. The role of the school Council

The workshop related to the strengthening of the role and functioning of the School Board was held, with the aim of contributing to the progress and functioning of Centers of Competence, as well as other partner schools of AVETAE towards building up their autonomy, taking as a basis the existing Administrative Instruction and the draft proposal prepared by AVETAE and Lux/Development.

Mr. hysen Bytyqi, advisor to the Minister of MEST stating the interest of the Minister, Mr. Arsim Bajrami for cooperation and support to the Agency for Vocational Education and Training and Adult Education, said that the employment opportunities of young people are greater through VET. “In the Progress Report it is stated that VET has lagged behind. This is not true, because positive steps have been undertaken in VET, but it appears that the information in the report belongs to few years ago”, said Bytyqi.On the other hand, the General Director of AVETAE, Mr. Ragip Gjoshi stressed that the role of the Steering Council should be strengthened, and according to him, the school autonomy is strengthened when schools are self-governed. “The aim is that we have taken several steps in regard to the Administrative Instruction which will be proposed to the Minister, Mr. Arsim Bajrami”, said Gjoshi.

While Daniele Passalacqua from Lux/Development emphasized that the aim to make positive steps in this direction. “The agency is a very important institution in the evolution of VET”, stated Passalacqua.

4.5. Internship and links with the economy

The workshop on developing a strategy for the development of skills in two sectors: health and economy, involvement of relevant stakeholders in the process, establishment of the working group and the possibility Lux Development financing was held in collaboration with Lux/Development.Participants recommended to have the contents of agreements with businesses ready for all partner schools; determining criteria for students who will carry out internship within the country and abroad, as well as, draft job descriptions of deputy principal/teachers who are in charge of collaboration of schools with businesses.

4.6 national Conference on Vocational Education and Training in Kosovo

The Minister of Education, Science and Technology, Mr. Arsim Bajrami attended the National Conference on Vocational Education and Training in Kosovo “AVETAE Mission to reform VET”, which was organized by the Agency for Vocational Education and Training and Adult Education, in cooperation with the Agency for Vocational Education and Formation of the Republic of Albania. The organization of this conference aimed at contributing to deep and successful reforms of Vocational Education and Training and Adult Education in Kosovo.

Minister Bajrami, after elaborating the function and work of institutions in developing and advancing vocational education and its adjustments to the requirements of the labor market, he stated that this conference will contribute to the revision of the policies of the Ministry of Education, having in mind that the time has come to shorten the piloting phases and build up proper institutions, which will accelerate the developments in this sector. “Next year will be an important turning point for Vocational Education because we will work in developing standards

in vocational education, we will design proper curriculum, and we will be engaged in the provision of textbooks and teacher training, and we will conclude agreements with companies and businesses, in order to enable dual learning of students. Vocational schools need institutional support because these schools have a certain cost”, stated Minister Bajrami. Minister Bajrami also reiterated the intention of the Ministry of Education for the decentralization of powers and financial autonomy of schools. Among other things, Minister Bajrami emphasized the importance of developing vocational education, as a good opportunity for employment and economic development.

Whereas, the General Director of AVETAE Mr. Ragip Gjoshi spoke about the role of the Agency, as an institution which will enable young people to become active participants in the labor market. Gjoshi expressed his belief that the results of this conference will enable proper profiling of AVETAE after 1st September 2016. The conference was attended by representatives of different institutions dealing with Vocational Education and Training, representatives of vocational schools, VET representatives from the Republic of Albania, donors, local and international experts in this field.

5. CAPACITy BuILDING OF AVETAE

5.1. Trainings for school managers

The Agency for Vocational Education and Training and Adult Education (AVETAE), in cooperation with the German GIz, organized trainings for the management staff of six partner schools, principals and deputy principals.

For these trainings, GIz has brought to Kosovo professional trainers, and during these trainings different ideas were provided on how an education institution should be managed related to: The organization of a school;Staff performance assessment; Organization of work for school managers.

5.2. Training of teachers of CC ferizaj in germany

In the frame of the support project for the Center of Competence in Ferizaj, heimerer Akademie, from 11.05.2015 until 22.05.2015, organized a training for teachers of this Center in heimerer schools in Augsburg and Munich. The training was attended by six teachers from two profiles that are part of develo PPP project “Social and health Care Assistant” and “Diets and Food Safety Assistant”.

During these training days, part of the training of teachers was also observation of classes, and teachers were divided in small goups in different classes, thus being exposed to different methodology and approaches in conducting classes. With the support of Lux-Development, 11 teachers from the CoC-Ferizaj were sent on a training in Slovenia, who were trained and visited different institutions, such as the factory for manufacturing dental materials INTERDENT. This visit provided an opportunity for teachers to get information how to use new dental equipment that are available to the school.

In order to increase teachers’ professional competencies in partner schools, the Agency for Vocational Education and Training and Adult Education (AVETAE) organized during the months of June and July 2015, trainings on methodology – didactics and professional didactics for teachers of u.S.T.S “11 March” in Prizren; u.S.V.S “Shtjefën Gjeçovi” in Prishtina; Center of Competence in Skenderaj; Center of Competence in Ferizaj; and the Center of Competence in Malisheva.

5.5. Training of staff on free balance (IsfmK)

Following the requests from the Agency addressed to the Ministry of Finance regarding the training and certification of staff, we have received a positive response from the Ministry of Finance (MoF). Thus, in 2015 the staff of the Agency for Vocational Education and Training and Adult Education (AVETAE), was trained and certified by the trainers of the Ministry of Finance on Free Balance program in the Information System for Financial Management and Control (ISFMK). After the successful conclusion of this training, AVETAE, in cooperation with MoF, has installed the Free Balance system within Agency offices. This system has enabled facilitation of public money expenditure in a more effective manner in our partner schools compared to when they were under the supervision of municipalities, school principals are now more autonomous with their budget spending. The execution of payments is done in a much shorter period of time compared to when they were under the supervision of municipalities, when schools had to wait up to 2-3 months for the execution of a payment, and now, through the Agency the payments are executed mostly within a week.

5.7. Training on quality assurance

National Qualification Authority (NQA) in cooperation with the Agency for Vocational Education and Training and Adult Education (AVETAE), has organized a training on Quality Assurance, with the topic “Mentoring in VET system” and “The purpose of mentoring and internal verification”.

6. AVETAE PARTICIPATING IN ThE INTERNATIONAL ARENA

6.1.Visit in Torino – Italy

In a one week workshop organized by /ILO/Cedefop / ETF in Torino in Italy “Training for financing the development of skills”, participated representatives of the Agency of Vocational Education and Training and Adult Education Mrs. Fikrije zymberi, professional officer for pedagogical issues, Mr. Bashkim hyseni, director of Centre of Competence in Ferizaj, Mrs. Edona Turtulla-Rada, vice Director of the Competence Centre in Prizren and Afërdita Jaha from MEST. The participation of representatives from Kosovo is made possible by the support from the Lux/Development project.

In this workshop were identified priorities and initiatives for increasing capacities in the field of financing training, positive sides and weaknesses of great financing mechanisms. Also another two week workshop ‘the academy for the development of skills’ was held on Torino, Italy, organized by the ILO team with a program that included a wide variety of technical and international experiences. In this workshop were present the following Kosovo representatives: Mrs. Fikrije zymberi professional officer for pedagogical issues in AVETAE; Mr. Veton Alihajdari, coordinator for the central office of Virtual/practical Firms in MEST and vice directors of the Centre of Competence in Prizren, Mrs. Edona Rada- Turtulla and Mr. Luan Sopi. The participation in this event was supported by the project Lux/Development inside MEST.

6.2. Collaboration with the Croatian VET Agency

Representatives of Kosovo Institutions went for a study visit in Croatia that was supported by the German organization DVV/ International.The aim of the visit was to get information about the adult education system in Croatia and exchanging experiences in this field. And representatives from the Agency for Vocational Education and Training and Adult Education – AVETAE were Mr. Ragip Gjoshi general director; Mrs. Fikrije zymberi, professional officer for pedagogical issues; Mrs. Liridona Shala coordinator and Mrs. Abetare Shabanaj financial officer.

during this visit we were informed about:

Adult Education System in Croatia (chronological overview of the development system, legal acts and regulations) presented by Mr. Mario Vuçiq, head of the Development and the System of Quality Assurance for Adult Education;

Promotion of adult education and lifelong learning with projects and events organized by the Agency;

About the work done by the Department for the development and quality assurance of adult education system (adult education programs, professional supervision of institutions, training on adult education, with AzuP – database).

university “Petar zrinski”, where they had programs in economy, business administration and entrepreneurships. In this meeting were presented the work and examples of good practice;

In the college “Algebra College” (IT university), was presented the work and examples of good practice;

The agricultural school in zagreb dealing with adult education.

6.3. students from Kosovo part of olympics in Albania

By the invitation of the Ministry of Social Welfare and youth, for the first time Kosovo students took part in the event ‘The Olympics of vocational skills 2015’, in Albania on 8th of May. Participants in this Olympics were students of two partner schools of the Agency for Vocational Education and Training and Adult Education (AVETAE), students from the school M.L.T. “11 Marsi” from Prizren in the profile of painting and students from the Centre of Competence in Skenderaj in profiles of: Installation of thermo-hydraulic systems; Construction and Electronics.

In this event took part altogether 49 teams with 270 competitors who demonstrated their theoretical and practical knowledge in the following profiles: Installation of thermos-hydraulic systems; Construction; Agriculture (Gardening); Wood processing; Electronics (household and industrial electric installations); Information and Communication Technology (ICT) and Painting.

This year event, one of the greatest in Vocational education and training in Albania is organized in the frame of other activities for promotion of vocational education and training in Albania with the initiative of MEGATEK Company by having the support from the Ministry of social welfare and youth, Ministry of education and sport and other partners.

6.4. Participation of Kosovo representatives in the Regional Academy

For the first time Kosovo has been invited in the Regional Academy of andragogy, the ninth one in turn that was held in Podgorica, in Montenegro. The aim of this academy was the presentation of vocational education and adult education (chronological overview of development system, legal acts and regulations, presentation of employment statistics, unemployed statistics etc.) and sharing knowledge between participating countries. The Vocational Education System and Adult Education from Kosovo was presented by Valbona Fetiu – Mjeku, representing the Ministry of Education, Science and Technology, Jehona Namani- Rexha from the Ministry of Labour and Social Welfare and Mendohije Krelani by the Agency for Vocational Education and Training and Adult Education.

6.5. Collaboration between VET agencies of macedonia and Kosovo

Representatives of different Kosovo institutions had a study visit in Skopje/Macedonia, organized by DVV/International. The aim of this visit was sharing good experiences in the field of Adult Education as a support to lifelong education and the implementation of the “Curriculum Globale”.

Examples of good practices in this field were seen at the centre of adult education in the centre of lifelong education in the Faculty of Philosophy and in the Vocational school of traffic where they were providing the postsecondary level of education.

6.6. Continuation of collaboration between VET agencies of macedonia and Kosovo

Representatives from the Ministry of Education in Macedonia, Mr. z. Bardhyl Tushi; Mr.Agim Rushiti and other representatives of different education institutions, Mrs. Lindita Qazimi director of the Centre of Adult Education and some others visited the director and officers of AVETAE in Kosovo. The aim of this visit was to share knowledge, share good practical examples and to see possibilities for collaboration in the field of adult education between Macedonia and Kosovo.

6.7. The project ‘’Promotion of employment of young people’’

Within the Project “Promotion of employment of young people” a delegation from Serbia and Kosovo have meet with Mr. Ragip Gjoshi, general director of the Agency for vocational education and training and adult education and with other staff of this institution. Mr. Gjoshi informed them about VET and the aim of AVETAE. This is a project financed by the European union. The project is being implemented by the following three organizations: Belgrade fund for political excellence, Pristina Institute for political studies and Community Building Mitrovica – CBM. This project involves 6 municipalities and three of them are from Kosovo: Peja, Prizren and Mitrovica, and three from Serbia: Leskovc, Vranje and Nish. The idea of the project is the identification and encouragement of good practices that influence the employment of young people.

6.8. Visit of representatives from sweden

A delegation consisting of secondary school principals from the municipality of Ängelholm, Kristianstadt and Laholm from Sweden, Mr Linus Sillov; Mr.Tobias Fahlen; Mrs. Eva Eriksson and Albanian and Swedish teachers: Mr.Xhevat Isufi; Mr. Sylejman Berisha; Mrs.hava Limani; Mrs. Florinda Fejza; Mr. haki Behrami; Mr. Faik Avdyli; Mrs. Lennart Eriksson and others, visited the director and the staff of AVETAE. The aim of this visit is to get to know about the work of this institution and about vocational education and adult education in Kosovo. Mr. Ragip Gjoshi, general director of the agency thanked the Swedish delegation for the support that their country has given for Kosovo. We recall that in 2014 representatives of AVETAE were for a study visit in Sweden and they visited there different vocational schools.

6.9. AVETAE applies for the membership in EVbb

The general director of the agency for vocational education and training and adult education (AVETAE) Mr. Ragip Gjoshi, and Mr. Agron hajdari member of the Board of the Agency, by the invitation from European Association of institutions of vocational education and training (EVBB) participated in the 19th conference of this association that was called “Training and competencies for employment and development”. The conference was organized by EVBB, under the patronage of European Parliament and supported by the representative of hesen Country in the European union in Brussels. AVETAE in July 2015 applied to become a member of this association and as a result of this application was invited to participate in the 19th general assembly of this association and in the annual conference organized in October.

7. DIFFERENT ACTIVITIES

7.1. minister bajrami supports Centres of Competencies

Minister of Education, Science and Technology, Mr. Arsim Bajrami visited the Centre of Competence in Ferizaj and Malishevo, that are partner schools of the Agency for vocational education and training and adult education (AVETAE). Minister Bajrami called these centres as model schools of vocational education and has promised his support as Minister of Education. he said that “Vocational education is the priority of the government of Republic of Kosovo”. We need to do a reorientation, so that people are educated in craft schools and move toward European standards and invest on the economy of our country.

Whereas Mr. Ragip Gjoshi, general director of the agency, stressed out that all centres of competence deserve to be State Centres. he also said that it is good to think also about the fifth level, as these centres are the hope for the economy of our country.

The Mayor of Ferizaj, Mr. Muharem Svarqa and Mayor of Malishevo, Mr. Ragip Begaj, requested from Minister Bajrami greater support for the increase of quality in vocational education.

During the year 2015, AVETAE officers visited partner schools and were informed closely about different developments.

7.2. Vocational schools not be seen as derogatory

Ragip Gjoshi, general director of the Agency for vocational education and training and adult education (AVETAE) pointed out that vocational schools should not be perceived as derogatory. In this way Mr. Gjoshi declared in front of members of the commission for education, science, technology, culture, youth and sport of the assembly of Republic of Kosovo where it was discussed about VET.

Gjoshi emphasized that the concept of vocational education in Kosovo should change fundamentally. It is very bad situation when it comes to the interrelation of economy with the vocational education. Gjoshi stated out that we suffer from the socialist concept of the organization of vocational education and in order to change this fundamentally I am asking for your support. he also asked for the support from the commission to change the mentality of looking vocational schools as derogatory. he said that in Switzerland one student is paid equally with an employee when performing the professional practice. The director of AVETAE informed that one day is reserved for theoretical lessons and 4 days for practical experience, and presented a European example where vocational schools are treated seriously. Whereas members of this commission lead by the head, Mr. Nait hasani, expressed willingness to support this institution by emphasizing that Vocational education in Kosovo is very important and should be supported by relevant institutions.

7.3. Employment through vocational education

In the Eu information and cultural centre in Pristina it was discussed about the encouragement of employment of young people through VET in the frame of its campaign for economic development. Ragip Gjoshi, general director of the agency for vocational education and training and adult education (AVETAE) stated that through the vocational education it is a special opportunity for the employment and self-employment of young people. Gjoshi stated out that we as country need a unique acting to focus our mind to this field of education as the education is economy and economy is education.

Whereas, Argjentina Grazhdani from the project “Swiss Cooperation”, stated out that it should be taken seriously the employment of young people, as otherwise ‘we will have a social boom’. She said maybe not this year but there is a risk. There is a pressure from our young people who ask to survive in this country. Mr. Muhamet Abdyli, legal officer in the education department of Prishtina municipality added that every school year students and parents are oriented toward gymnasiums and not toward vocational schools. According to him half of these young people remain unemployed as they need to continue further their education. According to him in Pristina municipality around 46% of students are enrolled to vocational schools, and the other part in gymnasiums.

7.4. Collaboration between germany and Kosovo is confirmed

Minister of Education, Science and Technology, Mr. Arsim Bajrami, Mr. Ragip Gjoshi, general director of AVETAE, German Minister for economic development, Mr. Gerd Muller, together with a delegation of representatives of German economy and the Ambassador of Kosovo in Germany Mr. Skender Xhakaliu, German Ambassador in Kosovo Mrs. Angelica Viets visited vocational school “Shtjefën Gjeçovi” in Pristina. They visited workshops of auto mechanics in this school.

Minister Bajrami thanked the government of Germany for the support given in continuation for the education sector, especially in vocational education. he emphasized that VET orientation is towards German model that prepares competent people who can contribute to the development of the country. Minister Bajrami said ‘As part of the reforms we are making in education, vocational education is a priority, because through this segment of education we provide employment. In this way we ease unemployment and we also create skilled people in certain professions that are necessary for economic development’.

Whereas, the Minister Muller emphasised that Germany and Kosovo are countries with friendship relations and they will be together committed for a better future for the youth of our country. he stated that a new cooperation is commencing, while he pointed out that they will make efforts for the number of beneficiaries to become 100.000 in the future.

7.6. Engagement of international experts to support the Agency

1. Engagement of two international experts

In order to support and empower the role and operation of the AVETAE, a vacancy for engagement of international and local experts was announced. Engagement of these experts was conducted in compliance with the applicable legal acts. Following the engagement of international experts, the AVETAE benefited the following:• Provision of literature and documentation regarding the methodology and structure aspects

of professional qualifications and respective curricula. • Collection and analysis of preliminary information in relation to the status, structure, functions,

activities and staffing of the AVETAE of Kosovo.• Preparation of an activity detailed plan in regards to (a) professional qualifications and (b)

vocational educational curricula • Preparation of the preliminary draft on structures (formats) and methodology and

administrative procedures for compiling (a) professional qualifications and (b) vocational education curricula.

• Ongoing work on implementation of demonstration workshops on drafting (a) professional qualifications and (b) vocational education curricula, supported and supervised by experts.

2. Engagement of local experts

The Agency for Vocational Education and Training and Adult Education (AVETAE) engaged three local experts for development of learning materials for (short-term module courses), fashion design; AutoCAD; dry construction, which enable advancement of learning process for the majority of profiles in all vocational schools.The benefit of schools from having these short-term module courses in the framework of Adult Education will be generation of own revenues by the schools.

In cooperation with GIz, the Portfolio of buildings of partner schools was implemented, wherein a detailed analysis was made. Now we have detailed data for our needs and actions for maintenance of schools infrastructure.

7.8. Cooperation Agreements

The General Director of AVETAE, Mr Ragip Gjoshi, also signed a cooperation agreement with the representatives of D&D Business Support Center.In the function of achieving these objectives, the AVETAE supports each initiative of civil society, the community and consultant organizations that are in compliance with its strategical policies.

- The Centre of Competence in Skenderaj has made agreements with over 30 businesses;- The Centre of Competence in Malishevë has made agreements with over 56 business;- The Centre of Competence in Ferizaj has agreements with over 50 various businesses,

among them also with international ones, such as haimerer and Otobook;- The Centre of Competence in Prizren has agreements with over 10 businesses;- Sh.M.L. T ’’11 Marsi’’- Prizren has agreements with over 30 businesses;- Sh.M.L.P ’’Shtjëfen Gjeçovi’’- Prishtinë also has cooperation agreements with over 30

8. ADMINISTRATION AND LEGISLATION – huMAN RESOuRCES RELATED ACTIVITIES

Following the signature of agreements dated 17.07.2014 with 5 (five) municipalities, according to Article 6 and 16 of the Agreement, the transfer of competences was made also on management of finance and personnel for 6 (six) partner schools of the AVETAE. In this regard, there progressive steps taken in training the schools’ managements for selection of teaching and administrative personnel in accordance with legal frameworks. It is worth mentioning that during this period, court disputes were decided, by which decisions rendered by the AVETAE were confirmed. Below, some of the activities implemented during the period January – December 2015 are provided:

1. Preparation of draft-regulation of the SC and its approval.2. Designing, structuring and launching the Agency’s webpage. 3. Work experience was declared, and the declared years were confirmed by evidence (according

to the request of the Government, respectively the MPA), for the staff of the AVETAE and of 6 (six) partner schools of the AVETAE.

4. Announcement of the call for enrolment of students for 6 partner schools, according to the criteria determined by the MEST, and there were registered 1792 students. In comparison to the previous years, there was an increase of requests for enrolment of students in 6 (six) Centres of Competence.

5. Publication of vacancies for 42 positions in the first term for teaching personnel in 6 (six) school partners of the AVETAE. In this vacancy, 245 applicant applied for 6 (six) partner schools of the AVETAE.

6. There were established 6 assessment committees for recruitment of teaching personnel. In each committee there were included one representative of the AVETAE, the MEST and the management of partner schools.

7. In the Centre of Competence in Prizren, 129 applicants applied for 15 vacant positions, out of which there interviewed 42 candidates, whereas out of them 15 were hired.

8. In the Centre of Competence in Ferizaj, 58 applicants applied for 17 vacant positions, out of which 32 candidates were interviewed and 16 were hired.

9. In the Centre of Competence in Malisheva, 3 applicants applied for 2 vacant positions, out of which 3 were interviewed and two of them were hired.

10. In Sh.M.L.T “11 Marsi” in Prizren, 13 applicants applied for 6 vacant positions, while 10 of them were interviewed and 6 were hired. It is worth mentioning that there were no complains in the regular vacancy.

11. In the Centre of Competence in Skenderaj 3 (three) applicants for 1 (one) vacant position and the 3 (three) of them were interviewed, and only one of them was hired.

12. Moreover, on 06.08.2015, in the Centre of Competence in Malisheva, a vacancy was announced upon the Decision of the Labour Inspector No 37-185/14 A. 209 applicant applied for this vacancy, 78 of them were interviewed and out of them 16 were hired.

13. The Committee for Complaints and Appeals of the Agency for Vocational Education and Training and Adult Education was established. There were a total of 14 complaints, wherein all the complaint were examined and the complainants received responses by the committee.

14. The supplementary call for student enrolment was announced in those Centres where there were available places. It is worth mentioning that there was an increase of the number of students at general level in 6 (six) partner schools.

15. Moreover, the supplementary vacancy was announced for the created vacant positions in 6 (six) partner schools, wherein 14 vacant positions were announces. 59 applicants applied to this call for applications.

16. The entire teaching personnel in 6 Centres of Competence were equipped with contracts (they have been extended, harmonized with the collective contract as well as compilation of contracts for the new personnel hired through the regular vacancy).

17. The positions were declared duly to be included in the Payroll List System in the Ministry of Finance.

18. The support staff was transferred from the Partner Schools to the Agency, 4 (four) members in total.

19. The draft regulation on systematization of jobs was drafted according to the job description. 20. The vacancy for engagement of international experts was announced. 10 applicants applied

for 2 announced positions; there were selected 2 experts for a period of 3 moths. 21. The supplementary vacancy was announced for filling vacant positions in the CoC Ferizaj,

ShMT “11 Marsi” Prizren and CoC Prizren, a total of 5 (five) vacant positions.

9. FINANCIAL ACTIVITIES IMPLEMENTED

below, there are some of the activities that were implemented in the period January – december 2015 in the finance sector.

1. Budgetary planning for the schools and the Agency for 2016/20182. Indicators of budgetary planning were identified. 3. The Agency’s staff was trained on Free Balance. 4. The Free Balance System was installed in the central office of the AVETAE, and now payments

are made by the Agency’s staff and as a result schools are very satisfied with this achieved success since the payments are executed very quickly.

5. The Mid-Term Expenditure Framework for the Central Service and 6 (six) Centres of Competence was presented;

6. The work experience was calculated according to the Decision of the Government on payment of 0.5%, for all teachers and the Agency’s staff;

7. There was performed the regular financial management of salaries for all previous months (January – December);

8. The budget was reviewed for 2015 with regard to Centres of Competence and the Agency.9. Budgetary planning for the schools and the Agency for 2016/2018;10. Indicators for budgetary planning were identified;11. Receiving three Budgetary Circuits and school budgetary planning for economic categories

(all of the schools allocated the budget according to the determined timeline);12. It is also worth mentioning the participation in working groups for: “Strategic orientation and

financing of Centres of Competence, in cooperation with partners AVETAE, MEST, LuX-DEV as well as the schools;

13. Preparation of the financial proposal in two health sectors; 14. Meetings with Lux/Development in regards to drafting a strategy on development of skills

in two sectors; health and economy, engagement of relevant stakeholders in processes, establishment of the working group and the possibility of financing by Lux/Development;

10. OuR VISION FOR VOCATIONAL EDuCATION AND TRAINING The year 2016 will be a year of clarifying the vision and mission of the AVETAE, which has undergone an overall process of reforming the system of vocational education and training and adult education following the definition of the scope of responsibility by the MEST and other stakeholders. however, the AVEATE will continue its work on performance of its functions. Our vision is based on the Law on VET and the AI 14/14, and in strategic documents of the MEST. The core focus of our commitments will be preparation for implementation of transitional provisions of the Law on Vocational Education of the Republic of Kosovo, as of 1 September 2016 on development of all serviced defined to the AVETAE, which was put as a goal of 2016. The MEST Reform to the VET aims to put in place standards, the core curricula, qualifications according to the demands of labour market, which will be adjusted to the National Qualifications Framework (NQF) and in compliance with the European Qualifications Frame (EQF). Vocational Education and Training is a very substantial issue under the responsibility of the Ministry of Education, Science and Technology (MEST), with higher vocational education and under the responsibility of the Ministry of Labour and Social Welfare (MLSW) for training and retraining of unemployed persons. however, our goal is to work cooperate closely and coordinate our activities also with some other ministries, such as the Ministry of health, Culture, youth and Sports, Economic Development, Industry and Agriculture, which are also included in the responsibilities of the sector. Despite the substantial improvement in the sub-sector of the VET during the past years, there are however many gaps to be filled and numerous challenges to be faced with, such as: increasing the budget; avoid teaching in two shifts; improvement of professional practice; development of human professional capacity; accreditation and equivalence; improvement of curricula quality and relevance and strengthening the preparation of cadres for the labour market. Therefore, the AVETAE, during 20116, is planning to continue with improvement and up-building managerial processes for the Personnel, Finances and Buildings of the schools in line with the legal basis for developing a sustainable mechanism for the future VET system functioning. The AVEATE will be a guide in the sub-sector of VET for improving the practice work and links to the economy; review the curricula in compliance with the New Curricula Framework; enable permanent training of

the leadership/management (education management), teachers on pedagogical issues and development of programme methodology for adult education; cooperate on preparation, development and methodology of drafting occupations qualifications, development of learning materials and accomplishing professional qualifications with relevant stakeholders in line with the European standards, capacity building of human resources, and creating the most optimal conditions (in respect to professional documents) on developing the required skills to the students in order to compete not only in the local market but also in the international one.
