OPERATION PROCEDURE EMBARKATION PROCEDURE Private Maritime Security Companies (PMSC)/Local Agents to submit to AGMS the ‘Issue Advice’ in accordance with attached template provided. PMSC’s/Local Agents are required to inform AGMS Head Office through e-mail/fax the ETA and RV point 24 hours before transfer. Names of Sea Marshals and weapons numbers are to be intimated to AGMS office 12 hours before commencement of transfer. Sea Marshals will be received by Rakna Arakshaka Lanka Ltd (RALL) & AGMS representative at port of Galle, and will take passage in service craft until it returns to Galle harbour on completion of embarkation. Local Agents to complete all port formalities of sea marshals at Galle harbor and board them to Service Craft. RALL & AGMS representative will identify sea marshals. Local Agents are required to obtain ETA and location of Merchant Vessel to which weapons and Sea Marshals are due to be transferred. Then service craft will go alongside floating armoury. When service craft is alongside to Floating Armoury, Sea Marshal Team Leader will board the Floating Armoury. Sea Marshal Team Leader himself checks all weapons and accessories those he is authorized to take over. On completion checking Sea Marshal Team Leader takes over assigned weapons from the Issuing Master through Issue Note.The weapon ‘Issue note’ will be in 4 copies. 1st copy to Sea Marshal Team Leader, 2nd copy to Issuing Master at Floating Armoury, 3rd copy to Local Agent and 4th copy to RALL & AGMS office. OPERATION PROCEDURE

EMBARKATION PROCEDURE

Private Maritime Security Companies (PMSC)/Local Agents to submit to AGMS the ‘Issue Advice’ in accordance with attached template provided.

PMSC’s/Local Agents are required to inform AGMS Head Office through e-mail/fax the ETA and RV point 24 hours before transfer.

Thereafter, Sea Marshal Team Leader, Sri Lanka Navy rep board to the service craft. Then the Service Craft proceed to Merchant Vessel.

Under no circumstances the Sea Marshals and weapon boxes be embarked to unauthorized vessels or personnel.

Once, the designated Merchant Vessel is identified, the Service Craft will go alongside, sea marshals and weapons are transferred to the Merchant Vessel.

On completion of transfer, Service Craft will cast off from Merchant Vessel and proceed to Floating Armoury to disembark SL Navy Rep. Once SLN rep is transferred to Floating Armoury , the Service Craft will proceed to Galle harbor with RALL & AGMS rep.

It is strictly prohibited to proceed to any other merchant vessel other than the designated merchant vessel without Sri Lanka Navy and RALL & AGMS rep .

Sequence for embarkation is as indicated in sketch diagram.

DISEMBARKATION PROCEDURE

PMSC/Local Agent to submit to AGMS the ‘Receive Advice’ in accordance with template attached herewith. If flag state approval is obtained for weapons to be used, it is necessary to submit the list of weapons before 3 days to obtain Flag State approval for those weapons.

Agent is required to inform by e-mail/fax to AGMS office about the transfer 48 hours prior to transfer. The Local Agent is required to submit authentication documents for any new weapons (weapon purchase certificate, register certificate of PMSC and approval to use weapon for maritime security).

The Service Craft will leave Galle harbor with RALL & AGMS rep to the Floating Armoury. Whilst, alongside floating armoury SLN Navy rep will board to Service Craft and the Service Craft will proceed to designated merchant vessel. When, alongside to the merchant vessel the Sea MarshalS’s and weapons will be embarked/loaded to Service Craft. Then, the RALL &

AGMS rep checks the documents and weapon numbers to ascertain whether correct weapons are unloaded. The RALL&AGMS rep checks the passport of Sea Marshals. Weapons will be taken over by RALL& AGMS rep at this stage by raising receipt note in 4 copies. 1st copy to Sea Marshal Team Leader. 2nd copy to Receiving Master at Floating Armoury. 3rd copy to agent and 4th copy to AGMS office. Once, all weapons are checked and properly identified, the Service Craft departs for floating armoury.

Then, Service Craft goes alongside Floating Armoury and transfer weapons and SL Navy rep. On completion, Service Craft proceed to Galle harbor with all Sea MarshalS,s and RALL & AGMS rep.

It is strictly prohibited to transfer Sea Marshals and weapons to land. Also, It is prohibited to proceed to any other merchant vessel other than the designated merchant vessel without the Sri Lanka Navy and RALL & AGMS rep.

Sequence for disembarkation is as indicated in sketch diagram.
