Grady County commis-sioners have given the GradyCounty Lake Authority theok to begin the formalprocess of developing a jobdescription and hiring aTired Creek Lake manager.

Lake Authority ChairmanTravis Bryant met withcounty commissioners Tues-day to discuss the proposedmanager position.

Bryant explained that theauthority is close to finaliz-ing a plan for lake amenitiesthat it will forward to thecounty commission for itsapproval prior to submittingit to the U.S. Army Corps ofEngineers for its ok.

"As we get to the point ofbeginning the process ofputting infrastructure inthere is a lot to take in. It hasbecome very apparent to us,the members of the author-ity, that with the scope ofwork involved in buildingthe infrastructure and otherissues it is now the appropri-ate time to ask for a full-timelake manager to head upthese projects and be theboots on the ground. Some-one who is focused on seeingit through fruition. In all like-lihood the process of hiring asuitable candidate will be a60 to 90 day process," Bryantsaid.

The county budgeted$15,000 for the authority inthe county's 2014 budgetand to date none of thatmoney has been spent, ac-cording to Bryant. The lakeauthority chairman saidthose funds could cover thecost of the salary of the lakemanager for the lasttrimester of the year if neces-sary.

"I see this person's role asone of oversight today andan evolving role to manageand maintenance of the lakegoing forward. It will be apretty interesting and com-plex job and there is no timelike the front end to get in-

volved. I would ask that youallow us to begin the processof hiring someone and let'sget the ball rolling," Bryantsaid.

County Commission ViceChairman LaFaye Copelandasked what type person didthe authority anticipate hir-ing and Chairman T.D. Davidasked if Bryant anticipatedseeking someone with anengineering background.

The lake authority chair-man said that the authoritywas not looking for an engi-neer, but rather someonewho is a capable administra-tor and a person who couldget out on a tractor or get outof a car and walk around thelake if needed.

Grady County Adminis-trator Carlos Tobar told com-missioners that in additionto managing the lake andconstruction of amenities, someone is needed to man-age all of the mitigation proj-ects that are part of the lakeproject.

"We really need someoneto manage that process forwhat is taking place now andthe monitoring that will beongoing," Tobar said.

"It will take a robust per-son to do this job. This is nota clerical position or a gen-eral laborer out running aweedeater, but it will besomeone who may need todo that initially. The mostimportant thing is we needsomeone to manage themultiple projects that aregoing on or will be going onat once, coordinate withcontractors and countyforces. We need the horse-power here," Bryant said.

County Attorney Kevin S.Cauley said that managingall of the regulatory aspectsand responsibilities relatedto the county's federal 404permit is a must. Commis-sioner Charles Norton, theboard's representative onthe authority, agreed andsaid that there are 45 moni-toring wells at the dam thatmust be monitored.

"Just keeping up with allof it and making sure it is allbeing done is a full-timeproposition in itself," Cauleysaid.

Bryant said the sooner aperson can be hired the bet-ter for the lake project. "Thisperson will be an extensionof the authority. None of uscan be out there every day sowe need this person to or-ganize and manage the proj-ect," the lake authoritychairman said.

Chairman Bryant saidafter receiving the board'sblessing that the authority atits next meeting will beginwork on adopting a job de-scription and will determinea salary and benefit packagethat would be appropriateand then bring that recom-mendation back to thecounty as it drafts its 2015operating budget.

"I'm not prepared to giveyou a number to include inyour budget, but this will bea fairly expensive position. This will be an administratorand a manager," Bryant said.
