ATTACHMENT E – GLOSSARY

1. Definitions

1.1 In this RFT, unless the contrary intention appears capitalised terms have the following meaning:

Expression Meaning

ABC Commissioner means the Australian Building and Construction Commissioner

referred to in subsection 15(1) of the BCIIP Act.

ABCC means the body referred to in section 29 of the BCIIP Act.

ABN Australian Business Number.

ACSC Australian Cyber Security Centre.

Act means the Migration Act 1958 (Cth), which is available at

https://www.legislation.gov.au/Details/C2018C00337.

'Migration Act' has the same meaning.

Additional Commercial

Services or Additional

Services

means the services described in Section 3 of Attachment A –

Statement of Requirement.

Adjustment Event means a material event outside the control of the Successful

Tenderer that could significantly reduce the demand for visa

Applications, or impact the costs to provide the Core Government

Services, and therefore call into question the ongoing viability of the

commercial model. Adjustment Events will be limited and further

detail will be set out in the Draft Agreement issued as part of the

Phase Two Documentation.

AFDA Administrative Functions Disposal Authority.

Agreement means an agreement substantially in the form of the Draft

Agreement, to be executed by the Department and the Successful

Tenderer, as amended from time to time, and includes its schedules,

annexures and attachments.

Agreement Material has the meaning given in paragraph 4.4.5.1(b)(iv) of Part 4 –

Commercial Parameters and Settings.

API Application Programming Interface.

Applicant means the user of the Platform to apply for a visa, Sponsorship or

Nomination by an organisation or an individual. For clarity, this refers

to Applicants during the Application process and after a decision has

been taken on an Application.

Expression Meaning

Application means information including as provided in the approved form on the

Platform in relation to an individual or organisation seeking

permission or approval for a visa, Sponsorship or Nomination under

the Migration Act or the Migration Regulations 1994 (Cth) or other

legislation. It includes any supporting information and

documentation. It can include, but is not limited to, an application by

a non-citizen who is seeking an Australian visa. The application

process is a broad one including the collection of information and the

payment of the Service Fee and the Visa Application Charge.

APSC Australian Public Service Commission.

APSC Governance

Framework

means the governance framework established and maintained by the

APSC.

ASD Australian Signals Directorate.

ASIO Australian Security Intelligence Organisation.

Assurance Officer has the meaning given in section 2.1.3(d) of Attachment A –

Statement of Requirement.

Attract and Match means the process for identifying the needs for Australia, and

attracting and matching potential visa Applicants to those

opportunities, as described in sections 2.2.3 and 2.2.4 of Attachment

A – Statement of Requirement.

AusTender means the Commonwealth Government business opportunities

website located at https://www.tenders.gov.au from which Tenderers

download Tender documentation electronically and receive email

notification if an addendum to the RFT is issued.

Australian Privacy Principle has the meaning given under the Privacy Act 1988 (Cth).

Authorised Government

Agencies

means Commonwealth Agencies with the proper authority who use

the Platform or the Platform data for other Commonwealth purposes.

Authorised Recipient means a person appointed to receive documents from the

Department relating to matters arising under the Migration Act or the

Migration Regulations 1994 (Cth) on behalf of another person.

Authorised Third Party

Organisation

has the meaning given in section 2.1.3.3(a) of Attachment A –

Statement of Requirement.

BCIIP Act means the Building and Construction Industry (Improving

Productivity) Act 2016 (Cth).

Best and Final Offer

Activities

means the process of the Department seeking a best and final offer

from a Tenderer or Tenderers as part of the RFT process, following

submission of Phase Two Tenders.

Border and Entry Officer has the meaning given in section 2.1.3(k) of Attachment A –

Statement of Requirement.

Expression Meaning

Building Code means the Building Code issued under subsection 34(1) of the BCIIP

Act, being the document titled 'Code for the Tendering and

Performance of Building Work 2016', which is available at

www.legislation.gov.au.

Building Contractor has the same meaning as in the BCIIP Act.

Building Industry

Participant

has the same meaning as in the BCIIP Act.

Building Work has the same meaning as in subsection 3(4) of the Building Code.

Business Continuity Plan means the plan to be provided by the Successful Tenderer in

accordance with PR12 of Attachment A – Statement of Requirement.

Business Day means any day that is not a Saturday, Sunday or a public holiday in

Canberra, Australian Capital Territory.

Business Sponsor has the meaning given in section 2.1.2.3(d)(i) of Attachment A –

Statement of Requirement.

Change has the meaning given in paragraph 4.2.2.1(a)(i) of Part 4 –

Commercial Parameters and Settings.

Change Allowance means an allowance incorporated into the Service Fee to fund the

implementation of Changes.

Client has the meaning given in section 2.1.2.3 of Attachment A –

Statement of Requirement.

Client Services Provider means any entity, including a Service Delivery Partner, that is or may

be engaged by the Department to deliver services to Clients and

needs to use the Platform or the Platform data.

Commencement Date means the date on which a resultant Agreement (if any) commences,

as set out in the Draft Agreement.

Commercial Parameters

and Settings

means the commercial parameters and setting set out in Part 4 –

Commercial Parameters and Settings.

Commonwealth Agency means:

a. a body corporate or an unincorporated body established or

constituted for a public purpose by Commonwealth legislation,

or an instrument made under that legislation (including a local

authority);

b. a body established by the Governor-General or by a Minister of

State of the Commonwealth including departments; or

c. an incorporated company over which the Commonwealth

exercises control.

Commonwealth Fraud

Control Framework

means the Commonwealth's fraud control framework, which is

available at

https://www.ag.gov.au/CrimeAndCorruption/FraudControl/Pages/Frau

dControlFramework.aspx.

Commonwealth Funded

Building Work

means Building Work in items 1-8 of Schedule 1 of the Building

Code.

Commonwealth

Procurement Rules or

CPRs

means the Commonwealth Procurement Rules issued under section

105B(1) of the Public Governance, Performance and Accountability

Act 2013 (Cth).

Commonwealth Security

Clearance

means a security clearance granted by the Australian Government

Security Vetting Agency to individuals to allow them access to

classified information and resources.

Compliance and

Enforcement Officer

has the meaning given in section 2.1.3(l) of Attachment A –

Statement of Requirement.

Conditions for Participation means the conditions for participation (if any) set out in the RFT

Details for Phase One and/or Phase Two.

Contact Officer means the person to whom enquiries regarding this RFT should be

directed, as specified in the RFT Details.

Core Government Services

or Core Services

means the services described in Section 2 of Attachment A –

Statement of Requirement.

Data has the meaning given in paragraph 4.4.5.1(b)(vi) of Part 4 –

Commercial Parameters and Settings.

Data Room means a collection of documents, material and information made

available or provided to Tenderers by the Department, either

physically or in electronic form, in connection with this RFT process.

Decision means the act of a Minister or a delegated Decision Maker to grant,

refuse to grant, revoke or cancel a visa, or to approve or refuse to

approve a Sponsorship or Nomination.

Decision Maker means a Departmental User who uses the Platform to perform visa

assessments and make Decisions and includes visa processing

officers.

Declaration of Compliance has the meaning given in clause 5.39(b) of Part 5 – Terms and

Conditions.

Deed of Confidentiality means the deed of confidentiality to be executed by Tenderers before

accessing the Data Room, in the form of the deed at Attachment F –

Deed of Confidentiality.

Deed of Undertaking means the deed of undertaking that must be signed by the Tenderers

in the form of the deed at Attachment C – Tender Response Forms.

Department means the Commonwealth of Australia as represented by the

Department of Home Affairs.

Department Material has the meaning given in paragraph 4.4.5.1(b)(i) of Part 4 –

Commercial Parameters and Settings.

Department Reserve

Account

means the reserve account described in paragraph 4.2.2 of Part 4 –

Commercial Parameters and Settings.

Expression Meaning

Departmental User means Department users of the Platform which include those set out

in section 2.1.3 of Attachment A – Statement of Requirement.

Designated Platform

Languages

means simplified Chinese, Arabic, Vietnamese, Spanish, Korean,

traditional Chinese, Japanese, Malay, German, Filipino, Indonesian,

Italian, Thai, Portuguese, Sinhalese, Russian, French, Nepali, Hindi,

Farsi, Tamil, Urdu, Fijian, Polish and Bengali. The list of required

languages may be updated by the Department from time to time over

the Term of any resultant Agreement.

Digital Service Standard means the digital service standard maintained by the Digital

Transformation Agency and available at

https://www.dta.gov.au/standard/.

Document Verification

Service or DVS

means the real time, online system that verifies key Australian

identity documents presented by individuals applying for government

benefits or services. The DVS can authenticate:

a. Australian birth, marriage and change of name certificates;

b. Australian drivers licenses;

c. Australian issued passports;

d. Medicare cards; and

e. visas, citizenship certificates and ImmiCards.

Draft Agreement means the draft agreement referred to in Attachment D – Draft

Agreement, but which will be provided as part of Phase Two

Documentation.

Electronic Tender Box means the area in AusTender where Tenders are lodged

electronically.

Electronic Travel Authority

or ETA

means the subclass UD-601 visa, an electronically issued and stored

authority for travel to Australia for short-term tourism or business

visits.

Employment Suitability

Clearance or ESC

means the character and integrity suitability screening process

undertaken by the Department.

Enterprise Agreement has the same meaning as in the Fair Work Act 2009 (Cth).

Enterprise Architecture

Principles

means the Department's enterprise architecture principles that the

Successful Tenderer is required to comply with, as notified by the

Department from time to time.

Evaluation Criteria means the criteria against which Tenders will be evaluated, as set out

in Attachment B – Evaluation Process and Evaluation Criteria.

Evaluation Process means the process for the evaluation of Tenders set out in

Attachment B – Evaluation Process and Evaluation Criteria.

Exclusion Sanction has the same meaning as in subsection 3(3) of the Building Code.

Exempt Person has the meaning given in section 2.1.2.3(c)(ii) of Attachment A –

Statement of Requirement.

Expression Meaning

Face Verification Service or

FVS

means the biometric based service that enables the Department of

Foreign Affairs and Trade and Australian Federal Police access to

identity images held by the Department.

Financial Year means a period of one year commencing on 1 July and ending on

30 June.

General Data Protection

Regulation or GDPR

means the General Data Protection Regulation (EU) 2016/679.

Global Digital Platform or

Platform

means the global digital platform to be delivered by the Successful

Tenderer under any resultant Agreement, as set out in Attachment A

– Statement of Requirement and as described in Part 2 – Overview.

Goods and Services Tax or

GST

has the same meaning as in the GST Act.

Government means the Australian Government.

Group Application means a collection of individual Applications for people travelling for

the same purpose usually applying at the same time including:

a. family holiday group;

b. other group tour; and

c. primary Applicant applying for a student or work visa, with

accompanying dependent family members (referred to as

secondary applicants).

GST Act means A New Tax System (Goods and Services) Act 1999 (Cth).

Home Affairs Portfolio means the Department along with Australia's federal law

enforcement, national and transport security, criminal justice,

emergency management, multicultural affairs, immigration and

border-related functions.

ICT Disaster Recovery Plan means the plan to be provided by the Successful Tenderer in

accordance with PR13 of Attachment A – Statement of Requirement.

Identity Assurance

Framework

means the Department's framework of that name, which will be made

available to Tenderers in the Data Room.

Identity Function means a Departmental User that uses the Platform data to:

a. anchor an Applicant’s identity to a unique set of biometrics;

b. resolve an Applicant’s identity to the Department’s identity

holdings; and

c. bring an Applicant’s identity to the required level of identity

assurance.

Identity Resolution Officer has the meaning given in section 2.1.3(g) of Attachment A –

Statement of Requirement.

Expression Meaning

Illegal Worker means a non-citizen who:

a. does not hold a valid visa and who performs work in Australia; or

b. holds a valid visa and who performs work in Australia in breach

of a visa condition that:

i. prohibits him or her from working in Australia; or

ii. restricts the work that he or she may perform in

Australia.

ImmiAccount means an account a person has with the Department, which is

available to access at https://online.immi.gov.au/lusc/login.

Immigration and Border

Protection Worker

has the same meaning as in the Australian Border Force Act 2015

(Cth).

Immigration and

Citizenship Reform

Program

means the program described in section 2.2 of Part 2 – Overview.

Information Security

Manual or ISM

means the Australian Government Information Security Manual which

is the standard which governs the security of government ICT

systems.

Information Trust

Framework

means the Department's framework of that name, which will be made

available to Tenderers in the Data Room.

Integrity Officer has the meaning given in section 2.1.3(e) of Attachment A –

Statement of Requirement.

Intellectual Property Rights

or IP Rights

means all intellectual property rights, including the following rights:

a. patents, copyright, rights in circuit layouts, designs, trademarks

(including goodwill in those marks), know how, trade secrets,

domain names and any right to have confidential information

kept confidential;

b. any application or right to apply for registration of any of the

rights referred to in paragraph a; and

c. all rights of a similar nature to any of the rights in paragraphs a.

and b. which may subsist in Australia or elsewhere,

whether or not such rights are registered or capable of being

registered.

Intelligence Analyst has the meaning given in section 2.1.3(f) of Attachment A –

Statement of Requirement.

Invalid Application means where an Application does not meet the requirements for a

valid Application.

IRAP Information Security Registered Assessor Program.

Key Performance Indicator

or KPI

means the measures to be applied to enable the Department to

assess the Successful Tenderer's performance under any resultant

Agreement.

Late Phase One Response means a Phase One Response which is lodged after the Phase One

Response Closing Time.

Late Phase Two Tender means a Phase Two Tender which is lodged after the Phase Two

Tender Closing Time.

Legal Officer has the meaning given in section 2.1.3(j) of Attachment A –

Statement of Requirement.

Lobbying Code of Conduct means the lobbying code of conduct administered by the Department

of the Prime Minister and Cabinet and available at

https://lobbyists.pmc.gov.au/conduct_code.cfm.

Lobbyist has the meaning as set out in the Lobbying Code of Conduct.

Machine Readable Zone or

MRZ

means a set of essential data elements in a format, standardised for

each type of machine readable travel document that can be used by

all receiving nation states regardless of their national script or

customs.

The data in the MRZ are formatted in such a way as to be readable

by machines with standard capability worldwide.

Mandatory Requirements means the mandatory requirements for Phase Two Tenders (if any)

as set out in the RFT Details for Phase Two as supplemented by the

Phase Two Documentation.

Market Consultation Paper

or MCP

means the market consultation paper titled 'Delivering visa services

for Australia', which was released in June 2017 and is available at

https://www.homeaffairs.gov.au/trav/visa-reform/consultation-paper.

MARN Migration Agent Registration Number.

Minimum Content and

Format Requirements

means the minimum content and format requirements for Phase One

Submissions and/or Phase Two Tenders (if any) as set out in

Part 1 - RFT Details for Phase One and/or Phase Two.

Modifications has the meaning as set out in paragraph 5.2.2.1(a)(ii) of Part 4 –

Commercial Parameters and Settings.

NISS National Identity Security Strategy.

Nomination means an Application by an organisation seeking approval to fill a

specified position or role with a non-citizen.

Offer Definition

Improvement Activities or

ODIA

means the offer definition and improvement activities that the

Department may undertake as part of the RFT process, as described

in clause 5.30 of Part 5 – Terms and Conditions.

Office of the Migration

Agents Registration

Authority or OMARA

means the Office of the Migration Agents Registration Authority that

registers and regulates migration agents. In Australia, migration

agents must be registered in order to provide immigration assistance

services.

Official has the same meaning as under section 275 (Interpretation) of the

Migration Act.

Other Departmental Users means users of the Platform data (including through the use of

relevant departmental systems) including but are not limited to those

set out in section 2.1.3.2 of Attachment A – Statement of

Requirement.

Other Market Providers means providers of visa services that use the Platform or the

Platform data including those set out in section 2.1.3.3 of Attachment

A – Statement of Requirement.

Other Organisations means organisations that use the Platform or the Platform data

including those set out in section 2.1.3.4 of Attachment A –

Statement of Requirement.

Other Providers has the meaning given in section 2.1.3.3(c) of Attachment A –

Statement of Requirement.

Other Representatives has the meaning given in section 2.1.2.3(c)(iv) of Attachment A –

Statement of Requirement.

Payment Card Industry

Data Security Standard, PCI

Standard or PCI DSS

means the information security standard by that name for

organisations that handle branded credit cards from the major card

schemes.

The PCI Standard is mandated by the card brands and administered

by the Payment Card Industry Security Standards Council.

Performance Management

Framework

means the performance management framework that the Successful

Tenderer will be required to comply with in providing the Services,

which will be included in the Draft Agreement and Phase Two

Documentation.

Personal Information has the same meaning as set out in the Privacy Act 1988 (Cth).

Personal Sponsor has the meaning given in section 2.1.2.3(d)(ii) of Attachment A –

Statement of Requirement.

Phase One means the first phase of the RFT process, which is further described

in paragraph 3.2 of Part 3 – RFT Process.

Phase One Activities means the activities to be undertaken by Tenderers as part of Phase

One in accordance with this RFT, and as further described in

paragraph 3.2.2 of Part 3 – RFT Process.

Phase One Evaluation

Criteria

means the criteria set out in Section 3 of Attachment B – Evaluation

Process and Evaluation Criteria that will be used to evaluate the

Phase One Responses.

Phase One Response means all documents and materials lodged, submitted and provided

by a Tenderer in response to this RFT as part of Phase One of the

RFT process.

Phase One Response

Closing Time

means the closing date and time for submission of Phase One

Responses, as set out in the RFT Details.

Phase Two means the second Phase of the RFT process, which is further

described in Part 3 – RFT Process.

Phase Two Documentation means the documentation issued by the Department via AusTender

as part of Phase Two, which the Department intends at this stage

may include:

a. amendments to Part 1 – RFT Details;

b. amendments to Part 5 – Terms and Conditions;

c. updated Attachment A – Statement of Requirement;

d. Attachment D – Draft Agreement;

e. updated Attachment B – Evaluation Process and Evaluation

Criteria; and

f. updated Attachment C – Tender Response Forms.

Phase Two Evaluation

Criteria

means the criteria set out in Section 5 of Attachment B – Evaluation

Process and Evaluation Criteria that will be used to evaluate the

Phase Two Tenders.

Phase Two Tender means all documents and materials lodged, submitted and provided

by a Tenderer in response to this RFT as part of Phase Two of the

RFT process.

Phase Two Tender Closing

Time

means the closing date and time for submission of Phase Two

Tenders, as set out in the RFT Details.

Phase Two Tender Validity

Period

means the period specified as such in the RFT Details.

Phases means Phase One and Phase Two of the RFT process.

Platform Business

Management Officers

has the meaning given in section 2.1.3(i) of Attachment A –

Statement of Requirement.

Policy Officer has the meaning given in section 2.1.3(h) of Attachment A –

Statement of Requirement.

Portfolio has the same meaning as Home Affairs Portfolio.

Pre-existing Provider

Material

has the meaning given in paragraph 4.4.5.1(b)(iii) of Part 4 –

Commercial Parameters and Settings.

Pricing Schedule means the pricing schedule to be issued as part of the Phase Two

Documentation.

PRISMS Provider Registration and International Student Management System.

Program Manager has the meaning given in section 2.1.3(c) of Attachment A –

Statement of Requirement.

Prohibited Company means the companies that the Successful Tenderer must not

promote or engage with in the provision of the Additional Commercial

Services, as updated by the Department from time to time.

Expression Meaning

Prohibited Criminal Group means the groups that the Successful Tenderer must not promote or

engage with in the provision of the Additional Commercial Services,

as updated by the Department from time to time.

Protective Security Policy

Framework or PSPF

means the Australian Government’s protective security requirements

for the protection of its people, information and assets (which

replaced the Commonwealth Protective Security Manual 2005), as

amended or replaced from time to time.

Provider Registration and

International Student

Management System or

PRISMS

means the secure database owned and maintained by the

Department of Education and Training for the purposes of

administering the Education Services for Overseas Students Act

2000 (Cth). PRISMS provides the means for education and training

providers to comply with legislative requirements.

Recovery Point Objective or

RPO

means the maximum targeted period in which data might be lost from

an IT service due to a major incident.

Recovery Time Object or

RTO

means the targeted duration of time and a service level within which

a business process must be restored after a disaster in order to avoid

unacceptable consequences associated with a break in business

continuity.

Registered Migration Agent means a migration agent registered with OMARA.

Representative means people who use the Platform on behalf of an Applicant, as set

out in section 2.1.2.3(c) of Attachment A – Statement of

Requirement.

Request for Expression of

Interest or REOI

means the Request for Expressions of Interest for Delivering Visa

Services for Australia – Bundle 1 DIBP REOI 22/17-B1, issued on 22

September 2017 by the Department.

Request for Tender or RFT means this document, including all parts, attachments, schedules or

annexures to it, and any addenda issued by the Department in

respect of it.

Requirement means the goods, products and/or services required under this RFT,

as described in the Statement of Requirement in Attachment A –

Statement of Requirement.

Respondent means an entity that submitted a response to the REOI.

Restricted Country means the countries that the Successful Tenderer must not promote

or engage with in the provision of the Additional Commercial

Services, as updated by the Department from time to time.

RFT Details means the specific details about this RFT as set out in Part 1 – RFT

Details.

Expression Meaning

Risk and Intelligence

Function

means a Departmental User that uses the Platform data to:

a. perform risk and security assessments of visa Applicants;

b. identify and assess national security threats, organised crime,

system fraud and other threats; and

c. conduct analysis on the Platform data to develop and manage

profiles and alerts.

Risk Management and

Fraud Control Plan

means the plan to be provided by the Successful Tenderer in

accordance with PR16 of Attachment A – Statement of Requirement.

Risk Management Policy means the Department's risk management policy, as updated from

time to time.

Risk Register means the risk register to be provided by the Successful Tenderer in

accordance with PR16 of Attachment A – Statement of Requirement.

SCEC Security Construction and Equipment Committee.

Security Compliance

Statement

means the plan to be provided by the Successful Tenderer in

accordance with CR20 of Attachment A – Statement of Requirement.

Security Practice Statement means the Department's security practice statement which sets out a

protective security framework for the Department.

Service Delivery Partner or

SDP

means a contracted service provider that provides visa support

services on behalf of the Department. These services include:

a. pre and post visa lodgement enquiries;

b. distribution of visa information to Clients;

c. collection of visa Applications and biometrics; and

d. banking of Visa Application Charges.

Service Fee has the meaning given in clause 4.2.1.1(a) of Part 4 – Commercial

Parameters and Settings.

Service Fee Affordability

Threshold

means to the upper limit or tolerability of the Service Fee as set out in

Form 9 of Attachment C – Tender Response Forms.

Services has the same meaning as Requirement.

Shortlisted Respondent means a legal entity who was shortlisted following evaluation of the

EOIs at the completion of Phase 2: Scenario Based Design and

Evaluation of the REOI by the Department.

Site Inspection means the opportunity for the Tenderer to undertake an inspection of

some of the Department's sites, which the Department may decide to

undertake as part of the RFT process.

Small and Medium

Enterprise (SME)

means an Australian or New Zealand entity with fewer than 200 full

time equivalent employees.

Solution Security

Architecture

means the document to be provided by the Successful Tenderer in

accordance with CR32 of Attachment A – Statement of Requirement.

Expression Meaning

Special Purpose Vehicle or

SPV

means a company structure created for the sole purpose of entering

into an arrangement with the Department for the financing, build,

operation and maintenance of the Platform.

Sponsor has the meaning given in section 2.1.2.3(d) of Attachment A –

Statement of Requirement.

Sponsorship means an Application by an organisation or an individual seeking

approval to sponsor an individual non-citizen or group of non-citizens,

for an Australian visa.

Statement of Compliance means the statement of compliance with respect to the Statement of

Requirement and Draft Agreement which Tenderers are to submit as

part of their Phase Two Tender and which will be issued as part of

the Phase Two Documentation.

Statement of Requirement

or SOR

means the description of the Requirement as set out in Attachment A

– Statement of Requirement.

For clarity, a reference to Statement of Requirement during Phase

Two means Attachment A – Statement of Requirement as amended

or supplemented via the Phase Two Documentation

Successful Tenderer means the successful Tenderer (if any) with whom the Department

signs any resultant Agreement.

System Security

Accreditation Framework

means the Department's security accreditation framework as

described in CR30 of Attachment A – Statement of Requirement.

Team Leader has the meaning given in section 2.1.3(b) of Attachment A –

Statement of Requirement.

Tender means all documents and materials lodged, submitted and provided

by a Tenderer in response to this RFT including a Phase One

Response and a Phase Two Tender.

Tenderer means a Shortlisted Respondent who has been invited by the

Department to participate in the RFT process and participates in

Phase One Activities, submits a Phase One Response and/or

submits a Phase Two Tender in response to this RFT or, where the

context requires, is proposing to submit a Phase Two Tender.

Term means the duration of the Agreement between the Department and

the Successful Tenderer, as set out in paragraph 4.4.2 of Part 4 –

Commercial Parameters and Settings.

Terms and Conditions means the terms and conditions of this RFT as set out in Part 5 –

Terms and Conditions.

Third Party Material has the meaning given in paragraph 4.4.5.1(b)(v) of Part 4 –

Commercial Parameters and Settings.

Expression Meaning

Trusted Digital Identity

Framework

means the framework for identity and access management solution

and processes, which is available at https://www.dta.gov.au/our-

projects/digital-identity/join-identity-federation/accreditation-and-

onboarding/trusted-digital-identity-framework.

User Support Provider means an Other Market Provider of visa services that use the

Platform or the Platform data e.g. the Department’s contact centre.

Validation means the process of checking that information has been entered

correctly and at sufficient quality (e.g. documentation is in the correct

file format, the image meets the Department’s quality standards,

passport number adheres to the appropriate format for the country).

Visa Application Charge or

VAC

means a charge imposed on Applicants for an Australian visa that is

charged in either one or two instalments, usually at the time the

Application is lodged.

Visual Inspection Zone or

VIZ

means the Visual Inspection Zone of a machine readable travel

document comprising the mandatory and optional data elements

designed for visual inspection. The optional data elements, together

with the mandatory data elements, accommodate the diverse

requirements of issuing nation states and organisations while

maintaining sufficient uniformity to ensure global interoperability.

Work Health and Safety

Plan or WHS Plan

means the plan to be provided by the Successful Tenderer in

accordance with PR17 of Attachment A – Statement of Requirement.

Works means the Commonwealth Funded Building Work which forms part of

the Tenderer's proposed solution for the provision of the

Requirement.
