A great day was had by all who attended Lockhart Shire Council’s Australia Day celebrations at Yerong Creek, with a good crowd, lovely weather and plenty of activities. Australia Day Ambassador for 2013 was Mr Glen Sargeant who was
accompanied by his wife Lesley. Citizenship Awards went to Rose Lehmann and Jill Ball, with Jackson Strong receiving Outstanding Achievement Award, which was
accepted by his grandfather Peter Strong. Rose Lehmann was presented with the Lockhart Shire Citizen of the Year Award.
Thank you to Milton Schirmer from Woolworths for their continued sponsorship of the Australia Day celebrations and a big thank you to the Yerong Creek Community for
hosting a wonderful day.

As a newly elected member of Lockhart Council, I look forward to serving the community and the citizens who put their confidence in me to act as their representative.
I have been a life-long resident of Lockhart and together with my wife Fran, have raised three children who are now married and we have been blessed with seven grandchildren. I have a strong rural background in grain farming operations and now in the process of handing over the business to my sons and family. The experience and skills I have gained as a farming business/operator will be invaluable in meeting the demands of a position on Council. Prior to the election, I have been very involved on Boards and Committees including Chairman of Lockhart Showground Racecourse & Management Committee and Past President of Lockhart & District Progress Association. Semi-retirement has enabled me to spend more time in the wider Shire and has made me more aware of the issues that need addressing in order that the Shire will continue to develop as a vibrant community and a great place to live and work. It is a tremendous privilege to be able to serve as Councillor of Lockhart Shire. There is much to be done and success can only be achieved if we work together. I intend making myself available to the community as much as possible. Council, staff and community working together will make sure Lockhart Shire reaches its full potential.

Council Snippets - 12 February 2013
Stock Movement and Grazing Policy Council recently advertised a Draft Policy on the movement of stock and grazing throughout the Shire however no comments were received from the
community.
Council has resolved to place this Draft Policy on exhibition once again and members of the community are encouraged to inspect the policy and make comment should they so desire. Details on where the Draft Policy can be inspected is contained elsewhere in this
newsletter.
Upgrade Intersection Urana & Ford Streets, The Rock Council has previously given consideration to the upgrade of this intersection however no funds have been allocated
for the works to be undertaken.
Council was advised that an estimate to undertake the necessary improvements is $450,000 and this matter will be considered by Council together with other proposed
works at the 2013/14 Draft Budget Meeting.
Draft Policy – Keeping of Livestock in Residential Areas
Council previously advertised this Draft Policy seeking
comments from the community.
A significant number of comments were received from the community expressing concern at the introduction of the policy and Council has resolved that the policy not be
implemented.
Electronic Recording of Council Meetings Council again gave consideration to this matter and as further information is required the matter will be
considered again at the March 2013 meeting.
Tender – 4 Bedroom Council Residence
Council recently invited tenders from appropriately qualified builders to construct a 4 bedroom residence in the Green Street West subdivision to replace a former
Council residence.
Council received 10 tenders for the construction of this residence with the successful tenderer being Southern
Vale Homes.
Model Code of Conduct for Local Councils in NSW
The Division of Local Government has provided new requirements for Councillors, Council committees, staff and administrators associated with Councils throughout NSW and the new Code of Conduct was adopted by
Council.
Warrumbungle Shire Mayor’s Bushfire Appeal
Council received representations from the Mayor of Warrumbungle Shire referring to the significant loss of property, stock, etc, as a result of bushfires earlier this year and Council resolved to donate $500 to the
Warrumbungle Mayor‘s Bushfire Appeal.
Integrated Planning and Reporting
The General Manager is required under the Local Government Act to provide to Council and the community every 6 months a report on Council‘s Delivery Program which is those activities which were to be achieved within
a particular time frame.
This information was provided to Council and members of the community are encouraged to inspect this document
should they so desire.
The Rock Netball Courts – Flood Damage
Significant damage occurred to The Rock Netball Courts during the last flooding event and Council has resolved to allocate $25,000 to assist The Rock Recreation Ground Management Committee to rectify the damage which was
caused.
Seeliger’s Lane
Some time ago Council received representations from users of Seeliger‘s Lane and property owners that Council
undertake improvement works to this lane.
As this lane is classified as an earth formation road no specific funds are available for gravelling this area and
contributions were sought from landowners in the area.
Although some commitment has been given by some landowners Council has resolved that unless a 50% contribution from the landowners and road users in this area is received then Council will be taking no further
action.
Lockhart & District Progress Association Banner Poles
Council has been in discussions with the Lockhart & District Progress Association regarding the provision of banner poles in Lockhart which would be utilised to
advertise community events in the township.
Council has resolved that no action in regard to this
matter be undertaken at this stage.

Lockhart Shire Council Cemeteries are now “Dog Free Zones”
Due to damage by dogs, Cemeteries managed by Lockhart Shire Council are now ―Dog Free Zones‖ and signage will
be installed shortly at Lockhart, The Rock and Yerong Creek cemeteries
Grant Applications Assistance for Community Groups
Council has engaged a person who has experience in writing Grant applications and this person is available to assist community groups throughout the Shire who wish to apply for a grant from any sources. Council is mindful that some community groups do not have the time and/or expertise to complete grant applications and Council wishes to assist these groups by the provision of an experienced Grant Application Writer. The purpose of the Grant Application Writer is not to seek out sources of Grants for community groups but assist groups once they have decided to apply for a specific grant/s following their own investigations. Depending on the number of applications received it may be necessary for Council to prioritise the applications with which the Grant Application Writer is able to assist and Council has allocated a specific Budget amount for the project. Draft Policy – Stock Movement and Grazing Policy
Council, at its meeting on 19 November 2012, gave consideration to altering its policy in respect to stock movement and
grazing on Council roadsides.
Members of the community are invited to inspect the document and make submissions on the policy to Council, should they so desire, by Friday, 29

LOCKHART SHIRE RESIDENT ACKNOWLEDGED Congratulations to Elissa Strong who has been successful in receiving a scholarship to attend the National Rural Women’s Conference in Canberra. RDA Riverina announced the successful applicants for the National Rural Women’s Conference scholarship 2013 to be held in Canberra on February 18 – 20, 2013. RDA Riverina received ten very strong applications and the three successful applicants were:
Elissa Strong ( Agronomist & Grain Marketer Lockhart),
Tanya Kassman ( Compliance Officer Patricks Portlink Griffith) and
Frankie Freeman (Red Cross Community Health & Well Being Officer Wagga).
‘The RDA Riverina staff were very impressed with the calibre of applicants. It is refreshing and valuable to have evidence of the wonderful work in which young aspiring individuals residing in the Riverina and their engagement in their respective communities. They are all to be congratulated.’ Marg Couch, Project Officer Regional Development Australia (RDA)-Riverina said. The inaugural National Rural Women’s Conference will be held in Canberra from 18-20 February 2013 will present more than 30 exceptional presenters sharing their experience of business, community, rural issues and the joys and challenges of rural life.

The Spirit of the Land held the Annual General Meeting on Wednesday night 13th February 2013. The meeting is pleased to announce a brand new committee. Sue Schneider (president) Julie Lamont (secretary) Trish Trevaskis (treasurer) Mandi Bouffler (media liaison officer) stood down and a young, vibrant new committee will take the festival forward. We look forward to Michael Glynn president, Megan McKenzie secretary, bringing exciting times ahead for our community festival on the 12th -13th October 2013. SECOND ROUND OF YOUTH OPPORTUNITIES FUNDING
Applications opened on 1 February for a second round of Youth Opportunities funding, Minister for
Citizenship and Communities Victor Dominello
More than 30 local projects aimed at supporting innovative youth leadership and mentoring projects have
already received funding as part of the NSW Government‘s $3.1 million initiative.
Officers from the Office of Communities‘ Youth Strategy and Participation Team will conduct a series of workshops around NSW in the first week of February 2013 to inform potential applicants about the
guidelines and the application process.
Information workshops are planned for Dubbo, Tamworth, Wagga Wagga, Redfern, Mt Druitt, Liverpool,
Newcastle, Lismore, Batemans Bay and Wollongong.
―The initiative provides time-limited grants for new projects that enable young people to lead and
participate in community development activities,‖ Mr Dominello said.
―This is a great opportunity for youth-led and youth-managed local community projects, with a focus on
mentoring and other leadership development strategies, to apply for the one-off grants.‖
Previously funded projects include youth-led social media and community forums; initiatives to encourage young people to join local community boards and committees and; training for young people in organising
drug- and alcohol-free music events.
Other projects supported young people to improve language, literacy and numeracy skills; taught young people the skills for employment sustainability and; engaged young people from disadvantaged and
refugee backgrounds.
―Everybody benefits when young people are more involved in their communities and contribute positive
ideas,‖ Mr Dominello said.

Linking Landscapes Through Local Action project Linking Landscapes Through Local Action is part of the Green Corridors program, a Government priority action identified in the NSW 2021 Plan. The project is funded through the NSW Environmental Trust.
This project works with stakeholders in the Sydney Basin to identify green corridors and secure better land conservation management within the corridors. It is also developing online mapping to allow public agencies to track land secured for conservation through this and other projects across the State. The project is receiving $10.1 million
of funding up to 2014-15.
Grant program for establishing and funding biobank sites on public land
The second round of expressions of interest (EOIs) for this grant program is NOW OPEN until 29 March 2013.
Subject to funding being available, EOIs will continue to be received after 29 March 2013 for Round 3.

The majority of project funds, about $9 million, is allocated for a grant program targeted to public land managers in the Sydney basin who are willing to manage bushland for conservation purposes. The funds will be used to establish
biobanking agreements on public land.
Biobanking agreements are a type of permanent conservation covenant in which funds are invested in an endowment fund (the Biobanking Trust Fund) which then provides an ongoing annual payment to the land manager. This means the bushland would be managed in-perpetuity with an external source of funding and so provide the organisation with
long-term savings.

Murrumbidgee Local Health District says the most important thing people can do to help save lives through organ
and tissue donation this DonateLife Week is to ask and know your loved one‘s donation wishes.
In Australia the family of every potential donor is always asked to confirm the donation wishes of their loved one
before organ and/or tissue donation can proceed.
Donor Specialist Nurse Sarah Woolley said: ―When more families ask and know the donation wishes of family mem-
bers, they will then be prepared to confirm the wishes of loved ones if and when the situation arises.
―We can help people discover, decide and discuss organ and tissue donation at www.donatelife.gov.au and we can help you start the conversation with those close to you,‖ she said.
―In our NSW hospitals we also have specialist doctors and nurses who will support families before, during and long
after the donation process.
―To remind us to ask and know the wishes of our loved ones we continue to tour the DonateLife Book of Life around
cities and towns in NSW,‖ Ms Woolley said.
We invite contributions from people to share their experience with stories, poems and pictures about organ and
tissue donation, transplantation and waiting for a transplant and hope,‖ she said.
Organ and tissue donation can change lives:
Corneas can restore sight
Kidney transplants can take people off regular dialysis and back to a normal life without regular hospital visits
Pancreas transplants can cure type I diabetes
Liver, heart and lung transplants save lives immediately
Transplantation means a very sick person can return to a normal life again: be an active member of the family again
and return to work and community life.
More and more people are discovering the facts about organ and tissue donation, making informed donation deci-
sions and sharing those decisions with their families.
―Make time this DonateLife Week to ask and know the wishes of our loved ones about organ and tissue donation so
we can save lives and make a difference to many more lives,‖ Ms Woolley said.
Expressions of interest (EOIs) for biobank sites are being sought from public land managers in the Sydney Basin. Successful EOIs will be selected based on the connectivity and biodiversity values of the land, the conservation security of the land and the cost-effectiveness of the investment. As part of the EOI, land managers will be invited to
co-contribute funds and this will increase the competitiveness of the bid for the funds.
Other project components
The Linking Landscapes through Local Action project comprises of two additional components which are being
scoped for their feasibility.
Identifying Corridors aims to integrate the mapping of local, regional and State biodiversity investment priorities within the Sydney Basin. This component seeks to draw together the existing efforts of councils, catchment management authorities and State agencies into a single map which recognises areas of local significance within a
broader context. The mapping will assist in targeting offsetting and other conservation efforts to agreed priority areas.
Conservation commitments mapping will allow public authorities to share information about the location of any land secured for conservation through offsets, covenants and other mechanisms. It will help authorities avoid
doubling-up their commitments as well as plan new conservation initiatives.

If you know someone looking for just the right place to set up camp with a tent or caravan, or looking to hire an on-site van, then Lockhart Caravan Park is just the place.
Situated in Green Street, the caravan park is just 100 metres from the
shopping area and within easy walking distance to all facilities.
There are 21 sites, three unpowered and eighteen powered sites.
Three Cabins which can accommodate up to 8 people are also available.
A modern camp kitchen is available as well as showers, toilets and a peaceful
location.

Residents experiencing difficulty in paying their rates and charges are invited to discuss their

Residents who have made a payment directly into Council’s bank account are asked to please

If you receive a Pension you can apply for a Pension Rebate on your Rates if the property on
which you are applying for a Rebate is your principal place of residence.
To avoid legal action on overdue rates or long term outstanding debts contact Council to
make an arrangement to pay.

Lockhart Ex-Servicemen’s Club President Quee welcomed 27 members to our AGM on Monday 11th February. Social Secretary Margaret Doherty thanked all who helped make our Christmas Party so successful, she also thanked Biddy Wilson for her many years of service to the seniors. President Betty reported on a great 2012 with two concerts and a mystery bus trip enjoyed by members plus Bingo and Cards every Monday and a Monthly BBQ. The Exc Committee was then retired and Fay Hogan took the chair and called for nominations to fill positions. Lockhart Local Court Services
The Local Court Office has moved from the Council Chambers, Green St, Lockhart, to make room for the new Council Administration Building. Local Court Services can now be found at 9 Matthews Street,
Lockhart (Council‘s Medical Centre).
The office is open the first and third Mondays of each month from 9:30am to 1:00pm and 2:00pm
to 3:30pm.
Services available include: Births, Deaths & Marriages enquiries, family law, apprehended violence orders, advice on procedural matters relating to Court appearances, payment of court fines and civil claims matters. Assistance can be given in the making of Wills. Marriages may also
be conducted.
As a Government Access Centre you may purchase fishing licences, obtain boating
handbooks and many other publications.

We are now located at the rear of Harper Trevaskis.
Blue Harper and Clinton Trevaskis have been very generous in making this space available to us.

COME AND TRY TAI CHI IN LOCKHART
Lockhart Community Health is holding a free ‘Come and Try Tai Chi’ Day at Lockhart on Wednesday 20 March as part of Arthritis Awareness Week. ―Tai Chi for Arthritis is an enjoyable exercise that can relieve pain, improve your health and ability to do things. What is more, it is easy to learn — almost anyone can do it,‖ said Health Link Professional Rebekah Lubke. Tai Chi for Arthritis incorporates exercises that improve muscular strength, flexibility, balance and fitness. ―Tai Chi is especially suitable for older adults because its level of exertion can be adjusted for each individual. Tai chi helps to prevent falls and reduces the effects of arthritis,‖ Rebekah said. Tai Chi for Arthritis is safe and easy to learn and the classes are taught by certified Tai Chi instructors. Murrumbidgee Local Health District currently runs 91 Tai Chi for Arthritis classes around the region which are taught by volunteer instructors. The Lockhart class will be held at the Uniting Church Hall at 10am and light refreshments will be provided. Wear loose-fitting clothing and flat, comfortable shoes. St Joseph’s School This year we welcomed six new Kinder students and their families to our school. We had a great start to our year and we are all looking forward to a wonderful year ahead. Congratulations to our sports captains who were elected in our first week of school -Anikah Gooden and Isaac Wooden are our Gold captains and Olivia McDonnell and Henry Lane are our Blue captains. On Tuesday, February 5, we held our annual swimming
carnival. All of our students put in a great effort and we also saw some amazing
performances from our parents, a grandparent (well done
Wendy) and our ex-students. It was a fantastic roll-up.
Congratulations to our champions for the carnival –
Alyesha Rockliff, Matthew Chant, Victoria Rockliff, Charlie
Douglas, Zoe Douglas and Connor Krebser. Twenty three
of our students will now go on to the Deanery carnival in
Junee.
Road Safety & Recycling A Focus For Kinders
Road safety and recycling will be the focus for kindergarten students in Lockhart Shire when they receive new library bags, delivered to their schools this week as
part of the successful School Safe For Starters and Recycle Roo programs.
These programs are a joint initiative of the Riverina Eastern Region Organisation of Councils and the Local Government Road Safety Program and have been
running for the past nine years.
Each brightly coloured library bag contains activity sheets for the children to
complete in class, road safety stickers and a range of helpful information to take home to their parents.
―One of the lovely things about these bags is the colourful Safetysaurus and Recycleroo characters printed on them, and with pupils using them year after year, the road safety message remains front of mind‖, said Lockhart Shire Council Road Safety
Officer Shelagh Merlin.
―Lockhart Shire Council always strongly supports the program and this year has been no exception with Councillor Peter Yates helping to present
library bags at Lockhart Central School‖, Mrs Merlin added.
―While information in the library bags introduces our children to the concept of road safety, it is also a good opportunity for parents and caregivers to read the literature and gain an understanding of their contribution to road
safety in school zones‖, she concluded.

News from Lockhart Pre-School
Kindergarten It has been a while since Lockhart Pre-School Kindergarten has
had an entry in the Shire Newsletter, so there is a bit of news
to catch up on.
As the Pre-School 2012 year came to a close, the Pre-School
children treated family and friends to a wonderful Christmas concert at the Blue
Harper Pavilion including items such as ―The 12 Aussie Days of Christmas‖ and the
old favourite ―There’s a Hole in My Bucket‖. On the last day of Pre-School, Santa
Claus found time in his busy schedule
to come and join in the end of year
party! We farewelled 14 of our
students, nearly all to ―big school‖,
and we know that the skills and
friendships they have obtained during
their time at Pre-School will give
them a great start for the next
exciting phase of life. We wish them
all the very best.
And now the 2013 year has begun and
we have welcomed many new students
and families to Pre-School. We hope they all enjoy their time with us as well. It
was lovely to see so many happy
faces on the first day, especially
from new friends who have not
previously come to Pre-School. We
know we will all have a wonderful
year together.

also building a scarecrow to keep

WEED OF THE MONTH TREE OF HEAVEN
Ailanthus altissima
Declared Noxious Weed Class 4
Tree of Heaven is an erect, deciduous tree native to Eastern Asia. Possibly originally brought to Australia in the early to mid 1800s, and primarily the plant was recorded mostly in
Botanical Gardens within the Capital Cities.
Able to survive harsh and dry environments, Tree of Heaven is also known to possess harmful qualities affecting humans and livestock; including dermatitis from direct contact with flowering plants in particular, and further to gastritis from potable water
contaminated from the plant.
Leaves: may grow to 1m long, arranged alternately and consist of up to 20 pairs of opposite facing leaflets. Leaflets are oval-shaped, broader and with at least one notch or tooth at the base, 10-12cm long and of
unpleasant smell when crushed.
Flowers: borne in terminal clusters to 50cm long, white to greenish, numerous in amount and with small petals only 3 or 4mm long.
Flowers from spring and through summer.
Fruit/seed: generally between 3-4mm in diameter, and surrounded by a large, flat and dry wing about 4cm long. Initially yellow-green,
but becoming red with age.
Root: A strong, deep vertical tap root, with numerous smaller lateral roots extending away from the plant and allowing suckers to
germinate.
Control: particularly with suckers and such a strong root, the plant is difficult to control. For mature plants, cutting at the base of the stump and painting with a long acting and penetrable herbicide is considered the most effective method. Using a foliar spray on smaller plants and constant careful monitoring to ensure
control.
Tree of Heaven is a declared Class 4 noxious weed in Lockhart Shire and as such, the plant must be managed in a manner that reduces its numbers spread and incidence and
continuously inhibits its reproduction.
