Hard words
This book has some hard words.
The first time we write a hard word
● the word is in blue
● we write what the hard word means.
You can get help with this book
You can get someone to help you
● read this book
● know what this book is about
● find more information.

About this book
This book is about the Major Performing
Arts Framework.
Framework means how we will make
something happen.
The framework says how federal and state
governments will give money to major
performing arts companies for their work.
Federal means the government for all
of Australia.
We know that there are some things that do
not work well in the framework.
We want to find out ways to make the
framework better.
Page 4
About the framework
There are 28 major performing arts
companies that are part of the framework now.
The companies performances and art include
● dance
● theatre
● circus
● opera
● orchestra
● chamber music.
Page 5
The framework says
● what governments want the company
to achieve
and
● how much money the governments will give
to achieve the goals.
The money that the governments give is to
help companies
● develop the arts in Australia
● make jobs for artists and art workers.
For example
– musicians
– writers
– performers
– directors.
?
?
Page 6
The money that governments give is also to
help companies show their art to other people
around
● Australia
and
● the world.
The framework has not changed much in
20 years.
Page 7
What we know
We think that we could make better ways to
give money to help major performing arts.
We did research to find out what we
● do well
and
● can do better.
Research means you ask questions to find
out information.
We also asked people to tell us online what
they think about the framework.
Page 8
The information we found out
● is part of this book
and
● will help us know more about how to make
the framework better.
We will give ideas about how we might change
the framework.
We want to find out what you think.

What we found out
We spoke to different people about
the framework.
We found out that
● the money companies got did not change to
support and reward success
● the list of companies that got money
did not change much
● sometimes companies did not know what
governments wanted them to do with
their money
● governments did not give companies
more money when they needed it
● it is sometimes hard to find venues to
show the art.
?
Page 10
We also found out that
● companies need more money to take their
art to different places around the country
● everyone gets different amounts of money.
We know that people want the framework to
help the art community in Australia make
● high quality art
and
● new kinds of art.
Page 11
Some ideas people told us about how to make
the framework better were to
● be more diverse.
For example, more money for indigenous
art and art by women.
● make it easier for companies to get money
to make art in regional areas
● help to make more jobs for artists and
art workers
● help to make new art and Australian art
● make companies report more information
about the money they spend on art
● make sure the right companies get the right
amount of money.
Page 12
How you can help
We want you to tell us your ideas about how to
make the framework better.
We have thought of 9 ideas that we might use
to change the framework.
We want you to answer questions about
our ideas.
You do not have to answer all of
the questions.
Page 13
Our ideas
1. Change how we choose to give money from governments
We could change the framework so
companies can
● ask for money
● tell governments how they would spend
the money.
We could change
● the amount of money companies get
● how long they get it for.
We would not make the change straight away.
We would make sure major performing arts
companies had time to plan for change.
??
Page 14
As part of this change companies who ask for
money would need to
● be assessed
Assessed means we check to see if they
– meet the rules of the framework
and
– are the right company to give money to.
● tell us all of the reasons
– why they need the money
– how they will use the money.
● get the money for 4 years.
Page 15
Questions
Tell us if you think this change would help to
make the framework better.
Tell us why you think it will be better.
Think about if the change will help
● to make it easy to change how money is
given for different situations
● get better outcomes from companies about
the money they use from governments
● companies know that they will have money
for what they need.
Tell us if you think another way could work.
Tell us if you think governments should give
money to other types of art companies.
For example, writers or visual artists.
Page 16
2. Change how we choose who can ask for money
We might make a new submission process.
Submission means what you tell us when you
ask for money from governments.
A submission would only be asked for if the
company met the criteria.
Criteria means the rules about how to get
money from governments.
We would ask for submissions every 4 years.
Page 17
Questions
Tell us what new criteria we should include in
the framework.
New criteria might be about
● money
● art that companies make
● people who go to a performance
● people who make decisions
● people from different backgrounds.
Tell us if before we make a decision we should
think about
● where in Australia major performing arts
companies are
and
● what sort of art they make.
Page 18
3. Change how we decide who gets money
We might make a new process for how
companies are assessed.
Companies will be asked to give us
information about
● why they need the money
● how they will spend the money.
We will then check that their information meets
the criteria for being able to get the money.
We will decide
● how much money they can get
and
● what they need to do for that money.
?
Page 19
The criteria could be
● artistic quality and creative leadership
● how well the company manages money
● what the company gives to their state and
territory and national arts community.
Questions
Tell us if you think the 3 criteria should be
used in the new framework.
Tell us if you think the 3 criteria will not work.
Tell us what other criteria you think we should
use in the framework.
Tell us if we should ask other groups of people
to help us decide if a major performing arts
company gets money.
Page 20
4 Change what we expect from companies who get money.
We could change our list of the things we
expect companies to
● do for their money
● tell us about how they spend their money.
We might say that each company has their
own performance goals.
We would want to find out
● how they are the best at what they do
● who gets to see their art
● what they would like to do in the future
● how they work with their community.
Page 21
Questions
Think about when a company does not meet
performance goals.
Tell us how long the company should have
to make their performance better before we
change the money they get.
Think about when companies get different
amounts of money for different reasons.
Tell us why this would work well.
Tell us why this might not work
Tell us if you think we should give information
about companies and their art money
to everyone.
Page 22
5. Change how governments review how much money companies get
We could make a new rule that different
governments can work together to review the
money major performing arts companies get.
Review means to look at something again.
The review could include
● how the money helps the company grow
● changes that have happened
● if the company is
– doing well
or
– not doing well.
Page 23
Questions
Think about major performing arts companies
being able to
● plan for the future
and
● take new artistic risks.
Risks means things that could
cause problems.
Before they make a plan companies will want
to know how much money they will get
from governments.
Tell us what you think about how governments
should review the money to make sure
companies can plan well.
?
Page 24
6. Other changes we could make to the framework
We want major performing arts companies to
be the best at what they do.
We want the arts community to be
● diverse
● inclusive
● able to work together.
We might make a list of things that all
companies must do.
Page 25
The list might include
● senior staff must be diverse.
For example, more women make decisions
about art and the company.
● major performing arts companies should
work together with the arts community
● make more Australian art work.
Questions
Tell us what should be written in governments
contracts to say how companies must be
● diverse
● leaders in the art community.
Page 26
7. Make more ways to help take art around the country
We help the Australian government give
money to major performing arts companies to
tour their art around the country.
Tour means take the art around the country
and show it to lots of different people.
We give money to lots of different companies
to tour their art.
We call this program Playing Australia.
Sometimes companies do not know if they will
get money to tour their art because they want
more money than we have to give.
This means companies cannot plan well for
future tours.
Page 27
We could make some money for tours part of
the framework.
This could help companies to
● plan for future tours
● find venues
● find more people to see their art.
Question
Tell us your ideas about what governments
should think about when they want to give tour
money to major performing arts companies.
Page 28
8. Give money for new projects or excellent performance
We do not give money now to
● reward companies for excellent performance
or
● support exciting new projects.
We want to find ideas to help us change this.
We would need to find the money to pay for
these new ideas.
Page 29
Questions
Tell us what we should think about when we
decide who gets money
● as a reward for excellent work
or
● for an exciting new project.
Tell us if there is something you think we
should not support.
Think about if we had to take money from one
part of the framework to use for this
new program.
Tell us what would work well.
Tell us what would not work well.
Page 30
9. Good venues for art
We know that major performing arts
companies need good venues to show
their art.
We also know that plans and budget decisions
for venues are sometimes
● complex
and
● made by other government departments.
We will not include venues as part of the
framework decisions.
We could include details that tell us what to
do if the need for a venue affects what the
company delivers under the framework.
Page 31
Questions
Think about arts venues
● availability
and
● accessibility.
Accessibility means a place is easy for
everybody to
● go to
and
● use.
Tell us if you think we should include
information about venues in the framework.
Tell us if you think the information about
venues should help how we think about
the framework.
