Minutes ePermits Working Group Meeting Friday, October 23, 2015 9:00 a.m. – 11:00 a.m. Broward County Government Center West Hearing Rooms 1 North University Drive, Plantation, FL 33324 1. Chairperson Jeffery Halsey opened the meeting at approximately 9:12 a.m. 2. The Working Group considered the question of Broward County Building Officials (BCBO) Association membership on the Working Group. a. Ken Koch described BCBO association of Building Officials, Inspectors, and Plans Examiners. Created in 1977 by Code Enforcement Professionals, it is an operative group on the “front lines” in Building Departments. They are interested in the development process and participating in resolving impediments in the permitting process. b. Working Group agreed that BCBO be represented on the Working Group. For the foreseeable future, Mr. Koch will be representing BCBO. c. Working Group described as a collaborative group who meet quarterly to advocate moving in the direction to make permitting easier for the customer. 3. JoAnn Loiodice (Intern with the Pollution Prevention Division) presented an ePermits Case Study: a. Work done so far on Broward County’s ePermits solution: 22 business lines, 5 on now with 2 more ready. b. Case Study is on first 3 business lines: Surface Water Management License (SWM), Development and Environmental Review (DER), and Asbestos Statement of Responsibilities (SRRA) c. Goal: all 22 programs on ePermits by 2018 4. Discussion on major change initiatives: a. Major change initiatives require change agent with authority b. Time to complete inversely proportional to authority. Examples: i. Broward County ePermits (22 businesses online) - Five (5) years ii. Taxi industry and Uber: Political priority - 15 months to change entire industry iii. Climate Change: In 16 months, organizational foundation for climate change embedded by former Mayor, including with four county compact iv. GoSOLAR: –Grant driven taking four (4) years

1. Chairperson Jeffery Halsey opened the meeting at approximately 9:12 a.m.2. The Working Group considered the question of Broward County Building Officials (BCBO) Association

i. January agenda discuss future leadership of the workgroup5. Discussed communication issues between Fire Departments and Building Departments:

a. Coordination between codes (Fire and Building) is better, but not yet in syncb. Concurrent reviews between building and fire departments to not happenc. Fire Marshall review a significant opportunity for improving permit approval timeline Agree that

d. Jeff will reach out to the Fire Marshall on behalf of ePermits Working Groupi. Jim Dipietro will draft invitation and suggest whom to invite

6. Action Plan from Last Meeting:a. Work with the Alliance to promote the updated Miller report once published: Alliance still

awaiting input from two citiesb. Promote completed ePermitting recommended practices: File name standards were

completed, but currently no plans for any outreach effort with just this recommended practice. .c. ePermits survey results: Connie will send updated results to all (and post online)d. Investigate changing 27-66 to reflect concurrent building permit review and

environmental review processes: No objections received. Waiting for legal to give approval expected in October. Next step will be Planning Council (Nov/Dec) then to the Commission Agenda in January 2016.

e. Develop draft RFI: Jeff presented draft RFI (meeting handout and emailed 10/05/2015)i. Agreed to split into two RFIs:

1. Countywide ePermit Solution (virtual system)2. Contractor Documentation Database

ii. Need two or more vendors to participate for each of the two RFIsiii. Next agenda in January

1. Two finalized RFIs ready for distribution2. Obtain workgroup approval

iv. After January meeting1. Send to vendors on municipal survey and any other targeted outreach 2. Letter to city managers inviting city participation in vendor presentations

7. Next Meeting will be in January8. The meeting adjourned at 11:10 a.m.
