Re: 2020 August Monthly City Council Report

INTRODUCTION The police department, working with our city partners and community entities, focused our efforts on hurricane preparedness and the procedures to accommodate re‐opening special events under the guidance related to coronavirus (COVID‐19). We still remain vigilant in our information gathering, response efforts, and planning processes related to the COVID‐19. We increased our efforts on controlling quality of life issues and as such, were part of the city task force on short‐term rentals and noise. It is through this working relationship that a plan will be presented to the City Council to ensure that our community stays as paradise.

Reserve / Auxiliary Program Activity Hours

Reserve and Auxiliary Police Officers are unpaid volunteers who are certified by the State of Florida to perform in the law enforcement role. These officers must meet the Department’s and State of Florida’s annual retraining / certification requirements. Reserve and Auxiliary personnel are required to volunteer a minimum of 16 hours per month. They perform a variety of functions for our Department and community which are outlined in the chart below. Particularly they assist full‐time personnel at community events or special duty functions (requests for an officer to be assigned and compensated by the outside vendor) and during significant weather events such as hurricanes or flooding. Reserve and Auxiliary Officers provide an additional uniformed police presence in neighborhoods, commercial areas, schools, parks, and beaches. Once a month Reserve and Auxiliary Officers have a staff meeting to review policy changes, attend training and address planning and logistical requirements. The below chart signifies the logged hours that have been devoted to the particular assignment by the Reserve and Auxiliary Officers.

Detective Bureau Monthly Report

Self‐Initiated Reports:

Fraud – A report was forwarded from the Highlands County Sheriff’s Office regarding a rental fraud. Further follow‐up

revealed that MIPD did not have venue for this case and it was closed out.

Suspicious Vehicle – Several suspicious phone calls came in regarding a vehicle that was left at one of the marinas. After

a background check on the vehicle, there was a concern that the vehicle was stolen. The vehicle was towed until it was

determined that it was not stolen. The rightful owner claimed it at the tow yard.

Elder Abuse – A report of possible exploitation of an elderly person was made by concerned friends. Florida Department

of Children and Families were notified, and case is ongoing.

Cases Closed by Detective Bureau

Assist other Agency – a possible fraud report involving attempts to access a business email account for mining of

financial information was forwarded to the Rockford (Indiana) Police Department after determining jurisdiction.

Assist other Agency – a fraud report involving a financial loss to a bank account had ties to a suspect(s) striking in

multiple jurisdictions within the United States. Suspect(s) are possibly international. Case was turned over to FBI.

Death Investigation – Medical Examiner issued a final report ruling a death at a home during May of 2020 to be from

natural causes.

Death Investigation – Medical Examiner issued a final report ruling a death occurring March of 2020 with the owner at a

closed business to be from natural causes.

Death Investigation – Medical Examiner issued a final report ruling a death from August of 2020 to be accidental.

Lewd and Lascivious – State Attorney reviewed a report of molestation between juvenile relatives and determined that

no prosecution would be sought.

Trespassing – Complaint was made earlier in the year about a suspect trespassing on private property. The suspect was

identified, and a warrant request was sent for his arrest.

Burglary – An unknown suspect broke into a building and stole some miscellaneous items. There was some blood left

behind and the specimen was sent to FDLE for DNA testing. The case is ongoing.

Stolen Vehicle – An Oldsmobile was stolen from Anglers Cove and is still at large. No suspect(s) currently.

Stolen Vehicle – A black Nissan Armada was stolen from the Marriott Hotel Parking lot and is still at large. No suspect(s)

currently.

Vehicle Burglary – a vehicle burglary was closed out after no suspects on surveillance video could be positively

identified.

Suspicious Incident – a suspicious incident of a subject loitering around cars was closed out after the person involved

could not be identified from pictures.

Vehicle Burglary – a prior vehicle burglary report was closed out after a lead on an item stolen turned out to not identify

a suspect.

with adventures they would not otherwise experience.

Met with Condo Manager to discuss how property owners can safely access beach. On a weekly basis ensure that the beach restriction barricades at public access points are properly established.

Sea Turtle Activities Overview:

Communicated with beachfront condos sharing the weekly sea turtle activity and alerting them to soon‐to‐be hatching nests.

Met with Condo Manager to evaluate recently installed lighting.

Met with Hotel Manager regarding cleanliness of the beach and moving beach equipment back onto their property each evening.

Discussed lighting spectrometer with Collier County, Sea Turtle Conservancy, Beach & Coastal Resources Committee Members, and various manufacturer – purchased spectrometer.

Requested and obtained disorientation data from the County for the 2019 Sea Turtle season for comparison purposes.

Reported and coordinated with Collier County the removal of a large amount of trash observed on the pathway between the lagoon and the gulf at Tigertail.

Investigated a litter incident reported by the beach committee at a beach hotel – determined it was not a violation.
