From the Presidents Desk:August is launch time for Membership Campaign! The Chamber year is October 1st through September 30th! The Renewal Packets have been mailed out or they will be hand delivered to some of our members in the neighborhood! There is a nice reward for quick turnarounds of renewals!! We thank the IFA for two vouchers for a round trip with vehicle. The first drawing will be held on September 1st for all the members who return the signed and remitted membership paperwork by that date. For every $100 or part thereof, each member receives one entry. All those returned by September 1st will be added to the IFA voucher #2 drawing to be held on October 1st. Double your chances and reply early! The packets contain a stamped return envelope to encourage a quick reply. Our office staff have prepared the membership applications and Island Guide Ad Contracts with each members current information. Write in the changes you want, sign, remit payment by check or go online to our website to use a credit card. Place in the stamped blue return envelope. Your packets contain information on our newest additional benefit to our members. We have subscribed to MYCHAMBERAPP, and our current members information has been uploaded. This will give our Island Residents and Visitors information literally at their fingertip when they download the free APP onto their mobile phones. July 18, 2012 Dear Community Member (s), I am very happy to say that as of July 17, 2012, I, Deedee Jeffreys, am your new At Large Board of Director member for the InterIsland Ferry Authority (IFA). In the past, I was a member of the Board Of Directors for over six years, as Coffman Coves representative. I am looking forward to working with the board of directors to make sure that Prince of Wales Island has continued daily, affordable, safe, ferry service. As the At Large member of the Board of Directors I represent Prince of Wales Island as a whole. I represent all of the communities on Prince of Wales, including all communities that do not have a representative on the board. Since I am new to the At Large position, and there is not a job description for this volunteer position, I want to ask each community to let me know what I can do for you. 1. The site work/utility bid was awarded to B-3 Contractors, so we will soon see progress at our building site on Boundary Road, located right before Big Salt Road next to the new AP&T tower. The Advisory Committee continues to fine-tune the building design as our total project cost estimates become closer to reality. The Needs Assessment Survey data is being analyzed so our courses and training opportunities match the needs of POW employers and workers. According to preliminary analysis of the 257 completed surveys, these industries will be the future of Prince of Wales Island:

SOUTHEAST CONFERENCE PLANNING UPDATE Submitted by Jan BushA planning meeting was held on July 9th. In attendance at the meeting were Jon Bolling, Lynnette Logan, Jan Bush, Victoria Merritt, Brian Templin and Ken Owen. Wayne Benner attended by phone. Shelly Wright, SE Conference Executive Director was on POW on June 22nd visiting potential caterers for the food events. The City of Craig has hired a part-time event coordinator to help with the many details of the event. City of Craig and Craig City School District will acquire a wireless PA system for use during SE Conference meetings. The School will utilize the equipment for many other events to follow! Plans are firming up for a Fish Barbeque to take place at the Hill Bar on the evening of September 24th for the staff and early arrivals. Each community has been asked to supply the name of a representative from that community who will work with the Committee to organize and supply the food to the Community Reception that will be held on Tuesday evening, September 25th.

North Prince of Wales Road Construction Notice Road construction activities by Southeast Road Builders, Inc. will continue on the Forest Highway 43 Road Improvements Project through the end of November. The current work location will be between milepost 68.8 (Coffman Cove Intersection) and milepost 74 (2058 Road). This section of work is by-passed with the use of a detour route. Traffic wanting to travel North on the North Prince of Wales Road will be detoured onto the 2054 road (Staney Creek Road). Follow the detour signs to the end of the detour which will route traffic back onto the North Prince of Wales Road at milepost 74. Traffic wanting to travel South on the North Prince of Wales Road will be detoured onto the 2058 road (East Naukati Road). Follow the detour signs to the end of the detour which will route traffic back onto the North Prince of Wales Road. Along with this detour, fish pipe installations will begin at approximately MP 76 on July 2nd. Please watch for the use of one lane roads and flaggers at these locations. IFA COMINGS AND GOINGS: JULY 2012 VS 2011 VS 2010The IFA carried 2450 passengers and 471 vehicles off the island during the JULY morning runs to Ketchikan. The 2011 figures were 1758 and 373, and the 2010 totals were 2877 and 563. During the evening return runs, 2605 passengers and 529 vehicles arrived on POW through the Hollis port. The 2011 figures were 3259 and 631, and the 2010 totals were 1873 and 578.

13PRINCE OF WALES COMMUNITY ADVISORY COUNCIL REQUEST FOR PROPOSALS PRINCE OF WALES COMMUNITY ADVISORY COUNCIL REQUEST FOR PROPOSALS Prince of Wales Island Borough Study September 2012 1.00 Introduction The Prince of Wales Community Advisory Council seeks bids from qualified contractors to write a Prince of Wales Island Borough Study. 1.01 General Scope of Work The goal of this project is production of a document that details options for borough formation, for consideration by Prince of Wales Island residents. 1.02 Required Analysis within the POW Borough Study 1. Describe the types of boroughs and how are they different from one another. 2. The functions and duties of a POW Island borough. 3. Determine whether POW schools gain or lose revenue if a borough is formed. 4. Develop a realistic POW borough budget and describe the options for raising borough revenue. The budget should identify federal sources that include but are not limited to education, payment in lieu of taxes, national forest receipts and coastal management grants. The budget should also identify state sources including incorporation grants, land entitlements, education foundation aid, capital projects, revenue sharing and shared taxes such as fish, and liquor taxes. 5. Estimate the quantity of state land that a POW Borough may select for its land entitlement, and the location of the pool of lands from which the borough could select. 6. Describe the legal options for Assembly apportionment on POW given the areas demographics. 7. Describe how a POW borough affects existing First and Second class cities, school districts, and unincorporated communities in the study area. 8. Describe the affects of a POW borough on local tribal governments and Native Corporations. 9. Estimate the revenue that a POW borough may realistically expect if the borough levies a tax on extraction of resources from POW. Describe the type of tax that makes most sense and why. 10. Describe the implications of a POW borough for land planning and permitting. 1.03 Deliverables The Contractor shall provide a preliminary document to POWCAC for its review and comment within 106 days of receipt of the notice to proceed. POWCAC shall review and comment on the draft report within 60 days of receipt. Contractor will then submit final report to POWCAC within 30 days. Both the draft and final report shall contain an executive summary of the full report. The Contractor shall travel at least twice to Prince of Wales Island to attend POWCAC meetings during the course of the project: once at the project start to collect data and discuss the project with POW residents; and again to present the draft report to POWCAC. 1.04 Project Timeline The approximate contract schedule is as follows: (a) RFP available August 1, 2012 (b) Questions Deadline August 24, 2012 (d) Proposals Due September 4, 2012 @ 2:00 PM at Craig City Hall (e) POWCAC selects contractor September 2012 Meeting Contract starts October 1, 2012 (h) Draft Report Due January 15, 2013 (i) Presentation of Draft Report January 22, 2013 POWCAC meeting (j) Comments due back from POWCAC March 22, 2013 (k) Final Report Due April 22, 2013 1.05 Proposals Proposals shall include one complete paper copy and one complete copy in .pdf format on disk or thumb drive. Proposals may be in any format or structure selected by the contractor, provided that the proposals address the seven scoring criteria detailed below, and that the proposal include names and contact information of professional references. 1.06 Due Date Proposals shall be delivered to Craig City Hall no later than 2:00 p.m. local time on Tuesday, September 4, 2012. POWCAC will not accept proposals via facsimilie machine. 1.06 Scoring Proposals will be scored based on the following criteria Does the contractor clearly describe the method it will use to complete the work? Max. 20 points. Are the titles and duties of the individuals responsible for the work clearly identified in the proposal? Max 20 points How well has the contractor demonstrated experience in completing similar Alaska projects on time and within budget?
