Dear Mr. Balanoff:

I am in receipt of your letter dated 6/16/03 announcing your idea for a federationof security unions, and the proposed Sep-tember meeting in Chicago. It begins in

Dear Brothers and Sisters:

My article for this issue is the letter I was forced to send to TomBalanoff, President, Local 1 SEIU, Chicago, because of the SEIU’s continuingattack on our union (i.e., sending out false literature and anti-union SPFPAvideos, creating false websites with misinformation and lies about SPFPA andthreatening the livelihoods and careers of our members.) As I have explained,SEIU is attempting to take over the security industry and destroy independentsecurity unions through threats, intimidation and other violations of the law.

The battle began when the SPFPA did not accept the SEIU’s self-servingversion of a supposed “no raid” agreement, which was in reality a jurisdictionalagreement that left nothing but “manufacturing” representation open to SPFPA.If SPFPA accepted such an agreement it would have meant a slow death to ourorganization and its 54 years as a security union. SPFPA, in good faith, metwith representatives of SEIU three times to attempt to solve our differences.After the third meeting, it appeared we had reached terms that were accept-able to both our organizations. Unfortunately, when we received a writtenversion, it did not reflect what was tentatively agreed upon at the table.

SPFPA members have encountered numerous threats from the SEIU/NUSP/Front Line Project/Prewitt Organization, through phone calls andunwelcomed visits to their homes, anti-union videos and propaganda. SEIU hasmounted a nonunion campaign that will only result in hurting all unions. TheSPFPA will never change its policy of protecting its members, their families andsecurity professionals. It is, as it has always been, willing to reach a legitimate“no raid” understanding with any union. To date, seven other security unionshave merged and joined with us to protect themselves and our industry, andtogether we will continue to gain strength.

As International President, I pledge that the SPFPA will continue to protectits members and take the lead in the battle to keep the SEIU from destroyingthis industry. In a letter written to me by the same SEIU Tom Balanoff, datedMay 1, 2002, Balanoff states in part, SPFPA “focused our energy on organizingworkers, improving standards and fighting unfair employers.” Today, the SEIUis funding campaigns and paper organizations that say exactly the opposite aboutour union. This leaves SEIU and Balanoff with absolutely no credibility andforces me to let our members read for themselves the truth about SEIU leader-ship and their attempt to dominate the industry and destroy legitimate securityunions like the SPFPA. Our battle continues, and our membership strengthensand is coming together as never before with one message to the SEIU and thosethat would harm our union. That message is, “We are America’sUnion for Security Professionals, we are strong, we arecommitted, and we will succeed!”

part with the line “I write to you as a fellowsecurity officers’ union leader”. Though notthe first lie you and your despicable organi-zation have spewed, it’s time to set therecord straight. You are not the leader of asecurity officer union. You are the LocalPresident of a mixed union, spending moretime attacking legitimate 9(b)(3) securityunions than servicing the unfortunate

service employees it currently claims torepresent. The non-impressive Security/Division title granted you by the SEIU isonly that, a title; and your idea for a “fed-eration” as you well know is three yearsbehind what the SPFPA has already accom-plished. In January 2000, the SPFPAannounced the formation of the NationalAlliance of Police, Security and CorrectionsOrganizations (NAPSCO), an alliance ofsecurity unions for the purpose of improvingthe security industry through legislation,training and mutual support. I’m sure this isnot news to you, as I personally shared itwith your newly seized puppet-union,UGSOA, and its supposed President,J. Vissar, in March of 2000 in Colorado. Ialso shared it with the former InternationalUnion of Security Officers (IUSO) Execu-tive Board at a meeting they requested inCalifornia prior to your questionable take-over of that union, and with your ownCalifornia SEIU representative at a meetingheld in Detroit.

Since its inception, NAPSCO and itscoalition of unions has grown, and thepositive response to the SPFPA vision of“One Union – One Strong Voice” forsecurity professionals continues to gainstrength. Through this “vision”, seven otherlegitimate 9(b)(3) security unions havemerged with the SPFPA, including theRaytheon Guard Association, ArizonaArmored Car Officers of America, NationalAlliance of Special Police and SecurityOfficers, American Federation of SecurityOfficers (a California Security Union thatrejected the SEIU’s interference), and theUnited States Court Security Officers(USCSO) (350 former Police Officers out

of New York who left the poor representa-tion of the crumbling, SEIU controlledUGSOA), just to name a few.

The fact is 9(b)(3) security unionsdon’t need SEIU interference or your self-serving jurisdictional agreements. As trueSecurity Union Leaders, we know what ourlegal jurisdiction is, and so do you. TheseSEIU jurisdiction agreements only help theSEIU; a mixed union that cannot haveNLRB certified representation elections forguards. Your agreements are designed toeliminate competition from the SEIU’s five-year plan to take over the security industryand destroy independent security officerunions.

In our phone conversation over a yearago, you accused the SPFPA of raiding theSEIU, an accusation I vehemently disagreedwith. It is the SEIU and the “skirt names” ithides behind like (Prewitt Organizing/Front

Line Project/NUSP/Former SPFPA Mem-bers) that has the history of raiding. Thetactics being used by your organization andits prostitutes are against the basic conceptof unionism, and have been nothing morethan a small distraction to our union and itsgoals; not the SPFPA ruination you state inyour letter attempting to deceive those thatdon’t know the truth. The SPFPA has wonon every issue that your organization hascreated. You were defeated in Seattle(twice) for over 500 officers, who are nowin SPFPA; in Michigan (NUSP, your paper-union, received only 181 votes out of 1900possible, with SPFPA winning by theoverwhelming majority); The SEIU-runNUSP also lost to us in Sacramento, LosAngeles, and San Diego for over 1,100officers; over 100 dock officers in Californiaand Washington chose SPFPA, and you lostnumerous, fruitless attacks on our 9(b)(3)status throughout the country. It is theSEIU that is wasting its members dues

money on these unnecessary and unsuc-cessful attacks, not the SPFPA who is onlyprotecting its jurisdiction of over 54 years.You use “terminated for cause” employees,SPFPA ex-local officers voted out of officeby their membership, full-time SEIU em-ployees claiming to be former SPFPAmembers, and names of people who werenever part of the SPFPA to discredit thisorganization in your anti-union literature andvideos. This certainly is not in keeping withthe fake principles of your non-existentfederation.

In Seattle, when over 450 securityofficers rejected the SEIU, your Unionengaged in a campaign of threats andintimidation to force the employer outof business. Unions should fight topreserve and improve jobs and notactively campaign to throw membersout of work. On the basis of chargesfiled by the SPFPA, an NLRB Adminis-trative Law Judge has found that theSEIU engaged in unlawful activity andinterfered with the rights of securityofficers. And you claim that the SEIUseeks to raise standards for securityofficers.

For the record, the SPFPA is growingin membership and strength daily. OurNLRB elections have increased by majorproportions and our success rate cannot bedenied. With future campaigns in severalmajor cities (including Chicago) and thefinalization of several active mergers, theSPFPA will represent well over the 20,000officers we currently are proud to service.

The SPFPA has for over half acentury worked with and supported allUnions. We do not raid unless raided.(Remember, as you admitted in our conver-sation, SEIU Local 73 Chicago raidedSPFPA at Nuclear facilities in Illinois). Wedo, however, dedicate ourselves to assistingsecurity professionals who call us for help.That is our promise and our mission, and wewill not be detoured from it. If the SEIUfails to “recognize the integrity” of theSPFPA, we will continue to fight and wewill continue to WIN! I am calling on allindependent, legitimate security unions to dothe same.

As I stated to Mark Gaffney, AFL-CIO Michigan President, if you, as an SEIUrepresentative wish to discuss this further,the line is always open. If not, make nomistake the SPFPA will continue to dowhatever is necessary to protect ourmembers, their families, other securityunions, and security professionalsnationwide.

If you haven’t thought about the localunions or your personal liability to checkingaccount fraud, maybe you should. Over thepast 10 years or so, check fraud has be-come a major threat to individuals andbusinesses, costing an estimated $16 billiondollars a year.

Several factors have precipitated therise in check fraud. One is a bankingregulation requiring banks to speed up theavailability of customer funds. As a result,check funds are sometimes made availablebefore checks have even cleared.

Also, the low-cost, high-tech copying/scanning equipment available today makes iteasier to produce forged and duplicatechecks and alter dollar amounts.

These and other factors have com-bined to make check fraud one of theleading white-collar crimes of the decade. Itis a relatively low-risk criminal activity withhigh stakes and high odds of success. Thereare estimates that one million “bad” checksare issued every day, and only about 10percent of the financial loss is ever recov-ered.

Check fraud can take on many differ-ent forms. The most common types aretheft and forgery, duplicating or counterfeit-ing, and alteration. Amounts are usually foronly a few hundred dollars per issued checkto avoid drawing undue attention.

You may be liable for losses due tocheck fraud in certain situations; therefore,consider the following suggestions to reduce

your exposure:Purchase a good quality check. This is

the easiest fraud-deterrent approach.Discount checks may not be the bargain youhoped for. Better quality checks maycontain one or several security features;such as, treated inks, tamper resistant paper,watermarks, etc.

Reconcile your bank statements andreport any losses promptly. This is not onlythe best way to track the accuracy ofdeposits and payables in order to catchfraudulent activity quickly, but it also helpsdemonstrate due diligence on your partshould liability for losses become an issue.

Maintain tight security over yourchecks and check book. Store your checkssecurely and monitor your supply regularly.Be careful with your check book. Old bankstatements, voided checks, billing informa-tion regarding credit card accounts, etc.should be shred, not just thrown away.

In addition to implementing thesesuggestions, you can also take advantage ofa variety of technology-based products andservices from your bank that can help curbcheck fraud. These include account anddeposit reconciliation, paid check imaging,electronic funds transfer, payroll directdeposit and other cash management ser-vices.

To learn more about fraud-preventionmeasures you can take and services thatmight be available to you, speak with a bankrepresentative in your home area.

Members overwhelming respondedto the SPFPA Training Survey thatwas distributed to all SPFPA Locals.A majority of the feedback includedconcerns regarding the overall lack ofproper equipment, training, licensingand level of staffing necessary to beprepared for duty.

The results of your survey arebeing reviewed by SPFPA legalcounsel and will be utilized to formu-late plans to further address yourconcerns. Keeping our SPFPA familysafe and secure, improving the level ofdignity and respect, and achieving ahigher standard of living is our com-mon goal.

The terrorist attacks of September 11struck at the very heart of the Americanhomeland. It was a new form of total war inthe age of terrorism, and it put all Americanson notice that the United States is danger-ously vulnerable and that new means areurgently needed to strengthen the security ofour homeland. The nation’s overall level ofalert continues to be elevated consistently,indicating a significant risk of terroristattacks. While this threat remains high, thequestion on every American’s mind is not ifanother attack could happen again, butwhen. If in fact we are subject to such anattack, on the front lines of such a terroristattack would be America’s security officerprofessionals.

While the International Union, Security,Police and Fire Professionals of America(SPFPA) represents many security policeprofessionals working in many locationslikely subject to attack, such as nuclearfacilities, governmental buildings, NASA,airports, seaports and many other highprofile locations, many of these locations arestill unorganized, giving way to a greatervulnerability of attack.

When we compare a unionized profes-sional security force under the SPFPAbanner versus a non-union security force,governmental statistics have clearly shownthat a unionized professional security forceis more likely to have higher wages, betterbenefits, better working conditions, jobsecurity, a voice on the job and bettertraining with less turnover giving the frontline unionized security officer a sense ofpride, motivation and awareness in protectingour nation, while limiting the vulnerability ofattack with an immediate response. This iswhy SPFPA continues to pride itself as“America’s Union for Security Profession-als”, and still remains the leader of choiceamong security professionals looking tounionize. To date, since the September 11

attack, security professionals from aroundthe United States are continually sending adistress call for help to our union. Organizingthese new members is now at an all timehigh. Campaigns are currently underway inCalifornia, New York, Washington, Ken-tucky, District of Columbia and many otherstates adding the potential of thousands ofnew members to the SPFPA family.

As the Organizing Director, I have beengiven the opportunity to listen to the con-cerns of many unorganized security profes-sionals who seek the necessary training,representation, wages and benefits SPFPAmembers now enjoy. As part of thisInternational’s vision of a new direction andthe continuing effort to strengthen thesecurity of our homeland, our union has nowembarked in a new program called S.O.S.,which stands for Security Officers Organiz-ing Security Officers. Commencing August2003, this new International organizingtraining program SOS will be in place forevery SPFPA member to participate in. Bythe year 2004, our goal is to have trainedover 1,000 new member organizers to helpassist in organizing the unorganized whoseek our help. Only through membershipparticipation can we begin to educateunorganized security officers on the manybenefits of belonging to our union. SPFPAis strengthening the security inudstry daily.

For the last 12 years, I have been representingWashington Area Security Personnel. I have never beenas proud as I am now in our membership. We have hadour share of growing pains but with the dedication andcommitment of our membership we continue to grow innumbers and strength. The Washington Region is com-prised of Security Police Fire Professionals of America(SPFPA) Locals 285, 286, 287, 288, 289, 290 and 450 andgrowing. Each local has Officers who have assumedtheir positions with enthusiasm.

Our membership is a unique addition to the SPFPAFamily. For the most part, because we are located in theWashington, D.C. area, our membership is responsible forproviding security for Federal facilities. In addition, thereare more law enforcement agencies, DC MetropolitanPolice, Capitol Hill Police, US Park Police, and GSASpecial Police, to name a few. Unfortunately, historicallyprivate/contract Security Personnel have been given littleor no respect, being referred to as “rent-a-cops”. En-hancing the professionalism and improving the perceptionsregarding Security Personnel has been high on my prioritylist since I began organizing Security personnel.

Being a part of SPFPA, having representation,receiving increased wages and improved benefits aremajor steps toward heightening the status of our mem-bers, as professional Security Officers.

Today, Security is of global, national, local andpersonal concern. Those who provide security servicesare in demand and deserve to be acknowledged. Theunification and representation of Security Personnel isimperative. In this regard, there is a Dream and a Visionthat I share with David Hickey, International President,SPFPA. Since its founding 55 years ago,our Union has been involved in numerousstruggles to preserve its independence asthe country’s largest Union devotedexclusively to the representation of securitypersonnel. In those struggles anti-unionemployers, hired consultants and hostileagencies have tested our endurance, skillsand dedication. We have always prevailed,and becoming wiser, have continued togrow and move forward in the interests ofsecurity officers and their families.

Throughout the years we haveenjoyed a strong fraternal relationship withthe entire labor movement even thoughfederal labor law prevents us from affiliat-ing directly or indirectly with a non-guardunion or with the AFL-CIO.

We have contributed to the labormovement through our efforts in support ofthe Service Contract Act, the landmarkU.S. Supreme Court decision in BurnsSecurity, and our full support of organizedlabors political and legislative initiatives.Our jurisdiction was respected by otherunions, and we respected theirs. TheUPGWA and SPFPA did not raid otherunions. We have always remained withinour statutory jurisdiction of representing“guards.”

The SPFPA is now engaged inthe most vicious struggle in its entirehistory. Ironically, that struggle is witha “union” which seeks to discredit,diminish and destroy our Union. Thatunion is the Service Employees Inter-national Union (SEIU) with traditionaljurisdiction over janitors and otherbuilding service employees.

Since the NLRB will not certifythe SEIU to represent security officers, itmust obtain recognition and employeesdues through means such as organizingfrom the top down, affiliating with a guardunion or the force of picketing, threats andpolitical pressure.

SEIU tactics came to light recentlyin Seattle where security officers ofNorthwest Protective Services contactedthe SPFPA for representation. They had

been forced into an SEIU Local through aquestionable affiliation. In accordance withits employees wishes, Northwest recognizedthe SPFPA and entered into a recognitionagreement. Now the SEIU dirty tricksbegin. It caused politicians, including theMayor of Seattle, to write letters to North-west threatening it with loss of customers. Itthreatened to picket Northwest and causeloss of business. Northwest bowed to thepressure and threats and recognized theSEIU. We filed unfair labor practice chargesagainst SEIU and Northwest and NLRBissued a complaint. On June 10, 2003, anAdministrative Law Judge issued his decisionfinding that SEIU had violated the law, andordered a remedy including the refund ofdues.

The Northwest case provoked theSEIU to seek a meeting with SPFPA repre-sentatives. Three meetings were held, andat each, SEIU representatives insisted upona “jurisdictional agreement” in contrast to atraditional “no-raid agreement.” We wereasked to give up our right to organizeand represent security officers in certaingeographical areas, businesses andindustries. The price was too high. TheSPFPA would not forsake securityofficers and their right to select a secu-rity officer union.

Despite the SPFPA’s pledge not toraid any SEIU units or active organizingdrives, the SEIU refused to play on levelfield. It pledged to destroy our Union whichwould, of course, destroy our members’ jobs.

SEIU retained a “labor consultant”firm in Washington, D.C. which operatedthrough transparent entities called Front LineProject, Pruitt Organizing Group and others.These groups are controlled by an operativenamed Duane Stillwell. From the shadows healso created a fictional organization calledNational Union of Security Professionalswhich has no constitution, no staff, no officeand no members.

The SEIU and its Stillwell fronts hasattempted to interfere with our organizingefforts or established units at a number oflocations. In each instance the SPFPAhas emerged victorious.

Northwest Security has beendiscussed. Also in Seattle we defeatedSEIU efforts at Eagle Guard Services to

claim that the SEIU is not a qualifiedSection 9(b)(3) union.

At Pinkerton and DaimlerChryslerthe darling NUSP has been soundly de-feated in both its legal and organizing effortsto replace the SPFPA.

At Inter-Con in California our Unionovercame the scurrilous tactics of theNUSP and received overwhelming supportfrom security officers.

The SEIU’s use of a “laborconsultant” is, of course, an employertactic. It is a coward’s tactic and doesnot relieve it of responsibility for thenotorious conduct of its agent.

The Stillwell enterprises, with SEIUblessing, have conducted the most vicious,scurrilous, rotten and dirty campaign incontemporary labor history. They makeextreme anti-union employers blush.

The SEIU has sanctioned andsupported blatant lies, misrepresenta-tions, and underground tactics whichare a detriment to the entire labormovement.

If the SEIU really cared about thewelfare of security officers it would assistthe SPFPA in organizing them, and inexchange the SPFPA would assist the SEIUin organizing janitors. SEIU knows that itcannot be certified by the NLRB, but it hasset out to remove the SPFPA as an impedi-ment to its efforts to force recognition fromemployers. And the SEIU continues toreject SPFPA’s offer to enter into a tradi-tional no-raid agreement.

In the years I have been privi-leged to serve as our Union’s GeneralCounsel, I have never been prouder ofour International Officers, Local Officersand members. You stand in solidarityagainst the SEIU menace, and seethrough the phony claims and viciouslies. You understand that SEIU’s pro-gram is simply to enhance numbers,collect dues, and increase political clout.It is the SEIU way or no way. Like avengeful child it will attempt to destroy asecurity union and with it the livelihoodof security officers. It will not happen tothe SPFPA. We will continue to fight in afight that we did not start, and, with thefull support of our members and newmembers, we will continue to win. * * *

I want to personally welcomeHoward Johannssen and his group(FOPSCO), Dan Payne and AFSO fromCalifornia, Caleb Gray-Burriss and hisgroup in Washington, D.C., and newOrganizing Director, Steve Maritas fromNew York.

I would like to also welcome onboard new Local 724 from El Paso,Texas. A new 3-year agreement thatincluded a wage increase of $3.92 perhour and other benefits were negotiatedand ratified for this group with DecoSecurity. A special thanks to JoseCarrillo for being instrumental in organiz-ing this group and for all your help!

A big Alabama welcome “y’all” toour SPFPA family goes out to all of theabove mentioned!

Reflecting back, I would be remiss ifI did not mention the superb job GordonGregory and his firm (Jim, Mark, Scottand Rachel) have done this past year.Special thanks from Region 10 for thelegal expertise and arbitration caseshandled. Democracy in the SPFPA

From the earliest inceptions of thelabor movement, democratic principleshave been at the core. The belief ofindividuals collectively forming a consen-sus in order to benefit the group as awhole is fundamental to the success of theSPFPA. To this end, International By-Laws require that locals perform electionsof officers annually, unlike pseudo unionsthat have appointed delegates that electonly select individuals that may not evenbe members of the union to serve asofficers controlling the membership moneyand future. In the SPFPA, the membershipselects the leadership of the local and theleaders selected by the membership selectthe international officers, all of which arerequired to be dues paying members of theunion. In order for this system to work, themembership needs to participate in theelection process by voting in an annualelection and making sure they electcandidates who will maintain their bestinterests.

To maintain this process, membersshould also consider running for office orserving on election committees. Activeparticipation by members in the operationof the local is vital to protect the interestsof the membership. While some offices,such as president, steward, and financialsecretary/treasurer, do require significantpersonal investment, many other positionsrequire minimal effort and are just as vital.Filling these positions also provide mem-bers with an opportunity to becomeinvolved and learn the ropes. So pleaseremember, that for your union to succeed,you need to participate in your next localelection process.

had a chance to read the Nuclear PowerPlant Security Report 2002 provided byProject on Government Oversite (POGO).I was deeply disturbed but not surprised bywhat I read. These issues have beenongoing for years, however, now they arein the spotlight of national security.

Will any changes be made? I do notknow. What I do know is that, I havebeen assured that the NRC is seriouslyconsidering the POGO Report. NRCCommissioners have met with representa-tives of POGO to discuss the conclusionsof the report. Additionally, hearings havebeen held with the Senate Environmentand Public Works Committee. held Public Hearings and a CommentPeriod, on the Proposed Rule to establisha Human Reliability Program (HRP) thatwould consolidate its Personnel SecurityAssurance Program (PSAP) and PersonnelAssurance Program (PAP).

The proposed rule includes:1. Random Alcohol Testing2. Eight –Hour Abstinence rule for

alcohol3. Annual Submission of Question-

naire for National Security Positions(QNSP)

SPFPA representatives attended thesehearings and made the necessary commentsto ensure that the concerns of the bar-gaining units were conveyed to the DOE.

The Arizona State AFL-CIOinvited our Union to many of the func-tions in Arizona since being registeredwith the Arizona Labor Council. Ireceived a call from one of the organiz-ers from another Union wanting to knowif he could give out our local address andphone number. I asked him why and hetold me that there was a group ofSecurity Officers that had been inquiringabout a Security Union in Arizona. Uponhearing that, we hurriedly got some ofour Union members together and weparticipated in the Labor Day Paradewhere we were able to speak withsecurity officers interested in becomingorganized and gain additional leads.

Thank you for your hard work.Many of you have been involved inour organizing drives recently withgreat success. I see more and moreof our locals getting involved withtremendous results. Some examplesare Holiday Security in Calexico,California; Loomis Fargo in Spo-kane, Washington; Securitas Secu-

rity in Los Angeles, California andwe have more than ten additionalorganizing drives within the Regionright now.

Our great success is you. TheLocals are getting involved andmeeting with Security Officersinterested in joining the SPFPA andthat is what makes the differences.The International Officers willalways be involved in drives, but theOfficers in your locations arelooking for local contacts. That’swhere your help is invaluable. Meetwith officers in your area, tell themwhat a great organization we have,and they will become as excited aswe are.

As we continue this rapid growth,the Locals will see more InternationalRepresentatives working in the Region.That is the exciting part of expansion.You will also see more service relatedbenefits for your locals as well. TheInternational Union has been involved intrying to secure more benefits for themembers, which you should see as a

result of our expan-sion.

I also ask thateach Local Execu-tive Board remainmindful of yourmemberships. Inthese trying timesand financial chaos,it is becomingincreasingly difficultto keep our headsabove water andstress levels are atan all time high.Often times thisstress will spill overinto the work place.

This causes my greatest concern. If yousee problems beginning, don’t wait toolong in finding them help. Many of ouremployers offer Employee AssistanceProgram (EAP) which are more thanfor drugs or alcohol problems, manyoffer financial, marital and familycounseling as well.

Let’s not have the attitude that weare butting into their personal lives. Weshould also not be pushy either. If thereis a problem it may spill over into thework place, then it will affect all of us.

We also realize how busyeveryone’s personal schedules are, but itis imperative we all get involved. Wecan all succeed together!

Strength in Numbers

I would like to take this opportunity tointroduce myself to you, my fellow brothersand sisters of SPFPA. Nine years ago, Iwas elected Secretary Treasurer andBusiness Manager of American Federationof Security Officers (AFSO), Local 1 in LosAngeles. Local 1’s resources and member-ship were in decline and I saw a greatchallenge to turn things around. I am proudto say that we succeeded by cutting ex-penses and organizing more members.“Strength in numbers” was a concept that Ioften discussed with Local 1’s ExecutiveBoard. There is a huge potential in Califor-nia, but being an independent SecurityOfficer local in Los Angeles, we believedthat in order to become more effective inrepresenting our members, we had tobecome stronger.

Approximately one year ago, I re-ceived a phone call from SPFPA Interna-tional President David Hickey. In that firstphone call, I told Dave AFSO, Local 1 hadapproximately 1,000 members in all types ofindustry, such as motion picture studios,hospitals, aerospace, bottling, cannery and alarge group of officers on the docks in LosAngeles and Long Beach harbors. I learnedthat SPFPA was the largest independentsecurity officer union and that SPFPArepresented thousands of members allacross the United States, Canada andPuerto Rico.

Shortly after that phone call, Daveflew to Los Angeles for a meeting, andshared his vision of organizing and creating“strength in numbers”. “Strength in num-bers”, he took the words right out of mymouth. We share exactly the same visionfor the future of Security Officers “OneUnion – One Voice” and with that, mergertalks ensued.

AFSO, Local 1’s Executive Board,met many times, debating a merger with theassistance of Lewis Levy, our legal counsel.I believed very strongly that affiliation andmerger was the absolute right thing to do forthe future of Local 1 Security Officers and

ultimately for all the Security Officers.The Executive Board voted to let member-ship decide, and in December of last year, areferendum was held and an overwhelmingmajority voted in favor of the merger. Local1 is now a local within SPFPA and at thesame time, Region 7 was created.

California is now Region 7 with180,000 Security Officers in the state. If Icould speak to each one of those officers, Iwould convince them to sign a pledge cardnow. With those numbers, can you imaginethe strength we would have?

Last June, Region 11 and Region 7held a joint Conference at the UniversalSheraton Hotel. I would like to thank a lot ofpeople for making it happen, starting withPresident Hickey, Secretary-Treasurer,Dennis Eck, and Director of Organizing,Steve Maritas for sharing their thoughts onwhat is happening in SPFPA. I would liketo thank Linda Gonzales and Joe Medine ofthe FMCS for their educational seminar. Abig thank you to Lewis Levy, Adam Sternand David Myers of Levy, Stern & Ford, fortheir valuable class on grievance andarbitration skills. In addition, for helping afirst-timer set up such a conference, thanksagain Terry Fowler.

These are exciting times and I amexcited about the future and what SPFPA isdoing for Security Officers from coast tocoast and beyond. I look forward with greatpleasure to working with President DavidHickey and the SPFPA Executive Board,and the truly wonderful staff in the SPFPAoffice. As the new Vice President ofRegion 7, I have had the opportunity toobserve SPFPA up close. I have discovereda union with vision and leadership dedicatedto organize, organize, organize, and bringother independent Security Officer unionstogether for the betterment of SecurityOfficers and their families, and create“strength in numbers” and “One Union –One Voice”.
