Universities and centres of science are both developers of information resources, and consumers of the scientific and technical information. Development of the modern higher school and a science not probably without directory systems, databases and knowledge, electronic libraries, virtual educational and scientific laboratories, systems of information search, general remote use of computing resources, distance learning system.

1998 - The Laws of Ukraine “On the NationalInformation Programme”, “On the Concept of
the National Information Programme” wereapproved
October 1998 – The project ofcreation of the National computer
network of scientific andeducational institutions “URAN”
was approved by theInternational Congress ofUNESCO “Education and
informatics”

The National programme of informatisation
defined that informatisation is a combination of
interconnected organizational, legal, political,
socioeconomical and scientific productional
processes, which are directed on creation of
conditions to meet information demands,
implementation of citizens’ and society rights on the
basis of creation and usage of information networks,
resources and technologies.

For producing, storing, exchanging andtransmitting the information of scientific andtechnical character it is necessary to createspecial segments of computer networks whichare based on high-speed communicationchannels, powerful information servers,routers, audio, video and graphic informationprocessing systems.

The main purpose of the URAN is to provide organizations and individual users in the sphere of education, science and culture of Ukraine with the information services, including services on the basis of Internet-technologies in an interactive mode, for operative access to the information, as well as its exchanging, distributing, storing, processing.
The network is aimed at satisfying professional needs, developing science, education and culture, in particular, carrying out scientific research, remote training, using telematic methods, functioning of electronic libraries, virtual laboratories, holding teleconferences, applying remote methods of monitoring, etc.

The Association of the telecommunication network users of the
universities and research institutes of the Ukraine is the voluntary
union of the universities and scientific institutes of the National
Academy of sciences of Ukraine.
The main tasks of the Association are:
introduction the new computer telecommunicationtechnologies to the educational and scientific establishments;
organisational support of the educational and scientificestablishments for their maintenance by Internet services andnew information technologies introduction;
expansion the contacts with foreign universities and leadingscientific centres;
quest and introduction of target programs for the networkdevelopment and the telecommunications means.
