No. 1488 - F(Y) Dated, Howrah 6 th March, 2019 MEMORANDUM Sub: Re-allocation of DDOs of some Government Offices under different Treasuries! PAOs. 1. It has come to the notice of the Government that Drawing and Disbursing Officers (DDO) of some Offices are attached to a Treasury/Pay & Accounts Office located far away from their offices, whereas there is a Treasury / Pay & Accounts Office near their office. In some cases DDOs remained attached to the existing Treasury in some Districts or Sub- Divisions, though it should have got changed after bifurcation of the said District or Sub- Divisions. Re-allocation of DDOs of such Government Offices under the Jurisdiction of Kolkata PAOs or Treasuries according to their location was under active consideration of this Government for some time past. 2. After careful consideration of the matter, the Governor is pleased to re-a1locate15 nos. of Drawing and Disbursing Officers of different offices to the appropriate PAOs/Treasuries as listed in Annexure-A. 3. The Drawing and Disbursing Officers concerned of different Govt. Offices as listed in Annexure-A, who are now presenting their billa/cheques /udvices to the existing PAOs/Treasuries shall prefer the same to re-allocated PAOs/Treasuries from 1 st April, 2019. 4. The DDOs whose jurisdiction will be shifted from one treasury to another w.e.f. 01.04.2019 shall submit the pay bills for the month of March, 2019 with new DDO Code within the 2ndApril, 2019 at the new Treasury. All other bills for this financial year shall be submitted at the present Treasury using the present DDO Code, following the time schedule given in FD's Memo. No.1214-F(Y),dt.20.02.2019. 5. Directorate of Treasuries & Accounts shall suomoto issue new DDO Codes to the concerned DDOs as per re-allocation. 6. Opening of respective LF/Deposit /Pl'D Accounts of the Offices mentioned under S1.No.3, 9 & 15 of Annexure A, is hereby allowed in Alipore Treasury II and Jhargram treasury. The concerned officers will approach the respective Treasury Officers for issuance of operator codes. After obtaining the operator codes, the concerned officer will transfer the entire amount remaining in the existing LF/Deposit/PFD Account(s) to the respective newly opened LF/Deposit/PFD Account(s). The concerned Administrative Department will send necessary intimation in this regard to the office of AG(A&E),West Bengal. All the Process of opening of the said Deposit Accounts in new Treasury and transfer of the fund from the existing Deposit Accounts to the respective newly opened Deposit Accounts shall be completed within 1 st week of April, 2019. 7. This may be brought to notice of all concerned immediately for i formation and taking necessary action. Sub: Re-allocation of DDOs of some Government Offices under differentTreasuries! PAOs.

1. It has come to the notice of the Government that Drawing and Disbursing Officers (DDO)of some Offices are attached to a Treasury/Pay & Accounts Office located far away fromtheir offices, whereas there is a Treasury / Pay & Accounts Office near their office. 6. Opening of respective LF/Deposit /Pl'D Accounts of the Offices mentioned under S1.No.3,9 & 15 of Annexure A, is hereby allowed in Alipore Treasury II and Jhargram treasury. 1. All "Beneficiary Master" of the DDOs shall promptly be transferred to the new DDO Code to beissued by DTA,WB from the existing DDO Codes after the completion of this Financial Year,2018-19. E-Governance Group of Finance Department will take all necessary action throughsystem for transferring the same before preparation of salary bill for the month of March, 2019.

2. All "Service Provider Master" shall be shifted from old DDO Code to the new DDO code by thee-Governance Group after 31.03.2019.The list of Service Providers is to be provided by DDOs toE-Governance Group through email ([email protected]) latest by 31.03.2019.

3. All "Failed Transactions" lying in the login of Old DDO Codes shall be cleared either by way of"Modification / Cancellation" immediately and there should be no pending "FailedTransactions"as on 29.03.2019. The concerned Treasury/PAO shall also complete the process of"Refund Bill Generation" including "Mandate/Cancellation Certificate Generation" immediatelyafter modification of "Failed Transaction / Cancellation".

4. No pay bills for the month of March, 2019 shall be prepared in April, 2019 by the concernedDDOs until and unless specific instruction is given by the e-Governance Group of FinanceDepartment.

5. Administrative Department / Sub Allotting Officer shall allot the fund from FY 2019-20 onwardsto the new DDO Codes only.

6. The Old DDO Codes will be deactivated by DTA, WB in due course.
