Innovation and transformation are critical for success in today’s world of increasing demands and decreasing resources. As governments and communities demand that the public sector expand its role from governance and administration to service delivery, public sector leaders must develop new skills and thinking. It is not simply a matter though of emulating the private sector. The very nature of public administration requires a different way of thinking and response to enable managers to meet new challenges.
The Australian Public Service has responded to this challenge successfully and has developed a framework for driving innovation within public sector agencies. This workshop will explore this framework and provide participants with the tools for success.

Training MethodologyThe workshop is designed to allow participants to share their knowledge, skills and experience in facilitator-led discussions and group activities. These activities have been developed to provide the opportunity for participants to take part in “hands on” application of theory. Participants will learn by discussion and sharing of ideas based on concepts and techniques presented by the facilitator.

Programme LeaderSteve Barton is a senior fellow at PIPPA. He has over 35 years experience in human resource management. Commencing as a HR Generalist in 1976 he has worked through all HR specialist areas. Working in both the private and public sectors, he has held senior positions such as Director Human Resources – Western Australian Police Service (4500 employees), and Manager Human Resources – South Metropolitan Area Health Service (6000
employees). Steve is currently the Principal Partner of Workplace DNA a consulting firm that assists clients transform their organisations by aligning HR practices with strategic business objectives. Steve has a strong belief that what
separates high performing organisations from average ones is the leadership and behaviors displayed by its workforce. To transform organisations we must first transform behavior. This is the value add that contemporary HR practitioners provide. He has been involved in developing and facilitating workshops since the early 1980’s and has worked with hundreds of people over that time to develop their skills in general management, human resource management and leadership. For six years Steve lectured in strategic HR subjects including performance management and remuneration & rewards management with the Murdoch Business School at Murdoch University as part of their MBA and MHRM programs. This combination of Academic teaching and ongoing Senior Management Experience makes him uniquely placed to provide insights into contemporary HR strategies and assist in developing an appropriate balance between theory and practice. Steve also is an accredited practitioner for the following HR tools:
