Recommendation/s a) That the report be received.

b) That the committee receives the half year report quarter report of Auckland Transport noting that:

i. The results are provided for eight measures, two of which were below forecast,

five further measures were to be measured against target in Q3 or Q4, and eighteen measures were yet to be developed.

Background In accordance with Auckland Transport’s statement of intent (SOI), Auckland Transport is required to submit a half year report by 1 March 2011. Officers have reviewed Auckland Transport’s half year report for the period ending 31 December 2010. Issues raised by this report have been discussed with Auckland Transport and answers have been incorporated into the officers’ report. This report covers the period 1 November 2010 to 31 December 2010. Financial performance Auckland Transport’s financial performance for the two months ending 31 December 2010 is subject to a number of qualifications including that there are some data quality issues on both the budget and the actual results. These issues will be remedied over the next six months with a number of initiatives already underway –

o Budget improvement and refresh program as part of the annual plan o Purchasing enhancement project o Progress towards the finalisation of all legacy councils’ annual reports to enable

auditors to sign off by 31 March. Budget “seasonalisation” or phasing of expenditure and income is important when reviewing actual monthly expenditure as the variance between budget and actual is used to assess performance and estimate likely end of year results. However in the Auckland Council plan the vast majority of expenditure and income were effectively spread evenly over the eight months. Since expenditure and income will be recorded only at the time it is incurred or invoiced this will impact the monthly financial variations. Actual monthly expenditure may also not reflect all committed expenditure and work done as invoices may not be processes in time to be included in the reports. Auckland Transport has not provided the budget. Auckland Transport has implemented a new financial system from 1 November 2010. Auckland Transport comments that the impact on the financial results for the two months ended 31 December 2011 is that the expenditure is expected to be understated and parking enforcement revenue overstated. The statement of financial performance provided by Auckland transport is as follows:

Performance measures Eight measures were developed by the ATA and results were provided. Of those, six measures have been achieved. Two were marginally below forecast. Auckland Transport provided the following comment about public transport boardings:

Public transport boardings in the Statement of Intent are expressed as rolling annual totals. For the 12 months to December 2010, total annual boardings had already surpassed the target for the year to 30 June 2011, as had Busway boardings. Growth in rail and ferry boardings during the first 6 months of the 2010/11 year suggests that the June 2011 targets for these modes will also be met or exceeded.

Five measures were to be measured against target in Q3 or Q4. Measures for 18 outcomes are yet to be developed. Auckland Transport are not indicating at this time that specific performance measures will not be achieved. It will be important that the 2011/12 Statement of intent has a more developed series of performance measures. It is noted that over time graphs will be included once a time series of data exists.

Some performance measures have baselines which need to be completed by 30 June 2011 – these have not been completed yet. Further baseline measures will be proposed by the Shareholder to Auckland Transport for inclusion in the 2011/2012 Statement of Intent. Other Key Issues

1. Programme of Action

The SOI identifies five key goals that Auckland Transport will focus on for the period:

Deliver a properly connected arterial road network that is integrated with the State highway network and moves people and goods efficiently and safely

Deliver an integrated and connected public transport network of rapid, quality and local connector services that is attractive to customers

Reduce car dependency and improve community health by providing infrastructure and services for walking, cycling and ride sharing

Deliver an effective and efficient transport system that enables Aucklanders to make smarter transport choices

Ensure Auckland Transport is customer focused, and delivers value for money

Auckland Transport has identified a Programme of Action which sets out specific transport initiatives planned for the next three years which support the achievement of these goals. The next section provides an update on progress on each of these initiatives. The initiatives are categorised as follows:

The intention is that future performance reporting will include graphical presentation of results achieved as a history of results achieved is developed.

3. Financial Information The external audits for the terminating entities for the period ended 31 October 2010 are yet to be finalised and hence the financial information presented here includes a “draft” opening position for Auckland Transport which could well change.

Auckland Transport has implemented a new financial system from 1 November 2010. The complexity of the system migration work has led to some delays and backlog in processing. These are being addressed and expected to be largely resolved by the end of January 2011. The impact on the financial results for the two months ended 31 December 2011 is that it expenditure is expected to be understated and parking enforcement revenue overstated.
