The American Trucking Associations’ Safety Management Council and Transportation Security Council (formerly known as the Supply Chain Security & Loss Prevention Council) cordially invites you, your staff, and your family to the 2015 Safety, Security & Human Resources National Conference & Exhibi-tion. This combined council’s event, covering critical topics in trucking safety, security and human resources, takes place November 2 – 4, 2015 at the Marriott Little Rock, the Statehouse Convention Center, and the Clinton Presidential Center in Little Rock, AR.

As trucking professionals, we know that continuing education and networking is a critical element of our ongoing professional development. GOVERNOR BILL GRAVES

President & CEOAmerican Trucking Associations

Bill Graves is President and CEO of American Trucking Associations, the national trade and safety organi-zation of the United States trucking in-dustry. Through its 50 affiliated state trucking associations, conferences and other organizations, it represents an indus-try that delivers nearly

70% of the nation’s freight before all branches and levels of government.

Under his leadership, ATA is advancing several safety initiatives. ATA has proposed requiring that all new heavy trucks be equipped with speed limiters. It also has pro-posed a national speed limit of 65 miles per hour for all vehicles. ATA supports efforts aimed at improving the safety of the trucking industry by requiring the use of electronic logs to monitor drivers’ hours-of-service and es-tablishing a national clearinghouse for drug and alcohol test results.

Under Graves, ATA also has been a fierce advocate for improving our nation’s infrastructure through the use of existing user fees, including calling for higher fuel taxes. ATA also has spearheaded efforts to combat the use of tolling and public-private partnerships.

Graves also has overseen ATA’s efforts to promote the industry’s record on sustainability, ranging from support for fuel economy standards for large trucks to promotion of the EPA’s SmartWay program.

In January 2003, Graves completed his second term as governor of Kansas, capping 22 years of service to the state. He won reelection in 1998 by the largest margin in state history. As governor, Graves enacted the larg-est tax cut in state history, but also signed into law an

historic 10-year, $13 billion comprehensive transportation program improving highways, railroad infrastructure, airports and public transit service in Kansas, financed by higher user fees.

Graves has been involved in the trucking industry his en-tire life. For almost 70 years, members of his family have operated fleets including Graves Truck Line.

In addition to his duties at ATA, Graves serves on the board of the International Speedway Corp., the leading promoter of motorsport racing in America.

Graves earned a degree in business administration from Kansas Wesleyan University in his hometown of Salina and attended graduate school at the University of Kan-sas. Graves lives in Northern Virginia with his wife Linda and daughter Katie.

BO MITCHELL

President 911 Consulting

Bo Mitchell, CEM, CPP, CBCP, CHCM, CHSP, CHEP, CHS-V, CSSM, CSHM, CFC, CIPS, CSC, CAS, TFCT3, CERT, CMC, CSI-ML, IAC, CESCO, MOAB, was Police Commissioner of Wilton, CT for 16 years.

He retired in February 2001 to found 911 Consulting which cre-ates emergency, disaster recovery, business continuity, crisis communications and pandemic plans, plus training and exercises for organizations like GE HQ, Hyatt HQ, MasterCard HQ, four colleges and universities plus 25 secondary schools. He serves clients headquartered from Boston to LA working in their facilities from London to San Francisco.

Bo has earned 20 certifications in homeland security, emergency management, disaster recovery, business continuity, safety and security. He also serves as an ex-pert in landmark court cases nationally.

Executive Vice President and Chief of National AdvocacyAmerican Trucking Associations

Dave Osiecki is the Executive Vice President and Chief of National Advocacy at the American Trucking Associations, based in Arlington, VA. In this capacity, Dave is responsible for overseeing ATA’s policy development and regulatory

advocacy on a host of trucking issues, including fuel/energy issues, environmental requirements, labor, safety and security rules, as well as truck size & weight limits. Dave is also responsible for managing a staff of policy and regulatory experts, and is often called on to represent ATA and the trucking industry at government hearings and industry events.

Prior to his promotion as Executive Vice President, Dave was the Senior Vice President of Policy and Regulatory Affairs, Vice President of Safety for ATA and, before that, Executive Director of the ATA Intermodal Conference.

Dave came to the ATA in 1996 with almost ten years of motor carrier safety experience with the U.S. Department of Transportation’s Office of Motor Carriers (OMC). At DOT, he held several different positions involving compliance & enforcement functions, as well as program, policy, and regulation development.

RICH PIANKA

Rich Pianka is Vice President and Deputy General Counsel of American Truck-ing Associations and Chief Counsel of the ATA Litigation Center, based in Arlington, VA.

As Chief Counsel of the Litiga-

tion Center, Rich is responsible for advancing and defending the interests of motor carriers in the nation’s courts, and regularly represents ATA in cases with broad public policy implications for the trucking industry.

As a member of ATA’s Law Department, Rich advises ATA policy and advocacy staff on a wide range of regulatory and legislative issues. Rich came to ATA in 2012 from the general and appellate litigation practice at Mayer Brown LLP. Previously, Rich served as clerk for the Chief Judge of the U.S. Court of Appeals for the Sixth Circuit, and is a graduate of Princeton University, the University of Texas at Austin, and the Georgetown University Law Center.

ABOUT THE CERTIFIED CARGO SECURITY PROFESSIONAL (CCSP)

Trucking security professionals interested in obtaining their Certified Cargo Security Professional® (CCSP) des-ignation will have a unique opportunity to do so, while combining their attendance at the 2015 Safety, Security & Human Resources National Conference & Exhibition, November 2-4 in Little Rock, AR.

The CCSP credential is the only one of its kind – it’s cargo-specific, industry-approved, university accred-ited. When “CCSP” follows an individual’s name, it means that he/she has earned the requisite knowl-edge, skill and experience to be deemed not just a security professional, but a security professional in the complex world of supply chain logistics. Shipper, motor carrier, or consignee security professionals grasp the potential risks and vulnerabilities to cargo, vehicle, personnel, and profit, as well as the resources and networks necessary to prevent and respond to each weak link from pick up to delivery. Cargo securi-ty professionals are essential personnel and the CCSP allows employers and customers to identify those who can get the job done. The CCSP program also provides, through the North American Transportation Management Institute (NATMI), training to those wishing to enter the supply chain security arena or hone their know-how and techniques.

The CCSP is a credential denoting expertise and expe-rience in supply chain security. Individuals applying should be involved in the development, implemen-tation, management, and/or enforcement of supply chain security policies, practices or plans, either as a security professional, cargo theft task force officer (if law enforcement) or insurance investigator. Thus, passing the CCSP exam or taking classes related to security is not enough; an applicant must be active-ly performing the duties of a security professional somewhere in the supply chain (whether shipper, motor carrier, consignee, or cargo theft investigator). The CCSP Program is administered by both American Trucking Associations’ Transportation Security Council (TSC) and the North American Transportation Man-agement Institute (NATMI) and is accredited by the University of Southern Florida through NATMI.

1. B.A., B.S., Master’s and/or Doctorate degree from any accredited college and one year experience in the supply chain or transportation security industry.

2. Security-related certification or police academy di-ploma/certification and two years’ experience in the industry or five years of cargo theft investigation

3. High school diploma or GED equivalent with three years of experience in the Industry

4. Five years of supervisory or management experience in the industry

*Acceptable documents include official transcripts or diploma demonstrating highest level of education attained; or signed statements from existing and/or previous employers that verify meeting the minimum experience requirement.
