A. EXECUTIVE SUMMARY
The purpose of this report is to consider the public input received in response to the
Director of Education’s report, as well as public input received throughout the boundary
review process, and to present recommendations for approval by the Board of Trustees.
The Director of Education’s Report (Appendix ‘A’), including the Boundary Review
Committee (BRC) Report, was presented at the May 20, 2014 meeting of the Board in
accordance with the Elementary School Attendance Boundary Policy (S.A. 03)(Appendix
‘A’- page B-1 of the appendices to the report). Delegations were invited to attend the
regular meeting of the Board on May 22, 2014 however there were none registered.
This report recommends that:
1. The fixed attendance boundary for each school, as detailed in comment #11 of
this report and shown in Scenario #2 of the initial report (Appendix ‘A’- page
A-3 of the appendices to the report) be approved and implemented for all new
registrations for the 2014-15 school year in accordance with the regulations
provided in Admissions and Placement Policy.
1. Students already enrolled in a school are “grandfathered” in their current
school regardless of primary residency.
2. Siblings of students already enrolled shall gain admission to the same school
as their older sibling regardless of primary residency, where space permits.
3. Transportation continues to be provided to “grandfathered” students in
accordance with the Transportation Policy.
4. The boundaries between the three schools be re-evaluated if a suitable capital
solution to increase the capacity at St. Fidelis cannot be found.
B. PURPOSE
The purpose of this report is to consider and respond to any public input received
throughout the Boundary Review Process and to provide final recommendations for
consideration by the Board of Trustees
C. BACKGROUND
1. At its meeting of May 20, 2014, the Board considered the Report “Attendance
Boundary Review, St. Fidelis, St. Francis Xavier and Immaculate Conception” and
approved the following resolution:

“ 1. That an opportunity for public input with respect to the recommendations
contained in this report as well as the Boundary Review Committee’s report, be
provided at the regularly scheduled Board meeting of May 22, 2014.
2. That fixed attendance boundaries identified as Scenario #2 in Appendix ‘A’ of
this report be considered for approval at the regularly scheduled Corporate
Affairs, Strategic Planning and Property Committee meeting in June 5, 2014.”
2. The Report provided the following sequence of Board meetings that would be
required prior to a final decision on new fixed attendance boundaries for St. Fidelis,
St. Francis Xavier and Immaculate Conception.
May 15, 2014 – Corporate Affairs, Strategic Planning and Property Committee

June 5, 2014 – Corporate Affairs, Strategic Planning and Property Committee
Further report from Director of Education is considered, which takes into
account the results of public input provided at the previous Board meeting.
Board to make final decision on recommendations.
D. EVIDENCE/RESEARCH/ANALYSIS
3. As explained in the initial report, the issue triggering this boundary review was
the need to address enrolment pressures and balance enrolment between St.
Francis Xavier, St. Fidelis and Immaculate Conception.
4. At the Board meeting of May 22, 2014, community members were given the
opportunity to address the Board with their concerns. There were no delegations
registered to speak at this meeting.
5. St. Fidelis currently has a capacity of 369 pupil places with 6 portables on site to
accommodate the overflow of students. The teaching spaces that are currently
available in these three schools are not sufficient to accommodate all students in
this area. The BRC was presented with options to balance enrolment in the three
schools with the assumption that a capital solution at St. Fidelis would increase
the available capacity to 658 pupil places. A capital solution in this location

could include a replacement school on the current site or at a suitable location in
the same area. The Ministry has approved funding of a replacement facility for
St. Fidelis however a cost benefit analysis is underway to determine the best
location.
6. The main concern arising from the public meetings was that St. Fidelis would be
further burdened should a capital solution not be available. It was agreed amongst
the BRC members that a recommendation would be made to re-evaluate the
boundary decision if the capacity of the school could not be increased.
7. Another concern expressed during the meetings of the BRC members was that the
method of centreline boundary division was not effective in all cases as
neighbourhoods would be divided and duplication of service would result in some
cases.
8. Planning staff and BRC members worked collaboratively to address the cases
where neighbourhoods would be split as a result of employing the standard
method of centreline boundary division. It was agreed that the rear lot line of the
properties in these identified pockets would be used to include families from both
sides of the street thus modifying the initial Planning recommendations that
followed main streets.
9. The two scenarios presented at the second public meetings were hybrids of the
initial group of scenarios provided to the BRC at the outset of the process.
Further discussion following the second public meeting led to the BRC
recommendation to proceed with the boundaries identified in Scenario #2.
10. The projections resulting from implementing the recommended JK to Grade 8
boundary in Scenario #2, assuming a capital solution at St. Fidelis is implemented
within the next 3 years, are displayed in 5 year intervals as follows:

11. After careful consideration of all comments and input received from members of
the BRC, individuals from the school communities, and the local parish during the
public consultation process, Planning staff support the BRC recommendation to
implement boundary shown in Scenario #2 (Appendix ‘A’- page A-3 of the
appendices to the report).
12. If approved, the new boundary lines for each school will follow this description:
