1 INTRODUCTION
This report has been prepared on behalf of Dairygold Co-Operative Society Ltd and TINE Ireland Ltd.
as part of the Industrial Emissions licence application to the EPA for the installation at Mogeely, Co.
Cork
The purpose of the report is to determine whether or not a baseline report in accordance with the
requirements under Article 22(2) of Directive 2010/75/EU on Industrial Emissions is required for the
installation.
This report has been prepared in line with the European Guidance concerning baseline reports under
Article 22(2) of Directive 2010/75/EU on Industrial Emissions and forms part of the IE Licence
application.
The report provides information on ‘relevant hazardous substances’ used/to be used, produced or
released by the installation and the possibility of soil and groundwater contamination by ‘relevant
hazardous substances’ used/to be used, produced or released by the installation concerned.’
2 METHODOLOGY
The European Commission (EC) published guidance (6 May 2014) on the preparation and content of
Baseline Reports as required under Article 22(2) of the Industrial Emissions Directive (2010/75/EU).
The EC Guidance identifies key stages/tasks which are to be undertaken to determine whether a
baseline report needs to be produced and in order to produce the baseline report itself. The key
stages/tasks are as follows:
Stage 1: Identifying the hazardous substances that are currently used, produced or released
at the installation
Stage 2: Identifying the relevant hazardous substances
Stage 3: Assessment of the site-specific pollution possibility
Stage 4: Site history
Stage 5: Environmental setting
Stage 6: Site characterisation
Stage 7: Site investigation
Stage 8: Production of the baseline report
The assessment undertaken for preparation of this Baseline Screening Report has followed Stages 1-
3 of the EC Guidance.

3 IDENTIFICATION OF HAZARDOUS SUBSTANCES (STAGE 1)
The range of materials, substances, intermediates, products, fuels, and chemicals which are/will be
produced or utilised by the installation can generally be categorised under the following groupings:
A comprehensive list of all of materials produced or utilised at the installation under each category is
provided in Attachment 4-6-2 of the IEL Application. Details of Danger category and Hazard
Statements are also provided.
A review of the substances listed in Attachment 4.6.2 of the IEL Application form has been
undertaken to identify any substances produced or utilised at the installation that are defined as
hazardous substances. Refer to Appendix 1.
4 IDENTIFICATION OF THE RELEVANT HAZARDOUS SUBSTANCES (STAGE 2)
Each substance identified in Stage 1 as being hazardous was further reviewed to identify any substances produced or utilised at the installation that are defined as ‘relevant hazardous substances’. Relevant Hazardous Substances have been determined by considering its chemical and physical
properties such as: composition, physical state (solid, liquid, and gas), solubility, toxicity, mobility,
persistence, etc. This information/Data has been determined from Material Safety Data Sheets
(MSDS). This information has been used to determine whether or not the substance has the
potential to cause pollution of soil and groundwater. The data, together with the rationale used to
interpret it, is provided in Appendix 2.
5 ASSESSMENT OF THE SITE-SPECIFIC POLLUTION POSSIBILITY (STAGE 3)
Each substance identified in Stage 2 as being a’ relevant hazardous substance’ has been considered
in the context of the site to determine whether circumstances exist which result /may result in the
release of the substance in sufficient quantities to represent a pollution risk to soils or groundwater,

either as a result of a single emission or as a result of accumulation from multiple emissions. Specific
appraisal criteria considered are as follows:
- The quantity of each hazardous substance handled, produced or emitted in relation to its
environmental effects. - The location of each hazardous substance on the site e.g. where it is or will be delivered, stored,
used, moved around the site, emitted etc., in particular in view of the characteristics of the soil and groundwater at that part of the site;
- The presence and integrity of containment mechanisms, nature and condition of site surfacing,
location of drains, services or other potential conduits for migration.
This data, together with the rationale used to interpret it, is provided in Appendix 3.
A hydrogeological assessment of the currently licensed (Reg No. P0817-01) portion of the site was
completed in April 2012 by Peter Conroy (Hydrogeologist). The assessment included a
hydrogeological conceptual model for the site and a source – pathway – receptor (SPR) groundwater
risk assessment for the site. Relevant information from the hydrogeological assessment provides
the following:
The site is underlain by approximately 12 m of subsoils predominantly comprised of
GRAVEL with some interbedded SILT and SILT/CLAY (Conroy, 2013).
The subsoil is underlain by weathered limestone bedrock. The bedrock is mapped as the
Waulsortian Limestone Formation, which is a massive, unbedded lime-mudstone.
The SPR site risk assessment identified that leakage of raw dairy ingredients, CIP chemicals,
wastewaters and hydrocarbons were potential contaminant sources; however, the
associated SPR linkages were all considered to be low risk (Conroy, 2012).
The low risk SPR linkages all envisaged leakage of the potential source contaminants to
ground followed by vertical infiltration through the unsaturated subsoil zone down to the
watertable. This would be followed by lateral migration of contaminants in the
groundwater in the saturated subsoils and hydraulically continuous shallow weathered
bedrock (Conroy, 2012).
Routine groundwater monitoring at upgradient and downgradient monitoring wells has been
undertaken at the currently licensed (Reg No. P0817-01) portion of the installation since 2012/2013.
The groundwater monitoring parameter suite was designed to monitor for parameters that would
indicate whether or not the potential contaminants were occurring in the groundwater at elevated
concentrations, and thereby potentially indicate the manifestation of a potential SPR link. The
parameter suite targets organic matter related potential contaminant sources (dairy ingredients,
wastewaters, greywater) and CIP chemicals used on-site.
Based on the groundwater monitoring undertaken at the installation, there is no evidence that any
of the potential SPR linkages have occurred at the site.
In addition under Schedule C.6 of the existing IE license, a once-off analysis of organic compounds in
groundwater beneath the site was carried out in 2012 as part of the hydrogeological investigation.
This monitoring found that no prescribed organic compounds (pesticides, PAHs or other organic
compounds specified by the legislation) were detectable in the groundwater beneath the site.

The applicants intend to upgrade and expand the existing cheese manufacturing installation at
Mogeely, Co. Cork. The proposed extension to the installation will lie to the east of the existing
plant in a Greenfield site which is currently agricultural land.
In February 2017, exploratory investigations were undertaken at on the existing (live/operational)
cheese factory and the site of the proposed new cheese production building. These fieldwork
investigations included borehole drilling, trial pit excavations and soil sampling. Cable tool borehole
drilling (BH) (10 No.) was undertaken to a maximum depth of 14 mbgl. Rotary borehole (RC) drilling
(4 No.) was undertaken to a maximum depth of 15 mbgl. Trial pits (TP) (5 No.) were excavated to a
maximum depth of 3.2 mbgl. Soil samples were collected for chemical testing.
There will be no changes in the types of products produced or raw materials currently used on site.
There will be no change to the range of chemicals and detergents currently utilised on site for cleaning,
and wastewater treatment processes.
Gases currently used on site will continue to be utilised. In addition, Cl2 will be used in for water
treatment. There will be no changes to the types of fuel inputs or lubricants currently utilised on site.
The proposed development has been designed to eliminate risk of ground contamination from
hazardous substances. The proposed development will be constructed to current standards and
specifications when completed will not have a significant impact on soil or groundwater quality in the
area. All bunds and storage facilities have been designed to provide containment to a volume not less
than the greater of the following:
(i) 110% of the capacity of the largest tank or drum within the bunded area; or
(ii) 25% of the total volume of substance that could be stored within the bunded area.

The upgrading of the underground drainage systems pipework and improvement in containment
measures, coupled with the presence of a concrete cover over most of the site and will ensure that
the possibility of soil and groundwater contamination at the site is very low.
Considering the containment measures and proposed upgraded underground drainage systems,
coupled with the presence of a concrete cover over most of the site and the volumes of relevant
hazardous substance held at any one time, the possibility of soil and groundwater contamination at
the site is very low.

6 CONCLUSIONS
A review of all materials, substances, intermediates, products, fuels, and chemicals which are/will be
produced or utilised by the installation has identified that a number of ‘relevant hazardous
substances’ are/will be used/stored at the installation.
All identified ‘relevant hazardous substances’ identified are stored above ground either in secure containers indoors or externally in bunded areas. Bunds are surrounded by hard standing areas and all storage and handling is carried out in these areas. There are no direct discharges from the installation to ground. Potential migration pathways for hazardous substances to soil and groundwater are only considered to be likely through leaks in the containment structures or underground drainage systems. Based on the groundwater monitoring undertaken to date at the installation, there is no evidence
that any of the potential SPR linkages have occurred at the site. Considering the containment
measures and proposed upgraded underground drainage systems, coupled with the presence of a
concrete cover over most of the site and the volumes of relevant hazardous substance held at any
one time, the possibility of soil and groundwater contamination at the site is very low.

Analysis of organic compounds in groundwater beneath the site was carried out in 2012. In February
2017, exploratory investigations were undertaken at on the existing (live/operational) cheese factory
and the site of the proposed new cheese production building which included soil sampling.
Therefore it is considered the existing data available for the site is sufficient as a baseline and that a
further site investigation is not required.
The results of the groundwater samples from the upgradient well undertaken in 2012/2013 and the
soil samples taken in 2017 will form the basis for a comparison with the state of contamination upon
definitive cessation of activities.
