The intent of these tables is to disclose the Travel Management Plan decision by route. Individual travel routes are identified by number, and many by name, and are listed according to the ranger district in which they are located.     Note:

    All motorized and mechanized modes of travel must be on designated routes.

    Highway legal vehicles are considered motor vehicles licensed under State law for general operation on all public roads within the state.

    Animal (horse) and foot (hike) are allowed to travel cross country (off trail) and generally on all routes. There are some routes that may limit animal (horse) or foot (hike) use for safety reasons.

    Acceptable Modes of Travel Designated means of use for a given route are depicted by an X in the appropriate Mode of Travel columns. Note: these tables should be used in conjunction with the Summer Strategy. Acceptable Modes of Travel include:

    FSV - full-sized motorized vehicles greater than 50” in width such as cars, trucks, jeeps, and side-by-sides

    ATV - motorized vehicles equal to or less than 50” in width such as ATVs

    MCYCLE - two-wheeled motorized vehicles such as motorcycles

    MBIKE - two-wheeled mechanized vehicles such as mountain bikes and bicycles

    ANIMAL - pack animals such as horses, mules and llamas

    HIKE - foot travel including hiking, running, and walking

    Add / Decommission

    A Y in the Add column represents a route that is being added to the system. These routes were not part of the inventoried designated system and were previously considered unauthorized. These routes were examined for inclusion by alternative. See the Travel Management Plan Final EIS for a full discussion on unauthorized routes.

    An X or Y in the Decom column represents a route that is being decommissioned. These routes are to be decommissioned and rehabilitated. An X was used to identify routes that were previously decommissioned, though requires more work to be effective. A Y was used to identify routes system and non-system that were identified to be decommissioned. See the Travel Management Plan Final EIS for a full discussion on decommissioning routes.

    Rationale (R1, R2, R3) The rational columns list the reason(s) for why a route is needed or not needed.

    Seasons (S) The seasonal restrictions reflect those that occur every year at the same time.

    7 = Elk calving May 15 to June 20

    8 = Elk migration fall October 15 to November 30

    10 = Elk winter concentration areas December 1 to April 14

    11 = Elk summer concentration areas June 16 to October 14

    12 = Restricted outside hunting season October 15 to November 22 (open)

    Fall and spring mud season was eliminated from the travel management plan as they are considered restrictions that would be in place only when necessary per weather related conditions i.e. mud, late snow, etc. Since these are not annual and dates would vary, the Travel Management Plan would not be the venue to institute these decisions. Rather these decisions can be made when needed by the District Ranger per 36 CFR 261.

    Route listing for winter season Winter motorized routes are listed in the tables. They correspond to the winter alternative maps. Routes open to motorized use are for over-snow motorized vehicles only. An over-snow motorized vehicle is defined as a vehicle that is designed for use over snow and runs on a track or tracks and/or ski or skis while in use over snow (36 CFR 212.1).

    Any other vehicle other than those defined by 36 CFR 212 for winter use, including wheeled vehicles such as full-sized vehicles, all-terrain vehicles, motorcycles, mountain bikes, and mechanized vehicles, are prohibited, unless on a plowed or maintained road.

    Generally there are no restrictions to non-motorized over-snow activities. Groomed routes for cross-country skiing may restrict other uses to keep routes intact.

    Winter season is considered the snow season. Over-snow motorized travel begins November 23 (at 00:00) and ends May 20 (at 23:59).

    Maps show where winter over-snow motorized use is open, restricted, or prohibited on the forest. For the restricted areas over-snow motorized use is only allowed on the routes shown. In the open to over-snow motorized use areas there are routes that snowmobilers use. Since these are open strategies (a snowmobile can go anywhere in the mapped area), there is no need to list them in the travel management plan.

    Winter Routes The routes listed as Motorized in this table are those that occur in the RESTRICTED strategy only.

    Motorized represents routes open to over-snow vehicles. Plowed access allows for wheeled motorized access.

    Year-round restrictions to all uses There is one area on the forest, east of Avalanche Creek, closed to all activities for the protection and health of the bighorn sheep that reside there.
