1. BACKGROUND

1.1 Background Information Wollongong City Council is committed to creating a strong local community identity through the development of public art, place making projects and urban design that reflects the cultural diversity and sensitivities of the Wollongong community. This project is part of Wollongong City Council’s Public Art Program and aims to transform the city’s outdoor public spaces and foster creative engagement by the use of exciting and evocative art spaces.

1.2 Aims and Objectives The project aims to:

Create quality public art that is contemporary and innovative Foster creative engagement with the city by providing elements for

discovery, reflection and interpretation that activate and energise spaces in the CBD

Provide opportunities for artistic expression for emerging and established artists.

Provide an opportunity to engage new audiences Respond to the social and cultural dynamics of Wollongong Create a dynamic, contemporary and exciting environment in the CBD Create safe, secure spaces.

1.3. Policy Framework This project contributes to the delivery of Wollongong 2022 Community Strategic Plan - Goal 3 “Wollongong is a creative vibrant City”. It specifically delivers on the following: These projects contribute to the delivery of Wollongong 2028 Community Strategic Plan, Goal 3 ‘Wollongong is a creative vibrant city’ and the Annual Plan 2018-2019. It specifically delivers on the following:

2. THE ARTWORK

2.1 Project Description:Wollongong City Council is seeking to commission eight artists through an EOI process to develop original designs and fabricate artworks for eight art light boxes situated in Ethel Hayton Walkway in the Arts Precinct in Central Wollongong. The artworks will create a sense of place and add to the unique character of the site.

2.2 Scope of Works: The successful artists will develop the following:

a) project plan and detailed designsb) artworks on supplied panels c) project report & documentation

2.3 Parameters: The Artist will refer to this Project Brief in the formulation of the artworks and Wollongong City Council’s Public Art Process (Appendix A).

It is understood that the artwork will be installed for a period of time from 12 months – 2 years. Council reserves the right to remove the artworks as required.

It is important that the selected artist(s) acknowledge and respect the staff and adjoining businesses or users of the space and Wollongong City Council.

2.4 Design and Thematic ConsiderationThe theme and design for the project is to respond to the following:

Reflect ideas and images that resonate with the energy and vitality of the Wollongong City Centre

Create artworks that activate the laneway visually during the day and at night.

Compliments the idea of creating an exciting yet safe, secure day and night time place.

Adhere to Council’s Public Art and Design Guidelines. (See Attachment 3)

2.5 Materials & Maintenance:Artists can use a broad range of materials suitable for an area that is subject to extreme heat and cold weather conditions. All materials and construction methods are to be of low maintenance, high durability and not represent a public health or safety hazard. Council will supply a backing board for each box. Artists will be required to create their artwork on the panels supplied by Council.

There are three different Art Light Box Specifications:

The overall depth available for the artworks is 100mm.

2.6 Work by Council Wollongong City Council will provide the following:

2.7 Legal Requirements & RestrictionsThe Artist will be required to enter into a Council Standard Public Art Commissioning Contract. The artwork must be carried out to the specification of this Brief, Contract, Project Plan and Council policies and procedures. Artists are requested to provide their own P/L insurance for an amount of $10 million. If an artist has not got their own public liability insurance, negotiations can take place with Council. The artist agrees to allow the reproduction of artworks and all material in the Acquittal Report for non-profit purposes with appropriate permission and acknowledgement of the artists.

2.8 BudgetEach Artist will receive an Artist fee of $1,500.00. Artist fees cover all costs associated with the creation of the artwork including for example: the development of concepts, detailed designs, attending meetings, materials and fabrication of the artwork to Council. The fee structure for the project is based on key staging, outputs and timeframes agreed to by the Public Art Officer and the Artist and paid upon the successful completion of each task.

3.0 THE SITE FOR THE ARTWORK

3.1 Location and Site DescriptionThe Ethel Hayton Walk is a pedestrian pathway situated between Crown St and Burelli St, and is an important link to the IPAC, the Arts Precinct and Wollongong City Gallery. The Arts Precinct is an area where people gather, relax, and enjoy cultural activities. Approximately 2,500 pedestrians move through the laneway on a daily basis. The Ethel Hayton Walkway Lane is an inclusive and accessible public space that has active edges with opportunities for sitting, resting, interaction and enjoyment. 3.2 Site ConstraintsThe artworks will be required to:

Work with the existing structures and frameworks Not interrupt clear circulation routes – both pedestrian and vehicular. Not interfere with surrounding building structures and use Not interfere or obstruct the operation of any services or access ways.

4.0 COMMISSIONING PROCESS

4.1 Project Management:The artist will be directly responsible to the Public Art Officer in Cultural Services and Cultural Services will provide overall management of the project. The artist will manage and coordinate the production of their art panels and be required to attend briefing and meetings with the Public Art Officer, Cultural Services, if required.

4.2 Project and Design Development Once engaged the successful artists shall prepare a Project Plan that will include the following:

Concepts designs or detailed designs Rationale Methodology and materials to be used

4.3 Approval – The artists will present their Project Plan to a Council Project Committee and all concepts designs will need to be approved before any fabricating begins. Any changes to the approved designs will be submitted in writing and negotiated and agreed to by Council.

4.4 Fabrication and Installation – The artists will be responsible for creating and fabricating their artwork on boards supplied by Council.

4.5 Acquittal At the end of the project the artist is to deliver to Cultural Services a written report with photographic documentation.

The project report shall include the following:

Project Documentation that includes design development, rationale, fabrication process, installation and completed works in situ.

5.0 EXPRESSION OF INTEREST

5.1 Public Advertising: Artists are invited to submit expressions of interest in the project.

5.2 Engagement by Council – A project panel will assess the submissions and make recommendations to Council to engage the artists.

5.3 Deadline for Expression of InterestExpressions of interest must be received by Council by

5pm on Monday 2 nd December 2019

Respondents are required to supply the following:

A Cover letter (no more than TWO pages) addressing the criteria Artists CV (no more than TWO pages) Examples of current or relevant artwork (Maximum 10 PDF images emailed

or on CD. Concept design for the project

5.4 Expression of Interest – Assessment CriteriaThe Artist(s) are required to answer each of the criteria under separate headings. The assessment of expressions of interest will be based upon the following criteria and corresponding weightings:

Attachment 3 Wollongong City Council Public Artwork & Design Guidelines Artwork and design proposals submitted for Wollongong City Council Public Art Projects must comply with the following guidelines. Compliance with these guidelines is assessed by appropriately qualified staff and the Public Art Advisory Panel. Proposals that do not adequately meet these guidelines will be deemed ineligible. Artwork Guidelines Checklist

1. The Artwork should not portray or depict material in a way which discriminates against or vilifies a person or section of the community on account of race, ethnicity, nationality, gender, age, sexual preference, religion, disability, mental illness or political belief.

2. The Artwork must principally include the work of artists and art-forms or

designers and should not contain advertising or promotional material for any other product or service.

3. The Artwork must be the original work of the submitter and must have obtained all necessary clearances and approvals for subjects or materials featured in the work.

4. The Artwork must increase creativity in the public domain and contribute to the visual interest of the streetscape.

5. The Artwork should not employ sexual appeal in a manner which is exploitative and degrading of any individual or group of people.

6. The Artwork should not present or portray violence unless it is justifiable in the context.

7. The Artwork should treat sex, sexuality and nudity with sensitivity to the relevant audience.

8. The Artwork should not use language which is inappropriate in the circumstances.
