FURTHER INFORMATION RESPONSE – ARBORICULTURAL MATTERS
The following table is a response to the items raised in the Arboricultural Technical Review Report prepared by Sean McBride of Treesafe dated 12 January 2015.

Acknowledge there are differences between initial site survey and current designation plans. Consider using STEM assessment for the identification of “significant trees”. Point threshold to be agreed.
No further feedback/confirmation received from Treesafe relating to "scope of trees to be surveyed". Adopting an assessment method such as STEM has been proven to be effective in the past with similar transport designation projects in terms of identifying and subsequently mitigating the loss of "significant trees". It is noted that in the case of the Mill Road corridor, that there are no trees within the corridor that are specifically scheduled or significant. Tree removal will be mitigated by the designation conditions which require preparation of an Urban Design and Landscape DWP (condition 28) which requires the following:
a) The proposed landscape design theme to be adopted for the entire length of the corridor;
b) Plans that identify any vegetation to be retained, areas of landscape mitigation and ecological enhancement planting. This shall include a schedule of the species to be planted including botanical name, average plant size at time of planting, planting density and average mature height of each; In addition, condition 35 requires that Auckland Transport minimises the amount of native vegetation that is cleared. Special care is required to be undertaken to minimise the loss of old growth native forest and trees at 38, 134 and 146 Mill Road to that which is absolutely necessary for the proposed works. Auckland Transport is also required to clearly demarcate the extent of indigenous vegetation clearance prior to its removal, under the supervision of the nominated project botanist.
2 Appreciate limitations of surveying from public land - way forward to assess trees on private land not visible from roadside. Treesafe to discuss with Auckland Council. Possible joint visit/conditions later down the track?
There could be the possibility of joint site visits down the track. However landowner approval for site access has been and continues to be very difficult to obtain (i.e 146 Mill Road).
3 Add a wider range of plant species in table (Protected trees in predominant column). Clarification on protected species and numbers in tree schedule.
Vegetation inventories can be updated following further site assessments and the provision of detailed design drawings which is likely to be at the outline plan stage as anticipated by the NoR conditions.

A detailed assessment of these effects can be undertaken at the detailed design stage when finalised engineering drawings have been developed. This is required by condition 35 and Council will be able to request changes through the Outline Plan process. 13.2 should read "9.3".

7 Arborlab report 10.7 - Indicate trees on table suitable candidates for relocation.
Candidates for relocation will need to be evaluated in detail closer to the time of construction since they are living organisms subject to change. An assessment process will need to be agreed upon to evaluate such trees and at an appropriate time in relation to the project timelines. The assessment process will need to consider the overall condition of the tree, its current dimensions and the anticipated tolerance to the relocation process. Where it is not viable to relocate such candidates, for example due to the length of time the trees(s) will be in temporary locations, then a condition to the effect that the trees will be replaced with appropriate mitigation. This will be determined as part of both the Ecological Management and Restoration DWP and the Urban Design and Landscape DPW which requires the identification of vegetation to be retained (see condition 28).

A collaborative approach to re-vegetation can be adopted at the detailed design stage whereby the arborist and ecologist can provide input for the landscape design team in terms of preparation of the Urban Design and Landscape DWP as required by proposed designation condition 28.

The locations of batters etc. can be taken into account during the preparation of the finalised landscape plans which will need to be developed at the detailed design stage. Arboricultural input can be

provided to the landscape design team at this stage. These will be guided by the Urban Design DWP and Ecological DWP.
11 Arborlab report 11.6 - Net coverage loss against what is to be replaced? Treesafe to confirm type of trees to be picked up (Protected/Significant/Other?)
A further assessment of the tree stock will be required pending the provision of detailed design drawings such that the tree coverage at the time of construction is accurately assessed. Condition 35.6 requires the clear demarcation of indigenous vegetation clearance prior to its removal.
12 Arborlab report 11.8 - Tree pit design in relation to 2m wide berm. Achievable? What about planting in less than 2m berm?
Detailed design drawings are required to accurately assess the feasibility of using, for example, underground soil vaults for new tree planting. In most instance, underground soil vaults can be configured to provide adequate soil volumes in the majority of situations.
13 Arborlab report 11.9 - Tree Policy 2005 for species direction as well? The species included in 11.9 have been suggested for "Council's consideration". A review of the tree policy document can be undertaken to select species suitable for each location within the project limits in conjunction with input from the ecologist and landscape design team and included in the Landscape Plan required by proposed condition 28.

Awaiting response from Treesafe. Also, detailed design drawings are required in order to accurately assess the potential edge effects and to propose suitable mitigating methods. Designation conditions 28 and 35 address mitigation of tree removal and associated ecological effects.

17 Bridge construction - Rain shadows for trees to remain (mitigation for those affected); adverse effects (additional light during construction?)?
The ecological assessment notes that for the bridges at 146 Mill Road and over the Watercare land it is likely that immediately beneath the bridge abutments there will be rain-shadow effects, where precipitation will be unable to drift underneath the bridge and water the underlying soil. However, these effects diminish with increasing bridge elevation, and given the steep nature of the stream gullies together with the bridge elevations it is anticipated that rain-shadow effects are unlikely to be manifest in approximately 80% of both bridges footprint. The project ecologist has

advised that the shade-tolerant understorey will be temporarily exposed to additional sunlight during construction of the bridges. This is unlikely to significantly affect the understory in terms of dieback .The understorey can be monitored and if dieback occurs, replacement plantings can be undertaken pending detailed design. This would be captured by the Urban Design and Landscape DWP (condition 28) that includes providing for ongoing maintenance and establishment for landscaping.
18 Treesafe will also talk other AC Consultants for contamination and land stability (Geotech) issues near significant trees.

1. Introduction
1.1. Arborlab Consultancy Services Ltd has been engaged by Aecom to undertake a vegetation
survey within the extent of a proposed temporary designation boundary on Redoubt Road and
Mill Road.
1.2. The findings and recommendations contained herein are based on the visual ground based
assessment undertaken by Mr Andrew Benson and Mr Joe Allen of Arborlab during two site
visits carried out on Thursday and Friday the 9th and 10th April 2015 as well as the following
documents and communications.

Meeting at Aecom building on Friday 27th March with Mr Craig Hind (Aecom), Mr Karl

(Campbell Brown) and Ms Vrinda Moghe (Auckland Council)
1.3. The purpose of the survey was to identify as accurately as possible all trees within the
designation footprint. It is understood from Auckland Transport that trees identified within the
designation footprint may not all be removed or affected by the works. Once the design is further
advanced there may be the possibility to avoid specific trees and if necessary relocate, where
appropriate, in certain circumstances.

3. Scope and limitations
3.1. Arborlab’s scope of engagement was to identify vegetation within the proposed designation
footprint and as far as possible, determine the protection status of the vegetation. In addition,
Arborlab were requested to provide comment on the possible effects of altered soil hydrology
and to provide generic comments in relation to how these effects may be addressed.
3.2. Arborlab were also requested to assess one fir tree (Abies sp.) located within the road reserve at
the junction of Murphey’s Road, and Flat Bush School Road.
3.3. Arborlab’s instruction for service was received on 8th April 2015. To meet the timeframes of the
application / notification period, it was necessary to undertake the survey as efficiently as
possible which involved data capture by two persons. In some instances, this involved grouping
trees together identifying the range of species present within the group.
3.4. Arborlab were instructed not to enter private property and to survey the vegetation from public
land only. In some instances, this limitation prevented the capture of vegetation which was not
readily visible due to obstructions such as buildings, structures, undulating topography or other
trees. This vegetation is depicted on the accompanying site aerials in Appendix 2 in purple.
3.5. All dimensions provided are estimates only. Where a tree’s height was estimated to be
approximately 6 metres, a conservative approach to its height was taken and the tree was
recorded at 6 metres.
3.6. The numbers of trees within large groups have been estimated; typically these groups are pine
(Pinus spp.) stands, groups of coniferous trees, willow (Salix sp.), poplar (Populus sp.) or she
oak (Casuarina cunninghamiana). These species are not included in Schedule 6C – Species of
trees to be protected.

4. Tree status 4.1. The designation will enable all works required to design, construct and operate the road. The
effect of a designation within a District Plan is that any work within the designated purpose is not subject to the land use rules in the operative or proposed Plans. Noted below are the rules which would apply for works not enabled via the designation process.
4.2. The following shall be a Restricted Discretionary activity under rule 6.9.2 of the operative
Auckland Council District Plan (Manukau)
“Any works or activity which is proposed within the dripline of any scheduled tree or which may
impact on the root system of the tree”
4.3. The following shall be a Discretionary activity under rule 6.9.2 of the operative Auckland Council District Plan (Manukau).
“Removal of a Scheduled tree”
4.4. Some of the species present within the designation boundary are included in Schedule 6C –
Species of trees to be protected. In addition, some of the private properties fail to conform to the
Urban Environment definition.

5. Survey methodology and summary of findings
5.1. The vegetation was surveyed through a combination of a ‘windshield survey’1 and on foot
following the direction of traffic flow. Numbering began at 1 at chainage 00 (CH00) near to the
Redoubt Road motorway off ramp. Numbering increases sequentially following the direction of
traffic and includes side roads. At the extent of works near Phillip Road, the tree numbering
continues sequentially again in the opposite direction following the traffic flow back to CH00 to
tree number 404.
5.2. Murphy’s Road has been surveyed as a separate entity with numbering beginning at the
Redoubt Road intersection and continuing sequentially from 405 in the same manner as
described as above (following traffic flow).
5.3. Trees and tree groups were plotted using a hand held tablet device (Apple iPad) with a
customisable geo-referencing application. The application allows for required data to be
gathered and the trees’ locations to be given coordinates (longitude and latitude manually within
a map window.
5.4. The information captured during the survey in conjunction with the geospatial files received from
Aecom has been used to produce the drawings included in Appendix 2 (ARB-23265-00 to 23
[rev A]). A complete tree inventory is included in Appendix 1. Each tree or tree group has been
assigned a number which corresponds to the numbered tree plots on the drawings.
5.5. 465 either scheduled (Schedule 6C) or protected by the PAUP (SEA overlay) were identified
within the designation. These findings are further summarised as follows.

5.6. Aecom have indicated to Arborlab that “the trees on the northern side of Redoubt Road are
identified within the designation footprint. The intention is to be able to design and construct the
works to enable these trees to remain.”
5.7. In addition to the vegetation outlined on the previous page, four areas of established vegetation
were observed, but could not be accurately assessed from public land. Those locations are as
follows:
242 Redoubt Road – Group of established exotic trees
38 Mill Road – Large expanse of mature native forest within the SEA.
134 and 146 Mill Road – Medium size area of semi-mature to mature native vegetation
5.8. It is understood from Aecom that the precise extent of the vegetation clearance in these
locations is currently unknown and will be determined at the detailed design stage. Accordingly,
to avoid speculation, no figures are provided in relation to the anticipated clearance.

5.8. It is understood from Aecom that the precise extent of the vegetation clearance in these
locations is currently unknown and will be determined at the detailed design stage. Accordingly,
to avoid speculation, no figures are provided in relation to the anticipated clearance.
5.9. Three New Zealand kauri (Agathis australis) were identified during the survey. There are
provisions within the Proposed Auckland Unitary Plan (PAUP) which place controls on the
movement and handling of soil within 30 metres of this species of tree. These provisions are to
help control the spread of kauri dieback disease (Phytophthora agathadicida syn. P. ‘taxon
agathis’).
5.10. Similarly, a number of elms (Ulmus spp.) were also observed for which there are controls on the
movement of soil and plant material enforceable under The Biosecurity Act (1993). These
controls relate to the movement of material within the control zone established under The Act.
The control zone encompasses the former legacy council areas of North Shore, Waitakere,
Auckland (Central and Isthmus) and Manukau.
5.11. The vegetation in the urban area at the west of Redoubt Road can be typically described as
exotic, formal plantings within private properties with an established street tree asset of generally
exotic species. Many of the privately owned trees in this area are growing in properties which
conform to the definition of an ‘Urban Environment’ and accordingly are not afforded general tree
protection.
5.12. Further to the east of Redoubt Road beyond Totara Park, the land use is more rural and there
are established pockets of native forest of high quality. Additionally, there are established
coniferous shelter belts and linear plantings of broadleaf species such as poplar; characteristic of
lifestyle blocks.
5.13. Similarly, the vegetation along Murphy’s Road is typically native with Murphy’s Bush Reserve
being a high quality, established native forest. There are localised exotic specimens which look
to have been planted on property frontages, likely by the landowners.

6. Assessment of fir
6.1. Arborlab were requested by council’s technical expert Mr Sean McBride to review one fir located
within the road reserve at the intersection of Murphy’s Road and Flat Bush School Road. The
tree is included in the vegetation inventory in Appendix 1 as tree number 445.
6.2. Firs are a highly infrequent genus in the Auckland region and their relative infrequency makes
positive identification difficult. Reproductive structures which would ordinarily assist in the
identification were absent during the site assessment. The subject fir shares characteristics with
Abies koreana, and A. lasiocarpa, however after consultation with numerous other arboricultural
experts, A. procera is anticipated to be the most likely species.
6.3. The tree is a mature specimen approximately 23 metres in height which stands erect on the
western side of Murphy’s Road at the Flat Bush School Road intersection. It is currently in good
health with a generally full canopy of foliage. There is a localised area in the centre of the tree
which is a little sparser than the rest of the canopy; however the apical region of the tree is fully
foliated. The tree is generally decurrent with evidence of possible reiteration in a single first order
limb on the southern side of the stem.
6.4. The tree’s growing environment looks to have been recently modified; evident from the presence
of fresh asphalt, an apparently new kerb alignment and a new concrete footpath which
terminates approximately 100 metres south of the intersection. The modifications can be broadly
described as a carriageway / intersection upgrade. The precise timing of the alterations is
unknown as are the precise details of any root disturbance (or otherwise).
6.5. Given the relative infrequency of this genus in the Auckland region, and in combination with the
tree’s stature and overall condition; it can be said that it is contributing positively to local amenity
and species diversity. Its growing location on public land makes it readily visible to those who
would wish to view it.
6.6. Aecom have indicated that the extent of the proposed works as shown on drawing SHT-30-0000-
CD- 0116 (attached) falls short of the trees located near the intersection. The proposed road
improvements will ‘tie in’ to the recent Flatbush School Road/Murphy’s Road intersection
upgrade works. Some minor remedial widening of the existing footpath adjacent to the trees will
need to occur in order to “tie in” to the proposed shared path facility which is wider than the
current footpath. This will be investigated further as part of detailed design along with appropriate
tree protection measures should any works occur within the root zone of the fir and the other
adjacent trees.

7. Soil hydrology
7.1. There are locations within the project boundaries where the project may have an effect on soil
hydrology which in turn may alter the soil moisture which is made available to adjacent
vegetation. Examples of this include Murphy’s Bush Reserve where retaining walls and
underground storm water services will be installed, and the native forest at number 38 Mill Road
where a bridge will be constructed through / over the existing forested gulley.
7.2. Reducing ground water recharge by directing overland flow through a network of storm water
pipes may reduce existing soil moisture levels. Similarly, new storm water wetlands may raise
the water table and lead to waterlogging. In areas of established vegetation such as those
outlined in 7.1, the potential adverse effects to trees from altered water availability include
reductions in overall vitality and canopy decline. If the changes in soil hydrology are significant,
during periods of prolonged drought / rainfall this may result in tree death.
7.3. To develop an engineering solution which maintains the existing ground water recharge and soil
moisture at the same or similar levels, the precise nature of the change in hydrology will be
required. These are engineering matters which will involve input from other specialists; however
an overview of the concepts is described as follows.
7.4. An understanding of the existing soil hydrology, overland flow and ground water recharge will be
required prior to developing the final engineered solution. This information will then need to be
compared to the anticipated conditions and the deficit / surplus can be determined. The
information will need to be made available closer to the detailed design stage.
7.5. Where there will be a deficit, the engineered solution will need to re-direct water from, for
example, the storm water network. This may involve the use of a discontinuous kerb and channel
allowing for intermittent discharge into vegetated areas. Rain gardens may also be required or
alternatively water could be channelled from nearby storm water ponds.
7.6. Where there will be a surplus, the engineered solution will need to incorporate additional
measures to capture and control rainwater and overland flow. This may involve the use of bunds,
additional pipes and detention tanks for periods of peak flow.
8. Conclusions
8.1. In acknowledgement of the limitations of the assessment, it is concluded that there are at least
465 scheduled (Schedule 6C) or protected (SEA) trees within the designation boundary. In
addition, there are three areas where the designation traverses areas of established native
forest.
8.2. Access to private properties and a greater amount of time are required to accurately conclude
the number of trees within the designation boundary and therefore likely to be affected by the
proposed road.
8.3. The engineering solutions required to address altered soil hydrology will need to be developed
with an understanding of the existing conditions and will require expertise from other specialists.

9. Arboricultural recommendations
9.1. The final detailed design should be prepared in consultation with arboricultural input where there
are established trees. The detailed design should consider the retention of as many of the most
valued trees as possible as well as developing engineering solutions to address altered soil
hydrology in locations where this is applicable. This will need to include additional site visits to
review the vegetation which has not been assessed due to access restrictions.
9.2. Given its botanical contribution and overall condition, the fir identified as tree 445 should be
retained within the design.
9.3. Pending the provision of the final detailed design, a site specific tree protection methodology
should be developed by a suitably qualified and experienced arborist. The tree protection
methodology should address the following non-exhaustive criteria:
Pre-commencement meetings, project memos and reporting
Works arborist attendance
Protective fencing
Ground protection
Root pruning and root care
Excavation/drilling methodologies when working around trees
Temporary irrigation if required
9.4. The removal of any vegetation shall be undertaken by suitably trained and experienced
individuals and in a manner which avoids any unnecessary damage or disturbance to any
retained vegetation and their root zones (for example sectional felling in conjunction with modern
rigging techniques where required).
9.5. The pruning of retained vegetation shall be undertaken by suitably trained and experienced
individuals and in a manner which avoids any unnecessary damage or disturbance to any
retained vegetation and their root zones. The pruning shall be carried out in accordance with
current accepted arboricultural best practice, and wherever possible shall be restricted to the
removal of third and fourth order branches only.
9.6. A suitably qualified and experienced council approved arborist (works arborist) shall be engaged
by the requiring authority at the start of the project to supervise and coordinate all works in the
vicinity of the trees. The appointed works arborist must be experienced in tree protection
systems and construction methodologies, and will need to be able to coordinate site works
ensuring that the tree protection methodology is correctly implemented.
9.7. The appointed works arborist should undertake regular site audits and provide regular (monthly)
arboricultural project memos which are to be issued to council and relevant stakeholders within
72 hours’ of the inspection.
9.8. Prior to works commencing in locations where there are kauri or elm present, all equipment
which is to be used as part of the project, including but not limited to, excavator buckets and
tracks, shovels, picks, wheel barrows, any other ground penetrating tools or equipment, and
footwear shall be thoroughly cleaned and all loose soil material removed prior to arrival on site.
All equipment and footwear shall be cleaned with Trigene (or other suitable agent) to the
satisfaction of the works arborist prior to works commencing, and again when works are
complete. This will need to include any drilling apparatus and augurs.

9.9. Any soil material which is required to be removed from within 30 metres of a New Zealand kauri,
or any elm material or soil from the root zone of any elm shall either remain on site, or otherwise
be transported to a landfill site (not transfer station) and buried within the ground as a controlled
bury. Where the material is to be loaded onto the back of an open top vehicle, the material shall
be covered with a tarpaulin (or similar) to prevent the soil from leaving the vehicle whilst it is in
motion, and the tarpaulin should be buried with the soil material at the same time. After the
material has been emptied from the truck, the areas of the truck which were previously exposed
to the soil material shall be washed with Trigene (or other suitable agent) in the same manner as
9.8.
