PRESIDENT’S MESSAGE

Timely action to save wild Atlantic salmon must be embraced by government. Leadership and funding for salmon and river restoration tosupport dynamic programs must become a government priority. The

Atlantic Salmon Federation (ASF) is providing a sense of urgency and clear cutconservation plans and encouraging the involvement of government, whether inthe international forum of the North Atlantic Salmon Conservation Organization(NASCO) or in local river stewardship.

ASF, our Regional Councils and partners have taken the lead in many conservation initiatives, encouraging government to participate in everythingfrom research that tracks smolts to gain an understanding of the threats to theirsurvival to restoring rivers to free flow, unencumbered by barriers. We havebeen successful in involving the U.S. state and federal governments, NativeAmericans, other conservation organizations, and industry in restoration of thePenobscot River in Maine. The restoration agreement made big news last fallwhen we announced the intent to open up 500 miles of habitat to fish that havebeen blocked for decades by dams. Dam owner PPL Corporation publicized theagreement as a "win win" situation that allowed the company to maintain adequate power generation, while serving environmental health.

You will find many examples of victories, big and small, for wild Atlanticsalmon in our 2003 Annual Report. For the most part, our North American riversenjoyed greatly improved returns of salmon, validating the conservation leader-ship of ASF and our Regional Councils and 150 affiliate groups, whose volunteerswork tirelessly to protect and restore local rivers. The Conservation Agreementthat the Greenland fishermen negotiated with ASF, the North Atlantic SalmonFund (NASF), National Fish and Wildlife Fund (NFWF), and the U.S. governmentin 2002 terminated commercial harvest on feeding grounds off Greenland andallowed many more salmon to return to their home rivers in 2003.

We cannot rest on our laurels in 2004; there is much to do. The PenobscotPartners will continue our successful public outreach activities, complete a comprehensive settlement agreement towards dam removal, and campaign forappropriations in Washington. We will implement the third year of the five-yearGreenland Conservation Agreement. This entails meeting trust and economicadjustment funding targets to develop projects for the Greenland fishermen,including the purchase of commercial salmon nets for decommissioning. Withour Regional Councils, we will work with provincial governments to adopt acommon conservation policy for eastern Canada for the recreational salmon fishery that implements live release licenses and barbless hooks. We will workwith governments and industry towards the development and practice of environmentally sustainable aquaculture. We will endeavor to prevent the mostrecent weakening of the U.S. Clean Air Act of 1972, which may result in furtheracidification of salmon streams in New England and eastern Canada as a directconsequence of industrial pollution from U.S coal-fired plants.

So many issues, so little time...but ASF's spirit is bolstered by our partners,the work of staff, volunteers and Regional Councils, the loyal support of ourdedicated directors, and the outstanding vision and leadership of our Chairmen,John Houghton and Don O'Brien. They allowed ASF to make the most of valuable time and resources in 2003 and will provide the excitement of renewedcommitment and optimism in 2004.

Le gouvernement doit agir promptement pour sauver le saumon atlantique sauvage. Il doitexercer un leadership et faire du rétablissement des populations de saumons et de son habi-tat une priorité en finançant des programmes dynamiques dans le domaine. La Fédération

du saumon atlantique (FSA) a lancé le cri d’alarme, dressé des plans de conservation précis etexhorté le gouvernement à prendre une part active aux activités de l’Organisation pour la con-servation du saumon de l’Atlantique nord (OCSAN) ou des groupes d’intendance des rivières.

La FSA, ses conseils régionaux et partenaires, ont joué un rôle de chef de file dans le cadred’initiatives de conservation, encourageant le gouvernement à participer à tous les niveaux, qu’ils’agisse d’études sur le pistage des saumoneaux pour comprendre les menaces qui pèsent sur l’e-spèce ou de projets visant à favoriser l’écoulement libre des eaux, grâce à l’élimination d’obsta-cles. Nous avons réussi à obtenir la participation des gouvernements fédéral et étatiques améri-cains, des Autochtones, d’autres groupes écologistes et d’industries au projet de restauration dela Penobscot, dans le Maine. L’entente a fait les manchettes l’automne dernier lorsque nous avonsannoncé notre intention de rétablir l’accès à plus de 500 milles d’habitat riverain rendus inacces-sibles depuis des décennies par des barrages. Selon le propriétaire des barrages, la PPLCorporation, la situation est une proposition gagnante pour toutes les parties concernéespuisqu’elle permet à la Corporation de maintenir une production adéquate d’énergie tout en con-tribuant à la salubrité de l’environnement.

Le Rapport annuel 2003 contient une foule d’exemples de victoires, petites et grandes, rem-portées par le saumon atlantique sauvage. De façon générale, les taux de retour des gros saumonss’étaient nettement améliorés dans nos rivières nord-américaines. Ce fait souligne le leadershipen matière de conservation exercé par la FSA, ses conseils régionaux et ses 150 organismes affil-iés pour le compte desquels les bénévoles œuvrent sans relâche à la protection et au rétablisse-ment de nos rivières locales. L’entente de conservation conclue en 2002 entre les pêcheurs groën-landais, la FSA, le Fonds pour le saumon de l’Atlantique Nord (FSAN), la National Fish andWildlife Fund (NFWF) et le gouvernement américain a mis fin à la pêche commerciale au saumondans les aires d’alimentation au large du Groënland et a permis à un plus grand nombre desaumons de retourner frayer dans leurs rivières natales en 2003.

Nous ne devons toutefois pas nous reposer sur nos lauriers en 2004; notre travail est loind’être terminé. Les partenaires de la Penobscot poursuivront leurs activités d’action communau-taire, concluront une entente exhaustive sur le démantèlement de barrages et prieront Washingtonde dénouer les cordons de sa bourse. Nous prendrons les mesures prévues dans le cadre de latroisième année de l’entente de conservation quinquennale conclue avec les Groënlandais. Pource faire, nous devrons atteindre les cibles en matière de financement afin d’élaborer des projetspour le compte des pêcheurs groënlandais, dont le rachat des filets commerciaux en vue de leurdésaffectation. De concert avec nos conseils régionaux, nous collaborerons avec les gouverne-ments provinciaux en vue d’adopter, dans l’Est du Canada, une politique de conservation com-mune relative à la pêche sportive au saumon préconisant le recours aux permis de pêche avecgraciation et aux hameçons sans ardillon. Nous collaborerons avec les gouvernements et l’indus-trie en vue de favoriser le développement d’une aquaculture durable. Nous tenterons d'empêch-er la plus récente tentative de dilution de la U.S. Clean Air Act de 1972, qui pourrait se traduirepar une plus grande acidification des rivières à saumon en Nouvelle-Angleterre et dans l’Est duCanada en raison de la pollution industrielle causée par les usines à charbon américaines.

Tant d’enjeux, si peu de temps…mais le dynamisme de la FSA est nourri par nos partenaires,le travail de notre personnel, de nos bénévoles et de nos conseils régionaux, le soutien indé-fectible des administrateurs dévoués ainsi que la vision et le leadership de nos présidents, JohnHoughton et Don O’Brien. Ces derniers ont permis à la FSA de tirer le maximum de profit de sontemps et de ses ressources en 2003 et nous donneront un nouvel élan d’optimisme en 2004.

The Atlantic Salmon Federation, our Regional Councils and 150 affiliat-ed river organizations, along with national and international partnershave spent a great deal of time and money to convince government

and people of the "good" of wild Atlantic salmon. The value of salmon isembodied in flashes of silver as they leap upstream in their extraordinarydance of struggle and nobility, intent on reproducing in the streams wherethey were born, and thereby achieving their immortality. Their value to theculture, history and legends of North America's earliest inhabitants and to thephilosophy of all spirited people intent on overcoming diversity is priceless.Their value to today's economy in Canada can be quantified. The recreationalsalmon fishing industry in Atlantic Canada and Quebec is worth more than$200 million annually in rural jobs and economic benefits. We cannot affordto overlook the silent cries in the wilderness of these salmon, the harbingersof the environmental health of our rivers and oceans.

Our messages are being heard and our following is growing. An articleon the wild Atlantic salmon in the July issue of National Geographic reached7 million subscribers and, over time, will be read by as many as 50 millionreaders. The U.S. government helped us finance the second year of ourGreenland Conservation Agreement. We all saw the wonderful returns ofmore large salmon to the rivers of North America in 2003 as the result of nocommercial harvest on migratory feeding grounds off the coast of Greenland.The best hope for wild Atlantic salmon in the United States lies in restoringthe Penobscot River populations and this became more likely with theannouncement of the Penobscot River Restoration Initiative last October. ThePenobscot Partners, including ASF, must obtain government appropriationsand private support to close three dams. This will open 500 miles of habitatto Atlantic salmon and other fish, while maintaining adequate power generation on New England's second largest river.

ASF concluded a major revision to provide current and consistent by-lawsthat will contribute greatly to efficient and effective governance for both ASF(U.S.) and ASF (Canada). The excellent partnership between ASF (Canada)and ASF (US) has accomplished much in removing barriers to migration,implementing land use reforms, delivering effective live release programs,and terminating ocean fisheries for mixed populations of salmon. OurRegional Councils, through the involvement of their Presidents on ASF's governing Committees and Boards, have provided leadership on salmon conservation issues throughout eastern Canada, northeastern United Statesand Europe.

ASF's accomplishments for the wild Atlantic salmon are the result ofteamwork by Directors, volunteers, Regional Councils, affiliated groups andstaff. It is a testimony to the strength, wisdom and dedication of PresidentBill Taylor and his staff that ASF programs and campaigns evolve and prosper despite the great challenges that lie before us in our joint efforts toconserve and restore wild Atlantic salmon.

Our success in saving salmon lies to a large extent in our ability to shareon a grand scale our knowledge of the salmon's sensitive state and our strategies for implementing conservation action. Spreading the conservation message will help to demonstrate "what is good" about wild Atlantic salmon,why they are of such unique "value" and why we should never abandon ourefforts to conserve and restore this truly magnificent creature.

le gouvernement et le public de la signification du saumon atlantiquesauvage. La valeur du saumon se reconnaît à ces éclats argentés, quiremontent la rivière en exécutant une danse extraordinaire évoquant lalutte perpétuelle et la noblesse de ces poissons résolus à se reproduiredans leur rivière natale et à assurer leur immortalité. Leur importancepour la culture, l'histoire et les légendes des premiers habitantsd'Amérique du Nord ainsi que pour la philosophie de toutes les per-sonnes déterminées à surmonter les défis est indéniable. Il est possiblede quantifier la valeur du saumon pour l'économie canadienne.L'industrie de la pêche sportive au saumon, au Canada atlantique et auQuébec, contribue plus de 200 millions de dollars annuellement que cesoit sous la forme d'emplois ou de retombées économiques directesdans les régions rurales. Nous ne pouvons nous permettre d'ignorer lescris silencieux de ces saumons sauvages, ces indicateurs de la salubritéde nos rivières et de nos océans.

Un article sur le saumon atlantique, paru dans l'édition dejuillet du National Geographic, a atteint 7 millions d'abonnés et, avec letemps, sera lu par quelque 50 millions de lecteurs. Le gouvernementaméricain a contribué au financement des mesures découlant de ladeuxième année de l'entente de conservation conclue avec lesGroënlandais. Nous avons été témoin des meilleurs taux de retour desaumons adultes dans les rivières nord-américaines en 2003, résultatdirect de la suspension de la pêche commerciale au saumon dans lesaires d'alimentation au large du Groënland. Le rétablissement des pop-ulations de saumons atlantiques sauvages dans la rivière Penobscot con-stitue le meilleur espoir pour cette espèce aux États-Unis. L'annonce del'Initiative de restauration de la rivière Penobscot, en octobre dernier, acertainement rendu cet objectif plus réalisable. Les partenaires de laPenobscot, dont la FSA, doivent obtenir des fonds de sources publiqueset privées afin de démanteler trois barrages. Leur enlèvement permettraau saumon et aux autres poissons d'accéder à 500 milles d'habitat, touten maintenant une production d'énergie suffisante sur la deuxième riv-ière en importance de la Nouvelle-Angleterre.

La FSA a procédé à une révision exhaustive des règlements canadi-en et américain pour en assurer l'actualité et la cohérence, et pourfavoriser une meilleure gouvernance de la FSA tant aux États-Unis qu'auCanada. L'excellent partenariat existant entre les deux branches de l'or-ganisation a permis d'éliminer les obstacles à la migration, de mettre enœuvre des réformes sur l'utilisation du sol, d'exécuter des programmesde graciation efficaces et de suspendre la pêche mixte au saumon. Grâceà la participation de leurs présidents respectifs aux comités et conseilsde gouvernance de la FSA, nos conseils régionaux ont fait preuve deleadership en matière de conservation du saumon dans l'Est du Canada,dans le Nord-Est des États-Unis et en Europe.

Les progrès réalisés par la FSA pour le compte du saumon atlantiquesont le fruit d'un travail concerté entre les directeurs, les bénévoles, lesconseils régionaux, les organismes affiliés et le personnel. Le fait quenos programmes et campagnes évoluent malgré les nombreux obstaclesque nous devons surmonter témoigne de la détermination, de la sagesseet du dévouement de Bill Taylor, président de la FSA, et de son per-sonnel.

Nos succès dans le domaine de la conservation du saumon atlan-tique sauvage sont en grande partie attribuables à notre capacité àpartager nos connaissances sur la fragilité de l'espèce et sur les straté-gies mises en œuvre dans le domaine de la conservation. La diffusionde notre message de conservation permettra de démontrer la valeur dusaumon atlantique sauvage, de révéler les caractéristiques qui le rendentsi unique et les raisons pour lesquelles nous ne devons jamais aban-donner nos efforts pour conserver et rétablir cette espèce tout à faitremarquable.

F or 55 years, the AtlanticSalmon Federation (ASF) hasdemonstrated an unwavering

commitment to protecting and restor-ing Atlantic salmon populations. Thisunshakeable undertaking haswrought positive results. The manydevelopments of 2003 are testimonyto what longterm dedication to a goalcan achieve and are building blocksfor further and ongoing solutions,solutions that will result in moresalmon returning to our rivers.

Especially exciting was the goodnews that this year saw an increase inthe runs of multi-sea-winter salmonto North American rivers, resulting, inall likelihood, from the GreenlandConservation Agreement, conceivedand brokered by ASF. But there werealso other "blockbusters" in 2003.Another innovative agreement willrestore the Penobscot River, thelargest Atlantic salmon river in theUnited States, an historic and prece-dent-setting development that ASFwas instrumental in negotiating and carrying out.

In 2003, ASF also addressed themost critical issues impacting the wildAtlantic salmon in its North Americanrange. Using limited resources, we

catalyzed positive action from gov-ernment, business and other conser-vation organizations. ASF broughtentirely new partners in salmon riverrestoration onboard, pioneered newsalmon research to support restoration, and held governmentsaccountable in their role as protectorsof salmon and their habitat.

ASF expanded its smolt-trackingresearch in 2003 to determine whyAtlantic salmon are not returning tomany rivers in sufficient numbers. Wefocused our research on theMiramichi, North America's "power-house" for Atlantic salmon produc-tion, and were able to provide newinsights into the issue of smolt mortality. Finding the cause and solv-ing this key component would be theultimate contribution, both in Canada,and on an international level, tosecuring the future of the species.

The Penobscot RestorationInitiative announced October 6 is thesingle most important river restora-tion project of the 21st century, andranks among the top salmon riverprojects in the U.S. of all time. ASF isjustly proud of the role its members,volunteers and staff are playing inthis pioneering effort. Many other

North American salmon runs alsoneed, and are getting, the attention ofconservationists. ASF, our RegionalCouncils and 150 affiliated groups,and our many partners, supportersand members are endeavoring tomake a difference on all these rivers-and there are signs of success.

IN-RIVER PRODUCTION

The Penobscot Restoration began fouryears ago as a discussion between thePenobscot Indians, ASF and the damowners, and has developed into amajor program that will see therenewal of the river's ecosystem. Thiswill benefit especially the ten speciesof sea-run fish and the critical ecolog-ical relationships among them.

The project will see the decom-missioning of three dams, whilemaintaining hydro production atclose to present levels. It has beenhailed by the US Secretary of theDepartment of Interior as a model forother projects.

Partners in the PenobscotRestoration Plan include five conservation organizations, thePenobscot Indian Nation, the U.S.federal government, the State ofMaine, and PPL Corporation, ownerand operator of the hydro dams onthe river. It is an exciting example ofwhat can be accomplished whendiverse organizations work towardcommon goals. While it will take $25million and several years to see thisproject to completion, the result willprovide a future for the most produc-tive Atlantic salmon river in NewEngland.

ASF and our Regional Councilsand affiliates played an importantdirect role in habitat restorationthroughout the range of the wildAtlantic salmon, from Connecticut toQuebec and Newfoundland. Many ofthese initiatives are noted in theRegional Council Reports beginningon page 20.

In Canada, we continued topress the federal government to insti-

tute an endowment fund for Atlanticsalmon restoration and to fully fundsalmon research and habitat restoration.

With other conservation organi-zations, we successfully urgedstrengthening of Canada's Species atRisk Act. The Act is being implemented in stages and fundinghas been slow in coming. ASF hasworked with government and otherpartners to develop restoration andeducation strategies for the criticallylow salmon populations of the InnerBay of Fundy rivers.

ASF has also been a leader inproposing river stewardship andcommunity involvement in rivermanagement, so that the people ofriver communities participate in decisions that are made for the futurewellbeing of their rivers, fish andother species.

The very range of projects thatinvolve ASF shows the important rolethe organization is playing in protect-ing habitat, and restoring rivers andAtlantic salmon populations. InPrince Edward Island, ASF workedwith the University of PEI to monitorthe impacts of fish kills due to agri-cultural issues. In Nova Scotia, ASFworked with partners to develop

methods to mitigate the damagingimpact of acid rain on a large part ofmainland Nova Scotia. The WestRiver, Sheet Harbour has been selected for a pilot project, withexpertise gathered by ASF fromScandinavian and other experts. InNew Brunswick, ASF is working todevelop safe and efficient passagearound the three major dams of theSaint John River.

IMPACTS OF AQUACULTURE

ASF addressed salmon farming, oneof the most critical issues facing conservation of wild salmon, throughresearch on the interactions betweenwild and farmed salmon, advocatingbetter management practices and reg-ulation, and educating the public onthe issue. Farmed salmon in theAtlantic often escape their net-cagesand compete with wild salmon forfood and habitat. They interbreedwith their wild counterparts andweaken the natural gene pool.

ASF, together with the WorldWildlife Fund, contracted an impartialassessment of governmental action inliving up to promises made at NorthAtlantic Salmon ConservationOrganization (NASCO) meetings in

1994 to minimize the effects ofsalmon farming on wild Atlanticsalmon. NASCO was created to dealwith wild Atlantic salmon issues thatcross international borders. Membercountries of NASCO are Canada, theEuropean Union, Iceland, Norway,Denmark (on behalf of Greenlandand the Faroe Islands), the RussianFederation and the United States.

The resulting report delivered adisappointing and detailed picture of

government inaction by the sevenNorth Atlantic countries that havelarge salmon aquaculture industries.The report ranks countries by theirprogress toward achieving the agreedNASCO goals based on specific crite-ria and an agreed-upon rating system. Very effective because of itsobjective approach, it was acceptedby both NASCO and world media asa credible assessment. The reportdescribed how Canada, FaroeIslands, Iceland, Ireland, Norway,Scotland, and the United States wereall failing to live up to their obligations.

Our report filled an importantneed because it coincided with anexamination of NASCO's aquaculture

measures that was undertaken withno apparent fact-based appraisal ofthe performance of member nationsto date.

ASF continued to monitorescaped farmed salmon and theirinteractions with wild salmon on theMagaguadavic River, located in thecenter of the aquaculture industry insouthwestern New Brunswick. Thispast year, escapees outnumberedwild salmon by a ratio of 4:1.

LOW MARINE SURVIVAL

As part of our effort to pinpoint thecauses of smolt mortality, ASFdeployed underwater acousticreceivers in the Miramichi River, thesingle greatest salmon producingriver in North America.

ASF tracked autumn presmoltsthrough the winter months.Researchers used sonar to determinethe distances these little-understoodfish move from their home rivers, andto identify the habitat where theyover-wintered during their lastmonths in the river.

Beginning in May, ASF moni-tored the movement of wild Atlanticsalmon smolts as they moved from

the headwaters of the river outthrough the estuary and into theopen sea. This is an important steptowards extending smolt trackinginto the Gulf of St. Lawrence.

In this work, ASF had many partners and funders, including theMiramichi Salmon Association, theNew Brunswick Salmon Council,Fisheries and Oceans Canada, theUniversity of New Brunswick,VEMCO, International Paper, J. D.Irving, Limited, the Molson, Turner,Donner and Pheasant HillFoundations, Rocky Brook Camp, theTuckaway Lodge, Upper OxbowOutdoor Adventures, and Ledge'sInn.

ASF has been in the forefront ofgathering needed information onsmolt populations and behaviourthrough the use of smolt wheels thattrap smolt unharmed and allowassessment of these fish and popula-tion predictions. The smolt arereleased to continue migration. Inconsultation with FQSA, an ASF smoltwheel was operated on theCascapedia River for the first time, asa first step in expanding smolt tracking to the Bay de Chaleur. ASFalso operated smolt wheels in NewBrunswick, in the Rivière St-Jean onQuebec's North Shore, and providedexpertise to others using this remarkable tool.

ASF continued to play a lead rolein the re-introduction of large salmonthat had been reared in sea cages andreleased into the Magaguadavic River.We tracked the large salmon withinthe watershed to assess their breed-ing success. ASF also played a pioneer role in tracking landlockedAtlantic salmon that chose to leavethe Magaguadavic River for the sea.Researchers followed their move-ments and assessed their interactionwith sea-run salmon. We worked incooperation with the MagaguadavicRiver Recovery Group that includesangling and conservation organiza-tions, federal and provincial government agencies, and membersof the salmon aquaculture industry.

FISHERIES

A breakthrough conservation agree-ment was signed in 2002 by theNorth Atlantic Salmon Fund, ASF andKNAPK, the Greenland Hunters andFishers Organizations, renewableannually for up to five years, and par-tially funded by the U.S. government.It was important to terminate com-mercial fishing off the Greenlandcoast where the salmon of manyrivers congregate on feedinggrounds. The fishery takes individualsalmon from many rivers, some ofwhich are from endangered popula-tions. Terminating this harvestincreased the survival of salmon inNorth American rivers, many ofwhich are not meeting conservationlevels.

In 2003, the Greenland SalmonConservation Agreement continuedwith the full blessings of all parties.ASF and partners continue to work tosecure funding for the ConservationAgreement which supports importanteconomic development programs forGreenland fishermen and the decom-missioning of salmon nets. Theagreement rewarded us in 2003 withvibrant runs of large salmon to manyNorth American rivers.

In addition, ASF has supportedthe NASF in its efforts to exploreagreements to curtail the North EastAtlantic and Irish driftnet fisheries for

salmon. A program to buy out theEnglish North East Coast nets result-ed in a reduced harvest of 10,427salmon and grilse in 2003, comparedto 27,685 in 2002. The British government contributed 1.25 millionpounds to help the private sectorraise the money for the buy out. TheGovernment of Northern Ireland willprovide 3/4 of the 2 million poundbuyout of their mixed-stock nets.

IN-RIVER EXPLOITATION

AND MANAGEMENT

ASF led in advocating live release of

both grilse and salmon as an impor-

tant and effective conservation tool.

In 2003, ASF began work with

Regional Councils and provincial

governments to adopt a common

conservation policy for eastern

Canada that will allow recreational

salmon fishers to purchase, prefer-

ably, a live release license, or alter-

natively, a license with no more than

four tags, and licenses that require

the use of single barbless hooks.

ASF promoted live release

among anglers through information

available with license packages,

specially designed pins and a draw

for prizes. ASF also began an inten-

sive live release program for guides

through workshops, materials sent to

camp owners, and public recognition

of guides and camps that support live

release.

Improving government enforce-

ment of fishing regulations continued

to be a priority activity. ASF worked

with Crime Stoppers, an organization

designed to solve crimes through

offering anonymity to those with

information. Together we created a

special public service announcement

that focused on those selling – and

buying – poached salmon. We

highlighted the need for improved

enforcement within each of our

Regional Councils and at a Canadian

nationwide gathering of enforcement

officers in St. John's, Newfoundland.

After years of advocacy by con-

servation organizations that include

nature and angling groups and First

Nations, we achieved the protection

in 2003 of nearly 4000 km2 in the

Moisie River watershed in Quebec.

ASF and its Councils continue to

encourage effective community

watershed management as important

to restoring Atlantic salmon popula-

tions. Working with governments,

communities and First Nations, we

were pleased to see the federal and

provincial governments establish a

co-management regime for the

Miramichi system.

The report on how salmon farmingnations are protecting wild Atlanticsalmon clearly showed that littleprogress was made between 1994and 2003. Canada rated third, andthe United States had especially dis-appointing results.Sc

ASF makes policy recommen-dations based on sound science. ASF’s pioneering

work into mortality at sea and thetracking of Atlantic salmon provideda vital key to restoring Atlanticsalmon to many rivers. Our researchwas conducted in cooperation withlocal watershed groups, members,government agencies, private compa-nies and often universities.

MIRAMICHI PRE-SMOLT

ASSESSMENT

ASF explored in the Miramichi Riversystem the movement of pre-smoltsin autumn and their behaviour duringthe winter months, as some continueto be active even when water temperature falls to 0°C.

MIRAMICHI SMOLT

TRACKING

In the Miramichi, 199 smolts were fitted with sonic pingers in Spring2003 and followed down the riverand out to sea. An additional 14 keltscaptured by anglers were also

sonically tagged. Receiver units weredeployed at various points in fresh-water and Miramichi Bay. Resultswere startling, as survival of smolt tothe point they entered the ocean var-ied from 70% to 25%, dependingupon the stream of origin. Of thekelts, 9 moved to the ocean, and withtags active for a year, there are hopesof seeing returning kelts in 2004.

MAGAGUADAVIC RIVER

PROJECT ON THE

INTERACTION OF WILD AND

FARMED SALMON

ASF monitored the MagaguadavicRiver as an index river for the inter-actions of wild and farmed salmon.This year the numbers of escapedfarmed salmon entering the riverwere low, at 22. Only five wildsalmon returned. ASF also monitoredthe escape of young farmed salmonwithin the river system to understandthe interactions taking place beforesalmon migrate to sea. Data wasshared at two international confer-ences. Our work continued to bringto light the presence of Europeangenetic material in some salmon inthe Magaguadavic, likely a result ofescapees.

ASF also conducted research tohelp determine the best ways torestore Atlantic salmon populationswhen they are depressed. Last yearlarge adult salmon were released,and tracked to follow their routes tothe breeding grounds and documenttheir spawning. Fry and parr werealso introduced and results monitored.

ASF has taken the lead in exploringways in which landlocked Atlanticsalmon interact with populations ofsea-run salmon. In addition to genetic analysis, ASF's tracking hasdiscovered "landlocked" individualsfeeding in coastal waters, and traveling into offshore waters. Thiswork may prove important to futurerecovery programs, including genebanking.

SMOLT WHEEL PROGRAMS

Through the years, ASF has pioneered the use of smolt wheels tosample salmon migrating to theocean. ASF coordinates the deploy-ment of smolt wheels throughoutAtlantic Canada and Quebec.

INTERVENTIONS AND

PROVIDING EXPERTISE

ASF provided expert scientific adviceon the development of endangeredsalmon population restoration strate-gies in both Canada and the UnitedStates, ongoing input to InternationalCouncil for the Exploration of theSea (ICES) to understand the state ofwild Atlantic salmon throughout theNorth Atlantic area, and interven-tions related to wild salmon/farmedsalmon interactions in both Canadaand the United States, to name a few.

Cooperation with conservation,business and governmentpartners and the media was

key to successful public awarenesscampaigns in 2003 that resulted in a17% increase in newspaper, radioand television items over 2002.

In April and May, ASFCommunications focused on prepar-ing and distributing Protecting WildAtlantic Salmon from Impacts ofSalmon Aquaculture: A Country-by-country Progress Report, along withthe necessary background materials.This 72-page report by Dr. GarethPorter clearly showed that the sevenmajor salmon-producing countriesmade little progress in their commit-ment to regulate aquaculture andprotect wild salmon populations.Print and electronic media in the UK(BBC, Scotsman, Herald), Canada(CBC Radio and TV, CTV, newspa-pers from British Columbia toNewfoundland), the United States(Boston Globe) and Norway'sAftenposten to name a few, coveredthe report. It was also very well cir-culated through e-news providers,such as Intrafish, Environmental

News Network, and EnvironmentalNews Service, wire services and on anumber of websites.

ASF saw the culmination of threeyears of work with the author of a24-page investigative report into theAtlantic salmon's decline thatappeared in the July issue ofNational Geographic. Fen Montaigneoutlined the past and present prob-lems affecting Atlantic salmon. Thisarticle will go a long way to increaseawareness of the wild Atlanticsalmon, as it reaches 7 million sub-scribers and about 50 million readersover time.

Another cooperative ventureundertaken by ASF Communicationswas a Miramichi River Anti-PoachingCampaign. ASF worked with theWatershed Committee, the N.B.Salmon Council, the MiramichiSalmon Association and CrimeStoppers to heighten awareness ofillegal poaching and selling of wildAtlantic salmon. This coalition placedadvertisements in area and provincialnewspapers, issued a press release,and gave interviews on the issue. Allof this was based on the message that

poaching and buying wild salmoncould carry a high price tag.

The cooperative nature of thecommunication aspects of thePenobscot River Restoration Projectled to highly gratifying results –including 98 immediate media hits,stories in 13 financial and economicpublications, and front page cover-age in newspapers such as the NewYork Times, as well as smaller publi-cations across the continent. Whilethe Penobscot Restoration Projectbenefits many species, many publica-tions chose to highlight the story ofthe river's wild Atlantic salmon.

Communicating through partner-ships remained a guiding principle inthe efforts of ASF's Communicationsteam. We began a cooperative publicawareness program with groupsinvolved in saving the endangeredsalmon population of the inner Bayof Fundy.

ASF's Live Release campaign isyet another example of cooperation,for throughout Atlantic Canada andQuebec, provincial governments seethe benefit of assisting ASF in distrib-uting our brochures, and increasing

awareness of live release science andtechniques. ASF's program is targetedespecially at those not already practicing total live release. Besidesoffering incentives through a draw, itgives anglers an opportunity to makea personal commitment to the futurewellbeing of the wild Atlanticsalmon.

The Atlantic Salmon Journalremained an important forum for

conservation issues and ideas, andthe Journal's new editorial and look gained positive responses.Advertising revenues increased overthe previous year, and new columns,including a youth page, were added.The wide array of timely articles con-tinued to make the Journal indispen-sable to anyone wishing to knowwhat is going on in the world of wildAtlantic salmon.

Paul Nicklen’s images of wildAtlantic salmon won him the pres-tigious World Press Photo awardin the Nature category. The article in NATIONAL GEOGRAPHICreached nearly 50 million readers,heightening awareness of theplight of the wild Atlantic salmon.

Andy Goode, ASF’s Director of U.S. Programs, explained to media andothers the potential of the Penobscot Project to restore the river and itswild salmon run.

The Live Release brochure “Step intothe Winners’ Circle” and the ATLANTICSALMON JOURNAL are two importantpublic awareness initiatives.

On the Restigouche River,youngsters of the ListigujFirst Nation release their“Fish Friends” Atlanticsalmon fry into the river,after a ceremony thatfocused on the salmon andthe river.

ASF’s Fish Friends program edu-cates students on Atlanticsalmon in more than 600schools throughout the NorthAmerican range of the species.Teachers using the curriculumfind it provides a rare opportu-nity for hands-on learning thatkindles an interest in environ-mental matters.

ASF conducted several newteacher workshops to assistschools in providing the

best Fish Friends experience possiblefor students. There were newresources on the website for teachersand students, and this attracted atten-tion from students and educatorsthroughout the world.

Now in more than 600 schools,the Fish Friends program interfacedwell with other environmental teach-ing. Web-based materials on acidrain and endangered species proveduseful in the classroom. The bilingualweb-based instructions for setup ofclassroom incubators and trou-

bleshooting assisted many youngstudents and their teachers nurturetheir charges from egg to fry, whenthey released them into streams.

ASF completed all six modulesof Magic on the Rivers, our newyouth angling outreach program, indraft form. More than 30 organiza-tions and individuals contributed tothe manual.

It was piloted by five groups in2003, including the MiramichiHeadwaters Salmon Association,Atlantic Salmon Museum, and St.Stephen High School in NewBrunswick, St. Mary’s RiverAssociation in Nova Scotia, andProject Share in Maine. It proved tobe a success with many groups andwe received much positive feedback.

And last, but not least, morethan 3,000 visitors passed throughthe Dr. Wilfred Carter IntepretationCentre which presents the life andtimes of wild Atlantic salmon.

New research published in 2003 highlighted the importance of keeping farmed fish from interacting with wildAtlantic salmon. The Atlantic Salmon Federation has been working with both government and industry toimprove containment standards in Canada and the United States.

ASF AND AQUACULTURE

Working cooperatively with theaquaculture industry and govern-ment, ASF sought improved consul-tation mechanisms, improved con-tainment strategies for farmed fish,and adoption of exclusion zones.

As an active partner in newCanadian consultation mechanismsinvolving aquaculture, ASF has beenable to bring its expertise and viewsto bear on the strategies and policiesmeant to make the industry moresustainable.

In the United States, ASF hasprovided the Maine AquacultureTask Force with background infor-mation to assist it in formulating anupdated framework for aquaculturethat takes into account issues such asdisease transfer, public consultationand monitoring of operations.

ASF’s aquaculture policy formally added a provision regardingaquaculture exclusion that specifiesthat there be no extension of

salmonid farming within zones 1 and2, which include the area from thenorthern edge of Ungava Baystretching south to includePenobscot Bay.

ASF AND ACID RAIN

ASF, recognizing that acidification ofsalmon streams is both a provencause of salmon mortality in NewEngland and eastern Canada and adirect consequence of industrial airpollution from coal-fired plants,opposed the most recent weakeningof the U.S. Clean Air Act of 1972 inrespect to power plant emissions.ASF began to review and monitorthis policy with a view to preventingits implementation.

ASF AND THE GREENLAND

FISHERY

The groundbreaking agreement ofNASF, ASF and the US National Fishand Wildlife Foundation with theGreenland hunters and fishers asso-ciation, supported financially by theU.S government, continued into the

(NGOs) to preserve the future ofriver systems, coastal waters, andwild Atlantic salmon populations.

ASF sought from the CanadianGovernment a commitment to securethe future of wild Atlantic salmonthrough an endowment fund andcoordinated partnership. This concept has already shown it workswell on Canada’s West Coast, whereit was instituted a few years ago. ASFput the case for a similar fund toboth House of Commons and SenateStanding Committees on Fisheries,and achieved their full support. Thefund would strengthen science andconservation capacity, research intomortality at sea, and provide a counterbalance to the constant cutbacks in programs by government– despite its responsibility to safe-guard the species and environment.

ASF has worked with govern-ments and other wildlife groups todevelop a framework for communitystewardship of fish and river systems,and has provided discussion papers

second year. The agreement showshow cooperation can bring about adecision that provides an excellentboost to survival of the wild Atlanticsalmon. ASF worked with partners tocontinue this agreement, and toassist Greenlanders in developingalternatives to the salmon fishery.

CONSERVATION

ORGANIZATION (NASCO)ASF’s more than half century ofexperience with the issues of wildAtlantic salmon has made it animportant force in encouragingNASCO to live up to its commitmentsto safeguard the wild populations.After 20 years of NASCO’s operation,ASF has concluded that the interna-tional organization needs a renewedmandate to deal with threats thatwere not big issues when NASCOwas formed, such as aquaculture. Amore transparent and accountableNASCO is needed in the 21st centu-ry, and ASF is working with partnerstoward changes in NASCO thatreflect a new vision.

• The Salmonid Council ofNewfoundland and Labrador(SCNL) took action against poach-ing, providing statements to thejudiciary on the value of salmonand the work of volunteers restor-ing habitat. SCNL worked hard topromote the need for federal re-investment in the salmon fisherythrough improved enforcementand research on our rivers.

• SCNL gave constructive sugges-tions to protect salmon popula-tions from the impacts of high-way construction across south-ern Labrador.

• SCNL offered ways to reduceeffects of island aquaculture -such as requiring tagging of allsalmon to reduce possible saleof wild salmon.

• SCNL promoted live release inthe salmon angling community,and wrote several articles andconducted a number of mediainterviews on the issue.

NOVA SCOTIAPresident: David Reid replacedGeorge Ferguson (fall 2003)Regional Director: Lewis Hinks

• Acid rain remains the singlegreatest threat to Nova Scotia'ssalmon. The Nova Scotia SalmonAssociation (NSSA) pursued amitigation program, initially forthe West River, Sheet Harbour. Areport by a Norwegian expertled to preparation of a full busi-ness plan.

• NSSA supported efforts to contin-ue Adopt-a-Stream. The programeffectively offered maximumreturn in stream habitat preserva-tion, but became a victim of gov-ernment shortfalls. NSSA activelypursued the creation of a habitatstamp in Nova Scotia to supportthe program.

• In Cape Breton, NSSA counteredthe discovery of smallmouth bassin Lake Ainslie on the MargareeRiver with a reward for convic-tion of individuals responsiblefor the introduction.

• Nearby, NSSA assisted theCheticamp River SalmonAssociation in encouraging Parks

Canada to gain accurate informa-tion on salmon populations andconsider live release instead ofclosing the river.

PRINCE EDWARDISLAND

• The Regional Council assisted theUniversity of Prince Edward Islandin monitoring changes in fish com-munities in the Wilmot River thatfollowed two major fish kills in2002, and in procuring baselineinformation on two other rivers toassess future changes.

• The PEI Council encouragedgovernment land use reform, themost pervasive environmentalissue in the province. To encour-age the development of alterna-tives, ASF assisted the TroutRiver Environmental Committeein developing a WatershedStewardship pilot project in theStanley/Hope River watershed. Itis hoped that the stewardshipproject will be an example toother Island watersheds for landuse reform and healthy waters.

NEW BRUNSWICKPresident: Barry Morrison

and N.B. Salmon Council (NBSC)assisted the province in imple-menting a live release license, nowin its second year. The Councilsponsored a draw for prizes opento all anglers who bought the liverelease license. Live release presentations were made toguides, followed by camp visits.

• NBSC and other conservationorganizations encouragedprovincial authorities to increasethe visibility of enforcement officers on NB salmon rivers.

• NBSC supported a write-in cam-paign to politicians requestingthat the Petitcodiac tidal gates bereplaced by a partial bridge tobegin restoration of the river.

• Improved downstream smoltpassage on the Saint John Riveris another priority, and the NBCouncil worked with a newly-formed river committee toreview the best solutions.

• NBSC supported the RestigoucheWatershed Management Councilas an important model for theprovince and welcomed theestablishment of a co-manage-ment regime for the Miramichi

River system established by thefederal and provincial govern-ments.

QUEBECPresident: Yvon Côté

Director of Quebec Programs: Charles Cusson

• The Moisie River was designatedan Aquatic Reserve, the first of itskind in the province. It will preclude hydro, mining andforestry development until publicmeetings can be held to ascertainif protection should be permanent.The local organization, APRMdeserves credit for a long-termcompaign to reach this goal.

• ASF, FQSA and the GRSQ contin-ued to cooperate on issues thatthreaten wild Atlantic salmonruns including inappropriateaquaculture development.Another threat, pig farming inthe Matapedia watershed,remained a threat, and the threeorganizations made factual representations on the impacts itwould have on this sensitiveriver. A moratorium on newdevelopment was put in place,but the need for vigilanceremained. ASF and FQSA alsointervened on a toxic landfillnear the Petite Cascapedia.

• Live Release grew in Quebec, anencouraging sign. FQSA distrib-uted ASF's live release brochurein its own publications, and liverelease presentations were delivered to more than 100guides, followed by camp visits.

• ASF, along with FQSA, saw thecompletion of an educationalCD-ROM with associated class-room materials in both Englishand French.

• The first steps of an exciting pioneering research project werealso undertaken. ASF assisted thedeployment of a smolt wheel onthe Cascapedia this year, a firstfor that watershed.

WESTERN NEW ENGLAND

COUNCILPresident: Richard Bell

• To reflect that it is active inVermont, New Hampshire,Connecticut, Rhode Island andMassachusetts, the Council'sname was changed to WESTERNNew England Council

• With at least 165 schoolsinvolved in ASF Fish Friendstype programs, educationremained a priority, and theWestern New England Council

used this program to achievegoals elsewhere. It was impor-tant in convincing the InteriorDepartment to back ConnecticutRiver restoration.

• The Council worked to havesalmon restoration effortsextended on the Merrimack andPawcatuck Rivers, to name two.While the Connecticut salmonhave a high profile, theMerrimack restoration effortneeds revitalization, and theCouncil explored ways ofaccomplishing this.

MAINEPresident: Gary Arsenault

• The Council continued to worktowards the dismantling of damsno longer needed, and this led

the Council into efforts to havethe Fort Halifax Dam removed.Such dams remain a majorimpediment to river restoration.

• The Council strived to havePenobscot Bay designated anaquaculture exclusion zone.

• The formation of a Governor'sTask Force on Aquaculture, anda high profile federal court caseon aquaculture practices provid-ed a focal point for action forprotecting Maine's endangeredsalmon from the impacts ofsalmon farming.

• Through 2003, a special report ofthe National Academy ofSciences was awaited to providethe latest word on directions bywhich Maine's wild Atlanticsalmon runs could be restored.When it came, the report high-lighted the importance of

Maine's wild salmon, andpraised the efforts of ASF, theMaine Council and others torestore the Penobscot Riverthrough dam removal, and ourpromotion of acid rain mitigationon at least one of the DowneastMaine rivers, where populationshave been listed as endangered.

• The unveiling of the PenobscotRiver Restoration Project on Oct. 6 was a galvanizing eventthat drew together diverseorganizations to secure theriver's future. For the MaineCouncil, the announcement wasan unparalleled achievement,following which the Councilturned to the important task ofhelping to raise $25 million toturn good will and excitementinto a successful restoration andcommunity development pro-gram.

The New Brunswick Salmon Councilbacked a write-in campaign in 2003to restore the Petitcodiac River’s sys-tem through replacement of the tidalbarrier with a bridge. ThePetitcodiac and Pollett rivers couldplay an important role in helping tostabilize salmon runs for inner Bay ofFundy rivers. In historical times thisriver had the fourth largest salmonrun in New Brunswick.

The Maine Council of ASF and its Council Coordinator were adriving force behind an acid rain meeting held in Orono, ME.After a review of the physical and biological implications on

Atlantic salmon, an action agenda was agreed on that includ-ed investigating mitigation strategies.
