NB Power was recently presented with the New Brunswick Society of Certified Engineering Techni- cians and Technologists (NBSCETT’s) President’s Award. This award is presented by the Society’s Past Presidents Committee to an organization represent- ing “the technology employer in New Brunswick that promotes and encourages certification of its employees and the endeavours of the Society”. “As the NBSCETT Registrar since 1994, my participation bothprovincially and nationally with professional technicians andtechnologists and the many related industries and associations hasprovided me with the opportunity to develop my communications andorganizational skills,” states Ken Brown, Design Control Specialist.“This has been beneficial to my workplace, as well as my communityinvolvement.”

Incorporated in 1968, NBSCETT now represents 1,600technicians and technologists throughout the province, and is aConstituent Member of the Canadian Council of Technicians andTechnologists (CCTT). NBSCETT members: Technology Graduates inTraining, Associates, Certified Technicians (CTech), CertifiedEngineering Technicians (CET), Applied Science Technologists (AScT)and Certified Engineering Technologists (CET), work in industries fromroad construction to broadcasting/telecommunications, fromnondestructive materials testing to architectural design, from foodprocessing to forestry, and from industrial electronics to surveying.

NBSCETT’s objectives, under authority of the EngineeringTechnology Act (1986) include setting and supporting standards ofeducation and expertise through nationally accepted accreditation ofcollege level engineering and applied science technology trainingprograms, and maintaining Rules of Conduct that are of benefit to allpublics, particularly New Brunswick companies seeking knowledgeable,professional and certified technical employees.

L’agrément par la STTAGN-B est basé sur des exigences enmatière de formation et d’expérience quand un technicien outechnologue entame sa carrière. Le maintien de l’adhésion assurel’employeur que le CET tient ses compétences technologiques à jour. “Jesuis registraire de la STTAGN-B depuis 1994”, dit Ken Brown,technicien spécialiste, Contrôle de la conception. “Ma participation auxniveaux provincial et national avec des techniciens et des technologuesprofessionnels, ainsi que mon exposition aux nombreuses industries et

associations, m’ont permis de perfectionner mes compétences encommunications et en organisation. Cela a été utile au travail, et dansmes activités communautaires.”

La STTAGN-B a été fondée en 1968 et représente 1 600techniciens et technologues dans la province. Elle est membreconstituant du Conseil canadien des techniciens et technologues. I would like to take this opportunity to thank your PEISCETCouncil volunteers for the work they have done since our last newsletter.As you know when you’re in a technology field your skills are in highdemand, at work and in the community. Balancing these demands withthe joys of family and friends requires very good time management. Weall strive to improve in this area.

With this said, our Council has been meeting on a monthlybasis and an additional bimonthly ½ day operations meetings. The focusof all these meeting have been in several areas: - Day todayoperations(see below); - Promoting the value of the certification toemployers in PEI; - Raising the visibility of our profession; - Exploringadditional membership benefits; - Enhancing our professional imageincluding a new certificate design; - Exploring continuing educationopportunities; - Exploring interprovincial projects and fundingopportunities; - Revising the PEISCET bylaws; - Liaising with Hollandcollege and CTAB for the accreditation of college programs;- Improving our valve to student members; - Providing the opportunitiesto make business contacts with your peers.

Each above item is very important to the growth andrecognition of our profession. The keystone item, which if removed allothers will fall, is the efficient day-to-day operation of PEISCET;specifically, processing of membership applications, maintaining themembership list; responding to calls and mail; yearly invoicing;arranging the annual meeting; maintaining an operational link withCCTT and CTAB and effective communication throughout ourorganization. There are busy times throughout the year that thechallenge of maintaining effective operations becomes difficult. We askfor both your patience and your constructive criticism during thesetimes.

One key point to make here is that PEISCET maintains thelowest membership and certification fees for like organizationsthroughout Canada. We like it that way! report in AtlanTech as NBSCETT’s President, I am reflecting on my past20 years involvement with the Society. Looking back I remember at-tending my first AGM in Saint John in 1981. The highlight of that AGMwas a tour of Point Lepreau before it was commissioned and put online.Another highlight was the guest speaker, Dr. Friedman, who spoke ofthe “great UFO conspiracy:, and who can forget the “rubber” chickenthat year!

It was just about a year later when Charlie Hoyt tracked me downin Charlottetown (where I was working) to ask if I would go on Councilas a Moncton Councilor. A lot has changed since then; the Society hasgrown to over 1300 certified members, we’ve added a full time ExecutiveDirector, moved to bigger and more modern offices, and perhaps themost significant event was the passing of the Engineering TechnologyAct in 1986.

In more recent times there have been some substantial changeshave taken place. Recently I had the pleasure to present the 2nd annualPresidents Award to NB Power in recognition of their promotion andencouragement of certification of employees and the endeavors ofNBSCETT. After the presentation there was a very interesting discus-sion with NB Power’s VP of Human Resources and Administration, PaulTheriault, who noted that within the next ten years NB Power expectsfifty percent of their current staff to retire. This presents some concernsas to where the qualified people will come from to fill these positions.This is only one of the challenges that we will face in the coming years.

Recently I attended the annual meeting of our sister Society inNova Scotia, SCETTNS. There were several very interesting presenta-tions, and two that I took particular interest in; the first by Dr. PaulLaFleche, Academic Vice President of the Nova Scotia Community Col-lege, who outlined the changes being made by NSCC to meet the chal-lenges of the changing times in their program offerings. These changesare not unlike those that are currently being implemented in New Bruns-wick. The second presentation was that of Dr. Ron Gilkie, P. Eng, Presi-dent of APENS, who began by stating that after having listened to the“CCTT value presentation” he noted the similarities between CCTT andCCPE. He also noted the renewed cooperation in Nova Scotia betweenSCETTNS and APENS. I found this particularly interesting since we arealso experiencing this same renewed spirit of cooperation in New Bruns-wick.

As my term as your President comes to an end I would like totake this opportunity to thank you the members of our Society for lettingme serve on council and gain the insights that I have to the governanceof NBSCETT and indeed our other sister organizations across the coun-try. Also, I would like to recognize all those who “have been there” dur-ing my time in office to offer advice when needed, to take on the projectswhen asked, and to provide the support that I have enjoyed. I hesitate toname them for fear of leaving anyone out, but I must recognize Ed Leslieand the office staff, first Marie Colwell, and more recently Nancy White,for their support and dedication; all the Past Presidents for their coun-sel and support; to the many members who have taken part in Boardsand Committees and attended all the meetings over the years; and, lastbut not certainly not least, to an understanding employer who has neverquestioned when I had to take time for Society business.

If I have only one thought to leave you with as my term comes toa close, it would be to ggggget invet invet invet invet involvolvolvolvolvededededed; the more you are involved with yourSociety, the more you will get out of it. It was ten years ago the NBSCETTCouncil decided the Society needed a full-time Executive Director for promotions,continuity with members, interprovincialand national collaborations, as well asmember, publics, industry, amd govern-ments communciations.

I was very surprised to walk into aFredericton restaurant for lunch on Febru-ary 1st, with my wife Anne, and Adminis-trative Assistant Nancy Whyte, believingthat it was to be just the three of us marking the anniversary day. WhenI was lead to the table it was one of the few times of my life whenwitnessed that I was ‘speechless’.

Joining us for the ‘Best Wishes’ lunch were Past President RobertClarke, Past President, now CCTT President, Fred Herkert, PresidentElect Pam Jardine and Ken O’Neal, Certification Board members SandySanderson, Don Sharpe, Marybeth Hay, Assistant Registrar GerryDeveau, Fredericton Councillor Gary Hachey, and Human ResourcesChair, Myrna Belyea-Tracy.

Coinciding with the Feb. 27th Globe and Mail front page articleof “Skilled-wSkilled-wSkilled-wSkilled-wSkilled-worker shortagorker shortagorker shortagorker shortagorker shortage could re could re could re could re could reach one millioneach one millioneach one millioneach one millioneach one million” and interviewwith federal HRDC Minister Jane Stewart, was the opening of the Trades/ Technology Career Expo at the Saint John Trade and Convention Cen-tre. The project was initiated by UNB Education Professor Drian Graylast year, when a handful of professional association executives (includ-ing NBSCETT) and employers spoke with the senior grade classes ofFredericton High School, and presented a two day “Career Expo”. Aweek before the Saint John ‘expo’, I was one of the six panelists whovisited all the Saint John District grade eleven classes to present someinsight to the realities of today’s global workplace.

The ‘technology’ awareness presentation I’ve used for years hasbeen utilized by many others and in many other forums of students; butbecause it almost completely encompasses the ‘technology’ workplace,I believe NBSCETT members, their families and associates would ben-efit by spreading it even further.“Do you w“Do you w“Do you w“Do you w“Do you want fries with that?”ant fries with that?”ant fries with that?”ant fries with that?”ant fries with that?”

I’m sure that someone here, or someone you know has now, orhas had, a job where part of the job is to say “Do you want fries withthat?”. This is a job, and a very important one in the front-line respon-sibility positions of an organization; and if you like to have that jobthat’s fine; but, if you’d like to be doing something else, with moreresponsibility, more job security, better pay and a much betteropporutnity for corporate advancement, then you are going to havemuch more technology training.Let’s consider what goes into this situation, just to get to that staff per-son with the order of fries in their hand. The very beginning is thesimple little potato; but to get it into the picture, we needed, land sur-veyors, real estate agents and lawyers, land developers and designers,environmental inspectors, botanists, chemical technicians for herbicidesand pesticides, food inspectors, agriculture technicians, mechanical tech-nicians/technologists for equipment, architectural technologists for farmbuildings, mechanical technologists for food product planting, harvest-ing, handling and other machinery, water resource technologists, and allthe technicians and mechanics of the transportation industry to get thatpototo to the processing plant. At the processing plant, we need all ofthese technically skilled positions filled again, as well as business man-

Now, there’s a machine that goes ‘ding’ so the front line serverknows to get the basket out of the machine with perfectly fried ‘fries’. Itis the trades/technician person who is responsible for the machine thatgoes ‘ding’ to be maintained and cleaned (and refilled occasionally). Itis a technologist who evaluates the operation of the machine that goes‘ding’, and analyses its operation to that it goes ‘ding’ at the optimumduration for the perfectly fried ‘fries”. It was a probably a mechancialengineer who designed that machine that goes ‘ding’, for the technolo-gist to analyse, and the technician to maintain, and the trades person toclean and refill, so that front-line server can pull out the basket when itgoes ‘ding’, to package the ‘fries’ for the happy customer. There are stilla long of other ‘fries’ related careers involved, including advertising de-signers, commercial producers and broadcasters, graphic designers andartists, construction trades and technologies preparing the restaurants;Think about it!Think about it!Think about it!Think about it!Think about it!

I am 42, originally from England, have recently become a Certi-fied Engineering Technologist, my home is in Fredericton with my part-ner Colleen, a UNB and St. Thomas educated Bachelor of English andBachelor of Law.

I attended Merchant Navy College in England, and from ‘77 to‘80 studied Radio and Electronics; however upon graduation, I went towork with the Hunting Surveys company; and during the past 20 yearshave worked with a variety of firms both full-time and contract as asurvey systems technician; most of the jobs in the oil industry. In thepast 12 months I’ve worked on contractfor three firms; Feb. to Aug. 2000 withDeepocean AS (www.deepocean.no) inthe Norwegian sector of the North Seaas a technician and hydrographic sur-veyor; for Sept. and Oct. I was workingin Equatorial Guinea and Gabon, WestAfrica for Stolt offshore(www.stoltoffshore.com); and then fromDec. to March 2001 in Nigeria.

My main areas of expertise are insurvey related computer hardware andsoftware, navigation and positioning sys-tems (now Differential Global Position-ing Systems) Geophysical Data Acquisi-tion and Acoustic Positioning. I am en-gaged in operations involving RemotelyOperated Vehicles (ROV’s), site surveys,pipe-lay and cable-lay operations, div-ing and construction vessels, dredgingand rig moves. Survey software I’m us-ing is Racal Survey, and the computer package is Navipac-EIVA AS.

During 1994-’96 I upgraded and modernized my technical baseattending a 2-year full time engineering course at a UK technical col-lege, obtaining a “Higher National Diploma in Engineering”.

As a freelance surveyor/technician I am paid all expenses andtravel, enjoying the variety, demands and the high tech job; and haveworked in UK, Norway, Denmark, The Netherlands, Spain, USA, Malay-sia, Austrailia, Nigeria, Angola, The Congo, Kenya, Egypt, UAF, SaudiArabia, Pakistan, China, Gabon and Qatar.

When working on a ship, my workplace is only a minute away,and I’m able to save money not being on shore, with leave four monthsof the year. I travel the world, meeting many different folk (most of thempleasant); I work long hours, am away from home for long periods, but Ilove my work, and by working in places like Nigeria, makes one reallyappreciate coming home to Canada.

The freelance workworld can be precarious, and for that reasonin ‘98 I embarked on a one year “Certificate of Academic Proficiency inHydrographic Surveying” in the Department of Geodesy and Geomaticsat University of New Brunswick. I haven’t completed the course as yet,but it is my intention to return to UNB and get the Certificate; but sinceI was working I didn’t want to loss another year, so I will return to dosome specific courses, such as GIS and Geodetic Surveying. CurrentlyI’m doing advanced mathematics correspondence with a UK college, to

strenghten my math base in prepara-tion of the two year Bachelor of Sci-ence with the UK “The Open Univer-sity”.

New standards for the certification of technicians and technologists inthe growing information and communications technology (ICT) field arecurrently under development nationwide. At present, there are no Ca-nadian Technology Human Resources Board (CTHRB) standards are inplace on which training institutes such as the Community Colleges canbase their program curriculum content, or, on which professional or-ganizations such as NBSCETT can base their certification systems.

In addition, since there are no regulations or restrictions on the use ofthe individual words ‘technician’ or ‘technologist’, these terms are cur-rently being applied to individuals with little or no training; as well as tothose with more traditional diplomas and/or degrees.

NBSCETT, along with ASET and the other provincial certification or-ganizations within the Canadian Council of Technicians and Technolo-gists (CCTT), are considering the addition of individuals in the ICTsector to its list of disciplines eligible for professional certification. Toaccomplish this, however, standards of equal depth and rigour to thosethat exist in traditional areas such as civil, petroleum or electronics arerequired for the diverse and expanding ICT field.

A considerable amount of work has already been done nationally toidentify and define the many different categories and job functions fortechnicians and technologists, Lowe explained; and further developmentwill now proceed in the area of competencies required for particularoccupations and their corresponding training requirements.

Once the standards are developed they will be turned over to the Cana-dian Technology Human Resources Board (CTHRB) where they will un-dergo an on-going independent validation process before being enteredinto CTHRB’s standards database.The process is expected to take at least a year, Lowe says.

CECAB’s Canadian Certified Environmental Practitioner (CCEP)designation provides practitioners with a formal Canada-wide recogni-tion of their competency to perform environmental work, improving theirability to relocate and greatly facilitating their access to challenging em-ployment opportunities and career advancement prospects. The natureof the certification process, which involves a competency self-assess-ment stage followed by a peer validation procedure, also provides prac-titioners with an invaluable career resource that documents their envi-ronmental skill set and highlights areas where training may be necessary.

As CECAB’s certification initiative is voluntary and market driven,it’s ultimate success will be determined by the quality of those individu-als who obtain the Canadian Certified Environmental Practitioner (CCEP)designation and the value that the system provides to the environmentindustry. CECAB is confident that the CCEP designation represents thehighest standards of environmental competence and will provide an in-valuable tool for Canadian environmental practitioners.

Il a travaillé pour le secteur privé dans ledomaine de l’arpentage et ensuite pour les sociétés de la couronne connuesous le SCIF et la CIGNB comme arpenteur et directeur de la régiond’Edmundston. Depuis 1996, il occupe le poste de Coordinateur du réseaugéodésique avec Services Nouveau-Brunswick à Fredericton. Son travail consisteà voir au développement du nouveau Réseau de Haute Précision établit dans lesdernières années et base sur le système de satellite GPS. Ce réseau fait aussiparti sur réseau canadien connût comme le Réseau de Base Canadien. Il travaillaégalement dans le développement d’outils de conversion (NBGeocalc) et estresponsable de la maintenance mathématique du réseau de coordonnées actuel.

Sa présentation s’appliquera sur le nouveau système de référencegéodésique provincial, le NAD83 (CSRS) et comment ce dernier se relie avecla technologie GPS et les systèmes de références spatiales pour la cartographie.

He is a graduate from theUniversity of Moncton, Edmundston campus and then from the University ofNew Brunswick with a B. Sc. in Surveying Engineering. He has worked in theprivate sector in surveying and then for the former LRIS and NBGIC as theregional surveyor and manager for the Edmundston Region. Since 1996, he hasbeen the Survey Control Coordinator with Service New Brunswick in Fredericton,working in the establishment of the New Brunswick High Precision Networkbased on GPS satellite technology and part of a national network for Canadacalled the Canadian Base Network. He also worked in the development oftransformation tools (NBGeocalc) and is responsible for the mathematical main-tenance of the existing Coordinate Control System.

His discussion will be on the new provincial NAD83 (CSRS) referencesystem and how it relates with GPS technology and the geographical informa-tion systems for mapping.

Pen-dant les quatre prochaines années, il occupait un emploi chez Tremblay,Deschênes & Assoc. à Baie-Comeau Québec, chez Valron Engineers, Inc.,Shédiac, N.-B. puis chez Honco Inc., Bernières, Québec où il oeuvrait commeingénieur concepteur en bâtiment. Depuis 1989, il agit comme enseignant auCollège communautaire du N.-B., Campus d’Edmundston et comme chargé decours à l’Université de Moncton, campus d’Edmundston depuis 1992. Pendantson séjour au collège, il a obtenu un baccalauréat en Éducation postsecondaire(1991) ainsi qu’une Maîtrise en Sciences appliquées, Génie civil (1998). Il estprésentement inscrit au Doctorat en Sciences de l’ingénierie à l’Université dePoitiers, France. Il a rédiger plusieurs publications concernant les écoulementsde vent autour des bâtiments pour des journaux scientifiques. Il a aussi faitplusieurs présentations internationales (France, Italie, Écosse, États-Unies,Canada) sur les techniques de mesures, visualization des fluides et le calculnumérique en mécanique des fluides. Il est membre de l’Association desIngénieurs et des Géoscientifiques du Nouveau-Brunswick où il a été présidentde la branche du Nord-Ouest en 1992.

La présentation de M. Poitras portera sur les techniques de measureset des calculs numériques pour l’écoulement des fluides et ses applicationsdans le domaine du génie éolien. Plus particulièrement, la tomographie laser,la vélociêtrie par imagerie de particules, mesure de pression, visualization desfluides, méthode vortex, méthode des volumes finies, etc.

Sc. in Civil Engineering (1998.). He is presently registered at the D. Sc.Engineering at the “Université de Poitiers,” France. M. Poitras has publishedmany articles on wind flow around buildings in scientific journals worldwide.He has also made various international presentations (France, Italy, Scotland,USA, Canada) on the measurement techniques, numerical calculation of fluidmechanics and flow visualization. He is a member of APEGNB, where he waspresident for the North-West branch in 1992.

His presentation will consist of measurement techniques and numeri-cal calculations for the flow of fluids and their applications in wind engineer-ing. Specifically, laser tomography, particle image velocimetry, pressure meas-urement, flow visualization, vortex method and finite volume method.
