Entries 2.2
Entries to 19th AMAC may be submitted through their national AMA
affiliate electronically to SAMAOC directly, no individual entries
will be accepted. Entries from countries in which there is no AMA
affiliate shall only be accepted with AMA’s approval.
Entries Procedure 2.3
National AMA affiliate entry will be accepted only when completed
entry forms with a colour copy of passport reflecting their date of
birth, medical certificate clearance, correct amount of entry fee
and receipts of entry fee remittance received on or before the
closing date.
National AMA affiliate shall send hard copy with affiliate stamp
entry forms to SAMAOC by mail or courier to the following address:

The AMA and SAMAOC reserve the right to refuse entries, incomplete
entries and entries without full payment. There will be no changing
and withdrawal of event or competitor once the application
procedure is completed. Once entry fee is paid, there will not be
refund for withdrawal, wet or bad weather, cancel and postpone of
any event.

The 19th AMAC will issue an official receipt to acceptance entries
and entries fee to applied national AMA affiliates. This official
receipt must be presented to the REGISTRATION to collect athlete’s
bib numbers.
Age Groups 2.7
The 19th AMAC is accepting all men and women born on or before 4
May 1981 to participate for this competition.
Athlete shall compete in their age group they qualified on the
first day of the competition, they are not allow to compete in any
other age group in throughout the competition except for relay or
team races.

Visa 2.8
A Singapore visa is not an immigration pass. It is a pre-entry
permission for the holder of a valid Singapore visa to travel to,
and seek entry, into Singapore. The grant of an immigration pass
will be determined by the Immigration & Checkpoints Authority
(ICA) officers at the point of entry. Possession of a valid visa
alone does not guarantee entry into Singapore.
A holder of a valid Singapore visa who is found suitable for entry
into Singapore will be issued with an immigration pass to enter and
remain in Singapore. You are advised to check your passport for the
arrival visit pass endorsement when in Singapore and take note of
the period of stay granted before leaving the checkpoint. The
period of stay granted is shown on the visit pass endorsement given
on your passport and it is not tied to the validity of your
visa.

5 Rules and Regulations Rules 5.1
The 19th Asia Masters Athletics Championships will be conducted in
accordance with the technical rules of IAAF except as modified by
WMA/AMA Constitution, Bye-Laws and /or Rules of Competition.
Affiliate Participation 5.2
The 19th Asia Masters Athletics Championships is reserved for 26
Masters Affiliate Member teams affiliated to the Asia Masters
Athletics. Only athletes who comply with the conditions laid down
in the 19th Asia Masters Athletics Championships Rules are entitled
to participate. Individual Events 5.3
An athlete may enter maximum of four (4) Individual events.
Team Events 5.4
A national AMA affiliate may enter one (1) team for each relay
event. Six (6) athletes may be entered for each relay. A relay team
may mix age group and compete in the lowest age group, all relay
team members must consist from the same country. A relay athlete
competing in the lower age group will remain at the same age group
for the rest of the relay event.
Once a relay team has begun the competition, only two (2)
additional athletes may be used as substitutes in the composition
of the team for subsequent rounds.
Final Confirmation 5.5
Team manager or their representatives must confirm the names of
those athletes already entered, who will actually take part in the
competition. Confirmation of athletes will not be accepted after
the deadline. This will be informed at the Team Manager Meeting.
For events held on and after the 2nd day of competition,
confirmation of entries must be made by 09:00 hours on the day
before the event at the Technical Information Centre (TIC). Team
Leaders will also have the possibility to confirm all entries prior
to the 1st day of competition. Any changes should be made prior to
09:00 hours the day before the event. The final confirmation of
members of the relay teams and their order will be accepted at
stadium no later than one (1) hour before the start of the event.
Forms for the final declaration and confirmation will be
distributed to each delegation upon arrival. The forms must be
completed and submitted to the Competition Director prior to the
Technical Meeting.
Team Manager Meeting & Technical Meeting 5.6
The Team Manager Meeting with be held on 3 May 2016, 10:00 hours.
Venue will be confirmed at a later date. A maximum of two (2)
official representatives from each National AMA Affiliates may
attend. Technical meeting will be held at 09:00 hours during each
competition day at Bishan Stadium. Questions concerning
organisation of the meet will be addressed.
Technical Officials and Juries of Appeal 5.7
a. The necessary Technical Officials (Referees, Judges, Umpires,
timekeepers, inspectors, etc) and a Jury of Appeal shall be
appointed by the appropriate National Federation of the Host
Country, which shall direct their work in conjunction with the
Organising Committee.
b. If Technical Officials are needed from the other Member
Organisations, to be invited to the championships the Organising
Committee shall pay their expenses for accommodation, meals, and
local transport for the whole period of the championships.
c. No Official who has participated in a decision may serve in the
Jury of Appeal that
reviews it. The findings of the Jury shall be communicated as soon
as possible to the Organising Committee.
d. The Jury of Appeal’s decisions on all technical questions
concerning its respective
disciplinary nature is final. They shall, however, be without
prejudice to any further penalty, which may be imposed by the
Organising Committee.
e. The Jury of Appeal shall be composed of a Chairman, which
position shall be filled up by the Host Country of the
championships with a representative of selective member country as
members.
f. The International Technical Delegates to the Games may be
appointed ex-officio member of the body and shall act only in an
advisory capacity, unless their respective International Federation
requires otherwise.
g. In the event of a dispute or protest relating to technical
questions concerning its respective event, representatives of
countries in the Jury of Appeal whose countries are involved in the
dispute or protest may be allowed to participate in the
deliberations, but cannot vote in the resolution of the protest or
dispute.
Claims and Protests 5.8
a. Claims and protests made to the Judges on the grounds concerning
matters of fact are decided by them without appeal. Appeals against
other decisions of the Judges or with regard to any other matter
must be addressed to the Chairman of the Jury of Appeal for the
concerned by a representative of the National AMA Affiliates of the
country making the appeal.
b. For exceptional circumstances, any claim must be made within
thirty (30) minutes of the decision giving rise to the claim. The
Jury of Appeal after an investigation shall then give a decision
and this decision shall be irrevocable, except the case of a
disqualification of a team or of a competitor for infraction of the
AMA, which shall be decided by the Court of Appeal. All claims and
appeals must be made in writing.
Penalties in Case of Fraud 5.9
A competitor proved fraudulently to have transgressed the Rules and
Regulations of the SAMAOC, shall be disqualified and lose any
position he/she may have gained.
Delays, Postponement and Cancellation 5.10
Delay, Postponement and Cancellation (DPC) Committee A Delay,
Postponement and Cancellation (DPC) Committee, chaired by SAMAOC
Chairman, will be set up for the 19th AMAC. Delay The decision to
delay a sport competition will be made by the TD and CM, in
consultation with the SAMAOC. Postponement The decision to postpone
a sport competition will be made by the DPC Committee, in
consultation with the TD, CM and SAMAOC.

6 Competition Information Daily Competition Schedule 6.1
All events listed in the ‘Events’ column are for both men and
women, unless otherwise specified.
All Athletics events will be held inside the stadium. The actual
competition day for Athletics is denoted by the first digit of the
event number, i.e. Event 101 – 100m (M35 Heats) corresponds to the
first day of the official Athletics competition, Event 212 – 200m
(M45 Final) corresponds to the second day of the official Athletics
competition, and so on.
Competition Venue 6.2
Location
The Sports Hub National Stadium is part of the Singapore Sports
Hub, which is located in Kallang in the central part of Singapore.
The Home of Athletics is located adjacent to the stadium.
History
The Singapore Sports Hub, the premier destination of world class
sporting events in Singapore, was opened in June 2014.
The National Stadium is a state-of-the-art, multi-purpose facility
designed for large-scale entertainment events in the region. The
stadium boasts the largest free-spanning domed roof along with an
innovative air-cooling system across all 55,000 seats to ensure
spectator comfort. The configurable tiers provide optimum spectator
viewing distances and allow for multi-sports use, including
Football, Cricket, Rugby and Athletics.
An eight-lane 400m track certified to IAAF standard with the
following features: • One Hammer/Discus Circle • Two Shot Put
Circle • Two Javelin Sector • Four Long Jump/ Triple Jump
Facilities • One Pole Vault Facility • One High Jump Facility •
Floodlight for night events
7 Games-Time Training Training Policies 7.1
Pre-Games training will be allocated to all National AMA affiliates
two (2) days prior to the start of the competition for the sports
(including familiarisation, if necessary). Training sessions are
strictly by allocation; no change and addition of training requests
are allowed.
Training Venues 7.2
Home of Athletics will be the official Games training venue for
Athletics.

8 Competition Procedures, Rules and Regulations Technical
Organisation 8.1
The Singapore Athletics Association is responsible for and has full
control of the technical organisation of the 19th Asia Masters
Athletics Championships, in consultation with the Asia Masters
Athletics Committee when necessary.
Competition Format 8.2
8.2.1 Track Events
If an athlete does not start a Track event, the lane allocated to
the absentee will be kept vacant. Pacing by runners lapped or about
to be lapped contravenes Rule 144.3a and it may result in the
disqualification of the athletes conceded. If in the opinion of the
Track Referee, an athlete commits an infringement of the Rules
during a race, he may receive a warning from the Referee who will
show a yellow card to the athlete concerned. If the athlete
continues to infringe the Rules, he/she will be shown a red card,
indicating that he or she is disqualified and must abandon the race
immediately.
8.2.2 Field Events
Starting heights for Qualifying Rounds of Pole Vault and High Jump
will be announced at the Technical Meeting. Athletes in the Pole
Vault event will be required to submit their requests to the Chief
Judge for the position of the uprights on the board provided, as
well as on a form, this will be given to the athletes by the Chief
Judge.
8.2.3 Relay Teams
Each National AMA affiliates may enter one (1) team for each event.
Relay teams may be composed of up to six (6) athletes. Once the
team has taken part in the event, only two (2) additional athletes
may take part in subsequent rounds as substitutes. Substitutes may
only be taken from the list of athletes entered for the Athletics
competition, whether for the Relays or for any other Athletics
event. However, any athlete who, after the final confirmation has
been given or after qualifying during a qualifying round or a heat
for any event, has failed to participate in the event without
giving a valid reason (e.g. a medical certificate issued by the
official doctor of the championships), cannot be entered as a
substitute in the Relays (See IAAF Rule 166.8).
8.2.4 Official Draw
The Singapore Athletics Association (SAA) will be in charge of the
Official Draw in consultation with the Technical Delegates.
Tie-Break Procedures 8.3
i. Track Events If the Judges or the Photo Finish Judges are unable
to separate the athletes for any place according to IAAF Rules
164.2, 165.15, 165.21 or 165.24 (as may be applicable), it shall be
determined to be a tie and the tie shall remain. In determining
whether there has been a tie between athletes in different Heats
for a ranking position according to IAAF Rule 166.3(a) or for the
last qualifying position for a subsequent round based on time, the
Chief Photo Finish Judge shall consider the actual times recorded
by the athletes to 0.001 second. If it is thus (or according to
IAAF Rule 167.1) determined that there has been a tie for a ranking
position, the tie shall be broken by a draw. Where there is a tie
for the last qualifying position for a subsequent round based on
time or place, the tying athletes shall be placed in the next round
or, if that is not applicable, lots shall be drawn to determine who
shall be placed in the next round.
ii. Field Events Except for the High Jump and Pole Vault, the
second best performance of the athletes having the same best
performances shall determine whether there has been a tie. Then, if
necessary, the third best, and so on. If the athletes are still
equal following the application of IAAF Rule 180.19, it shall be
determined to be a tie. Except in Vertical Jumps, in the case for a
tie for any place, including first place, the tie shall
remain.
Disqualification Rules 8.4
According to IAAF Rules, disqualifications are possible in several
situations. For Track events, the most common cases are: a. False
start b. Lane infringement (200m, 400m, Medley Relay) c. Hurdle
fault (missing hurdle, trailing leg, deliberately knocking down
hurdle) d. Passing the relay baton outside the takeover zone For
events not conducted in lanes, jostling and obstruction are the
most common cases. Disqualifications in Field events are
uncommon.
Protests and Appeals 8.5
Protests are possible and shall be resolved under the IAAF Rule
146. Protests concerning an athlete’s status to participate in the
19th Asia Masters Athletics must be made, prior to the commencement
of the meeting, to the Asia Masters Athletics Council Members.
There shall be a right of appeal to the Jury of Appeal on the
decision of the Asia Masters Athletics Council Members. An appeal
to the Jury of Appeal must be made within thirty (30) minutes of
the official announcement of the decision made by the Referee. It
must be in writing signed by the responsible Official on behalf of
the athlete, and shall be accompanied by a deposit of USD 100,
which will be forfeited if the appeal is not upheld. All appeals
must be lodged at the competition venue. All appeals will be
immediately forwarded to the Secretary of the Jury of Appeal.
Jury of Appeal 8.6
The Jury of Appeal will be appointed by the Asia Masters Athletics
(AMA). The members of the Jury shall be decided by the SAMAOC
Chairman at Technical Meeting.
Anti-Doping Control 8.7
Anti-Doping testing of athletes may be conducted at any time of the
competition at both outdoor stadia and non-stadia events
Technical Committee 8.8
The Athletics Technical Committee, appointed by the Asian Athletics
Association, shall consist of one (1) Organisational Delegate, two
(2) Technical Delegates, eight (8) Area Technical Officials and
nine (9) Race Walk Judges.
Technical Officials 8.9
The Technical Officials responsible for officiating at the 19th
Asia Masters Athletics Championships shall consist of personnel
such as: • Technical Delegate • Competition Manager • Medical
Delegate • Event-specific Officials (e.g. Race Walking Judges,
Referees) • Starter(s) • Announcer(s) • Timekeeper(s) • Photo

Pre-Competition Procedures 8.10
8.10.1 Call Rooms
The control of athletes will be held in the Call Room. All athletes
must present themselves at the Call Room according to the scheduled
check-in times. Athletes who fail to appear on time at Call Room
without a valid reason (e.g. without a medical certificate) will be
excluded from participating in this and all further events in the
Championships, including relays. Team Officials are not allowed to
enter the Call Rooms).
8.10.2 Athletes’ Reporting Times
The time limits for athletes to report to the Call Room before each
event are as follow:

8.10.3 Procedures within Call Room
The procedures in the Call Room shall be as follows: Identification
of the athletes by means of the accreditation Cards and bib
numbers. a. Checking the athletes’ uniform – All athletes must wear
the official national uniform
of their delegation. The uniforms will be checked against the
photographs of the declared uniforms of the delegations. Athletes
who are not wearing their official team uniform will be required to
acquire the correct attire before they can be processed through the
Call Room.
b. Inspection of personal belongings – A strict inspection shall be
made on illegal
advertising and prohibited items, which the athletes may have in
their possession. According to Rule 143, use by athletes of
cassette recorders, radios, mobile phones, cameras etc. shall not
be permitted. Confiscated articles may be retrieved at Call Room
after the event. Any advertising on clothes and bags must comply
with IAAF Rules and Regulations and Advertising. Any illegal
advertising shall be covered with tape. Athletes should not remove
such tape as this could lead to their disqualification.
c. Team Leader should ensure that all their athletes comply with
the above before
entering the Call Room to avoid any delays.
d. The spike of the athletes’ shoes will be checked (number and
size). If they do not comply with IAAF Rules, the athletes will be
asked to change them to the correct size. The following maximum
spike lengths will be allowed: • Track events, Long Jump, Triple
Jumps and Pole Vault: 9mm • High Jump and Javelin: 12mm
e. After completion of the necessary procedures in Call Room, the
athletes will gather behind an Official who will accompany them to
the start of the competition area of their event.
8.10.4 Schedule for Entering the Arena
The schedules for athletes to enter the arena are as follow:

Competition Procedures 8.11
8.11.1 Bib Numbers
All athletes must wear the bib numbers they have received. Numbers
shall coincide with the numbers on the programme. Every athlete
must wear two (2) numbers during the competition, on the breast and
on the back, except in the Pole Vault and High Jump events where
only one number may be worn on the breast or the back. Shot Put,
Discus, Javelin and Hammer events only one number shall be worn on
the back only. If tracksuits are worn during the competition, the
numbers must be worn on the tracksuit on a similar manner. A bib
number shall be attached on the bag, which is carried into the
stadium. Bib numbers must be worn in accordance with IAAF Rules and
must not be cut, folded or obscured in any way. Failure to comply
with the Rules 143.7 and 143.8 may result in a disqualification or
sanction.
8.11.2 Starts
In any race, athletes who are charged with a false start as
determined by the head starter shall be warned. Athletes who are
charged with a second false start in the same race as determined by
the head starter, shall be disqualified. The current IAAF rule
regarding one false start is consequently not adopted by
WMA/AMA.
8.11.3 Starter’s Commands
The starter’s commands will be given in English. Up to and
including the 400m, the following commands will be used: a. On your
marks b. Set c. Firing of the gun For races with distances of 800m
and above, the following commands will be used: a. On your marks b.
Firing of the gun In accordance with IAAF Rules, a false start
detection apparatus will be used.
8.11.4 Timing
8.11.5 Measurement
All Jump events (horizontal) and Throw events will be measured by
measuring tape.
8.11.6 Markers
No athlete will be allowed to use his/her own marks. For the Long
Jump, Triple Jump and Pole Vault, athletes are required to use the
markers provided by the Organising Committee. For the High Jump and
the Relays, athletes will be provided with adhesive tape. In the
Field events, athletes can use a maximum of two (2) markers, and
for the relays only one (1) mark on the track is allowed (Rule
166.3).
8.11.7 Manufacturer Identification/Equipment and Clothing
Equipment used or clothing worn by athletes and other participants
at the 19th Asia Masters Athletics Championships must comply with
the WMA/AMA Competition Rules 143.1
8.11.8 Customs Clearance for Controlled, Prohibited or Restricted
Items
The following paragraphs describe the general customs clearance
policies for 19th Asia Masters Athletics. In particular, National
AMA affiliates are to take note if some of their sport equipment is
listed as prohibited, controlled or restricted items: To expedite
clearance of arriving travellers, the Red and Green Channel system
is operated at all entry checkpoints. The Red and Green Channel
system is a self-elective system. By electing the green channel,
National AMA affiliates are deemed to have declared that they do
not have anything to declare to the authorities. The Red and Green
Channel are located straight after Baggage Claim. National AMA
affiliates are required to proceed to the Red Channel to make their
declaration if they carry: • Prohibited items • Controlled or
restricted items • Taxable or dutiable items exceeding the Goods
and
Services Tax (GST) Relief or duty-free concession • Items for which
no GST Relief or duty-free
concession is granted At the Red Channel, National AMA affiliates
should: • Declare verbally to the Immigration and Checkpoints
Authority of Singapore (ICA)
officers any of the above items that they are carrying. • Produce
the prohibited or controlled items together with the import permit,
if any.
• Identify oneself as participants of the 19th Asia Masters
Athletics. Games participants who do not carry any of the items
stated above should proceed to the Green Channel. However, the
officers may still conduct selective checks at the Green Channel.
If in doubt, National AMA affiliates should seek clearance at the
Red Channel. Information on Controlled and Prohibited Items Please

8.11.9 Personal Implements
Personal implements will also be allowed provided that they adhere
to the following: a. They are readily identifiable and
IAAF-certified. b. They are not on the Official Implements List. c.
They have been checked for compliance with IAAF Rules. d. They are
made available to all other athletes until the end of the Final of
the respective
event.
8.11.10 Clothing and Shoes
The athletes shall participate in national uniform clothing. The
Victory Ceremony and any laps of honour are considered part of the
competition. In order to ensure that such rules are observed by the
athletes, each National AMA affiliates will be requested to present
an image of complete set of his team’s official uniform to the
Information Desk (ID) in the Official Hotel upon arrival. These
will be photographed for the inspection and approval of the
Technical Delegate and a copy will be given to the Officials in the
Call Room to enable them to inspect the clothing. Any infringement
of the above rules may result in the disqualification of the
athletes.
9 Victory Ceremonies Prizes are awarded to the top three (3)
winners in the Finals of all Athletics events. Every individual or
member of the top three (3) teams will each be awarded a Gold
medal, Silver medal or Bronze medal for 1st, 2nd or 3rd place
finish respectively. In addition, every prize winner of the top
three (3) will receive a certificate of record, and all
participants will receive a certificate of participation. Victory
Ceremonies (VYC) will be held in accordance with the protocol
determined by the SAMAOC to honour the individual and team
achievements of the winning athletes. VYC will be held around
stadium following the completion of medal competitions and
announcement of the final results. Prior to the commencement of the
ceremony, medallists will be ushered to the VYC Holding Area for
preparation. They will be briefed by the VYC Team on the ceremony
protocol and subsequently escorted to the victory ceremony podium
for the medals presentation. Upon completing the formal part of the
VYC, they will be escorted out of the victory ceremony podium area.
Medallists must wear their official uniform or sports dress to
attend the ceremony as approved by their National AMA Affiliates.
They will take their positions on the podium and face the official
stand upon announcement of their names. The Gold medallist(s) will
stand on a centred, highest platform. The Silver and Bronze
medallist(s) will stand on equal heights, to the right and left of
the Gold Medallist(s) respectively
