2. Module Description

Planning Section is responsible for approving the development plan of Government and Private Entities

and providing construction approval. This module will cater the need of Planning Section. Citizen/Architect

may raise their request for approval of Building layout/plan/NoC and may upload the requisite documents

as per the guidelines of planning section. Once request is received the same will be routed to concern

authority in the workflow for further approval.

Key Functionality of the proposed modules shall be;

Registration of Architects

Application for Layout Permission

Application for building permission

Plinth Completion Certificate

Commencement Certificate

Completion Certificate

Issuing of Occupancy Certificate

Revalidation of Building Permission

Revised Building Permission

Alteration/Modification in any existing building plan

3. System Navigation

To open the “Smart City Application” user has to follow below mentioned steps:

Click on icon of internet browser



Enter the Smart City Application URL and then click enter button

User will be navigated to Smart City Application home page ,user has to click on “Login” button

User will have to enter valid login credentials & Captcha, once Captcha is verified , user has to click

on “Submit” button to login into system



Once user will get logged in, user has to click on “Online Services” to get the details of application

for further action


4. New BPA Application by Citizen

4.1 Citizen/ Architect Registration

Click 'New Registration' on the login page

Enter "Applicant Detail" (Type: Individual).

Click 'New Registration' on the login page

Enter "Applicant Detail" (Type: Architect).

Enter Registration date, Registration Place , Registered With and Registration Number

Select ‘Architect Type’ ( Architect / Structural Engineer)

Upload the scanned copy of the Registration certificate


Enter "Address Detail" (Permanent Address)

Enter "Address Detail" (Correspondence Address) if Same As above selected.

Enter valid Captcha

Click on Register

Enter payment details on payment gateway and hence the Architect Registration application will be

submitted

Receipt can be downloaded here


4.2 Citizen / Architect Dashboard

Login to application with valid login credential

After Login user will redirect to index page or home page

Select path Planning Section ->LAYOUT NOC OR BUILDING APPROVAL as shown below


After click on LAYOUT NOC OR BUILDING APPROVAL form menu user will be re-directed to Service

information page & user has to click on Proceed button as shown below:


4.3 New BPA Application form User will be navigated to New LAYOUT NOC OR BUILDING PLAN APPROVAL page & user has to fill all

the mandatory field which is marked with (*)

4.3.1 Applicant details


4.3.2 Architect Details User has to click on Architect Details tab, user will be navigated to confirm the Architect details as

shown below:

After entering the Information required, user can click on Add more button to add more Architects /

Structural Engineers

After filling the details user has to enter the Captcha & click on submit button to submit the record


4.3.3 Plot Details Click on Property ID search icon in Plot Details

System will open "Search Your Property" window with following search By options:

o Property ID

o Other Details



Search By Property ID / Other details

System will display results for requested property ID

Click on Fill in Form.


System will display Confirm Action window, Upon "Yes" click fields on Plot Details form will auto

fill.

Enter the owner details of mobile number and email id .

Click on "Proceed for Building Plan Approval”. System will redirect to Building Development Plan

screen.


4.3.4 Upload drawing On this page, the drawings in prescribed format need to be uploaded . Only .dxf files can be uploaded

here.


Click on Upload-Files will upload and upon Upload button click files will display under Uploaded files

section.

Click on Save and Process-

System will process uploaded .dxf files and after processing .dxf files system will display building

parameters with failed status.

System will not display building parameters if all parameters pass.

System will display Building Permission Fee and Labour Cess when all building parameters pass

Click on View Detailed Scrutiny Report. System will display "Detailed Scrutiny Report”. Along with

these sections Status will also display i.e.; Fail or Pass.


Click on Upload NOCs-System will display NOC details. Upon "Yes" selection on Already Collected drop-

down field new File upload field will appear under NOC Detail.

Upload NOCs-Copy of NOC From AAI: Yes, Copy of NOC from Environment:, Copy of NOC from Fire

Department: Yes


System should allow the user to upload the valid NOC in the system.

Enter Captcha

Click Submit button. -On click of submit button, System will redirect to Make Payment screen. A

Unique application number will generate and display with user details and amount to be paid details.

Select Payment Gateway and Click on Make Payment.

System will redirect to PayU Payment Gateway upon make payment button click.

Enter payment details on payment gateway.

System will accept credit card details. On Pay Now button click payment will succeed against the

application number, application will sent to Draftsman Officer and user will redirect to BPA screen.

Click Download Receipt-System will generate an Acknowledge Receipt that contains applicant details.

Then proceed for uploading labour cess payment.

Upload details of Labour cess payment – date , Reciept Number and scanned copy of labour cess

payment


An endorsement OTP SMS will be sent to the registered mobile number & email id of the Owner.

Click Endorse Property-Endorse Confirmation screen will display nothing if there "Download

Provisional Certificate" button is available.

Click Download Provisional Certificate-Download Provisional Certificate button will display only when

all building parameters passed. System will generate Provisional Certificate. Building Plan Approval

request will sent to Field Officer in Case All building parameters are passed and "Provisional

Certificate" Generated.


4.4 Application fee Payment & Submission

4.4.1 Payment Processing After submission of form, user will be navigated to Payment page as shown below

User can enter the payment mode & after click on <make Payment button, user will be redirected to

Payment gateway for making the payment

User has to enter the valid card detail for online payment & click on Pay now button as shown below


After successful payment user can download the payment receipt by clicking on download receipt

button as shown:

After downloading the payment receipt, user can view the receipt as shown below:

5. BPA Application Workflow

5.1 Field Officer Login


After Login, user will be redirect to index page or home page.

Click on planning Section My Inbox.

5.1.1 Field Officer Dashboard


User will be navigated to below page, where user can select the application (by clicking on view icon)

submitted by the applicant as shown below:


User can view the details submitted by applicant by clicking on the tabs as shown:


5.1.2 File number & subject assignment by Field officer User can view all the details submitted by applicant by clicking on all the tabs

User can assign Subject & File number to the received application, steps are mentioned below:

To assign new Subject & File number, user has to click on search button

User has to search file number before assigning it to the new application, to search the file number,

user has to enter the file number & then click on search


Once after confirmation that no file exist with same file number , user can enter the file details & by

clicking on “Submit” button file details will be visible to user as shown.

User has to select the File number & after selection system will assign the file number and subject to

the application

To submit the details ,user has to click on “Fill in form button” as shown below:

The field officer now will submit the survey details on the survey tab and also calculate the deviation

fees on the payment details tab




After the field officer has calculated deviation in the proposed area, a deviation note will be generated


User can forward the application to relevant officer for further process by selecting the respected

officer from the dropdown.

If User can view the assigned file details & also enter the remark in the text area as shown:

User has to click on “Submit” button, to submit the details into the system

Note: At field officer login, user forwards the application to Scrutiny officer, and then scrutiny officer

has to forward the BPA application to Building officer.

At this point, the application is put on hold by system as the fees for deviation is pending on the citizen

end .

The citizen will get a notification on email or SMS about the same .


The citizen here has to pay the deviation fees and the deviation labour cess both

After payment of all pending fees, the application will show up for approval at the scrutiny officer

level

5.2 Scrutiny Officer Login



Click on Planning Section My Inbox.

5.2.1 Scrutiny Officer Dashboard


User will be navigated to below page , where user can select the application (by clicking on view icon)

5.3 Building officer Login

After Login user will redirect to index page or home page.

Click on Administrative Section My Inbox.

User has to click on “Action” icon as shown


5.3.2 Action by Building officer User can view all the details of BPA application


User can select the officer from the dropdown for further process & if he approves the case, ok in the

comment box automatically appears

User has to click on Submit button to submit application into the system


6. New Application form – Commencement, plinth certificate and Completion & occupancy certificate

6.1 Citizen / Architect Dashboard Now the citizen will get notification through email and SMS that his building plan has been

approved by authority and the building permission certificate will show as an attachment

inemail.


Citizen can also see the same after logging into account on system.

New Application for commencement

The applicant here can now apply for the commencement



Select path Planning Section ->CERTIFICATE ISSUANCE as shown below

The commencement for the Building plan application number can be selected as shown below


This is forward the user to the page below on which the citizen can see the details of his/ her

plot

Now the citizen can click on the next tab to upload any document to commence the work on site

Files to be uploaded here and valid captcha to be entered


Receipt will be generated for application of commencement


This is only for recording the date of commencement and no certificate will be created at this

point

Immediately after submission of commencement form, the data will be saved in records and the

user can apply for the plinth certificate after the plinth construction is complete

6.1.1 New Application for plinth certificate The applicant here can now apply for the plinth completion certificate




The plinth completion for the Building plan application number can be selected as shown below

9. Do’s and Don’ts

1. After completing all the activities, always click on “Logout” button

2. Always change the password within 15 days of interval

3. Upload only relevant data into the system

4. Do not shutdown the system without closing all the file and folder s

5. Read the validation/alert messages carefully
