At the outset, Registrar welcomed Prof.Deepak Kumar Behera,Vice-Chancellor to

the Academic Council. He also welcomed all the members to the Academic Council and

requested the Vice-Chancellor to chair the meeting.

Before going to its regular business, the Vice-Chancellor appreciated all the former

members of the Academic Council for their valuable contribution to the Academic

Council. The house condoled the sad demise of one of the members of the Academic

Council Late Himansu Sarangiwho have passed away very recently.

The Vice-Chancellor strongly feels that in a meeting like Academic Council, the

members of the house should think of academic growth and development of the

University. He reminded the members of the Council about the next cycle of NAAC

accreditation of the University during the year 2021. There is only two years’ time left

for preparation of NAAC presentation. In the NIRF ranking, our University is placed in

the range of 151–200. Last year also we were placed in the same slab. There was a

meeting of Secretary, Higher Education, where Hon’ble Chancellor called uponall the

Vice-Chancellors of Odisha. In the said meeting Hon’ble Chancellor sought for future

roadmaps from each of the Vice-Chancellors. The Vice-Chancellor is of the opinion that

the members of the Academic Council should discuss these things and give their valuable

contributions and suggestions in preparation of the future roadmap of the University.

The Vice-Chancellor apprised that there are Thirty-Three ongoing research

projects sponsored by UGC, DST, DBT, ICMR, ICSSR, DST etc. Five number of MoU have

been signed between Sambalpur University and different organizations. Twenty faculty

members have submitted their research proposals. Good news is that in the history of

Sambalpur University we have received Two World Bank funded Projects with a total

funding amount of Rs.5.0 crores. Those are:

1) Centre for Excellence (COE) for Naturel Therapeutic Medicine where TwoDepartments like (i) Dept.of Bioinformatics & Biotechnology and (ii) Dept.ofChemistry are collaborated. The funding amount is Rs.4.0 crores.

2) Centre for Excellence (COE) for Regional Development and Tribal Studieswhere Seven Departments are collaborating. The funding amount is Rs.1.0crore.

The Vice-Chancellor also informed the House about proposals for Two more COEswhich are in the pipeline. They are, namely,

1) Centre of Women Studies (Submitted to the UGC) and2) Centre of Entrepreneurship Development (To be submitted to MHRD)

The Vice-Chancellor apprised the house that about 95% of affiliation fees have

been collected. There are 220 affiliated collegesunder the University and within a span

of One year and Three months of his tenure, he alongwith the Registrar, in some

occasions, have visited about more than 50 colleges and suggested them to obtain

NAAC accreditation and apply for 12 & 12B / 2f status of their colleges. Four colleges

have already got NAAC accreditation. They are:

1) Govt.College, Rourkela2) Attabira College, Attabira3) L.N.College, Jharsuguda4) Women’s College, Rajgangpur

Before entering into the regular agenda of the Academic Council, theVice-

Chancellor invited the Chairman, PG Council, Directors of UGC-HRDC, SUIIT, DDCE,

Coordinator of Private Cell to speak briefly about the activities being carried out by

their wings that are instrumental in further growth and development of the University.

a) The Chairman, PG Council: The Chairmanapprisedthe house about the academic

activities being carried out by the PG Council. Apart from the admission process of

regular and self-financing PG, MPhil and PhD programmes, the Council prepares the

academic calendar for the above programmes and caretakes to their strict

adherence.The Council office also receives the research proposals submitted by the

faculty members and forwards them to the authority for onward transmission to the

funding agencies. Meetings of the PG Council are held on regular interval to address

various problems of the departments, distribute funds among the departments, conduct

various seminars and workshops and monitor academic activities of the University.

b) The Director, UGC-HRDC: The Director, University Grants Commission–Human

Resource Development Centre (UGC-HRDC) informed the house that 75% of the

orientation programmes allotted this session have been conducted (i.e. Three out of

Four). There has been a two-day principals’ meet and another programme of two-day

teachers’ meet, both the programmes together trained 166 teachers in HRDC. In

addition, the Centre has conducted classes on Research Methodology for MPhil and PhD

scholars. Besides, one programme has also been inducted under OHEPEE funded by

World Bank. Above all, the UGC-HRD Centre, Sambalpur University has been recognised

as a National Teachers’ Training Centre which is one among the Thirty National Resource

Centres of the country. The centre also organised an academic meeting for the NAAC

team comprising dignitaries of reputed academic institutions from inside as well as

outside Odisha.

The HRDC have been trying to be more vibrant each year for the academic concern of

the University and the region as a whole. The Centre has received Twenty-Four

programmes this year and the Director has taken prompt initiative to upload the notice

in the University website within six hours.

At the end, the Director requested all the HODs present and the Principals of Colleges

through the august house to encourage the faculty members in their

Departments/Colleges by relieving them to attend Orientation Programme(s) and

Refresher Course(s) as the criteria for minimum number of participants to run a

programme/course is Thirty. However, communication has been made to bring the

minimum size to Twenty.

c) The Director, College Development Council: The Directorwhile deliberating his

speech, laid stress mainly on two issues which are attached to the growth and

development of the Colleges. One being accreditation of NAAC and the other one is the

status of affiliation. The Director reiterated that the colleges are being repeatedly

requested to obtain NAAC accreditation to be eligible for receiving grants through

RUSA/OHEPEE/World Bank etc. He informed the house that the status of affiliation of

almost all Colleges upto 2018-19 is cleared. He also disclosed the planning of the

Council to hold an Affiliation Mela after the ensuing summer vacation preferably in the

month of June 2019.

d) The Director, Directorate of Distance and ContinuingEducation: The Director

informed the house that there is no degree courses that are newly started. However,

there are some programmes under DDCE running and they will be completed in course

of time. The Director expressed concern over paucity of dedicated staff in the

directorate. The Vice-Chancellor said that once upon a time the DDCE was a very good

wing for mobilising resource for the University. But now, due to closure of the courses,

the earning source is stopped. He wanted to know if there is any scope for revival of the

DDCE to run them properly and make resource for the University. He told that any

Department can start a course through DDCE and earn funds for the Department and

also for the University.

e) The Director, Sambalpur University Institute of Information Technology: The

Director said that the SUIIT is constituted in the year 2010 as an autonomous institution

of Sambalpur University primarily to run education on Information Technology.

Presently, as good as Eleven programmes are being run in the SUIIT. They are being

B.Tech, M.Tech., M.Sc. & M.C.A. The students are inducted through OJEE for BTech.

SUIIT is also recognised as an OJEE counselling centre by the Govt.of Odisha. SUIIT has

collaboration with other institutions. There are Four clubs and regular teachers are

being mentored by these clubs. Every year 10 to 20 students are reading without any

course fee. They only pay a meagre admission fee. He expressed his satisfaction over

the growth and development of the Institute with around 500 students and requested

the University to take care of it. The Vice-Chancellor requested the Director SUIIT to

bring out a Brochure of SUIIT and circulate among the faculty members and also in

VSSUT and other technical institutes to make aware of the programmes of SUIIT.

f) The Coordinator, Private Examination Cell: The Coordinator informed the House

that the PEC was instituted in the year 1999-2000 to provide scope to the non-regular

students. The Cell runs undergraduate as well as post graduate courses with traditional

mode of yearly examination system.

The Vice-Chancellor said that the PEC has a lot of potential. He expressed his concern

over the scanty advertisement policy of the programmes that fails to reach to the

potential candidates. He is of the opinion that the PEC should go for state level

advertisement in all Odisha issues of the leading newspapers and properly publicise our

courses being offered. He apprised the House of the proposal to open a study centre of

IGNOU and run their programmes in Sambalpur University. Prof.S.S.Rath welcomed

the proposal.

g) The Principal, LR Law College, Sambalpur:The Principal said that it is a constituent

college of the University situated in Sambalpur. Apart from running its LLB and other

earlier courses, recently the college has started LLM programme and also introduced

course on Cyber-crime.

h) The Director Veer Surendra Sai Institute of Medical Science and Research, Burla: The

Director said that the VIMSAR is the curriculum-based institute approved by the MCI

(Medical Council of India). He apprised that teachers’ training programme in VIMSAR

has been started and it is first of its kind in Odisha. It has a registered and recognised

Ethical Committee. Any science faculty of this University may consult the Director,

VIMSAR for registering Ethical Committee. There are various courses being run in

VIMSAR and examinations are also being conducted there recently. But old

examinations are conducted through the Controller of Examinations, Sambalpur

University. He thanked Sambalpur University for the cooperation and expected similar

cooperation in future too.

The Vice-Chancellor said that the courses being run by DDCE and PEC should be run in

CBCS system rather than in traditional mode of yearly examination system. Otherwise

the degrees provided by the DDCE and PEC may not be recognised. He suggested

VIMSAR to follow examination systems as per MCI guidelines. From this year i.e. from

2019-20 VIMSAR should start conducting their own examinations.

The Vice-Chancellor laid stress on formation of different committees recognised by

UGC and the committees should meet regularly and the proceedings should come out

in time. The Director, Internal Quality Assessment Cell (IQAC).

Thereafter, the regular business of the Academic Council proceeded as per the Agenda.

(A) Ratification of the actions of the Vice Chancellor taken in exercise of his powersunder Sub-Section 15 of Section 6 of the Act.

1) The Head of the P.G. Department of Earth Science, Sambalpur University on behalfof the ViceChancellor moved the Academic Council to consider and ratify the actiontaken by the ViceChancellor in exercise of his powers vested under sub section (15) ofsection 6 of the Odisha Universities Act - 1989 in approving M.Sc. in Geology syllabusgiving it effect from the academic session 2018-19.

Chairman, P.G. Council, Sambalpur University seconded the motion.

RESOLVED that the action taken by the Vice-Chancellor be ratified.

2) The Head of the P.G. Department of Sociology, Sambalpur University on behalf ofthe Vice-Chancellor moved the Academic Council to consider and ratify the action takenby the ViceChancellor in exercise of his powers vested under sub section (15) of section 6of the Odisha Universities Act - 1989 in approving M.A. in Psychology I & II Semesterssyllabus giving it effect from the academic session 201B-19.

Department of Odia, Sambalpur University on behalf of theViceChancellor moved the Academic Council to consider and ratify the action taken bythe ViceChancellor in exercise of his powers vested under sub section (15) of section 6 ofthe Odisha Universities Act -1989 in approving detail syllabus for M.I.L.- TH1 and MIL,-TH2 in Hindi with effect from the academic session 2016-17.

4) The HOD, P.G. Department of History, Sambalpur University on behalf of theViceChancellor moved the Academic Council to consider and ratify the action taken bythe ViceChancellor in exercise of his powers vested under sub section (15) of section 6 ofthe Odisha Ul1iversities Act -1989 in approving Syllabus for Generic Elective for B.A.(Pass) students under CBCS effective from the academic session 2018-19.

5) The HOD, P.G. Department of Physics, Sambalpur University on behalf of theViceChancellor moved the Academic Council to consider and ratify the action taken bythe ViceChancellor in exercise of his powers vested under sub section (15) of section 6 ofthe Odisha Universities Act - 1989 in approving instruction to the colleges regarding markdistribution and conduct of Practical examinations by the Colleges for SEC-B (For Hons.Students) and SEC-D (For Pass students) of U.G. - CBCS Courses with effect from theAcademic Session 2016-17.

Computer Science Hons under CBCS giving effect from the academicsession 2016-17.

The Chairman, P.G.Council, Sambalpur University on behalf of the Vice-Chancellormoved the Academic Council to consider and approve implementation of Common UGRegulation in the affiliated colleges of the University from the academic session 2019-20for Three Year Degree Courses in Arts, Science, Commerce and B.C.A. courses. Anyrecommendation of the Regulation Committee on the said Regulation will beincorporated in R.A.C. proceedings to be placed in the Academic Council for approval.The Vice-Chancellor is authorized to adopt the principles of Odisha State HigherEducation Council (OSHEC) to implement as per state syllabus.

The HOD,P.G. Department of Chemistry, Sambalpur University seconded themotion.

RESOLVED that the Common UG Regulation forwarded by the Odisha StateHigher Education Council be adopted for Three Year Degree Courses in Arts, Science,Commerce and B.C.A. of Sambalpur University effective from the academic session2019-20. Further the Vice- Chancellor has been authorised to implement thechanges / the modifications suggested by R.A.C. & Academic Council in the saidregulation and any further changes forwarded by the Odisha State HigherEducation Council.

RESOLVED that the Common UG Syllabi forwarded by the Odisha State HigherEducation Council be adopted for Three Year Degree Courses in Arts, Science,Commerce and B.C.A. of Sambalpur University effective from the academic session2019-20. Further the Vice- Chancellor has been authorised to implement thechanges / the modifications in the said regulation, which will be forwarded by theOdisha State Higher Education Council.

3. The Head, P.G. Department of English, Sambalpur University on behalf of the Vice-Chancellor moved the Academic Council to consider and approve implementation ofSpecialSECC-I & II Courses in the affiliated Colleges of the University from the academicsession 2018-19 for Three Year Degree Courses in Arts, Science, Commerce as per letterNo.673/57 OSHEC Dated 16-2-19 from Department of Higher Education, Odisha.

The HOD, P.G. Department Physics, Sambalpur University seconded themotion.

RESOLVEDthat the Special SECC-I & II Courses be implemented in theaffiliated colleges of Sambalpur University from the academic session 2018-19 as perthe direction Odisha State Higher Education Council .Further the Vice- Chancellor hasbeen authorised to implement the changes / the modifications in the said regulation,which will be forwarded by the Odisha State Higher Education Council.

4. The HOD, P.G. Department of Business Administration, Sambalpur University onbehalf of the Vice-Chancellor moved the Academic Council to consider and approveimplementation Syllabus for M.B.A. (F.M.) in the affiliated college(lIPM, Rourkela) of theUniversity as per the approval of the Syndicate in its meeting No.3(u) held on dated03.05.2018 in Resolution No.75.

The HOD,P.G.Department Mathematics, Sambalpur University seconded themotion.

RESOLVED that the implementation of MBA(FM) syllabus beapproved.

RESOLVED that the Course Structure for B.A. Pass in Psychology be approvedwith effect from the academic session 2016-17.

7. The HOD, P.G. Department of Computer Science & Applications, SambalpurUniversity on behalf of the Vice-Chancellor moved the Academic Council to consider andapprove implementation of the syllabus for Big Data Analytics as DSE-4 course for B.Sc.Hons. In Computer Science, DSC papers and Generic Elective papers for B.Sc. ComputerScience Course under C.B.C.S. effective from the academic session 2016-17.

Medical College, Balangir and Hi- Tech MedicalCollege, Rourkela and to submit it to the Vice- Chancellor. Further the Vice-Chancellor has been authorised to implement the Syllabus & Regulation.
