Dale F. Bohn is product quality manager for Flint Hills Resources LP, St. Paul, Minnesota, a leading independent refining, chemicals, and biofuels company. In this position he has responsibility for product quality and customer support, including development, formulations, testing, and process support for petroleum and other products, as well as training, regulatory compliance, and quality assurance oversight.

Bohn has been involved with the work of the Committee on Road and Paving Materials (D04) since he joined ASTM in 1996. He serves on multiple D04 groups and has been chairman of D04.41 on Emulsified Asphalt Specifications and D04.42 on Emulsified Asphalt Test. Bohn is also a member of the committees on Petroleum Products, Liquid Fuels, and Lubricants (D02), Gaseous Fuels (D03), and he works on several D02 subcommittees, including the executive subcommittee. He served on the ASTM Committee on Technical Committee Operations from 2006 to 2011, including a term as COTCO chairman. Bohn, a board member since 2012, served as chairman of the Finance and Audit Committee in 2015.

After graduating in 1989 from the University of Wisconsin, Stevens Point, with a B.S. in chemistry, Bohn became an asphalt chemist and subsequently technical leader for Koch Materials Co. In 2005, he became technical leader at Flint Hills Resources, and moved into the northern region quality manager role in 2008. He assumed his current title in 2011.

D. Thomas Marsh is president/CEO of Centrotrade Minerals and Metals Inc. in Chesapeake, Virginia, a producer, distributor, and technical advisory company of Halcyon Agri Corp. Ltd. for rubber and latex.

An ASTM member since 1990, Marsh serves as chairman of the Committee on Rubber and Rubber-like Materials (D11), and he is a member of the committees on Sports Equipment, Playing Surfaces, and Facilities (F08) and Personal Protective Clothing and Equipment (F23). He also served a term on the ASTM Committee on Technical Committee Operations from 2007 to 2009. D11 honored him with a Distinguished Service Award for his contributions.

Marsh was laboratory and technical services manager for Ansell Inc., and then president of the Ore and Chemical Corp., before joining Centrotrade. In his current position, which he has held since 1999, Marsh directs day-to-day operations; provides technical, regulatory, and standards organization oversight to sister groups in Europe and Asia; and administers material specifications and contracts.

Marsh holds a general sciences degree from The Ohio State University and a bachelor’s degree in business management from Liberty University.

Taco van der Maten Maten is marketing manager at PANalytical in Almelo, the Netherlands. In this position, he is responsible for the global polymer, oils, fuels, petrochemicals, and environmental markets at PANalytical, a worldwide supplier of analytical instrumentation and software for X-ray diffraction, X-ray fluorescence spectrometry, near infrared spectroscopy, cross-belt analyzers based on pulsed fast and thermal neutron activation technology, and sample preparation equipment for several analytical techniques.

An ASTM member since 2006, van der Maten is chairman of the Committee on Declarable Substances in Materials (F40), which develops standards for the evaluation of materials and products for RoHS and for recycling and use of hazardous substances in electrical and electronic equipment (REACH) and similar requirements; and rare earth materials. He is also a member of the committees on Petroleum Products, Liquid Fuels, and Lubricants (D02) and Plastics (D20).

In 1985, the year he graduated from the Dr. Ir. W.L. Ghijsen Institute in Utrecht with a degree in analytical chemistry, van der Maten became a research chemist for Heineken. He then worked as research chemist, service delivery manager, and business development manager at Royal DSM N.V. in Sittard-Geleen before joining the PANalytical staff in 2006.

Andrew G. Kireta Jr. is vice president, market development, at the Copper Development Association Inc., in New York, New York, a not-for-profit trade association that serves as the advanced market development and engineering services arm of the copper and brass industry in the United States.

An ASTM member since 1998, Kireta works on the Committee on Copper and Copper Alloys (B05) and several of its subcommittees. He previously served as B05 membership secretary and is the current chairman of Subcommittee B05.92 on Awards. He won the B05 Copper Club Award for his work on the committee.

Kireta joined CDA in 1992 as Midwest regional manager and held management positions for tube, pipe and fittings, and architectural applications, before becoming vice president, building construction, in 2008. He assumed his current role in 2010. As CDA vice president, Kireta is responsible for promoting the use of copper and copper alloy systems and related products in both building construction and sustainable energy applications.

Kireta holds a bachelor’s degree in mechanical engineering from Purdue University.

Lawrence D. Carbary is an industry scientist on the facade engineering and architectural design team, high performance building solutions, for Dow Corning Corp. in Midland, Michigan, a global company that provides silicone materials, technical support, and customer service.

An ASTM member since 1999, Carbary chairs two subcommittees in the Committee on Building Seals and Sealants (C24): Adhesion (C24.30) and International Standards (C24.87). He also serves on the Committee on Thermal Insulation (C26) and is a past chairman of the ASTM Committee on Technical Committee Operations. Carbary has been recognized for his ASTM contributions with the Award of Merit and accompanying title of fellow, and the C24 Lou Toporcer Hall of Fame Award.

Since his 1982 graduation from Michigan Technological University with a B.S. in chemical engineering, Carbary has worked for Dow Corning Corp. He works on the development and application of silicone adhesives, sealants, and coatings used in the commercial construction business. He was responsible for opening the firm’s first regional testing laboratory in California and built a construction technical service team in South Korea.

John R. Logar is a senior director of aseptic processing and radiation sterilization at Johnson & Johnson Sterility Assurance in Raritan, New Jersey, a global healthcare products manufacturer and provider of related services.

Logar, an ASTM member since 2001, Is chairman of the Committee on Radiation Processing (E61) as well as its Subcommittee on Dosimetry (E61.01). E61 previously had been part of the Committee on Nuclear Technology and Applications (E10), where Logar also served as chair. He received the Peter D. Hedgecock Award in 2010 for his contributions. Logar, who served on the ASTM Committee on Technical Committee Operations from 2012 to 2014, is also a member of the committees on Quality and Statistics (E11), Flexible Barrier Packaging (F02), and Medical and Surgical Materials and Devices (F04).

Logar began his career as a quality assurance manager at SteriGenics in 1996; he then was a senior technical manager and a director of radiation dosimetry for SteriGenics International. In 2008, he became manager and then associate director of research and development for sterilization, science, and technology at Ethicon Inc., a Johnson & Johnson company. He assumed his current role in 2013.

Logar holds a bachelor’s degree in mathematics from Rowan University.

Christina A. Lomasney is president, CEO, and co-founder of Modumetal in Seattle, Washington, a manufacturer of nanolaminated coatings, claddings, and alloys.

An ASTM member since 2003, Lomasney works on the Committee on Metallic and Inorganic Coatings (B08). She previously served as founding chair of the Subcommittee on Decontamination (E54.03), part of the Committee on Homeland Security Applications (E54).

Lomasney is the named inventor of patented materials and processes for environmental remediation and nanostructured materials production and applications. Before co-founding Modumetal, she founded composite materials company Isotron Corp. in 2001, which developed technologies for use in environmental and industrial decontamination and recovery. For more than a decade, she has worked on advanced materials technologies, starting in the Phantomworks division of the Boeing Co.

Lomasney earned a B.S. in physics from the University of Washington in Seattle, where she also carried out graduate studies in applied physics.

Jun Sasaki, Ph.D., is general manager of the Instrumentation and Control R&D Laboratory at the Nippon Steel & Sumitomo Metal Corp. in Futtsu, Japan. NSSMC, the world’s leading integrated steel producer, manufactures a wide variety of steel products.

Sasaki, who joined ASTM in 2005, is a member of the committees on Steel, Stainless Steel, and Related Alloys (A01); Metallic-Coated Iron and Steel Products (A05); Analytical Chemistry for Metals, Ores, and Related Materials (E01); Metallography (E04); Nondestructive Testing (E07); and Mechanical Testing (E28).

As general manager of the Instrumentation and Control Research Laboratory, his position since 2015, Sasaki leads corporate research on instrumentation and control technologies for steel producing processes and assists his company with ASTM activities. He previously had been general manager of the Control and Instruments Research and Development Division and senior manager for the Research and Development Planning Division for the former Nippon Steel.

The principal author of several scientific journal papers, Sasaki holds three patents. He earned a bachelor’s degree and a master’s degree in electrical engineering from Keio University and his doctorate in mechanical engineering from Tohoku University.

James J. Simnick, Ph.D., is a senior technical adviser in the global fuels technology department at BP America Inc. in Naperville, Illinois, an international corporation that produces fuels, heat, chemicals, energy, and lubricants.

A 2012 Award of Merit recipient, Simnick has been an ASTM member since 1995. He is currently first vice chairman of the Committee on Petroleum Products, Liquid Fuels, and Lubricants (D02) and has been section vice chairman of the Subcommittee on Gasoline and Gasoline-Oxygenate Blends (D02.A0.01) since 2001. He is also a member of the committees on Gaseous Fuels (D03), Environmental Assessment, Risk Management, and Corrective Action (E50), and Sustainability (E60). He served a term on the ASTM Committee on Technical Committee Operations.

Simnick has 36 years of experience in both technical and management roles in refining technology, marketing, and fuels technology. In a career that began in 1979 with Amoco Corp., now BP America, Simnick has moved from engineering positions to his current senior adviser role, which he assumed in 2013.

Brent Stucker, Ph.D., is the CEO and a co-founder of 3DSIM LLC, a company focused on commercializing algorithms for predictive modeling of additive manufacturing processes.

Stucker was the first chairman of the Committee on Additive Manufacturing Technologies (F42), which he has been a member of since 2009. In 2010, he received the Robert J. Painter Memorial Award from ASTM and SES (The Society for Standards Professionals), for his work in advancing standardization efforts in the field of additive manufacturing.

A graduate of the University of Idaho, where he earned a B.S. in mechanical engineering, Stucker received his Ph.D. in mechanical engineering from Texas A&M University. He was on the faculty at the University of Rhode Island from 1997 to 2002, at Utah State University from 2002 to 2010, and at the University of Louisville from 2010 to 2015.

Co-author of the textbook Additive Manufacturing Technologies, Stucker has written or co-authored more than 150 technical publications and is a named inventor on numerous pending and issued patents. In 2012, he received the Industry Achievement Award from the Society of Manufacturing Engineers for his work as F42 chairman.

Ferdinando E. Aspesi is senior partner at Bridge Associates International, LLC, a pharmaceutical industry consultancy company based in Princeton, New Jersey.

An ASTM member since 2003, Aspesi is currently vice chairman of the Committee on Manufacture of Pharmaceutical Products (E55) and chairman of its Subcommittee on Outreach and Education (E55.94).

Aspesi has more than 35 years of experience in drug substance and drug product quality assurance and quality control as well as in pharmaceutical research and development. He has fostered the implementation of quality management systems in industrial and development operations as well as laboratory information management systems on a global basis.

Before assuming his current role at Bridge Associates in 2016, Aspesi was vice president and senior adviser at Novartis Group Quality, based at Novartis Pharmaceuticals Corp. Prior to that, he was senior vice president of Global Quality and Compliance for Wyeth Pharmaceuticals. His career also includes positions as vice president of global quality operations and health, safety, and environment at Aventis Pharma and at Hoescht Marion Roussel. Aspesi earned a degree in organic chemistry from the University of Milan, Italy.

Cesar A. Constantino, Ph.D., is director of business developmet for Separation Technologies LLC, a Titan America business, in Deerfield Beach, Florida. Separation Technologies is the leading producer of processed fly ash in the United States.

An ASTM member since 2005, Constantino works on the committees on Cement (C01), Concrete and Concrete Aggregates (C09), and Sustainability (E60). He has also contributed to the ASTM Memorandum of Understanding program in Latin America.

Before joining the Titan staff, Constantino worked as a researcher and a consultant both in Panama and the United States. In 2005, he joined Titan America’s Florida business as manager of technical services; he then took on the role of director of concrete technology for Titan America LLC from 2007 to 2011. He was senior director of process quality and then vice president of corporate engineering for Titan before assuming his current position.

Constantino holds a B.S. in civil engineering, an M.S. in structural engineering, and a Ph.D. in construction materials from the University of Texas at Austin.

R. James Galipeau is director of Intertek PTL, Pittsfield, Massachusetts, where he focuses on plastics, polymeric, and composite materials testing.

The immediate past chairman of the committee on Plastics (D20), Galipeau has been an ASTM member since 1992. In 2011, D20 honored him with the Award of Merit and title of fellow for his contributions to standards development and his leadership as a committee officer. He has also received additional D20 awards, including an Award of Excellence and an Outstanding Achievement Award. In addition to his D20 work, Galipeau served on the Committee on Technical Committee Operations from 2008 to 2011.

Since graduating from the University of Massachusetts in Amherst, Galipeau has concentrated on the analytical, physical, electrical, mechanical, and rheological testing of plastics. He joined Plastics Technology Laboratories Inc. as laboratory manager in 1986. When PTL was acquired by Intertek PLC and became Intertek PTL in 2007, Galipeau was named general manager. In 2012, he assumed his current position.

Deryck M.S. Omar is CEO for the CARICOM Regional Organization for Standards and Quality (CROSQ), headquartered in Barbados. CROSQ, founded by the 15 English-speaking member states of the Caribbean Community (CARICOM), is the regional center for standards development and promotion, as well as the advancement of metrology, accreditation, and conformity assessment systems.

As CEO of CROSQ, Omar is focused on modernizing and accelerating the preparation, adoption, and use of regional standards to increase trade, boost industrial efficiency and effectiveness, and further the cause of the CARICOM single market and economy.

From 2007 to 2013, Omar led the Trinidad and Tobago Bureau of Standards as executive director. He also served as chairman of CROSQ from 2007 to 2009, overseeing a regional collaborative effort to develop and implement its first three-year strategic plan.

Omar graduated with a bachelor’s degree in civil engineering from the University of the West Indies - Trinidad Campus, and pursued a post-graduate diploma in management studies as well as an MBA. He is a registered engineer in Trinidad and Tobago, and he has worked in a number of private and public sector organizations throughout his career, including serving on various boards.

James A. Tann is director of technical services for the Belden Brick Co. in Canton, Ohio. Belden Brick, the largest family owned and managed brick company in the U.S., owns several plants as well as distributors.

An ASTM fellow and Award of Merit recipient, Tann has been a member since 1988. He works on the committees on Mortars and Grouts for Unit Masonry (C12) and Manufactured Masonry Units (C15), serving as member at large on the executive subcommittees of both groups. The committees have recognized his work with awards such as the C15 Alan H. Yorkdale Memorial Award and the C12 Honorary Membership Award.

In his career, Tann has concentrated on the design of brick masonry structures as well as building codes and standards. After graduating from the Pennsylvania State University in 1985 with a bachelor’s degree in architectural engineering, Tann joined the staff of the Brick Institute of America as a staff engineer. In 1987, he became president of the Brick Institute’s Mid East Region, a position he held until 2014 when he assumed his current position.

Vicky J. Taylor is a senior research technologist in the research and development center of INVISTA (Canada) Co., Kingston, Ontario. INVISTA is one of the world’s largest integrated producers of polymers and fibers used mainly for nylon, spandex, and polyester.

An ASTM member since 1999, Taylor serves as chairman of the Committee on Textiles (D13) as well as its Subcommittee on Subassemblies (D13.54). She is also a member of the Committee on Personal Protective Clothing and Equipment (F23). She recently completed a term on the ASTM Committee on Standards. Her standards work also includes serving as a voting member of multiple Canadian General Standards Board committees.

Taylor has more than 30 years of experience in textile testing and evaluation using international standards. Her career has focused on methods development, laboratory personnel training, laboratory setup, and compliance auditing and troubleshooting. Beginning her career at Du Pont in the Customer Technical Fibers Laboratory in Kingston, Ontario, she worked on certification, customer assistance, research, and method and product development for fibers, yarn, fabric, and finished goods.

In 1999, Taylor joined the research and development center of Du Pont Canada as a senior research technologist. She then became a staff member at the new INVISTA (Canada) Co., created as part of Du Pont’s sale of its nylon business in 2004.

Oliver S. Delery Jr., P.E., is vice president of technical marketing North America for Forterra Building Products, New Orleans, Louisiana, an international building products company that manufactures concrete, pipe, and construction products.

A member since 1982, Delery is the past chairman of the Committee on Concrete Pipe (C13) after having served as its vice chairman from 2002 to 2007. Delery received the C13 Robert R. Litehiser Award in 2000 for his service to the committee, and he was honored with the Award of Merit and title of fellow in 2013 for his leadership and service to the committee and contributions to concrete pipe standards development.

Before beginning his career with Forterra Pipe and Precast in 2002, Delery held positions as Gulf Coast vice president and corporate engineer at Choctaw Inc. and as president of New Orleans Cement Products Co. He holds a bachelor’s degree in civil engineering from Tulane University and is a licensed civil engineer in the U.S. states of Louisiana, Mississippi, and Texas.

John Fletcher is technical support manager at Elcometer Inc., Manchester, United Kingdom, an inspection equipment manufacturer for the coatings, concrete, and metal detection industries. He is responsible for Elcometer’s compliance with ISO 9001, Quality Management Systems, and ISO 14001, Environmental Management Systems.

Fletcher has been a member since 2007 and is currently vice chairman of the Committee on Paint and Related Coatings, Materials, and Applications (D01) as well as chairman of its Subcommittee on Physical Properties of Applied Paint Films (D01.23). In January 2016, Fletcher received an Award of Appreciation for his service as D01 chairman for three consecutive terms. He is also a member of the Committee on Performance of Buildings (E06).

Before beginning his career with Elcometer in 1982, Fletcher worked as a development group leader at Mullard Hazel Grove Ltd. for 13 years. He holds a bachelor’s degree in electronics from Stockport Technical College and a professional certificate in management from Manchester Polytechnic.

Laurie E. Locascio, Ph.D., is director of the Material Measurement Laboratory at the U.S. National Institute of Standards and Technology in Gaithersburg, Maryland, a federal agency within the U.S. Department of Commerce. MML promotes the advancement of measurement science, standards, and technology in the areas of bioscience, chemical science, and materials science and engineering.

Prior to becoming director of MML in 2012, Locascio served as division chief of the Biochemical Science Division at NIST. Her technical expertise lies in bioengineering. Her research portfolio included the development and applications of microfluidic systems for biomedical research.

Locascio received a bachelor’s degree in chemistry from James Madison University, a master’s in bioengineering from the University of Utah, and a Ph.D. from the University of Maryland Medical School at Baltimore. She is the author of more than 100 scientific papers and holds 12 patents.

Irving S. Scher Ph.D., P.E., is a principal and biomechanical engineer at Guidance Engineering and Applied Research, Seattle, Washington, an engineering and scientific consulting company that performs in-depth research and analysis for its clients.

A member since 1999, Scher is chairman of the Committee on Snow Skiing (F27) and its Subcommittee on Research and Statistics (F27.60). He was also F27 membership secretary from 2011 to 2014. In addition, Scher is a member of the committees on: Sports Equipment, Playing Surfaces, and Facilities (F08); Pedestrian/Walkway Safety and Footwear (F13); and Amusement Rides and Devices (F24).

Scher, who is also an affiliate scientist in the Applied Biomechanics Laboratory at the University of Washington, specializes in biomechanical engineering and accident reconstruction, and he has experience with related testing design and analysis.

From 2004 to 2009, Scher had been adjunct associate professor of clinical physical therapy at the University of Southern California. He holds degrees in mechanical engineering: a Ph.D. and an M.S. from the University of California (Berkeley) and a B.S. from the University of Pennsylvania.

Arman Shakkaliyev, is director of the department for technical regulation and accreditation at the Eurasian Economic Commission, Moscow, Russia, the regulatory body of the Eurasian Economic Union, which works to advance economic integration in the region. The EEU/EEC includes Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan.

Before beginning his position at the EEC, Shakkaliyev was director-general at the Kazakhstan Standardization and Certification Institute for eight years. Earlier in his career, Shakkaliyev gained experience as the director of the Kazakhstan Institute of Metrology and at Kazakhstan’s Ministry of Economy and Budget Planning. He specializes in standardization, certification, quality management, and technical regulation.

Shakkaliyev holds a law degree from Gumilyov Eurasian National University; an economics degree from Karaganda State University; and a degree in standardization, certification, and metrology from Kostanay Engineering Economic University.

Jeff Weiss is senior advisor for Standards and Global Regulatory Policy in the Office of Policy and Strategic Planning within the U.S. Department of Commerce, Washington, D.C. The office develops strategic policy priorities and provides policy counsel to the U.S. Secretary of Commerce.

In his current role, Weiss specializes in standards and regulatory policy as well as digital economy, aviation, and port and global supply chain issues. Before starting in secretary’s office in 2013, Weiss served as associate administrator for the Office of Information and Regulatory Affairs in the Office of Management and Budget in Washington, D.C.; as senior director for Technical Barriers to Trade and assistant general counsel at the Office of the U.S. Trade Representative; and as an attaché/assistant legal advisor at the Mission of the United States of America to the World Trade Organization in Geneva, Switzerland.

Weiss holds a bachelor’s degree in sociology, with a certificate in markets and management, from Duke University, and a J.D, and master in public policy from Harvard University.

Ronald J. Ebelhar, P.E., D.GE, is a senior principal with the multidisciplinary engineering firm Terracon in Cincinnati, Ohio.

Ebelhar, who joined ASTM International in 1980, is a past chairman of the Committee on Soil and Rock (D18). An ASTM International fellow and 2003 Award of Merit recipient, Ebelhar has received several honors from D18, including the R.S. Ladd Standards Development Award, the Woodland G. Shockley Award, and the A. Ivan Johnson Outstanding Achievement Award. He also served a term on the Committee on Technical Committee Operations.

After earning his bachelor’s and master’s degrees in civil engineering from the University of Kentucky, Ebelhar joined McClelland Engineers in Houston, Texas, as a staff engineer. He then served as division manager and vice president for Rust Environment & Infrastructure in Cincinnati, Ohio, before taking the position of vice president with H.C. Nutting in 1996. He assumed his current role when Terracon purchased H.C. Nutting in 2007.

As a project manager for geotechnical and environmental engineering projects worldwide, Ebelhar has provided design, consulting, and forensic engineering services for commercial, industrial, transportation, waste disposal, and public utility projects; geotechnical engineering design and construction; and marine geosciences and engineering field explorations. He is a registered professional engineer in eight states.

Ralph M. Paroli, Ph.D., is a director of research and development in Measurement Science and Standards at the National Research Council of Canada in Ottawa, Ontario.

A past chairman of the Committee on Roofing and Waterproofing (D08), Paroli is also a member of the Committees on Rubber and Rubber-like Materials (D11) and Sustainability (E60). He joined ASTM International in 1994 and was a member of the Committee on Standards from 2006 to 2008. Paroli has served on the ASTM International board of directors since 2011.

Possessing more than 30 years of experience in spectroscopy and thermal analysis and over 20 years experience related to roofing, Paroli has been involved with national and international committees in developing new techniques to characterize roofing materials and systems. Before assuming his current role in 2013, he served as director of Building Envelope and Structure, Institute for Research in Construction, where he had responsibility for the NRC research program addressing: concrete materials durability and repair; wall and window systems performance; and thermal and moisture performance of materials and roofing systems.

Paroli holds a B.Sc. in analytical chemistry from the University of Concordia and a Ph.D. in physical and inorganic chemistry from McGill University.

President

Katharine E. Morgan is president of ASTM International, one of the world’s largest organizations for the development of international voluntary consensus standards. With three decades of experience in increasingly strategic and managerial roles at ASTM International, Morgan is a respected leader in the global standards community.

After earning her bachelor’s degree in chemical engineering from Lafayette College in Easton, Pennsylvania, Morgan began her career at ASTM supervising the standards development work of several technical committees. In 1990, she rose to become a director, overseeing several managers and their respective committees.

Morgan was named general manager of the Technical Committee Support department in 2001. In this role, she oversaw several areas, including symposia, workshops, international activities, committee services, meeting services, and contract management services.

In 2007, Morgan was appointed vice president of Technical Committee Operations. In this position, she directed a 50-member team, leading efforts to create, track, evaluate, and adjust strategic business plans for each of the division’s units. In addition, as part of ASTM’s senior leadership team, Morgan helped guide ASTM’s overall policies, finances and partnerships.

Morgan is one of the world’s prominent voices on standardization-related issues. She is a member of the American National Standards Institute’s Board of Directors, the Council of Engineering and Scientific Executives, the International Consumer Product Health and Safety Organization, the Society for Standards Professionals (SES), the American Society of Association Executives, and former member of the Standards Council of Canada’s Standards Development Organization Advisory Committee.

Morgan also holds a master’s degree in business administration from Widener University in Chester, Pennsylvania.

2017 Executive Committee ScopeWhen the board of directors is not in session, the Executive Committee shall exercise all of the general powers of the board of directors except the power to fill vacancies in the board and amend the ASTM International Board Procedures. The Executive Committee shall keep minutes of its proceedings, which shall be promptly reported to each member of the board of directors (ASTM Bylaws 4.1.2).

ScopeThe Finance and Audit Committee is responsible for the supervision of ASTM International’s financial operations as set forth in the Rules Governing the Conduct of ASTM Finances and resolutions pertaining to financial matters as may be adopted by the ASTM International board of directors and for recommendations to the board on matters of financial policy. The committee is also responsible for monitoring the employee benefits and salary administration programs and for making recommendations to the board of directors for such modifications as may be necessary.

2017 Committee on Standards Scope

The Committee on Standards is responsible for the review and approval of technical committee recommendations for actions on standards. COS verifies that the procedural requirements of the society’s regulations and its criteria for due process have been satisfied. The committee acts to resolve jurisdictional disputes with respect to standards. COS develops, maintains, and interprets the Form and Style for ASTM Standards manual and reviews all requests from technical committees for exceptions to the manual.

2017 Committee on Technical Committee Operations

ScopeThe Committee on Technical Committee Operations develops and maintains the Regulations Governing ASTM Technical Committees, and acts on recommended changes. COTCO is responsible for the interpretation and enforcement of these regulations, excluding actions on standards and provisional standards. The committee acts to resolve jurisdictional disputes with respect to the technical committee scopes. It develops and recommends means for achieving the most efficient operation of technical committees and is concerned with the scope, structure, operation, development, and planning of these technical committees.
