Job Profile

The post is highly sensitive. Executive Director, as a Principal Officer of this Society shallbe reiponsible for ihe p.oper administration of the affairs of the Society under the direction,superintendence, control and guidance of the Executive Committee.

The Executive Director is responsible in all matters under his charge, for the powers

delegated to him by the Executive committei!. He has to exercise the power under thediredtion, superintendence and control of the Executive committee subject to these rules andBye-laws. It is his duty to coordinate and exercise general supervision over the activities ofthe Society. He may also periodically review performance of the society and" the 9!h9tInstitutionl organizaiion of the society and submit reports to the Executive Committee. He is

responsible for funds, budget, accounts and audit of the association.

The Executive Director functions as the Secretary of the Executive Committee and is

responsible for maintaining the record, minutes etc. of the meetings of the Committee.

The Association's main objective is to provide necessary assistance in implementation- ofdecision taken at the ell India State Transport Undertaking Conference, to assist the memberSTUs in the expeditious disposal of various matter with various department and ministries ofthe Government of India etc.

He is expected. to be well conversant with existing Govt. of India Laws & Regulations inprocurement methods.

Required Qualifications and Experience:

Eligibility Criteria: A) By Deputation

1. CEO of a member SRTU with a minimum fleet strength of2000.

OR2" Holding a post next to the

B) By Contract

DUTIES AND RESPONSIBILITIES OF EXECUTIVE DIRECTOR TVASRTU

He shall report to and be answerable to the President, ASRTU;

He shall be the Member Secretary of the Executive Committee of ASRTU. He shallconvene the meeting of the Executive Committee in consultation with and uponauthorization by the President ASRTU. He shall prepare the agenda papers and notes forExecutive Committee meeting well in time. He shall keep himself thorough and extremelyr4eticulous with all the matters relating to agenda items and issues that are likely to beraised relating to those items. He shall present each item of agenda and explain allaspects. He shall also meticulously keep track of the entire discussion on each item andmaintain an accurate record of the proceedings and prepare minutes and circulate thesame to all Members after approval by the President ASRTU. He shall ensure properadvice, guidance and instructions and orders to his subordinates such that the function ofhis department with reference to the affairs of the Standing Committee including releaseof contracts are effectively followed up and in.time;

He shall be a Member of the Standing Committees and may attend meetings of theStanding Committee;

He shall prepare the Annual Report of the all Standing Committees for placing before theAnnual Conference of Chief Executives of STUs;

He shall present to President detailed notes on items and issues that are to be brought tothe notice of the members of ASRTU and to be discussed in the Annual Conference ofChief Executive and shall also follow up with actions as per the directives or decisions ofthe Conference/meeting;

He may undertake tours or participate in meeting or conference or publish paper withprior consent of the President.

He shall prepare a budget of the association and submit to the Executive Committee forapproval in the AGM everyyear; etc.

3. JOINING TIMB AND JOINING TIME PAY

3.1 The deputationist shall be entitled to joining time both on joining the post ondeputation and reversion to the parent organisation as per the Deputation Rules ofASRTU. This expenditure shall be borne byASRTU.

3.2 The joining time shall be limited to 10 days from the date of release from theparent organisation in case of outstation officers and one day if within the samestation (Delhi)" When holiday follows joining time, the normal joining time shallbe deemed to have been extended to cover such holiday(s).

3.3 If for some reason, based on ASRTU request an offictir joins the post withoutavailing full or partly joining time, he can utilize the same (limited to the

4. TRANSFER BENEFITS

(A) TRAVELLING ALLOWANCE AND DAILY ALLOWANCE FORJOURNEY

The deputationist will be entitled to TA and DA in respect of the actual duration ofjourney by entitled class fare both on joining the ^post

on deputation and onieversion there from for self and family members as p-er ASRTU rules and shall bepaid by ASRTU.

In addition to the ap^oye, the_deputationist will be entitled for additional fare by theentitled class for self for the both onward and return journeys, if he has to leave hisfamily due to non-availability of accommodation or fot any other justified reasonat new place of posting

(B) COMPOSITE TRANSFER GRANT, PACKTNG ALLOWANCE,COST OF TRANSPORTATION OF PERSONAL EFFBCTS

The deputationist shall be entitled for these allowances as on transfer under therules, for joining ASRTU and reversion there from as under: -

(i) COMPOSTTE TRANSFBR GRANT

The composite transfer grant shall be entitled at the rate of equivalent to 8o% ofthe last month's basic- pay in case of transfers involving u

ENTITLEMENT OF TRAVEL WHILE ON OFFICIAL TOUR

He may undertake official tour, after approval frorn the President, ASRTU,followed by a tour report in respect of tour undertaken before settlement of the TAclaims, as per office orders in force.

While on official tour, the Executive Director, ASRTU is entitled to travel as perGovernment of India Rules applicable for equivalent post and as per office orders inforce.

He shall comply with the Government of India notifications/directives and officeorders in force, in respect of expenditure relating to the pay scale applicable to thepost of Executive Director such as perquisites, tour expenditure and expenditureincurred on guests and entertainment hnd the use of office vehicles and productionof original documents in relation thereto etc.

LEAVE RULES AND GRATUITY

5.3

(A) LEAVB, PROVIDENT FI.IND AND GRATUITY

During the period of deputation the deputationist shall continue to be governed bythe leave rules of ASRTU in respect of Earned Leave (EL), Commuted sick Leave,Extra Ordinary Leave (EOL), Maternity/Paternity Leave and Casual Leave. ASRTUwill extinguish its liability by making monthly payment of leave salary contribution@ tt%o of Basic Pay and Dearness Allowance to the individuals after makingnecessary adjustrnent of leave availed by the deputationist during the month. Thisleave salary contribution @ rt%o is in lieu of Earned Leave (EL). By this, thedeputationist's EL account with his parent organisation shall remain frozen at thetime of his departure to ASRTU, till his repatriation"

The deputationist shall be governed by the CPF Rules/Gratuity Rules/or pensionrules of his parent organisation and ASRTU will make monthly contributi on of tz%oof the basic Pay plus DA towards the Employer's share of PF and yearly payment of15 days of pay calculated on the Basic Pay plus DA of the deputatib;isi had hecontinued in his parent department, towards gratuity, both to the parentorganisation of the deputationist.

(B) DISABILITY LBAVE

The ASRTU shall bear the charge for the leave salary in respect of disability leave, if .

granted to him on account of any disability incurred in'or through the foreignservices, even if such disability manifests itself after the termination of thedeputation.

8. LEAVE TRAVEL CONCESSION

Immediately on joining the post on deputation the deputationist shall declare thedetails of his family members including those who are dependent on him. TheL:,T,C. and Medical benefits will be given only to those *.tr,b"rr who have been sodeclared in the application form by the deputationist.

The deputationist may opt either for the rules in his parent office or ASRTU as far asLTC is concerned.

9. MBDICAL BENEFITS

While on deputation the deputationist will be entitled for medical benefits as perthe ASRTU rules for self and dependent family members based on his declaration-.

1<l. ACCOMMODATIONANDFURNITURE:

The d_eputationist is entitled to House Rent Allowance of z4% ofthe Basic Pay whenleased accommodation is not provided. When such accommodation is provided asper the deputation rule of ASRTU/CIRT in force the officer shall forgo tlie HRA andhe shall also pay a Licence Fee (as applicable) in force.

The leased accommodation and furniture provided shall attract TDS as perquisitesas per Income Tax Rules in force.

He will be entitled to get following items of furniture (on loan from ASRTU office):

1. Upto 4 single cots with mattresses as per requirement2. One Superior quality sofa set of 3+r+r3. One Dining table with 6 chairs4. One center table and upto 3 side tablesS. One Standard writing table and chair6. Upto two air coolers or one AC and one air cooler7. One T"V.B. One refrigerator of middle size

Deputationist may be allowed to utilise the facility of leased accommodation for a,period of z months on the same licence fee at the end of deputation period. For staybeyond this period, penal rent (z times the rental value of the accommodation) wiilbe charged.

11. usE oF STAFF CAR/TRANSPORT ALLOWANCEWhere the deputationist resides within the municipal area of Delhi/New Delhi,"free conveyance may be provided from residence and offide and back" Where suchfree conveyance is not provided, then Transport Allowance as per rule will be paid.

The deputationist shall pay the prescribed rates in force when he is allowed to use'the staffcar for non-duty purposes.-Ex-GRATIA

The deputationist will be entitled for Ex-gratia as is paid to ASRTU employees.However, he will not be entitled to draw the same in his parent organization.

Rent free telephone facility at the residence (land line and mobile) is admissible onactual.

ASRTU shall pay the Arrear claims, if any, that may be pointed out by the parentorganisation on account of the employee due to revision of pay, allowances etc.while on foreign service"

15. RETIREMENTAGE

The deputationist shall be retired on attaining the age of superannuation as per hisparent organization rules. ,

In case retirement/superannuation age in his parent organization is earlier to 6oyears, he may be retired from his parent organization and can take the benefits ofretirement. In such case, on outstanding performance, he may be given anopportunity of re-employment at minimum of the scale of the post with provisionof annual increment upto the age of 6o years.

GENBRAL

16. Whenever deputationist performs official duties with approval of his ControllingOfficer on the request of his parent organization, during his deputation in ASRTU,his TA/DA, shall be payable byASRTU as per the entitlement of the deputationist.

tT. The deputationist shall be entitled to such allowances as are applicable to the postto which he is brought on deputation. However, this is subject to the deputationistnot drawing similar allowances in his parent department.

All other service conditions will be governed by the Rules & Regulations of theASRTU in force for the time being.

18. Post Allowance, Kit allowance, Uniform allowance which has no bearing on the jobin ASRTU/CIRT are not allowed to be paid to a deputationist. Similarly

. engagement of personnel as Orderlies/Security Guards/Malis/Sweepers at theexpenses of ASRTU is not permitted. Even though, a deputationist is allowed sucha facility in his parent organization.

tg. The deputationist shall also be entitled for reimbursement of newspapers/magazine expenses on monthly basis limited to Rs.5oo l- on production of bills.

2o. So far as expenses incurred on procurement of items on entertainment of officialguests are concerned same will be reimbursed on actual basis ori production ofnecessary bills.

2t. In case of further clarification, ASRTU shall refer to the Central Government Ruledfrom time to time or to Executive Committee, as may be required.
