From a pilot project to a strong network

The Local Democracy Agencies (LDAs) were created be-cause European local and regional representatives wished to provide assistance to war-ravaged regions in the former Yugoslavia. The first LDA was founded in Subotica, Serbia, in 1993, with other LDAs following in all the countries of the former Yugoslavia. The Agencies operate only in de-centralised areas, where the presence of the international community is usually lower.

Initially, the LDAs supported citizens with local and hu-manitarian aid, but after the war in the Balkans ended, they began contributing to the difficult task of re-building local communities, restoring respect for human rights and re-establishing understanding and good relations between different ethnic groups. The LDAs also play an important role in the Stability Pact for South East Europe and they are members of the Steering Committee on Local Democracy and Transborder Co-operation. The Agencies have been recognised as fundamental stakeholders in the stabilisation and democratisation of the area and collaborate regularly with such organisations as the Council of Europe, the Euro-pean Union, the Ministry of Foreign Affairs of Italy, France and Norway and the Open Society among many others.

Each LDA is an independent organisation. Some are locally registered NGOs, others are internationally registered NGOs and still others are de-centralised branches of an Associa-tion registered abroad. This decentralised structure gives us the flexibility to tailor the structure of each LDA and its network of partners according to local circumstances.

Despite their diversity, the LDAs are unified by a common methodology that stresses multilateral decentralised co-operation between local authorities and representatives of civil society. Town-twinning between Northern or Western European local authorities and their counterparts in the Bal-kans is one of our most effective and widespread techniques.

As the number of Local Democracy Agencies and the scale of their activities increased over the years, the Association of Local Democracy Agencies (ALDA) was founded as an umbrella organisation in 1999. This brought significant ben-efits for the work of the Agencies because ALDA coordinates LDA activities, contributes to fundraising, develops common projects and gives administrative and personal assistance where needed.

ALDA’s statute provides that the Association will manage its programmes in close co-operation with the Council of Europe. A working agreement ensures that ALDA and the LDAs help the Council of Europe in implementing its programmes in South East Europe. In return, the Council of Europe, in particular its Congress of Local and Regional Authorities, provides ALDA and the LDAs with political, financial and logistical support.

Since 2000, ALDA has undertaken numerous activities to extend its geographical basis and to bring its proven method of town-twinning to areas outside South East Europe. In 2004, ALDA ran the EU Mayors programme financed by the European Commission, which brings together partners from six Western and Eastern European countries (England, Ire-land, Italy, France, Poland and Lithuania) to exchange their best practices in different areas of local democracy. Other new geographical areas include Belarus, where ALDA will implement a project together with partners from Lithuania and Poland. Furthemore, the first Local Democracy Agency outside South East Europe will be opened in Kutaisi, Georgia in summer 2005.

Funding for the LDAs and their Association comes from a wide variety of sources including the Council of Europe, the Con-gress of Local and Regional Authorities, the European Com-mission, the United Nations, and the Organisation for Security and Cooperation in Europe (OSCE). In addition, the LDAs and ALDA have received financial support from a number of states (Switzerland, Norway, Finland, Liechtenstein, Ireland, Italy and Luxembourg), towns and individuals.

The Local Democracy Agencies comprise a network of more than 216 partners from 21 European countries of which 52% are local authorities, 25% NGOs, 7% regional authorities and 16% others. At present, ALDA counts 107 members from 15 countries - local authorities (58%), NGOs (16%) and individuals (20%) make up the broad network of of members. 39% of them are also partners of the LDAs.

GEORGIA-supporting a new democracy at the edge of Europe

The Association of Local Democracy Agencies organised two fact finding missions to Georgia in February and Sep-tember 2004, in order to assess the needs and the possi-bilities to export its 12 years experience and methodology from South East Europe to the Caucasus. In the scope of the second mission, ALDA organised a seminar on “Partici-pation of the civil society in the decision-making process”. The seminar was attended by potential international partners (namely the city of Nantes (France); the city of Bristol and Newport (UK)); the mayor and representatives of the city council of Kutaisi (Georgia) and NGOs active in Kutaisi. ALDA is convinced that its methodology based on interna-tional decentralized cooperation might be an asset for the city of Kutaisi and its surrounding regions and wishes to open a new Local Democracy Agency in 2005.
