3.5 PRINCIPAL CHARACTERISTICS OF MILK RESIDUE CONTROL There is no single generic prevention program that can be utilized for all dairy farms. Dairy farms vary in size, location, environmental conditions, economics and level of management skills. Specific techniques will vary to meet the specific needs of the dairy farm. To be effective, residue prevention programs need to be practical and effective for the individual dairy producer responsible for their success. However, regardless of the size of the farm or other variable management practices, it is important that veterinarians and milk producers use drugs according to the approved labelled specifications and observe proper withdrawal times for the drug used. These two critical specifications should be applied in every residue prevention control program as well as the general standards of good veterinary practice. The first step in preventing the occurrence of drug residues in milk is to maintain a healthy herd and employ herd health practices that will minimize the need to use animal drugs. Proper management of the animal’s environment by the dairy producer can improve the health of the dairy cow and thereby lower the frequency and amount of drug use on the dairy farm. Maintaining hygienic practices that assure cleanliness of the milk production facility and a clean cow environment can have a major impact in preventing the development of disease in the herd thereby minimizing the need drug use.

The first step in preventing the occurrence of drug residues in milk is to maintain a healthy herd and employ herd health practices that will minimize the need to use animal drugs.

Economic results of the Green Revolution

Crop areas under high-yield varieties needed more water, more fertilizer, more

pesticides, fungicides and certain other chemicals. This spurred the growth of the local manufacturing sector. Such industrial growth created new jobs and contributed to the

country's GDP

Sociological results of the Green Revolution

The Green Revolution created plenty of jobs not only for agricultural workers but also industrial workers by the creation of lateral facilities such as factories and hydro-electric

power stations as explained above.

Political results of the Green Revolution

India transformed itself from a starving nation to an exporter of food. This earned admiration for India in the comity of nations, especially in the Third World.

The Green Revolution was one factor that made Mrs. Indira Gandhi (1917-84) and her party, the Indian National Congress, a very powerful political force in India (it would however be wrong to say that it was the only reason).

Limitations of the Green Revolution

The Green Revolution cannot therefore be considered to be a 100 percent success. Four different reasons

• Producing milk in rural areas through producer cooperatives and moving processed milk to urban demand centers became the cornerstone of government dairy development policy

• This policy initiative gave a boost to dairy development and initiated the process of establishing the much-needed linkages between rural producers and urban consumers.

India imports from Brazil Em relação à situação do intercâmbio genético entre os dois países, desde de 2015 o Brasil tem um Certificado Sanitário acordado com a Índia para a exportação de Sêmen bovino, embora poucos embarques tenham sido realizados até o momento. No mês passado foi aprovado o Certificado para Embriões 'in vivo' e nesta semana foi encaminhada a proposta de Certificado para Animais de Reprodução. Em breve estaremos encaminhando a proposta de Certificado para Embriões 'in vivo', completando todas as possibilidades de produtos genéticos. As autoridades indianas têm sido mais céleres na aprovação de Certificados que envolvem material de reprodução, como Embriões Bovinos e Suínos Vivos, do que de material para consumo, como Carne Suína, por exemplo, demonstrando interesse em acessar a nossa genética.

Necessary also export genetic materials from India to Brazil. Some Brazilian breeds are with high ENDOGAMY levels and as result the animals with adaptation to the tropical conditions are not able to produce in quality and quantity as necessary to support an sustainable production.

Technical cooperation Em relação à importação de material genético de bovinos e bubalinos pelo Brasil, após a última importação de bovinos Zebu em 1962, em 2015 foram realizadas novas importações, que ocorreram após muitas negociações tanto para a aprovação pelo lado Indiano, quanto pelas questões sanitárias do lado Brasileiro. Com as publicações das Instruções Normativas 18 e 36/2015, que incorporam ao ordenamento jurídico nacional os Requisitos zoossanitários acordados no GMC - MERCOSUL, o certificado sanitário anteriormente acordado perdeu a validade. Este ano, graças inclusive ao seu empenho, o Brasil encaminhou a nova legislação traduzida para o governo Indiano, para este elaborar uma nova proposta de certificado, mas até o momento não foi possível obter uma resposta. Além das questões sanitárias, os aspectos relacionados ao compartilhamento de material genético são bastante relevantes. Pelo que pude levantar, a última importação de embriões bovinos não foi aprovada pelo National Biodiversity Authority - NBA, o que levou a abertura de um processo interno, que resultou na exigência de pagamento pela empresa importadora. Com base nisto, é de se questionar em relação a importação de sêmen de bubalinos, se além da negociação sanitária não seria interessante entrar também com uma solicitação junto ao NBA, ressaltando os aspectos sociais da bubalinocultura no Brasil.
