LaunchedaspartoftheadvancecoursefortheReplacePhase
oftheproject, itgatheredengineersandarchitectsfromtheacademe, private industry and government institutions to
learnfromthetechniquesandexperienceofPSA inthefieldofsolarenergy.
ParticipantsweretaughtvarioussolartechnologiesemployedbyPSA.Theyareexpectedtoserveasresourcepersonsoftheproject,echoingtheirlearningintheirrespectiveprofessions.
Aworkshop
was
also
held
at
the
end
of
the
training
for
par
ticipants to identify,assessand recommendequipment thatcan be used to promote zero carbon resorts in the Philippines.

RheinlandandDEG.Itseekstoinstillmassawarenessoninternational food safety and cleanliness standards amongst local
SMEsoperatingintheagricultureandfisheryindustry.
Focusing on the Hazard Analysis and Critical Control Points
(HACCP)module, the session featured an introduction to the
approach,theprerequisiteprograms(PRPs),andtheextensivediscussiononthe12 logicalstepsto itsapplicationand imple
mentation.
The HACCP training aimed to equip the food safety trainerswith the skills at system implementation. These were rein
forcedthroughacombinationof lecturesaswellasgroupdiscussions andworkshopswhich covered each of the steps on
hazardanalysis,and theprocess fordevelopingaperproductHACCPplan.

Prior to the Conference, the Philippine government has approved and submitted to the UN a National Climate Change
ActionPlan(NCCAP)whichaimedtosetprioritiessuchaswatergovernance, improvement of fish yield and administrative
changesintheLagunaLakeDevelopmentAuthority(LLDA),andother climate change adaptation practices (Poblete, 2011).Theseprioritieswillallowthenationalgovernmentinpreparing
proposalstotheGreenClimateFundoverandabovetheAdaptationFund.
Assessing the Durban climate change conference, however,thinktank IBON foundation (2011) claimed that the DurbanPackageamountstomoreheavyliftingfortheSouth,lessobligationsfortheNorth,andlittlehelpforthepoor.
First, the conference has become a mere platform for the
delegatestopresenttheirnationalstatementsandnottocomeupwithclear,longtermdecisionsandaccountabilityrulesand
measures(Black,2011).
Second,thelaunchingoftheGreenClimateFundhasonlypromoted individual initiativesofeach country todevelop short
termsolutions
to
climate
change,
undermining
possibilities
of
collaboration with neighbor countries in eliminating climate
changerisksandnotmerelyworkingonadaptation.
Lastly, the deal for the United States ofAmerica (USA),PeoplesRepublicofChinaof China (PRC) and India to cut back ontheircarbonemissionsisconsideredpass
andadramaticwayofendingthesummit.
Among leaders of developed countrieswho should be held countable amid todays environmental
situation,
the
call
for
urgency
and
drastic
strategies
to
reduce
therisksofclimatechangewasjaundicedintheproceedings

5% in1997,andothercountrieshaveaddressed their reluctance to comply by2012.Secondly,hesaid thatcarbonemissionsofothercountriescannotbereducedaslongasrichcountriessuchasChinaand members of the European Union will not take the firstmovetocommittodeepercuts.Lastly,monetarycontributions
frompast
agreements
were
not
properly
managed
(Rahman,
2011).
ThetragedyinDurbanproceedingsreverberated inthePhilip
pines,whereoverathousanddiedinCagayandeOroCityandnearby areas inMindanaobecause of flashfloods.While it istrue that the incident revealedgovernanceproblems, thecalamityisalsoadirectresultofinactionamongdevelopedcoun
tries in addressing globalwarming. This
isbecause
even
with
efforts
to
come
up
withgoodstrategiesandplansofactiontomitigatetheeffectsofclimatechange,a developing nation such as the Philip
pineswithalmost100millioninhabitantscanonlydosomuch.
With lack of sympathy from developedcountriesforpoornations,theworldcanexpectmoreofthesedisasters:more destruction of properties,more loss of innocentlives.Andwecanonlyhopethatbythetimethesecountriesrealizehowtotakeresponsibility,itisnottoolate.
