Welcome

Please read and familiarize yourself with our program goals and policies. We count on the knowledge and cooperation of our parents to help us provide the best before and after school environment possible. Program information is also available on the District website at www.eusd.net/enrichment/.

Program Mission Program Mission: To provide a safe, educational, and nurturing environment for all students attending Encinitas Union School District’s before and after school hours.

Program Vision Program Vision: The Encinitas Union School District has a history of excellence in the classroom. The District’s ASPIRE program strives to be an extension of this outstanding learning environment. Families who utilize our service can rest assured that their students will be looked after in a professional manner. Our primary goal is to help promote the maximum development of students. This includes their physical, emotional, social, intellectual, and creative self. We have carefully prepared a developmentally appropriate environment which provides a place for your student to feel significant and successful.

ASPIRE Staff ASPIRE Staff: All ASPIRE staff are selected for their warmth, maturity, enthusiasm, patience, leadership qualities, experience, and knowledge of youth development. They have completed the ASPIRE staff training program as well as various professional development sessions. All of our staff members are trained in CPR/First Aid principles. All staff are required to be fingerprinted and agree to a thorough background check. ASPIRE staff are required to be 18 years or older with experience working with school-aged children.

Registration

• Registration forms are available at each school site and also on the District website at www.eusd.net/enrichment/.

• A completed ASPIRE registration form must be submitted, along with a $35 annual non-refundable registration fee per student, before your student can begin attending the ASPIRE program.

• Students safety is our first priority. To comply with regulations, there is a maximum capacity per school site. There may be a wait list to attend the ASPIRE program.

Fee Payment Policies

Monthly Payments: Monthly fees are due the first (1st) school day of each month to be received no later than the fifth (5th) school day of each month to be paid in the ASPIRE room at the school or the ASPIRE office at the District Office. Payment Options:

• Check or Money Order: Payment may be made by check or money order payable to EUSD and submitted to the ASPIRE staff before or after school or to the ASPIRE office at the District Office. Indicate your student’s first and last name and school site on your check.

• Online By Credit Card: Credit card payment is available on the District website at www.eusd.net/enrichment/ by MasterCard or Visa. Use the Primary Parent/Guardian name on your ASPIRE registration form as your family name.

• Direct Check Payment: You can set up your checking account to mail a check payable to EUSD to the EUSD District Office at 101 S. Rancho Santa Fe Rd., Encinitas, CA 92024 Attention: ASPIRE. Indicate your student’s first and last name and school site on your check. We suggest that you have checks mailed at least ten business days before the first school day of each month to allow for Post Office delivery time. Postmarks must be by the fifth (5th) school day of the month or a $25 late fee per family will be applied.

Conference Week: Students are welcome to add additional days during conference week at a fee of $25 per day for days that they are not normally scheduled to attend. There is a non-refundable $35 registration fee for students who are not registered in our regular ASPIRE program. A registration form indicating conference week only must be submitted along with payment. Additional Day Use of ASPIRE: Additional day use of ASPIRE must have prior authorization from the Site Lead at least 24 hours in advance not including weekends or holidays. Approved additional days will be charged at $25 per day per student. Student must be active in the ASPIRE program and their account paid in full in order to request an additional day.

Fee Payment Policies - Continued: Late Pick Up Charge: The program is available from 6:30 am until 8:00 am and from the end of school until 6:00 pm. Students who remain with the ASPIRE staff after 6:00 pm will be charged an additional fee of $15 for every fifteen (15) minutes or part thereof. The late pick up fee is charged per family, not per student. Late Fee: Monthly payments are due the first (1st) school day of every month to be received no later than the fifth (5th) school day. Late payments are subject to a $25 penalty per family. Past Due Accounts: Accounts must be paid in full prior to registering for ASPIRE or an intersession ASPIRE program. Payment Plan: If an account is past due, please contact ASPIRE Billing to set up a payment plan. Refunds: There are no refunds or credits for absences for any reason. There are no refunds or credits due to District closures. Returned Check Policy: If a check is returned from your bank, there is a $25 returned check charge. Collection Service: If an account is $500 or more past due, and/or past due over 40 days, a collection agency is utilized. If contacted by the collection agency, please communicate directly with them to make payment arrangements as the Encinitas Union School District will no longer be the responsible financial party.

ASPIRE Monthly Tuition ASPIRE Tuition: In an effort to streamline our payment process and make tuition more concise, the monthly tuition is averaged over eleven months. The tuition fee is the same every month regardless of the number of school days in that month. Monthly payments are not pro-rated. When calculating the monthly discounted rate, round up to the nearest dollar amount.

TUITION DISCOUNTS

Free and Reduced Lunch Discount: A discount is offered to students that participate in the Free and Reduced Lunch Program. Families must apply at their student’s school site for Free and Reduced Lunch to qualify. Once approved by the school, families must complete the ASPIRE Free and Reduced Lunch Discount application and submit it with a copy of the Child Nutrition confirmation; and the ASPIRE registration form to the ASPIRE office. Qualified students will then receive a 50% discounted monthly rate, rounded up to the nearest dollar amount. A registration fee is still required. Encinitas Union School District Employee Tuition Discount: Discounted tuition is available for Encinitas Union School District employees. Please contact the ASPIRE office for details. Financial Assistance: Should you need alternative payment arrangements, please contact the ASPIRE office to discuss possible options. The County of San Diego provides financial assistance to qualifying families. To register, please contact the County of San Diego at 800-521-0560 or www.childcaresandiego.com. Longevity Discounts: To Request Longevity Discount: Please notify the ASPIRE office if you feel your student qualifies for a discounted rate. 15% DISCOUNT: Students who have been using the ASPIRE program five days per week for four consecutive year will be offered a 15% discounted rate for five days per week students. 25% DISCOUNT: With continued support for five consecutive years a 25% discount will be available for five days per week usage. 50% DISCOUNT: For students who have continued with the program five days per week and are starting their sixth-grade year, we offer a 50% discount for five days per week. Multiple Discounts: Families cannot have multiple discounted rates for sibling and longevity discounts. The first student pays the regular monthly fee and the second pays the discounted rate for either a sibling or longevity discount.

The Encinitas Union School District reserves the right to change tuition without notice.

Signing In and Out

• A parent or guardian age 18 or older must sign in/out all students attending the ASPIRE morning/afternoon program.

• For safety reasons, adults may be asked to show identification when picking up children from the program.

• Additional authorized adults may be designated on the ASPIRE registration form for student pick-up. Identification will be required.

Parents/guardians who fail to comply with these rules are subject to review and possible dismissal from the program.

Late Pick Up Policy Late Pick Up: Parent/Guardian will be notified when students remain at ASPIRE after 6:00 pm and will be given a one (1) hour timeframe to pick-up their student. During this time, ASPIRE staff will attempt to reach individuals on the authorized to pick up list provided on the registration form. Late pick up fees will apply. After the one (1) hour timeframe has lapsed, ASPIRE personnel will contact the Encinitas Sheriff’s Department to claim the student. Late Pick Up Charge: The program is available from 6:30 am until 8:00 am and from the end of school to 6:00 pm. Enrollment Changes Request to Change Days Used or Drop from ASPIRE Program: Changes in the enrollment agreement may only be made by written request on the Status Change Request form. The Status Change Request form is available on the Encinitas Union School District website at www.eusd.net/enrichment/ and in the ASPIRE room. This form can be submitted to the ASPIRE office at the District Office or to ASPIRE staff. Requests for changes will only be granted on a space available basis. Status Change Request Forms must be submitted at least seven (7) school days prior to the effective month. Returning to ASPIRE: If you wish to drop from ASPIRE for a period of time and then return to ASPIRE, we require a Status Change Request form submitted at least seven (7) school days before the effective month to drop and another Status Change Request form submitted at least seven (7) school days before the effective month to return to ASPIRE. Request to Change Days Used or Drop from ASPIRE Program in August Only: A Status Change Request form to drop or change days used must be submitted by the fifth school day of August to allow for changes during the first month of school without penalty.

Absences Absences: Please notify the ASPIRE staff if your student will be absent or late to the ASPIRE program on a day when they are scheduled to attend. Program phone numbers are available on page 4 of the ASPIRE Information Handbook. Text messaging is available at all ASPIRE sites. If a student is absent from the ASPIRE program on an assigned day, parents may be notified by ASPIRE staff of the student’s absence. The ASPIRE staff follow an extensive emergency procedure when students do not show up for the program on scheduled days. If your student is absent from school due to illness, they may not attend the program that day. Credits and refunds will not be given for absences for any reason.

Holidays The ASPIRE program is closed on Encinitas Union School District holidays. These days were not included in the averaging of the monthly fee amounts. Activities

Activities: Activities for our students include arts and crafts, science, music, physical fitness, technology, character education, community building and much more. Student activities are created by our ASPIRE team and are designed for various age groups. Activities are held on school grounds and are closely supervised by our staff. Occasionally, students may embark on walking field trips to near-by establishments or parks. Parents/Guardians will be notified regarding planned field trips and permission slips will be mandatory. On modified days, students may be offered educational videos or G-rated movies. Please advise our staff if you do not want your student participating in movie time so that we may offer your student alternative activities during this portion of the program.

Homework Assistance Homework Assistance: There is dedicated time allotted for homework each day. Staff members will be available to work with your student if they need help with homework. If your student does not have homework, other activities will be available. If your student needs additional homework time, they may choose to continue working on homework during activities, if staffing allows. Please note: ASPIRE is not a homework completion program.

Student Technology Usage

Much of the homework in EUSD is iPad based, therefore, students are able to use their district issued iPads in ASPIRE. iPads are issued to students for educational purposes only, as stated in the ONE-TO-ONE DIGITAL LEARNING PROGRAM Student/Parent or Guardian Participation Agreement. EUSD provides students with a filtered and secure digital network. All district issued devices are routed through our filters. Personal devices, such as a cell phone, are not protected by the EUSD filter, which becomes problematic when used in a district run program, such as ASPIRE, and should remain in student backpacks.

Enrichment Enrichment: Enrichment programs are available for students. More information regarding our offerings can be found on the District website at www.eusd.net. For safety purposes, all Enrichment classes meet at the school lunch tables to ensure accountability for students attending the ASPIRE program. Please notify the ASPIRE program staff if your child chooses to enroll in Enrichment programs.

Snacks Snacks: Our program offers two snacks per day which is provided through the District’s Child Nutrition Services Department and complies with the USDA Smart Snack Guidelines. We strive to serve nutritious snacks that are whole grain and nut free. In addition, all of our snacks are free of artificial colors and high fructose corn syrup. Snacks may be brought from home, but please note that students at your school site may have food allergies. We ask that students not bring any foods containing nuts to prevent causing allergic reactions. Notify the Site Lead immediately if your student has any food allergies.

Student Belongings Student Belongings: Please make sure that all of your student’s belongings are clearly marked and identifiable with your student’s full name. Please DO NOT send your student with electronic games or devices, toys, cell phones, etc. to the ASPIRE program unless provided by the District. If these items are brought to ASPIRE, they will be collected until

the end of the day. The Encinitas Union School District is not responsible for lost or broken items from home.

Intersession ASPIRE Program ASPIRE Intersession Program: During Fall Break, Spring Break, and Summer Break, a full day ASPIRE program is offered at rotating school sites for the entire District. Students will enjoy a variety of activities including arts and crafts, outdoor recreation, team building, group games, field trips, guest speakers, and various educational opportunities. ASPIRE is not available during Winter Break. Registration: A separate registration form and payment are required. The program is available 6:30 am to 6:00 pm. Accounts must be paid in full prior to registering for ASPIRE or an intersession. There are no changes, credits or refunds for intersessions for any reason once registered. Free and Reduced Lunch Discount: Discounted rates are available only during school days and are not available during intersession programs.

Student Conduct Student Conduct: Students participating in the ASPIRE program are expected to adhere to all Encinitas Union School District and school policies. Students and parents/guardians not in compliance with these obligations may be subject to suspension or dismissal from the program. Each situation is viewed on a case-by-case basis. Based on our goal of working in partnership with parents/guardians to keep each child safe and happy in our program, the ASPIRE program expects the full cooperation of parents/guardians to ensure that any plan developed to support the student in the program will be successful. When possible, the student will contribute to resolving the conflict with whom he/she was involved. Only ASPIRE staff will carry out any disciplinary action, not volunteers, parents/guardians, or other students. We will make reasonable accommodations for students who require special considerations. Our objective is to provide all students with an amazing extra-curricular experience and learn to accept and understand diversity. It is imperative that parents and staff communicate regularly about student needs. Depending on the individual student and the circumstances, a variety of intervention strategies will be considered:

• Re-direction to a different activity or area

• A brief separation from the group

• Ignoring: An effective strategy for attention-seeking behavior that does not harm others

• Behavior contract: Outlining both what the staff can do to assist the student and what the student can do to improve behavior. ASPIRE staff will work with

classroom teachers and/or school psychologists to implement behavior strategies that are consistent with the school day.

Student Conduct – Continued: For students with consistent behavior concerns, offenses will be handled in the following manner:

• A first offense will receive a verbal warning.

• Second offense will receive official written notification to parents/guardians.

• Third offense may receive staff/administrator to parent/guardian consultation.

• Fourth offense may receive administrator to parent/guardian consultation and possible suspension. Suspension may consist of the student being sent home for the day due to behavior issues. Parents/Guardians have a maximum of one (1) hour to pick up the student from the program. After that time, emergency contacts will be contacted.

• Fifth offense may lead to dismissal.

A serious behavior problem is defined as one in which a student is hampering the smooth flow of the program requiring extraordinary amount of attention; is inflicting physical or emotional harm on self or others; or otherwise unable to conform to the rules and guidelines of the program. In alignment with policies used during the school day, we have a zero-tolerance policy pertaining to physical actions against others, stealing, bullying, and disrespect for staff and property. These actions result in a negative experience for fellow students and can be disruptive.

Students may be dismissed from the ASPIRE program at any time at the discretion of the ASPIRE Program Coordinator.

Discharge Policy

Discharge Policy: The Encinitas Union School District ASPIRE program tries to meet the needs of each student enrolled. We make every effort to communicate and work with the parent/guardian if there are concerns. However, the Encinitas Union School District reserves the right to terminate enrollment of a student at any time at the discretion of the ASPIRE Program Coordinator for one or more of the following reasons:

A. The program does not meet the needs of the child. Factors to consider in this decision may include:

• Consistent problematic and disruptive behavior

• Extra demands on staff time (one on one assistance is not available)

• Behavior detrimental emotionally or physically to others in the program

• Student cannot adjust to the program’s environment

B. A parent/guardian fails to meet their obligations as set forth by ASPIRE including, but not limited to, the following reasons:

• Non-payment or persistent late payments

• Failure to comply with the procedures for arrival/departure of a student

• Physical or verbal abuse of staff by the parent/guardian

• Disrespect for policies and procedures of the program Student Report

Accident: Students who have been injured while attending the ASPIRE program will have a report completed by staff detailing the injury. Parents/Guardians need to sign this report at student pick-up. Depending on the severity of the injury, parents/guardians may be notified and could be required to pick up the student from the program. Incident: Students who have presented a behavior concern while attending the ASPIRE program will have a report completed by staff detailing the event. Parents/Guardians need to sign this incident report at student pick-up. Head Lice Head Lice: The ASPIRE program will contact parents/guardians of any student who is found to have head lice. That student will be asked to be picked up immediately and will be allowed to return only after a successful treatment which results in the complete removal of live lice. Evidence of treatment includes no lice, clean hair and scalp, and a note from parent or your physician stating the treatment used. Upon return to the program, the student will have been cleared by the District Health Technician. There will be no compensation given for days missed.

Illness Illness: For the protection of all students, your student must be kept home or will be sent home if he/she shows any of the following symptoms:

• Fever

• Diarrhea

• Vomiting

• Any undiagnosed rash

• Sore or discharging eyes or ears

• Profuse yellow nasal discharge

• Diagnosed contagious disease such as strep throat or chicken pox If your student becomes ill at the ASPIRE program, you will be notified immediately to pick up your student. A parent/guardian or authorized person is to pick up the student within one (1) hour of notification. Then we will call others on your authorized to pick up list. Your cooperation with this policy is important. Students that are sent home may not return until they have been symptom-free for twenty-four (24) hours.

Medications Medications: If your student requires prescription or non-prescription medication during program hours, the medicine must be delivered directly to the Site Lead. At no time should medication be in a student’s possession. The administration of medication shall only be done in exceptional circumstances and only when such administration has been requested and approved by the student’s parent/guardian. Medication must be in its original container and accompanied with a doctor’s note and signature including dosage, times, and your student’s name. In addition, a Medication Authorization Form must also be provided authorizing designated ASPIRE personnel to give the medication in the dosage so prescribed by the physician. Special arrangements must be made for inhalers and EPI pens. Please contact your Site Lead immediately to facilitate accommodations.

Reporting Child Abuse

Reporting Child Abuse: California State law requires anyone who works with children to report suspected signs of child abuse or neglect. Examples include, but are not limited to, physical, verbal, or sexual abuse; lack of personal hygiene or nutrition; or leaving a child alone. Proper authorities investigate after a report is made. We are not allowed to discuss the situation with the parent/guardian before or after reports are submitted to Child Protective Services.

Security and Confidentiality Security and Confidentiality: Parents/Guardians are encouraged to discuss with the ASPIRE program staff any relevant information regarding their student. It may be helpful to the staff working with your student to be aware of any situations your student is experiencing at home or at school that may affect his/her behavior during their time at the ASPIRE program. If there is a restraining order or custody restrictions concerning your student, we must have a current copy in our files. All information provided will not be disclosed for any reason except for purposes legally permissible or directly related to the administrative function of the program. We may need to discuss issues concerning the health and welfare of your student with ASPIRE staff.

Emergencies Emergencies: In the event of an emergency, the ASPIRE program will make every attempt to contact the parents/guardians immediately. If parents/guardians cannot be reached, the staff will attend to the student in regards to medical treatment while continuing efforts to contact parents/guardians and/or individuals listed on the student’s emergency contact form. Included on each registration form is an emergency contact list that must be completed in full, signed by the parent, and returned to the ASPIRE staff prior to the student’s attendance in the program. Emergency Contact Updates: To make additions or changes to the emergency contacts and authorized to pick up list on your registration form, submit the Emergency Contact/Authorized to Pick Up Change Form to the ASPIRE staff at your school or to the ASPIRE office at the District Office. This form can be found at www.eusd.net/enrichment/.

Incoming Kindergarteners

Incoming Kindergarteners: Incoming Kindergarteners will be escorted to the ASPIRE room for the first two (2) weeks of school. After the first two weeks, arrangements will be made between the ASPIRE staff and Kindergarten classroom teachers for the remainder of the school year. Kindergarten can be an exciting yet sometimes stressful time for many students. The following are helpful suggestions for preparing your Kindergartener to begin ASPIRE:

• Encourage your student to wash their hands after using the bathroom and before eating.

• Pack an additional set of clothing (including undergarments) in case of accidents.

• Include additional snacks in your student’s lunchbox for their time with ASPIRE.

• Label your student’s clothing such as jackets, sweatshirts, and hats with identifying student information.

A Final Word

This handbook is intended to provide ASPIRE families with basic information. The rules and policies upon which this handbook is based are subject to change as revisions in the law, governing board policies and procedures occur. In order for the ASPIRE program to provide a successful experience for students, the staff and parents/guardians need to work together to support each other. Whenever you have a suggestion, question or concern related to the program, please don’t hesitate to bring them to our staff’s attention. Proper action can only be taken when clear communication takes place.
