Project

• FP7 project funded under Collaborative Support Action (CSA) to promote cooperation and collaboration across Europe’s photonics clusters.

• Project commenced in Sept 2011 and will have a duration of 3 years

• EU regards clusters as powerful engines of economic development and drivers of innovation

What is a cluster?

16/04/2012

“Clusters are geographically close groups of interconnected companies and associated institutions in a particular field, linked by common technologies and skills. They normally exist within a geographic area where ease of communication, logistics and personal interaction is possible. Clusters are normally concentrated in regions and sometimes in a single town”. Michael Porter

Cluster initiatives in Europe• European Cluster Observatory – an

online platform providing a single access point to information and analysis of clusters and cluster policy in Europe.

• European Cluster Alliance – an open platform fostering transnational cooperation between policy makers to improve cluster policies

• European Cluster Collaboration Platform - improvement of cluster performance and competitiveness through stimulation of European and international cluster collaboration.

What is ASPICE about?Purpose:• Foster collaboration across EU Photonics clusters to:

– Increase level of research and innovation,– Strengthening European economy and competitiveness– Focus collaboration on application of photonics to two of

Europe’s societal challenges:• Healthcare for aging society,• Safety and Security for Europe’s citizens (excluding

military).– Improve operation of Europe’s value chains

Outcomes and deliverables

• Best practices for clusters and strategy for implementation

• Value chain analysis for technologies that are:• Part of healthcare or security• Are present in EU clusters• Have a big market and market growth

• Identifying areas in need of cross cluster collaboration, strategy document on increasing collaboration

• Dissemination and Matchmaking activities

Best Practice Analysis

• Formulate database of Photonics Clusters in Europe – 40 photonic clusters / national platforms in Europe have been

identified.

• Survey of best practices for transnational collaboration and coordination

– We need your cooperation in this area• Develop a reference guide of good practices. • Validate the results in a consultation workshop• Disseminate the results to all clusters and platforms

Best Practices• Coordination of collaborative research projects at a local,

national and EU level• Online member competence database• Regional technology roadmapping• Student placements or hiring scientists and engineers• Organisation of technology showcase events• Special Interest Groups in key applications of photonics

technology• Support to start-ups - university technology transfer• Mentoring of new cluster members• Provision of specialised technical facilities• Inter-cluster networking and collaboration16/04/2012

Realising Collaboration Opportunities in Value/Supply chains • Phase 1 – Definition and analysis of photonics

technologies and products in the 2 selected challenges

• Phase 2 – Value chains and photonics clusters positioning analysis

• Phase 3 – Action plan for cooperation between European photonics clusters

Healthcare in an Aging Society• Societal cost of healthcare is

increasing• Different diseases will become

more predominant for which treatments have to be developed,

• Having an older but healthy workforce will become essential since people will be required to work longer to relieve the financial burden on society,

• Technological innovation will become necessary to overcome these problems.

Selection Criteria for Healthcare

Prevalence of Illness

Healthcare Cost

Impact on Quality of Life

Importance of Photonics in Technology

Which Photonic

Technologies / Products?

Selection is difficult. Literature disagrees about selection criteria for supporting medical technologies. We have the same issues.

Safety and Security for Europe’s citizens

• Safety and Security covers all means to counter collective and individual risks and threats– Security – preventive measures against physical and intentional

attacks– Safety – reduction of possible dangers from the operation of

systems and machinery or from environmental hazards

• Safety and Security can be grouped into 4 areas– Intelligence surveillance and border Security– Security of citizens– Critical infrastructure protection– Restoration of safety and security in crisis
